Introduction to <strong>Early</strong> <strong>Intervention</strong> <strong>Systems</strong><br />

Chapter 1<br />

officer who had on-the-street problems because of an excessive<br />

fear of being struck in the face. <strong>Intervention</strong> counseling identified<br />

the problem and retraining in tactics helped the officer overcome<br />

the problem. Commanders report many other such success stories.<br />

In the survey of managers which is summarized in Chapter Four<br />

of this report, about half (49 percent) reported that the system has<br />

had a positive impact on the on-the-street per<strong>for</strong>mance of their<br />

officers, while almost a third (28 percent) reported a mixed<br />

impact. No commanders reported a negative impact.<br />

Chapter Three of this report discusses in detail the research<br />

findings regarding the effectiveness of EI systems. Chapter Four,<br />

meanwhile, reports the findings of a survey of police managers<br />

with EI system experience. Generally, managers have had very<br />

positive experiences with the impact of their systems of<br />

supervision and accountability.<br />

A Word About Terminology<br />

<strong>Early</strong> <strong>Intervention</strong><br />

This report uses the term early intervention. It does not use the<br />

more widely used term early warning. <strong>Early</strong> warning has a<br />

negative connotation, suggesting that the system is primarily<br />

oriented toward discipline. One department with a comprehensive<br />

EI system found through interviews with officers that they did not<br />

like the phrase early warning because of its "big brother"<br />
