Under the terms of the Securitisation and Reconstruction of the Financial Assets and<br />

Enforcement of Security Act, 2002<br />

The Authorized Officer (AO) of <strong>IDBI</strong> <strong>Bank</strong> <strong>Ltd</strong>. (<strong>IDBI</strong>) invites Bids/Offers in sealed covers<br />

for sale of the following properties of Rourkela Paints & Chemicals Pvt. <strong>Ltd</strong>., under the<br />

provisions of the Securitisation and Reconstruction of Financial Assets and Enforcement of<br />

Security Interest Act, 2002 read with the Security Interest (Enforcement) Rules, 2002,<br />

possession whereof has been taken on January 17, 2013.<br />

1. Brief Description of Properties<br />

All that piece & parcel of land appertaining to Revenue Plot No.163(P) corresponding to<br />

IDCO Shed No.B/10, Revenue Khata No.6, Mouza – Sanbrahmanitaranga comprising an<br />

area of Ac.0.509 in IDCO’s Industrial Estate Kalunga under villiage limits<br />

Sanbrahmanitaranga & Jhartaranga, Tahasil – Kuarmunda, Dist. – Sundargarh in Odisha<br />

bounded as follows:<br />

Terms and Conditions:<br />

1. Intending bidders may arrange to obtain bid forms (Form 1 & Form 2) from <strong>IDBI</strong><br />

<strong>Bank</strong> at Rourkela <strong>Branch</strong>, Dua Complex, Panposh Road, Rourkela, Pin-769004,<br />

Odisha or download the same from our website www.idbi.com and bids should be<br />

submitted in same formats only on date and time mentioned above.<br />

2. The bidders should submit intention to bid by duly filling Form-1 alongwith self<br />

attested copy of acceptable identity proof and address proof mentioned in the form.<br />

Besides, the bidders should also submit EMD with Form-1. Quotations should be<br />

submitted by filling Form-2 in sealed/closed envelope.<br />

3. EMD should be paid by demand draft/pay order drawn in favour of <strong>IDBI</strong> <strong>Bank</strong> <strong>Ltd</strong> &<br />

payable at Rourkela. EMD amount is refundable to unsuccessful bidders; however<br />

any claim of interest for time taken in refund will not be entertained.<br />

4. Bid below the reserve price will not be accepted. Bids without EMD/ with EMD<br />

lower than the EMD amount stipulated will not be accepted.<br />

5. Property will be sold to bidder quoting highest amount.<br />

6. Inter-se bidding amongst all the eligible bidders may be conducted at the venue at the<br />

sole discretion of the Authorized Officer.<br />

7. <strong>Bank</strong> will retain the EMD amount of the highest bidder and the same would be<br />

treated as part of the amount payable.<br />

8. The successful bidder would be informed in writing about the acceptance of his/her<br />

bid/offer by the AO and will be required to deposit 25% of the sale price (less the<br />

amount of EMD deposited) immediately by Demand Draft/Pay Order drawn in<br />

favour of "<strong>IDBI</strong> <strong>Bank</strong> <strong>Ltd</strong>." payable at Rourkela. The balance amount of the sale<br />

price shall have to be paid within 15 days of acceptance of the bid. In case of failure<br />

to make payment as above, the entire deposited amount /including EMD shall be<br />

forfeited.<br />

9. The defaulting bidder shall forfeit all claims to the assets or to any part of the sum for<br />

which it may be subsequently sold.<br />

10. Property being sold is on “As is Where is”, “As is What is & whatever there is and<br />

without recourse Basis”. All statutory liabilities / housing society tax / maintenance<br />

fee / electricity / water charges etc., outstanding as on date and yet to fall due would<br />

be ascertained by the bidder(s) and would be borne by the successful bidder. <strong>Bank</strong><br />

does not take any responsibility to provide information on the same.<br />

11. Offers received for sale and /or accepted are not transferable.<br />

12. Successful bidders will have to bear all cost, charges and expenses in connection with<br />

registration of sale certificate including Stamp duty, registration fee, incidental<br />

charges etc.<br />

13. Bidders shall carry his /her original identity proof mentioned in the Form-1 with him<br />

/her at the time of coming to the venue.<br />

14. <strong>Bank</strong> retains the right to restrain any person except the bidder from entering the<br />

venue.<br />

15. The Authorized Officer reserves the right to reject / accept any or all bids, and to<br />

postpone / cancel any offer without assigning any reasons. In case all the bids are<br />

rejected, the AO reserves the right to sell the Secured Assets by any of the modes<br />

prescribed in the SARFAESI Act.<br />

16. Any dispute regarding the matter would be under jurisdiction of courts in Odisha<br />

only.<br />

17. The borrower /Guarantors are hereby given notice to pay the sum mentioned as<br />

above inclusive of interest before the date of open public auction failing which<br />

property will be auctioned and remaining balance if any with interest will be<br />

recovered from them. Borrower / Guarantor may also bring the prospective buyer to<br />

participate in the process of sale as per terms and condition mentioned above.<br />
