EXECUTIVE SUMMARY<br />

This report <strong>on</strong> greyhound rac<strong>in</strong>g <strong>in</strong> <strong>Texas</strong> is based <strong>on</strong><br />

<strong>in</strong>formati<strong>on</strong> that is recent, specific to <strong>Texas</strong>, and from<br />

credible sources such as state records and news reports.<br />

It <strong>in</strong>cludes <strong>in</strong>formati<strong>on</strong> <strong>on</strong> both humane and ec<strong>on</strong>omic<br />

issues.<br />

As the data is exam<strong>in</strong>ed, some basic facts emerge:<br />

<strong>Greyhound</strong>s endure lives of c<strong>on</strong>f<strong>in</strong>ement<br />

• Hundreds of greyhounds endure lives of<br />

c<strong>on</strong>f<strong>in</strong>ement at Gulf <strong>Greyhound</strong> Park<br />

• Accord<strong>in</strong>g to state regulati<strong>on</strong>s the m<strong>in</strong>imum dog<br />

track cage size is three feet, by four feet, by three<br />

feet<br />

• Large greyhounds cannot stand fully erect <strong>in</strong> these cages<br />

• The state has no rules govern<strong>in</strong>g turn out times<br />

<strong>Greyhound</strong>s suffer serious <strong>in</strong>juries<br />

• From January 2008 through December 2011 a total of 1,507 greyhound rac<strong>in</strong>g <strong>in</strong>juries were<br />

reported at <strong>Texas</strong> tracks<br />

• A total of 56 greyhound <strong>in</strong>juries resulted <strong>in</strong> death or euthanasia<br />

• The most comm<strong>on</strong>ly reported <strong>in</strong>jury was a broken leg. Other reported <strong>in</strong>juries <strong>in</strong>clude torn<br />

muscles, puncture wounds, lacerati<strong>on</strong>s, dislocati<strong>on</strong>s, spra<strong>in</strong>s, paralysis and a fractured skull<br />

• Between 2007 and 2012 the total amount gambled <strong>on</strong> live pari-mutuel rac<strong>in</strong>g at <strong>Texas</strong> dog tracks<br />

decl<strong>in</strong>ed by 61% and attendance decl<strong>in</strong>ed by 52%<br />

• <strong>Texas</strong> dog track executives and <strong>in</strong>dustry figures have publicly acknowledged that greyhound<br />

rac<strong>in</strong>g is no l<strong>on</strong>ger viable<br />

Other Issues<br />

• <strong>Greyhound</strong>s <strong>in</strong> <strong>Texas</strong> are fed 4-D meat as a way to reduce cost<br />

• In 2011 a greyhound tra<strong>in</strong>er failed to obta<strong>in</strong> veter<strong>in</strong>ary care for an <strong>in</strong>jured greyhound until two<br />

days after the <strong>in</strong>jury had occurred<br />

• In 2011 a <strong>Texas</strong> greyhound tra<strong>in</strong>er surrendered his state license after he was caught <strong>on</strong> video us<strong>in</strong>g<br />

live rabbits to tra<strong>in</strong> greyhounds<br />

• In 2012 six greyhounds died at Gulf <strong>Greyhound</strong> Park from a form of can<strong>in</strong>e <strong>in</strong>fluenza<br />

SECTION 1<br />

Historical Overview<br />

Pari-mutuel wager<strong>in</strong>g was legalized, subject to a state-wide citizen referendum, dur<strong>in</strong>g the 1986<br />

legislative sessi<strong>on</strong>. 1 The follow<strong>in</strong>g year, pari-mutuel wager<strong>in</strong>g at greyhound tracks was officially<br />

approved. The <strong>Texas</strong> <strong>Rac<strong>in</strong>g</strong> Commissi<strong>on</strong> was created to regulate greyhound rac<strong>in</strong>g. 2<br />

There is currently <strong>on</strong>e dog track regularly c<strong>on</strong>duct<strong>in</strong>g live greyhound rac<strong>in</strong>g <strong>in</strong> <strong>Texas</strong>; Gulf <strong>Greyhound</strong><br />

