COMMISSIONER’S OVERVIEW<br />
I’m pleased to present this report on behalf of the ILS <strong>Sport</strong>s <strong>Com</strong>mission for the period 2008 - 2010.<br />
Please note that some of the KPI results are reflective of Rescue 2010, therefore the achievement will<br />
be the same as per the previous report tabled in May 2010.<br />
Listed below are some of the key areas of activities and achievements for the ILS <strong>Life</strong>saving <strong>Sport</strong><br />
<strong>Com</strong>mission;<br />
Achievements<br />
1. ILS <strong>Life</strong>saving <strong>Sport</strong> Workshop<br />
An ILS <strong>Life</strong>saving <strong>Sport</strong> Strategic Planning session <strong>2012</strong>-2020 was held in November <strong>2012</strong> at<br />
the ILS headquarters in Leuven, Belgium.<br />
The aim of the sport strategic planning working group is to achieve a vision of what lifesaving<br />
sport is and to create a draft plan that can meet stakeholders’ expectations related to lifesaving<br />
sport.<br />
All <strong>Sport</strong> <strong>Com</strong>mission <strong>Com</strong>mittees have specific projects which are focussed on the strategic<br />
growth, participation and direction of <strong>Life</strong>saving <strong>Sport</strong>.<br />
The Minutes of the Strategic Planning session as well as the progress of each of the created<br />
Working Groups is given in <strong>APP</strong>ENDIX 15B.<br />
2. ILS <strong>Com</strong>petition Rules<br />
The ILS <strong>Com</strong>petition Rules completed and distributed in October 2011.<br />
ILS <strong>Life</strong>saving <strong>Sport</strong> <strong>Com</strong>mittees Summary of Activities and Achievements<br />
Rules & Technical<br />
1. ILS <strong>Com</strong>petition Manual, 2011 Edition completed.<br />
2. ILS Equipment and Scrutineering Standards Project<br />
This is ongoing and has been included in the Strategic Workshop projects<br />
Anti-Doping<br />
1. No issues with any committee members.

2. <strong>Com</strong>munication of the new ILS Anti-Doping Policy to ILS Member Nations and in particular the<br />
changes to the whereabouts requirements we made to the Policy have been distributed.<br />
3. No issues regarding WADA other than ongoing problems with ADAMS access and organisation<br />
of out of competition tests.<br />
4. Out of competition testing is done by the ILS anti-doping administrator (Karin Obus) in<br />
accordance with IOC policy.<br />
<strong>Sport</strong> Development<br />
1. The development and publishing of the ILS <strong>Sport</strong>s Development Plan - published on the ILS<br />
“closed - members only" website.<br />
2. The establishment of the ILS College of Referees - <strong>Com</strong>petencies established and accepted<br />
details and registration scheme sent to all ILS members for their use in assessing their official’s<br />
education and training against the competencies and then registering their officials in the<br />
college.<br />
Event Management<br />
1. Rescue <strong>2012</strong> World Championships: An update will be provided.<br />

1. Increase by 25 % the number of nations organising national lifesaving championships and/or<br />
participating at international events (compared to 2004-2008 period).<br />
A. Number of nations organising lifesaving championships<br />
At the end of 2008, ILS counted 69 full member organisations. At the end of <strong>2012</strong>, ILS<br />
counts 72 member organisations.<br />
The number of nations organising lifesaving championships in the period 2004-2008 was:<br />
Argentina, Australia-Surf, Australia-Royal, Austria, Belgium, Brazil, Bulgaria, Canada,<br />
Czech Republic, Chinese Taipei, China Denmark, Egypt, Finland, France, Germany, Hong<br />
Kong - China, Hungary, India, Indonesia, Iran, Ireland, Italy, Japan, Lithuania, Macedonia,<br />
Malaysia, Netherlands, New Zealand, Norway, Pakistan, Poland, Portugal, Romania,<br />
Singapore, Slovakia, South Africa, Spain, St Lucia, Sweden, Switzerland, United Kingdom<br />
– Royal, United Kingdom – Surf, USA, making a total of 42 countries, which is 61 % of the<br />
ILS Membership.

New nations that are organising lifesaving championships are Croatia, Estonia, Qatar,<br />
Greece, Mexico, Serbia, Slovenia, Sri Lanka, Ukraine, Kenya, Syria, South Korea, which is<br />
12 nations. This is an increase of 29 %.<br />
B. Number of nations participating at international events<br />
In the 2004-2008 period the following number of nations participated at the <strong>Life</strong>saving<br />
World Championships:<br />
Rescue 2004: 47<br />
Rescue 2006: 35<br />
Average is 41 nations<br />
Rescue 2008: 36<br />
Rescue 2010: 49<br />
Average is 42.5 nations<br />
There is an increase of 3.6 %.<br />
Status: for the first part of the KPI the status is blue (accomplished) for the second part of the<br />
KPI the status is amber.<br />
PROGRESS ON COMMISSION PERFORMANCE INDICATORS<br />
ILS <strong>Life</strong>saving <strong>Sport</strong>s <strong>Com</strong>mission<br />
1. 40% of Full Members adopted the ILS <strong>Com</strong>petition Rules for their national championships.<br />
Status: blue - completed<br />
2. One more Regional/Continental Multi <strong>Sport</strong> Games includes lifesaving.<br />
<strong>Com</strong>ments: <strong>Life</strong>saving is now included in the Masters Games.<br />
Status: blue - completed<br />
3. Publish <strong>Sport</strong> Development Plan for athletes, coaches and officials. <strong>Com</strong>petition Organisation<br />
and Management.<br />
Status: green - on track<br />
4. Structured evaluation process that permits Quadrennial to Quadrennial comparisons in place for<br />
Rescue Series and <strong>Life</strong>saving Development.<br />
Status: blue – on-going and completed<br />
5. Increase the number of sanctioned events to 10 per year.<br />
Status: green – on track<br />
6. Increase awareness of <strong>Life</strong>saving <strong>Sport</strong> events and have the Rescue event televised in 3<br />
countries.<br />
<strong>Com</strong>ments: Highlights of Rescue 2010 were televised on four Egyptian television channels and<br />
fragments were televised in at least four more countries: Japan (with own TV crew), France<br />
(with own reporters), Italy and Belgium.<br />

