INVITATION FOR TENDER<br />
The <strong>Indian</strong> <strong>Institute</strong> <strong>of</strong> Science is one <strong>of</strong> the premier educational<br />
institutions in India. It has a large number <strong>of</strong> doc<strong>to</strong>ral students<br />
pursuing research in frontier areas in science <strong>and</strong> engineering. The<br />
central computing facility <strong>and</strong> networking facilities <strong>for</strong> the <strong>Institute</strong><br />
is located at the Supercomputer Education <strong>and</strong> Research Centre<br />
(SERC) <strong>and</strong> caters <strong>to</strong> the computational <strong>and</strong> networking<br />
requirements <strong>of</strong> the campus. IISc consists <strong>of</strong> more than 40<br />
academic departments spread across the campus <strong>and</strong> all the<br />
departments are connected <strong>to</strong> the SERC using both multimode <strong>and</strong><br />
single mode fiber <strong>and</strong> providing gigabit connectivity in the<br />
backbone. All the departments <strong>and</strong> other locations in the campus<br />
have a st<strong>and</strong>ards based ethernet LAN solution with a cable plant<br />
solution con<strong>for</strong>ming <strong>to</strong> st<strong>and</strong>ards.<br />
The <strong>Institute</strong> is inviting <strong>tender</strong>s in two-cover <strong>for</strong>mat <strong>for</strong> supply <strong>and</strong><br />
installation <strong>of</strong> Local Area Network (LAN) solutions <strong>for</strong> a set <strong>of</strong> new<br />
facilities, namely Aerospace Engineering Building, Physics<br />
Building, Nanoscience Building <strong>and</strong> the Biosciences Building, the<br />
details <strong>of</strong> which are given in subsequent sections. The activity will<br />
cover underst<strong>and</strong>ing the technical <strong>and</strong> functional requirements<br />
clearly, arriving at a suitable <strong>and</strong> cost effective equipment<br />
configuration meeting all the stated functional requirements. The<br />
selected bidder will have the responsibility <strong>to</strong> supply, install <strong>and</strong><br />
manage the installation <strong>for</strong> the stated period <strong>of</strong> time. It is<br />
envisaged that the bidder will have <strong>to</strong> provide warranty <strong>and</strong><br />
comprehensive maintenance services <strong>for</strong> a period <strong>of</strong> at least three<br />
years after acceptance.<br />
The bidders have <strong>to</strong> provide technical <strong>and</strong> commercial <strong>of</strong>fers <strong>for</strong><br />
each one <strong>of</strong> the four requirements. The <strong>Institute</strong> may choose <strong>to</strong><br />
select one or more bidders through the <strong>tender</strong>ing process <strong>for</strong> the<br />
requirements. The decision <strong>of</strong> the <strong>Institute</strong> is final <strong>and</strong> binding on<br />
all the bidders.<br />

Guidelines <strong>to</strong> Tenderers<br />
1. The <strong>tender</strong>, including all proposals, should be addressed <strong>to</strong><br />

<strong>Indian</strong> <strong>Institute</strong> <strong>of</strong> Science<br />
Bangalore 560 012.<br />
2. A two-cover system is proposed <strong>for</strong> the submission <strong>of</strong> <strong>tender</strong>s,<br />
consisting <strong>of</strong><br />
Cover A : Technical Bid : containing<br />
i. Executive Summary <strong>of</strong> the proposal as per<br />
Pro<strong>for</strong>ma given in this document.<br />
ii. Complete Technical Details <strong>of</strong> the proposed<br />
cabling <strong>and</strong> switching requirements.<br />
iii. Per<strong>for</strong>mance details <strong>of</strong> the proposed equipments.<br />
iv. Terms <strong>and</strong> conditions <strong>for</strong> the <strong>of</strong>fer.<br />
v. Supporting technical material, such as<br />
brochures white papers etc.<br />
Cover B: Price Bid: containing the prices as per the <strong>for</strong>mat<br />
indicating unit price <strong>for</strong> each component.<br />
3. The individual covers <strong>to</strong> be sealed <strong>and</strong> superscribed as<br />
SERC/LAN/2010 Technical Bid, <strong>and</strong><br />
SERC/LAN/2010 Price Bid respectively.<br />
4. The two sealed covers should be placed in another sealed cover,<br />
addressed <strong>to</strong> The Chairman, Supercomputer Education <strong>and</strong><br />
Research Centre, <strong>Indian</strong> <strong>Institute</strong> <strong>of</strong> Science <strong>and</strong> should be<br />
superscribed as SERC/LAN/2010.<br />
5. The sealed cover should reach the <strong>of</strong>fice <strong>of</strong> Mr. S.R. Harish,<br />
Spl. Officer, Supercomputer Education <strong>and</strong> Research<br />
Centre, <strong>Indian</strong> <strong>Institute</strong> <strong>of</strong> Science, latest by 8 th March 2010<br />
be<strong>for</strong>e 17:00 Hrs.<br />
6. No request <strong>for</strong> any further extension <strong>of</strong> the above deadline shall<br />
be entertained. Delayed <strong>and</strong>/or incomplete <strong>tender</strong>s are liable <strong>to</strong><br />
rejection.<br />
7. All the covers should bear the name <strong>and</strong> address <strong>of</strong> the<br />
<strong>tender</strong>er.<br />
8. The Technical Bid <strong>and</strong> the Price Bid should be duly signed by<br />