Park <strong>in</strong> La Marque. Valley Race Park ceased live rac<strong>in</strong>g <strong>in</strong> 2009 due to f<strong>in</strong>ancial difficulties and poor<br />

track attendance. However, Valley held a five-day live greyhound rac<strong>in</strong>g meet <strong>in</strong> November 2011<br />

and has been granted five live race days dur<strong>in</strong>g July <strong>2013</strong>. 3 A third track, Corpus Christi <strong>Greyhound</strong><br />

Racetrack, closed <strong>on</strong> December 30, 2007 after the state denied its request for a shortened rac<strong>in</strong>g<br />

schedule. 4 In 2009 Corpus Christi reopened as Gulf Coast <strong>Rac<strong>in</strong>g</strong> for simulcast wager<strong>in</strong>g <strong>on</strong>ly. 5 More<br />

recently, Gulf Coast has been granted a brief five-day live rac<strong>in</strong>g meet<strong>in</strong>g for August <strong>2013</strong>. 6<br />

<strong>Greyhound</strong>s Endure Lives of C<strong>on</strong>f<strong>in</strong>ement<br />

Hundreds of greyhounds endure lives of c<strong>on</strong>f<strong>in</strong>ement at <strong>Texas</strong><br />

racetracks, with between 600-700 dogs currently be<strong>in</strong>g housed<br />

at Gulf <strong>Greyhound</strong> Park. 7<br />

The Gulf kennel compound is comprised of several build<strong>in</strong>gs<br />

with attached “turn-out” pens: fenced <strong>in</strong> dirt and sand runs<br />

where the dogs are “turned out” to relieve themselves. 8<br />

<strong>Greyhound</strong>s are kept <strong>in</strong> warehouse-style kennels <strong>in</strong> rows<br />

of stacked cages. Shredded paper or carpet remnants are<br />

comm<strong>on</strong>ly used as bedd<strong>in</strong>g. This system of c<strong>on</strong>f<strong>in</strong>ed hous<strong>in</strong>g<br />

is used because commercial greyhound racetracks require a<br />

large number of dogs <strong>in</strong> order to operate.<br />

<strong>Greyhound</strong>s are perpetually c<strong>on</strong>f<strong>in</strong>ed at <strong>Texas</strong> dog tracks<br />

<strong>Greyhound</strong>s are c<strong>on</strong>f<strong>in</strong>ed perpetually <strong>in</strong> their cages<br />

with two excepti<strong>on</strong>s:<br />

1. A few times per m<strong>on</strong>th, greyhounds are<br />

removed from their cages and taken to the racetrack<br />

to compete, where they are similarly c<strong>on</strong>f<strong>in</strong>ed before<br />

rac<strong>in</strong>g.<br />

2. A few times per day, greyhounds are “turned<br />

out” <strong>in</strong> a large group and allowed to relieve<br />

themselves.<br />

The <strong>Texas</strong> <strong>Rac<strong>in</strong>g</strong> Commissi<strong>on</strong> does not have any<br />

regulati<strong>on</strong>s mandat<strong>in</strong>g the length of time and<br />

frequency of turn outs for greyhounds. 9<br />

Large greyhounds cannot stand fully erect <strong>in</strong> their cages<br />

The <strong>Texas</strong> <strong>Rac<strong>in</strong>g</strong> Commissi<strong>on</strong> regulati<strong>on</strong>s require that kennel cages be three feet wide, four feet<br />

deep, and three feet high. 10 This is c<strong>on</strong>sistent with cage sizes throughout the <strong>in</strong>dustry.<br />

Accord<strong>in</strong>g to the American <strong>Greyhound</strong> Council, most greyhounds stand between 23 <strong>in</strong>ches and 30<br />

<strong>in</strong>ches tall at the shoulder, and weigh between 50 and 85 pounds. 11 Large greyhounds cannot stand<br />

fully erect <strong>in</strong> the cages used at <strong>Texas</strong> dog tracks.<br />

<strong>Greyhound</strong>s Suffer Serious Injuries<br />

More Than 1,500 greyhound <strong>in</strong>juries have been reported at Gulf s<strong>in</strong>ce 2008<br />

Between January 1, 2008 and December 31, 2011 a total of 1,507 greyhound <strong>in</strong>juries were reported at<br />

