The Office of <strong>Human</strong> Resources (OHR) has recently implemented a Special<br />

Recruitment to fill vacant FAA and CSLA positions. Milton Martinez, a state<br />

retiree formerly with the State Personnel Office (SPO), joined OHR on a part-time<br />

basis to coordinate this. His role is to place advertisements, evaluate applications,<br />

and distribute employment lists to the hiring managers and supervisors. The goal of<br />

this project is to fill positions more quickly than the previous method of recruiting<br />

through SPO. Another benefit is that OHR only places individuals who meet the<br />

qualifications for the job on the lists. This saves time and work for hiring<br />

supervisors. It also eliminates the chance that the supervisor might select an<br />

individual who does not meet the job requirements.<br />

To assist with this effort, OHR has created a new webpage: Careers in HSD,<br />

located on the OHR website at http://www.state.nm.us/hsd/careers.html. Careers in<br />

HSD contains information and application forms for potential employees for all job<br />

positions.<br />

Caseworker applications in some areas are accepted on an ongoing basis and are<br />

kept on file for 6 months. Vacancies are posted on the OHR webpage Careers in<br />

HSD in the NM HSD Special Recruitments Weekly Summary. Vacancy<br />

announcements may also be advertised in local newspapers and on other websites.<br />

Applicants for FAA and CSLA positions should: complete the HSD Special<br />

Recruitment Job Interest Form (JIF), provide an updated résumé or HSD one-page<br />

application form and a copy of college transcripts for each position for which they<br />

want to be considered.<br />

FAA Senior positions are also part of the Special Recruitment and vacancies for<br />

these positions are posted on the OHR webpage Careers in HSD in the NM HSD<br />

Special Recruitments Weekly Summary. Individuals wishing to apply may do so<br />

via e-mail, fax, or mail by the recruitment end date.<br />

HSD Employee Orientation is required for all HSD staff and held quarterly in<br />

Santa Fe. These orientations include, but are not limited to: An introduction to<br />

the department’s mission and philosophies, NM state employment policies; the<br />

HSD Code of Conduct; Employee Development and Appraisals(EDA); diversity<br />

awareness; payroll and the ATSS timekeeping system; insurance and benefits;<br />

deferred compensation; and a tour of the Roundhouse. Two of the modules,<br />

Sexual Harassment Awareness and Substance Abuse Awareness, are required<br />

training sessions for all HSD employees.<br />

<strong>New</strong> employees and those who have not attended<br />

Orientation may register online at the OHR<br />

Employee Information website, under Staff<br />

Development and Training. Once the originator<br />

enters “submit” on the electronic form, it<br />

automatically goes to the employee’s supervisor<br />

for approval. The supervisor can then forward the completed request to<br />

Streamline Your Frequent Mailers<br />

If you frequently e-mail to the same person this is how you can make it easier<br />

on yourself: In Outlook, you can create a desktop shortcut that will open a<br />

blank, pre-addressed message that's all ready for you to send. Here's how:<br />

1. Right-click in an empty area of your desktop, point to <strong>New</strong>, and then<br />

click Shortcut.<br />

2. In the Create Shortcut dialog box, type mailto: and enter the e-mail<br />

address of your recipient, leaving no spaces.<br />

3. Click Next, and then choose a name for your shortcut, e.g., “Email to<br />

Jane”<br />

4. Click Finish, and your new shortcut appears on your desktop.<br />

5. Double-click the icon, and Outlook opens with your recipient's address in<br />

the To field. Just compose your message and send as normal. Cool!<br />

Be Positive in Tone<br />

We all respond more favorably to something in writing when it is presented to<br />

us in a positive tone rather than in a negative tone. Negativity produces instant<br />

reader resistance. Consider these:<br />

Negative: <strong>No</strong> smoking anywhere except the bar!<br />

Positive: Smoking permitted in the bar only.<br />

Negative: Positively no children admitted without an adult!<br />

Positive: Children welcome when accompanied by an adult.<br />

Negative: We cannot process applications received after June 10!<br />

Positive: Please return the application before the June 10 deadline.<br />

Avoid Negative Buzzwords<br />

Some negative words convey an immediate strong resistance in the reader.<br />

Consider your reaction to these powerful words:<br />

botched infuriating shoddy<br />

deceptive mishandled thoughtless<br />

false misinformed uncooperative<br />

incident misleading unfounded<br />

incompetent regrettable unprofessional<br />

inconsiderate rude unqualified<br />

inept<br />

second-rate<br />

Use Positive Words<br />

Positive words can convey the same message, and will elicit a more<br />

cooperative reaction from your reader(s). <strong>No</strong>tice the difference in tone.<br />