the authorized representative <strong>of</strong> the <strong>tender</strong>er.<br />
9. The Technical Bid <strong>and</strong> the Price Bid should be bound<br />
separately as complete volumes.<br />
10.The prices should not be mentioned in the Technical Bid.<br />
11.A <strong>tender</strong>, not complying with any <strong>of</strong> the above conditions is<br />
liable <strong>to</strong> rejection.<br />
12.The <strong>tender</strong>ers are requested <strong>to</strong> go through the General Terms<br />
<strong>and</strong> Conditions, detailed in this document, be<strong>for</strong>e filling out the<br />
<strong>tender</strong>.<br />
13.A prebid clarification meeting, is scheduled in SERC on 19 th<br />
February 2010 at 16:30 hrs<br />

The <strong>of</strong>fers <strong>for</strong> each one <strong>of</strong> the requirements has <strong>to</strong> be independent<br />
<strong>and</strong> complete in all respects <strong>for</strong> both the technical part <strong>and</strong> the<br />
commercial part <strong>and</strong> submitted in separate sealed covers. The four<br />
technical covers have <strong>to</strong> be placed in another sealed cover marked<br />
“Technical <strong>of</strong>fer <strong>for</strong> LAN Requirements <strong>of</strong> new buildings”. Same<br />
approach <strong>to</strong> be followed <strong>for</strong> the commercial part. The technical bids<br />
<strong>for</strong> each one <strong>of</strong> the requirements has <strong>to</strong> indicate the name <strong>of</strong> the<br />
facility <strong>for</strong> which it is meant.<br />
Masked copy <strong>of</strong> the commercial bid (with out indicating the price<br />
component) <strong>for</strong> each one <strong>of</strong> the requirements is <strong>to</strong> be included in<br />
the corresponding technical bid.<br />
Estimate <strong>of</strong> the requirements <strong>for</strong> each one <strong>of</strong> the facilities is given<br />
in the body <strong>of</strong> the <strong>tender</strong> document, the table provided in the<br />
annexure as well as marking made on the diagram included in the<br />
annexure. The bidders have <strong>to</strong> note that this requirement is<br />
only an estimate <strong>and</strong> may undergo a revision, if required, by<br />
not more than 40 %.<br />