Gulf <strong>Greyhound</strong> Park. 12<br />

Injury rates rema<strong>in</strong>ed relatively stable<br />

Dur<strong>in</strong>g this period, an average of 31.39 <strong>in</strong>juries per m<strong>on</strong>th was reported. The highest number of<br />

reported <strong>in</strong>juries for a s<strong>in</strong>gle m<strong>on</strong>th occurred <strong>in</strong> October 2009, when 52 were reported. 13 The lowest<br />

number of reported <strong>in</strong>juries occurred <strong>in</strong> March 2009, when 17 were reported. 14<br />

A total of 195 greyhounds were <strong>in</strong>jured multiple times between 2008 and 2011. For example, a<br />

five-and a-half-year-old br<strong>in</strong>dle greyhound named C Ya Salty Dog suffered an <strong>in</strong>jury dur<strong>in</strong>g seven<br />

The most comm<strong>on</strong>ly reported <strong>in</strong>jury was a broken leg<br />

The most comm<strong>on</strong>ly reported <strong>in</strong>jury was a broken leg. Specifically, 281 or 19% of all reported <strong>in</strong>juries<br />

<strong>in</strong>volved fractured legs. 16 Other reported <strong>in</strong>juries <strong>in</strong>cluded torn muscles, puncture wounds,<br />

lacerati<strong>on</strong>s, dislocati<strong>on</strong>s, spra<strong>in</strong>s, paralysis and a fractured skull. 17<br />

56 greyhound <strong>in</strong>juries resulted <strong>in</strong> death or euthanasia<br />

There were 56 greyhounds that either died or were euthanized as a result of an <strong>in</strong>jury they susta<strong>in</strong>ed<br />

while rac<strong>in</strong>g. For example:<br />

• On December 8, 2011 a three-year-old black greyhound named LC Crossland was euthanized<br />

after suffer<strong>in</strong>g a broken leg dur<strong>in</strong>g a race. 18<br />

• On November 3, 2011 a four-year-old br<strong>in</strong>dle greyhound named Tipp Déjà vu was euthanized<br />

after dislocat<strong>in</strong>g her knee dur<strong>in</strong>g a race. 19<br />

<strong>Greyhound</strong>s Suffer Serious Injuries<br />

• On April 28, 2011 a two-year-old white and br<strong>in</strong>dle greyhound named MW Fey<strong>on</strong>e was<br />

euthanized after suffer<strong>in</strong>g a broken leg dur<strong>in</strong>g a race. 20<br />

• On March 16, 2011 a <strong>on</strong>e-year-old red br<strong>in</strong>dle greyhound named Bob’s Laws<strong>on</strong> was euthanized<br />

after he collided with other dogs dur<strong>in</strong>g a race and suffered a compound fracture <strong>in</strong> his right fr<strong>on</strong>t<br />

leg. 21<br />

• On August 14, 2010 a three-year-old red greyhound named Grumby Fearless was euthanized<br />

after suffer<strong>in</strong>g a broken leg. There was also evidence that she had suffered a previous <strong>in</strong>jury. 22<br />

• On August 6, 2010 a three-year-old red br<strong>in</strong>dle greyhound named Gable Weeman was euthanized<br />

after suffer<strong>in</strong>g a broken leg dur<strong>in</strong>g a race. 23<br />

<strong>in</strong>jured <strong>on</strong> two other occasi<strong>on</strong>s before his fatal<br />

sixteen weeks earlier. 31 Also <strong>on</strong> October 31,<br />

2008, a three-year-old black dog named SP’s<br />

Bradshaw was euthanized after he suffered<br />

“multiple fractures” <strong>in</strong> <strong>on</strong>e of his back legs<br />

State <strong>in</strong>jury report for U Too Wood, who was euthanized <strong>in</strong> 2008 after he<br />

suffered a broken back and collapsed <strong>on</strong> the track.<br />

A 2011 report prepared by the <strong>Texas</strong> <strong>Rac<strong>in</strong>g</strong> Commissi<strong>on</strong> further illustrates the decl<strong>in</strong>e of the<br />

greyhound rac<strong>in</strong>g <strong>in</strong>dustry. Accord<strong>in</strong>g to this report, the number of live greyhound rac<strong>in</strong>g<br />

performances dropped by 55% <strong>in</strong> a five year period; from 1,038 performances <strong>in</strong> 2004 to 472 <strong>in</strong><br />

