<strong>An</strong> evaluation <strong>of</strong> <strong>NAMFI</strong><br />

The results and recommendations <strong>of</strong> <strong>the</strong> evaluation are to guide <strong>the</strong> involved parties in <strong>the</strong>ir<br />

decision-making regarding <strong>the</strong> future <strong>of</strong> <strong>the</strong> co-operation: continuation/changes/termination.<br />

7. Scope and focus <strong>of</strong> <strong>the</strong> evaluation<br />

The evaluation will focus on providing information for decision-makers, <strong>ICEIDA</strong> and MFMR.<br />

The evaluation shall consider outcomes <strong>of</strong> <strong>the</strong> project and if <strong>the</strong> main results will indicate that<br />

<strong>ICEIDA</strong> should at <strong>the</strong> end <strong>of</strong> year <strong>2004</strong> withdraw its support as agreed upon in <strong>the</strong> <strong>Project</strong><br />

Document in October <strong>2002</strong> by both parties, <strong>the</strong>n <strong>the</strong> evaluator shall outline in <strong>the</strong> report a<br />

proposal for <strong>the</strong> project completion and a timetable for <strong>the</strong> phasing out <strong>of</strong> <strong>the</strong> project.<br />

In general, <strong>the</strong> evaluation shall;<br />

‣ consider <strong>the</strong> goal and purpose <strong>of</strong> <strong>the</strong> project, as well as inputs and outputs and financial<br />

management;<br />

‣ consider unintended outcomes <strong>of</strong> <strong>the</strong> project;<br />

‣ evaluate <strong>the</strong> impact for <strong>the</strong> beneficiaries or how it can be measured in <strong>the</strong> future if not<br />

obvious yet;<br />

‣ provide a description <strong>of</strong> major constraints and risk factors for project implementation and<br />

sustainability;<br />

‣ assess <strong>the</strong> degree <strong>of</strong> project sustainability;<br />

‣ provide a description <strong>of</strong> lessons learned in relation to future projects implementation;<br />

‣ give recommendations on future modifications and improvements within <strong>the</strong> duration <strong>of</strong><br />

<strong>the</strong> existing <strong>Project</strong> Document in light <strong>of</strong> <strong>the</strong> above listed objectives.<br />

8. Issues to be covered in <strong>the</strong> evaluation<br />

Special attention shall be given to but not necessarily limited to, <strong>the</strong> following issues:<br />

Efficiency:<br />

Results achieved (inputs -outputs).<br />

Have resources been effectively used in <strong>the</strong> project? What problems have arisen? Could <strong>the</strong>y be<br />

avoided in similar projects?<br />

Review <strong>of</strong> <strong>the</strong> project organisation on all levels (including management, reporting and<br />

monitoring, human resources and technical backup);<br />

Assessment <strong>of</strong> financial management including disbursement <strong>of</strong> funds at <strong>the</strong> different<br />

levels and financial reporting;<br />

Assessment <strong>of</strong> staff development ;<br />

Assessment <strong>of</strong> <strong>the</strong> infrastructure facilities;<br />

Effectiveness<br />

Achievement <strong>of</strong> objectives.<br />

Has <strong>the</strong> project achieved its objectives? What has facilitated or prevented <strong>the</strong> effectiveness <strong>of</strong> <strong>the</strong><br />

project?<br />

Assessment <strong>of</strong> if and how <strong>ICEIDA</strong> and MFMR have fulfilled <strong>the</strong>ir objectives as planned<br />

in <strong>the</strong> agreed <strong>Project</strong> Document <strong>of</strong> <strong>2004</strong>;<br />