TECHNICAL SCOPE OF WORK<br />
1. Introduction<br />
The <strong>Indian</strong> <strong>Institute</strong> <strong>of</strong> Science is a premier Research <strong>and</strong><br />
Education institute in the country. The campus has a fiber based<br />
gigabit Ethernet backbone spread across 1.5 square kms <strong>of</strong> the<br />
campus area <strong>to</strong> interconnect the various departments on campus.<br />
The network comprises <strong>of</strong> a core Ethernet switch that <strong>for</strong>ms the<br />
root <strong>of</strong> the tree <strong>to</strong>pology <strong>of</strong> the gigabit Ethernet backbone. The tree<br />
is organized in<strong>to</strong> level 1, level 2 <strong>and</strong> level 3 nodes (a <strong>to</strong>tal <strong>of</strong> about<br />
57) <strong>and</strong> there are about 3000 plus end systems in the campus that<br />
are interconnected.<br />
The campus hosts comprise <strong>of</strong> both clients <strong>and</strong> servers. Clients<br />
access the computing facilities at the SERC as well as the Internet.<br />
Servers on campus host in<strong>for</strong>mation that is accessible from the<br />
Internet.<br />
The campus has three access links <strong>to</strong> the Internet subscribed<br />
through three different Internet service providers.<br />
1.1 Internet Resources Availability<br />
The campus has a <strong>to</strong>tal address range <strong>of</strong> two /19s <strong>of</strong> the address<br />
144.16.0.0/16, allocated by ERNET <strong>for</strong> use on the campus.<br />
However, the campus consists <strong>of</strong> privately addressed hosts<br />
(10.0.0.0/8) accessing the Internet <strong>and</strong> publicly addressed servers<br />
(from the range mentioned above) providing in<strong>for</strong>mation via the<br />
Internet.<br />
1.2 Internet Services on campus<br />
The campus has direct access <strong>to</strong> resources on the Internet. All web<br />
access from campus <strong>to</strong> the Internet is through a www/ftp proxycache.<br />
All email coming in<strong>to</strong> <strong>and</strong> going out <strong>of</strong> the campus is<br />
through a single email server on campus. Within the campus,<br />
there are mail servers in each department providing mailbox<br />
access services <strong>to</strong> the local users.<br />

1.3 Network Security<br />
Network access security is implemented using ACLs <strong>to</strong> permit<br />
specific services only. Other specific access is permitted with an<br />
additional layer <strong>of</strong> ACLs at the ISP router at ERNET.<br />
The network diagram <strong>of</strong> the existing LAN network at the <strong>Institute</strong> is<br />
given in Annexure A.<br />
Requirements in brief<br />
Supercomputer Education <strong>and</strong> Research Centre (SERC) at the<br />
<strong>Indian</strong> <strong>Institute</strong> <strong>of</strong> Science (IISc) is planning <strong>to</strong> implement a<br />
st<strong>and</strong>ards based state <strong>of</strong> the art Local Area Network (LAN) solution<br />
<strong>to</strong> provide campus connectivity <strong>to</strong> the following four new facilities:<br />
1 - Aerospace Building<br />
2 - Physics Building<br />
3 – Nano science Building<br />
4 - Biosciences Building<br />
The broad scope <strong>of</strong> this <strong>tender</strong>, which is detailed in subsequent<br />
sections, is <strong>to</strong> supply, install <strong>and</strong> commission, operationalise <strong>and</strong><br />
maintain the LAN as a <strong>to</strong>tal turn key solution. The bidders have <strong>to</strong><br />
underst<strong>and</strong> clearly the requirements from the subsequent sections,<br />
make the site visits <strong>to</strong> each one <strong>of</strong> the new facilities, underst<strong>and</strong><br />
the existing campus network backbone <strong>and</strong> design <strong>and</strong> implement<br />
an optimal <strong>and</strong> cost effective solution <strong>to</strong> meet the stated<br />
requirements.<br />
The <strong>to</strong>tal solution requires:<br />
- Implementing a cable plant solution con<strong>for</strong>ming <strong>to</strong> the st<strong>and</strong>ards<br />
(gigabit <strong>to</strong> the desk<strong>to</strong>p) <strong>to</strong> provide connectivity <strong>to</strong> the<br />
desk<strong>to</strong>ps/lap<strong>to</strong>ps <strong>and</strong> servers located in the faculty<br />
rooms/labora<strong>to</strong>ries <strong>and</strong> the administrative units <strong>of</strong> each <strong>of</strong> the new<br />
facilities.<br />
- Providing the switching requirements <strong>to</strong> ensure gigabit<br />
connectivity <strong>to</strong> all the ports with sufficient number <strong>of</strong> copper <strong>and</strong><br />
fiber interfaces.<br />
The requirements <strong>of</strong> each one <strong>of</strong> the four new facilities are clearly<br />
stated in the Annexures C <strong>to</strong> F. The Annexures contain brief<br />