2009. 37 The number of <strong>Texas</strong> greyhound <strong>in</strong>dustry employees decl<strong>in</strong>ed by 70% dur<strong>in</strong>g the same fiveyear<br />

period. 38<br />

The <strong>in</strong>dustry has acknowledged that greyhound rac<strong>in</strong>g is not viable<br />

<strong>Texas</strong> dog track executives and <strong>in</strong>dustry figures have publicly acknowledged that greyhound rac<strong>in</strong>g<br />

is a dy<strong>in</strong>g <strong>in</strong>dustry and is no l<strong>on</strong>ger viable. Joe Qu<strong>in</strong>n, assistant general manager of Gulf <strong>Greyhound</strong><br />

Park, publicly stated that greyhound rac<strong>in</strong>g is fac<strong>in</strong>g competiti<strong>on</strong> from other, more lucrative forms of<br />

gambl<strong>in</strong>g:<br />

“When we opened….there was no state lottery, no gambl<strong>in</strong>g <strong>in</strong> Louisiana,<br />

no horse track <strong>in</strong> north Houst<strong>on</strong>, no <strong>on</strong>l<strong>in</strong>e gambl<strong>in</strong>g. This is a very<br />

challeng<strong>in</strong>g envir<strong>on</strong>ment.” 39<br />

Former Executive Director of the <strong>Texas</strong> <strong>Greyhound</strong> Associati<strong>on</strong>, Diane Whiteley, acknowledged that<br />

there are demographic changes c<strong>on</strong>tribut<strong>in</strong>g to the decl<strong>in</strong>e of greyhound rac<strong>in</strong>g:<br />

“There are not a lot of young people <strong>in</strong>volved <strong>in</strong> rac<strong>in</strong>g. They’re a<br />

technology savvy generati<strong>on</strong>, and greyhound rac<strong>in</strong>g is a little slow to<br />

them.” 40<br />

She also admitted that without slot mach<strong>in</strong>es at the track, “the l<strong>on</strong>g-term prospects for <strong>Texas</strong> dog<br />

rac<strong>in</strong>g are ‘very bleak.’” 41<br />

Other Issues<br />

<strong>Greyhound</strong> Tra<strong>in</strong>er was f<strong>in</strong>ed after <strong>in</strong>jured dog does not receive prompt veter<strong>in</strong>ary care<br />

On <strong>February</strong> 14, 2011 a two-and-a-half-year-old br<strong>in</strong>dle greyhound named Crisp<strong>in</strong>s Place fractured<br />

his leg dur<strong>in</strong>g an unofficial morn<strong>in</strong>g workout at Gulf <strong>Greyhound</strong> Park. 42 Despite the severe nature of<br />

the <strong>in</strong>jury, Crisp<strong>in</strong>s Place’s tra<strong>in</strong>er Craig Alan Edwards failed to seek veter<strong>in</strong>ary care for the greyhound<br />

until <strong>February</strong> 16, two days after the <strong>in</strong>jury had occurred. At that time Crisp<strong>in</strong>s Place was euthanized.<br />

The <strong>Texas</strong> <strong>Rac<strong>in</strong>g</strong> Commissi<strong>on</strong> ruled that as of a result of his failure, Edwards had subjected Crisp<strong>in</strong>s<br />

Place to “unnecessary suffer<strong>in</strong>g” and f<strong>in</strong>ed him $500. Edwards did not receive a suspensi<strong>on</strong> or have<br />

his license revoked.<br />

A case of “live lure tra<strong>in</strong><strong>in</strong>g” was documented <strong>in</strong> <strong>Texas</strong><br />

In September 2011 a <strong>Texas</strong> greyhound tra<strong>in</strong>er named Timothy Norbert Titsworth surrendered his state<br />

license after he was caught <strong>on</strong> video tape us<strong>in</strong>g live rabbits to tra<strong>in</strong> greyhounds at his farm. 43 This<br />

practice, known as “live lure tra<strong>in</strong><strong>in</strong>g”, is prohibited <strong>in</strong> <strong>Texas</strong> under the state’s animal cruelty laws. 44<br />

Accord<strong>in</strong>g to the video transcript prepared by the State <strong>Rac<strong>in</strong>g</strong> Commissi<strong>on</strong>, the rabbits can be heard<br />

scream<strong>in</strong>g as they are chased and subsequently caught by the greyhounds. After a dog catches a<br />

rabbit, an <strong>in</strong>dividual <strong>on</strong> the tape is heard say<strong>in</strong>g “Got a little blood, didn’t it.” 45 Later <strong>on</strong> <strong>in</strong> the video<br />