3. Decrease in the number of disqualifications in the ILS World Championships<br />
<strong>Com</strong>ments: This CPI was achieved, disqualifications continued to decrease at Rescue 2010<br />
compared to Rescue 2008.<br />

4. Meeting deadlines in publications for rules, rules to be published 12 months prior to the event<br />
<strong>Com</strong>ments: The rules were developed, published, posted and distributed in October 2011.<br />

1. Athletes <strong>Com</strong>mittee actively contributing to decisions making within ILS<br />
<strong>Com</strong>ment: The athletes contribute actively to decision making within ILS through the <strong>Sport</strong><br />
<strong>Com</strong>mission. Current and former athletes were also invited to participate at the sport strategic<br />
planning session organised in November 2011.<br />

ITEMS FOR BOARD NOTATION<br />
1. That ILS ensures that the lifesaving sport is athlete focused, development focused and that ILS<br />
builds capacity in sports around the world.<br />
2. That ILS helps countries to develop sports capacity.<br />
3. That ILS should reinforce the role of sport within the international lifesaving work programme.<br />
4. That ILS should work on a better presentation of the sport using agreed protocols.<br />
5. That ILS encourages participation in World Championships by involving assistance to targeted<br />
countries.<br />
6. That ILS re-writes the bid documents for World Championships to include advantages of<br />
organising a Rescue Series, value propositions, legacies and economic impact.<br />
7. That ILS creates a Master Plan for World Championships in order to increase Transfer of<br />
Knowledge.<br />
8. That ILS expects detailed timetables for championships and that stakeholders be involved in the<br />
set up thereof.<br />
9. That ILS looks at increasing participation at the World Championships by:<br />
Targeting those countries that already participated at Rescue Series.<br />
Capacity building through partnering<br />
Provide gear and equipment assistance.<br />
Events<br />
10. That in future World Championships ILS would remain with equal number of events in ocean/<br />
beach – pool disciplines.<br />
11. That ILS keeps the current number of events until the 2016 World Championships.

12. That in the meantime, a working group (under the <strong>Sport</strong>s <strong>Com</strong>mission) would review the current<br />
events and their format and propose the future ILS events, taking into consideration the opinion<br />
of stakeholders, media specialists and including risk analysis per event.<br />
Multi <strong>Sport</strong>s Games – Collaboration – Partnership<br />
13. That a Working Group be set up to undertake a comprehensive feasibility study on the inclusion<br />
of lifesaving in the Olympic programme from the 2024 Olympic Games onward and beyond.<br />
That the Working Group be tasked to:<br />
Analyse the financial impact as well as the human resource impact.<br />
Analyse the inclusion of lifesaving in other Multi <strong>Sport</strong>s Games necessary to access<br />
Olympic status.<br />
Analyse and propose the event(s) for Olympic inclusion.<br />
Submit its recommendations to the <strong>2012</strong> November Board of Directors.<br />
14. That ILS establishes partnerships with other aquatic environment sports and offers to provide<br />
rescue services and risk management assistance.<br />
Others<br />
15. That equipment used in lifesaving competitions be standardised and that maximum tolerances<br />
be defined related to set specifications. That the DLRG manikin be used as the manikin at<br />
World Championships and at ILS sanctioned events and that the other ILS approved manikins<br />
may be used at national events. That ILS in the meantime creates an ILS manikin.<br />
16. That ILS reviews the current sanctioning process including risk management.<br />
17. That ILS makes the <strong>International</strong> List of Referees and the ILS College of Referees operational.<br />
18. That ILS creates a database on elite and high profile athletes.<br />
19. That ILS enhances its relationship with FINA.<br />
ITEMS FOR BOARD <strong>APP</strong>ROVAL<br />
1. That ILS focuses on specialist champions rather than on overall champions.<br />
2. That events should not primarily demonstrate lifesaving actions but rather lifesaving skills.<br />
3. That the World Championships continue to take place every two years including national teams,<br />
masters, interclub teams, IRB and surfboats.<br />
4. That the World Championships preferably rotate around the regions on an 8-years basis (with<br />
discretion to vary this where required).<br />
5. That the World Championships for youth (16-19 years) be extended as a trial until 2014.<br />
6. That the naming of the World Champions be <strong>Life</strong>saving World Champion for National Teams<br />
World Championships, <strong>Life</strong>saving World Interclub Champions for Interclub World<br />
Championships, <strong>Life</strong>saving World Youth Champions for Youth World Championships,<br />