details <strong>of</strong> the facility, requirements in a tabular <strong>for</strong>m giving the<br />
details <strong>for</strong> each room/wing/floor <strong>and</strong> the plan layout <strong>of</strong> the facility<br />
depicting the requirements in the diagram.<br />
It is <strong>to</strong> be noted that some part <strong>of</strong> the conduiting infrastructure is<br />
in place in each one <strong>of</strong> the facilities <strong>and</strong> the bidders have <strong>to</strong> clearly<br />
underst<strong>and</strong> the same <strong>and</strong> provide a solution <strong>to</strong> seamlessly<br />
integrate the conduiting infrastructure in the cable plant design <strong>to</strong><br />
ensure that the <strong>of</strong>fered <strong>to</strong>tal solution meets the stated<br />
requirements, con<strong>for</strong>ms <strong>to</strong> the st<strong>and</strong>ards <strong>and</strong> more importantly is<br />
optimal <strong>and</strong> cost effective.<br />
2. Bidder's Eligibility Criteria:<br />
It is <strong>to</strong> be noted that the overall requirement <strong>of</strong> this <strong>tender</strong> is <strong>to</strong><br />
provide a LAN solution <strong>to</strong> ensure connectivity <strong>to</strong> about 2000<br />
points. There<strong>for</strong>e bidders who have the necessary technical<br />
competence <strong>and</strong> capability with prior experience <strong>of</strong> having<br />
designed <strong>and</strong> implemented such complex solutions in the recent<br />
past <strong>and</strong> meeting the criteria stipulated below only need apply.<br />
The technical solution provided by the bidders will be evaluated by<br />
the technical committee only after the bidders meet all the criteria<br />
stipulated.<br />
1. Bidder should be ISO 9000 certified.<br />
2. Bidder has <strong>to</strong> be a current legal entity <strong>and</strong> has <strong>to</strong> provide<br />
evidence <strong>for</strong> the same.<br />
3. Bidder should be a pr<strong>of</strong>it making company <strong>for</strong> the last three<br />
financial years with a turn over <strong>for</strong> each year not less than<br />
ten crores.<br />
4. Bidder must have prior experience <strong>of</strong> implementing LAN<br />
solutions <strong>for</strong> the corporate <strong>and</strong> should have implemented<br />
atleast two LAN solutions <strong>of</strong> similar type (both cabling<br />
solution <strong>and</strong> switching requirements) as a <strong>to</strong>tal turn key<br />
solution with points <strong>of</strong> connectivity greater than 1000 in<br />
each one <strong>of</strong> them during the period Jan 2007 <strong>to</strong> Dec 2009<br />
through a single purchase order.<br />
5. The bidder is expected <strong>to</strong> be a system/network integra<strong>to</strong>r <strong>of</strong><br />
repute <strong>and</strong> should have implemented the cable plant <strong>and</strong> the<br />
switching technology proposed in this <strong>tender</strong> in one <strong>of</strong> the<br />
above mentioned projects.<br />
6. In the event <strong>of</strong> more than one vendor participating in the<br />
<strong>tender</strong> <strong>to</strong>gether as a consortium <strong>and</strong> submitting a bid, it is<br />

