Introduction<br />

In June 2006, the Pacific Institute released Desalination, With a Grain of Salt, an<br />

assessment of the advantages and disadvantages of seawater desalination for California.<br />

At that time, there were 21 active seawater desalination proposals along the California<br />

coast. Since then, only one project, a small plant in <strong>San</strong>d City, has been permitted and<br />

built. A second project, in Carlsbad, has all of the necessary permits but has not yet<br />

secured financing. Interest in seawater desalination, however, remains high in California,<br />

and many agencies are conducting technical and environmental studies and pilot projects<br />

to determine whether to develop full-scale facilities.<br />

Beginning in 2011, the Pacific Institute initiated a new research project on seawater<br />

desalination. As part of that effort, we conducted some 25 one-on-one interviews with<br />

industry experts, water agencies, environmental and community groups, and regulatory<br />

agencies to identify some of the key outstanding issues for seawater desalination projects<br />

in California. We are now producing a series of research reports that evaluate these<br />

issues. The first report, released in July 2012, provided an update of the proposed projects<br />

along the California coast. In this report, the second in the series, we provide detailed<br />

information about the cost of seawater desalination projects, how they are financed, and<br />

some of the risks associated with these projects. Future reports will evaluate the marine<br />

impacts of seawater desalination, the energy requirements and associated greenhouse gas<br />

emissions, and the permitting process.<br />

How Much Does Seawater Desalination Cost?<br />

There are many components and definitions of the cost of a desalination project, and<br />

uncertainty about these terms can lead to confusion about cost comparisons, especially<br />

among those without a finance background. In this section, we provide a short<br />

introduction to some of the terms used to describe the financial costs of a desalination<br />

project. We also compare costs among proposed and recently constructed plants and<br />

describe some of the factors that contribute to the large variability among projects. We<br />

conclude with a comparison of the cost of seawater desalination with that of other water<br />

alternatives.<br />

It is important to note that this report describes financial costs. There are other costs,<br />

however, that may not be captured in a financial analysis because they are not<br />

internalized in the project developer’s cost stream or are not subject to market-like<br />

transactions (NRC 2008). For example, seawater intakes kill marine organisms on the<br />

intake screens. These impacts have a cost associated with them that some other group or<br />

individual bears, e.g., reductions in fish populations that affect local fishermen. These<br />
