• There are no mechanisms in <str<strong>on</strong>g>the</str<strong>on</strong>g> system <str<strong>on</strong>g>to</str<strong>on</strong>g> encourage c<strong>on</strong>tinuous improvement<br />

• Cross-cutting Management Informati<strong>on</strong> Systems <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> timeous provisi<strong>on</strong> of<br />

relevant informati<strong>on</strong> <strong>and</strong> systems infrastructure at all “points of presence” is lagging<br />

– Departments are individually coordinated <strong>and</strong> managed, with differing degrees of<br />

success, efficiency <strong>and</strong> competency<br />

– THE CJS AS A SINGLE ENTITY/SYSTEM IS NOT APPROPRIATELY (OR AT ALL)<br />

MANAGED OR COORDINATED.<br />

• C<strong>on</strong>clusi<strong>on</strong> by <str<strong>on</strong>g>the</str<strong>on</strong>g> Review Team: “A fundamental <strong>and</strong> radical departure from what<br />

presently exists is required <str<strong>on</strong>g>to</str<strong>on</strong>g> transform <str<strong>on</strong>g>the</str<strong>on</strong>g> present CJS, which is fragmented,<br />

unfocussed, mainly driven by (or not) <str<strong>on</strong>g>the</str<strong>on</strong>g> strength of <str<strong>on</strong>g>the</str<strong>on</strong>g> pers<strong>on</strong>alities of individuals<br />

in leadership positi<strong>on</strong>s <strong>and</strong> me<strong>and</strong>ering-<strong>on</strong> <strong>on</strong> it’s own merry pace; in<str<strong>on</strong>g>to</str<strong>on</strong>g> a CJS which<br />

is focussed, co-ordinated <strong>and</strong> well-managed, at every level”.<br />