<strong>to</strong> be noted that the prime bidder <strong>of</strong> that consortium has <strong>to</strong><br />
meet all the eligibility criteria stated here.<br />
It is m<strong>and</strong>a<strong>to</strong>ry <strong>for</strong> the bidders <strong>to</strong> provide all the necessary<br />
documentation in support <strong>of</strong> the above. Non-submission <strong>of</strong> the<br />
necessary documentation along with the <strong>of</strong>fer will result in<br />
disqualification <strong>and</strong> the bid will be summarily rejected.<br />
The requirements stipulated in this document is <strong>to</strong> ensure that the<br />
<strong>to</strong>tal solution provided by the bidders as a response <strong>to</strong> this <strong>tender</strong><br />
is able <strong>to</strong> meet all the stated technical <strong>and</strong> functional requirements<br />
with the expected levels <strong>of</strong> per<strong>for</strong>mance <strong>and</strong> functionality.<br />
The successful bidder has <strong>to</strong> supply, install <strong>and</strong> commission,<br />
operationalise the network <strong>and</strong> ensure that all the stated<br />
requirements are met during the acceptance be<strong>for</strong>e it is h<strong>and</strong>ed<br />
over <strong>to</strong> the <strong>Institute</strong>. The warranty support required is <strong>for</strong> a period<br />
<strong>of</strong> three years post acceptance.<br />
3. Cable Plant Solution:<br />
1. The number <strong>of</strong> points <strong>of</strong> connectivity in each floor/wing as well<br />
as the exact distribution <strong>of</strong> the same in the faculty<br />
rooms/labora<strong>to</strong>ries/conference rooms etc are given in the<br />
Annexures.<br />
2. The entire cable plant solution including the part <strong>of</strong> the work<br />
related <strong>to</strong> the laying <strong>of</strong> channels/conduits/race ways, which is<br />
currently under progress, has <strong>to</strong> con<strong>for</strong>m <strong>to</strong> the Structured<br />
cabling approach <strong>and</strong> has <strong>to</strong> con<strong>for</strong>m <strong>to</strong> the EIA/TIA 568 B<br />
st<strong>and</strong>ards. Certification <strong>and</strong> Warranty <strong>to</strong> ensure per<strong>for</strong>mance<br />
<strong>and</strong> application assurance is m<strong>and</strong>a<strong>to</strong>ry.<br />
3. The horizontal cabling will be 4 core Unshielded Twisted Pair<br />
(UTP) Category 6 (Gigabit <strong>to</strong> the desk<strong>to</strong>p) terminated with<br />
In<strong>for</strong>mation outlets <strong>of</strong> either single or dual or quad depending<br />
on the requirement at the specific location.<br />
4. Patch panels / Jack panels should be provided along with the<br />
patch cords <strong>of</strong> adequate lengths con<strong>for</strong>ming <strong>to</strong> the st<strong>and</strong>ards.<br />
5. Cabling activity, <strong>for</strong> both Copper <strong>and</strong> Fiber Optic includes all<br />
the associated material <strong>and</strong> related civil work as a <strong>to</strong>tal turn key<br />
solution. For example, cable pulling, connec<strong>to</strong>risation <strong>of</strong> cables,<br />
crimping <strong>of</strong> cables, UTP termination <strong>of</strong> nodes <strong>and</strong> the associated<br />
labour <strong>for</strong> fixing racks <strong>and</strong> panels etc.<br />

6. The work related <strong>to</strong> the connectivity requirements in the main<br />
communication rooms as well as the floor level/wing level<br />
communication rooms will be within the scope.<br />
7. After the cable plant is implemented completely, it has <strong>to</strong> be<br />
tested using appropriate <strong>to</strong>ols <strong>to</strong> ensure that it meets all the<br />
stated requirements <strong>and</strong> the test reports have <strong>to</strong> be submitted.<br />
4. Switching Requirements:<br />
1. The main switch/core switch <strong>to</strong> be located in the main<br />
communication room <strong>of</strong> each one <strong>of</strong> the buildings must have<br />
adequate number <strong>of</strong> fiber ports <strong>for</strong> the backbone connectivity as<br />
well as down stream connectivity. In addition <strong>to</strong> that, it will<br />
provide 24/48 ports <strong>of</strong> gigabit connectivity (1000 Base T) which<br />
is <strong>to</strong> be used <strong>for</strong> connecting the distribution level switches<br />
located in the floors/wings <strong>and</strong> the switch located in the server<br />
room.<br />
2. The main switch <strong>to</strong> be provided will be a full function Layer 3<br />
switch <strong>to</strong> support all the requirements including the IP<br />
Multicasting, VLAN aggregation <strong>and</strong> the other distribution<br />
switches, based on the port density requirements <strong>of</strong> the<br />
departments need <strong>to</strong> be atleast Layer 2 manageable switches.<br />
3. The main switch <strong>to</strong> provide the necessary functionality <strong>and</strong><br />
features as stated <strong>and</strong> in addition wire speed per<strong>for</strong>mance.<br />
4. All the other switches have <strong>to</strong> provide the required functionality<br />
<strong>and</strong> features, complete manageability <strong>and</strong> in addition at least<br />
50 % wire speed per<strong>for</strong>mance.<br />
5. The access level switches are required <strong>to</strong> have atleast 50%<br />
wirespeed per<strong>for</strong>mance.<br />
5. Network Management <strong>and</strong> Moni<strong>to</strong>ring:<br />
SERC has implemented the NMS <strong>and</strong> NMT solutions <strong>for</strong><br />
administering <strong>and</strong> managing the campus network as well as the<br />
Internet services. Brief details <strong>of</strong> the same are given below:<br />
The bidders need NOT quote NMS <strong>and</strong> NMT solution as a part <strong>of</strong><br />
their <strong>of</strong>fer. However they have <strong>to</strong> underst<strong>and</strong> the solution<br />
implemented at SERC as a centralised management solution <strong>and</strong><br />
ensure that the products supplied through this <strong>tender</strong> are<br />
manageable using the same architecture. It is <strong>to</strong> be noted that the<br />
<strong>Institute</strong> currently has network switches which are supplied at<br />
different points in time by multiple venders <strong>and</strong> from different<br />
OEMs.<br />

The active networking devices on the campus network are<br />
moni<strong>to</strong>red <strong>and</strong> managed from SERC. This is done by using a<br />
Network Management Station (NMS) that runs the HP Open View<br />
s<strong>of</strong>tware. This s<strong>of</strong>tware uses SNMP based moni<strong>to</strong>ring <strong>to</strong> manage<br />
the active networking devices. The devices that are deployed on the<br />
campus network are "Manageable" devices <strong>and</strong> there<strong>for</strong>e moni<strong>to</strong>rable<br />
<strong>and</strong> manageable by the NMS.<br />
The NMS provides the following functions:<br />
• Displays the logical <strong>to</strong>pology <strong>of</strong> the campus network device<br />
interconnections.<br />
• Provides a means <strong>of</strong> navigating the graphical <strong>to</strong>pology <strong>to</strong><br />
"examine" individual devices up<strong>to</strong> the level <strong>of</strong> an individual<br />
port.<br />
• Dynamically moni<strong>to</strong>r the traffic/errors at the level <strong>of</strong> a port<br />
<strong>and</strong> show a real time plot.<br />
• Ability <strong>to</strong> moni<strong>to</strong>r the functional status <strong>of</strong> the network device<br />
<strong>and</strong> archive the data <strong>for</strong> future retrieval <strong>and</strong> analysis.<br />
• Ability <strong>to</strong> generate alarms <strong>and</strong> notifications in real time so as<br />
<strong>to</strong> alert the opera<strong>to</strong>r <strong>of</strong> specific contexts (pre-defined in the<br />
configuration).<br />
• Ability <strong>to</strong> generate periodic reports <strong>for</strong> device availability,<br />
traffic <strong>and</strong> inven<strong>to</strong>ry.<br />
6. Specific Technical In<strong>for</strong>mation required along with the<br />
technical bid:<br />
1. Product data sheets <strong>for</strong> all the products quoted with detailed<br />
technical specifications<br />
2. Copies <strong>of</strong> test reports conducted by independent labs recognized<br />
in the industry <strong>for</strong> per<strong>for</strong>mance details<br />
7. Evaluation Methodology:<br />
1. The response <strong>to</strong> the RFP by the bidders will be the technical<br />
<strong>and</strong> commercial response as a two part bid. The technical<br />
response has <strong>to</strong> include the complete product specification <strong>and</strong><br />
st<strong>and</strong>ards compliance details <strong>and</strong> should include responses <strong>to</strong><br />

technical bill <strong>of</strong> materials.<br />

2. Based on the technical <strong>of</strong>fer received from the bidders, the<br />
technical committee will evaluate the suitable ones <strong>and</strong> invite<br />
them <strong>for</strong> a technical presentation <strong>and</strong> discussion.<br />
3. The bidders, during the above mentioned session, have <strong>to</strong><br />
clearly give details <strong>of</strong> the solution proposed as well as an<br />
implementation plan <strong>for</strong> smooth <strong>and</strong> seamless integration <strong>of</strong> the<br />
products in<strong>to</strong> the existing campus LAN.<br />
4. The Representation should cover all the additional benefits <strong>of</strong><br />
the proposed solution including support <strong>for</strong> the optional<br />
functional requirements, as listed above.<br />
5. After the presentation/discussion, taking in<strong>to</strong> account the<br />
technical <strong>of</strong>fer submitted by the bidders, the technical<br />
committee will shortlist bidders <strong>and</strong> the short listed <strong>of</strong>fers will<br />
be considered <strong>for</strong> further evaluation.<br />

TERMS AND CONDITIONS<br />
Technical Bid :<br />
1. The technical bid should be complete as per the items<br />
mentioned in the guidelines <strong>to</strong> the <strong>tender</strong>ers. Incomplete<br />
proposals are liable <strong>for</strong> rejection.<br />
2. The Executive summary, should be furnished as per the<br />
pro<strong>for</strong>ma supplied with this document, along with the pr<strong>of</strong>ile <strong>of</strong><br />
the company. Tenders not adhering <strong>to</strong> this <strong>for</strong>mat are liable <strong>for</strong><br />
rejection.<br />
3. The Technical proposals should be in line with the specification<br />
given in the earlier section <strong>of</strong> this document. Deviation from<br />
these specifications if any should be highlighted. IISc holds the<br />
right <strong>to</strong> accept or reject proposals with such deviations.<br />
4. The successful bidder is expected <strong>to</strong> complete the commitment<br />
in 6 weeks from the date <strong>of</strong> the award <strong>of</strong> the contract.<br />
Price Bid:<br />
1. Unit price <strong>for</strong> each <strong>of</strong> items should be quoted. Prices <strong>for</strong> any<br />
additional hardware or s<strong>of</strong>tware components <strong>of</strong>fered as value<br />
additions should be quoted as separate line items.<br />
2. The Prices <strong>for</strong> all imported items <strong>to</strong> be quoted in US Dollars in<br />
FOB basis. Letter <strong>of</strong> Credit would be the preferred mode <strong>of</strong><br />
payment <strong>for</strong> imported items.<br />
3. Agency commission, Installation, if any, will be paid only in<br />
<strong>Indian</strong> Rupees <strong>to</strong> the <strong>Indian</strong> agent after successful delivery,<br />
installation, commissioning & satisfac<strong>to</strong>ry working <strong>and</strong><br />
acceptance <strong>of</strong> the equipment. Such charges, if any, should be<br />
quoted clearly in the Price Bid.<br />
4. The <strong>of</strong>fer should be valid at least <strong>for</strong> a period <strong>of</strong> six months<br />
from the date <strong>of</strong> submission <strong>of</strong> the complete <strong>tender</strong>.<br />
Installation <strong>and</strong> Acceptance <strong>of</strong> the Equipment<br />
1. The <strong>tender</strong>er should be able <strong>to</strong> install <strong>and</strong> commission the<br />
equipment at the designated locations within the IISc Campus.<br />
Installation charges (payable in <strong>Indian</strong> Rupees only), if any,<br />
should be indicated by the <strong>tender</strong>er in the Price Bid.<br />
2. Subsequent <strong>to</strong> successful installation at IISc, the equipments<br />
will be accepted after a successful uninterrupted operation <strong>for</strong><br />
a period <strong>of</strong> 30 (thirty) days.<br />

Warranty<br />
1. Warranty on all the hardware components should be valid <strong>for</strong> a<br />
period <strong>of</strong> at least 3 years from the date <strong>of</strong> acceptance <strong>of</strong> the<br />
equipment at a particular location<br />
2. During the warranty period, the <strong>tender</strong>er shall be fully<br />
responsible <strong>for</strong> the manufacturer’s warranty in respect <strong>of</strong><br />
proper design, quality <strong>and</strong> workmanship <strong>of</strong> all the equipment,<br />
accessories, etc.<br />
3. During the warranty period, the <strong>tender</strong>er shall attend <strong>to</strong> all the<br />
hardware problems on site <strong>and</strong> shall replace the defective parts<br />
at no extra cost <strong>to</strong> the purchaser.<br />
General<br />
1. IISc reserves the right <strong>to</strong> reject any or all the <strong>tender</strong>s, wholly or<br />
partly without assigning any reason there<strong>of</strong>, <strong>and</strong> shall not be<br />
bound <strong>to</strong> accept the lowest <strong>tender</strong>.<br />
2. IISc reserves the right <strong>to</strong> distribute the work across multiple<br />
<strong>tender</strong>ers, if necessary<br />
3. IISc reserves the right <strong>to</strong> alter <strong>and</strong> revise the technical<br />
specifications or the required quantity at any point <strong>of</strong> time, In<br />
case <strong>of</strong> such alteration, the <strong>tender</strong>ers will be notified duly.<br />
4. Tenderer is <strong>to</strong> abide by all the Terms <strong>and</strong> Conditions detailed<br />
above. In case, these terms <strong>and</strong> conditions are not acceptable <strong>to</strong><br />
any <strong>tender</strong>er, he should clearly specify the deviations in his<br />
<strong>tender</strong>. IISc reserves the right <strong>to</strong> accept or <strong>to</strong> reject them.<br />