Timothy Titsworth remarks that the dogs “have killed enough jackrabbits” and tells another <strong>in</strong>dividual<br />

present that “these dogs have had seven rabbits <strong>in</strong> the field. And then they’ve had about eight <strong>on</strong> the<br />

whirligig.” 46<br />

In additi<strong>on</strong> to fac<strong>in</strong>g discipl<strong>in</strong>e from the State <strong>Rac<strong>in</strong>g</strong> Commissi<strong>on</strong>, Titsworth faced a crim<strong>in</strong>al charge<br />

of cruelty to n<strong>on</strong>-livestock animals <strong>in</strong> Burles<strong>on</strong> County, <strong>Texas</strong>. However, his case was dismissed <strong>in</strong> April<br />

of 2012. 47<br />

Dogs die from an outbreak of can<strong>in</strong>e <strong>in</strong>fluenza<br />

In April 2012 an outbreak of can<strong>in</strong>e <strong>in</strong>fluenza occurred at the Gulf <strong>Greyhound</strong> Park kennels, result<strong>in</strong>g<br />

<strong>in</strong> the death of six greyhounds. In additi<strong>on</strong>, as many as over half of the 600-700 greyhounds liv<strong>in</strong>g at<br />

the Park became ill and suffered from symptoms <strong>in</strong>clud<strong>in</strong>g “fevers, cough, and even pneum<strong>on</strong>ia.” 48<br />

Races were cancelled for eight days and a quarant<strong>in</strong>e was issued. This was not the first time that Gulf<br />

<strong>Greyhound</strong> Park experienced an outbreak of can<strong>in</strong>e <strong>in</strong>fluenza, with the disease affect<strong>in</strong>g the dogs at<br />

the track at least four previous times s<strong>in</strong>ce 2003. 49<br />

<strong>Greyhound</strong>s test positive for drugs at <strong>Texas</strong> tracks<br />

Between January 2007 and November 2012, GREY2K <strong>USA</strong> received state records show<strong>in</strong>g 39 cases<br />

where rac<strong>in</strong>g greyhounds tested positive for prohibited substances. These drugs <strong>in</strong>cluded proca<strong>in</strong>e 50 ,<br />

theobrom<strong>in</strong>e 51 , caffe<strong>in</strong>e 52 , sulfadimethox<strong>in</strong>e 53 , polyethylene glycol 54 , and flunix<strong>in</strong>. 55<br />

<strong>Greyhound</strong>s at <strong>Texas</strong> tracks are fed 4-D meat as a way to reduce cost<br />

Accord<strong>in</strong>g to the <strong>in</strong>dustry handbook Care of the <strong>Rac<strong>in</strong>g</strong> and Retired <strong>Greyhound</strong>, greyhound tra<strong>in</strong>ers<br />

rout<strong>in</strong>ely use “4-D” meat from dy<strong>in</strong>g, diseased, disabled, and dead animals. 56 This meat is used<br />

because “it is the most ec<strong>on</strong>omically feasible for the <strong>Greyhound</strong> <strong>in</strong>dustry at this time.” 57 To discourage<br />

LA MARQUE - Stately and silver-haired, R<strong>on</strong>ald Buck punched a meaty fist at the cloudless blue<br />

sky and barked encouragement to the dogs that raced around the track. His words were<br />

un<strong>in</strong>telligible, but his fervor was pyrotechnic.<br />

On lucky days at Gulf <strong>Greyhound</strong> Park, the Pasadena retiree cheers his picks to victory. On others,<br />

he compla<strong>in</strong>ed, "They just stop and look at you."<br />

W<strong>in</strong> or lose, Buck, 75, and his buddies relish their time together at the races. The men play the dogs<br />

several times a m<strong>on</strong>th, usually at midweek when admissi<strong>on</strong> is free.<br />

Last Wednesday, the men were am<strong>on</strong>g several hundred fans out for 13 afterno<strong>on</strong> events. Around<br />

them, though, the track's cavernous clubhouse was empty.<br />

Gulf <strong>Greyhound</strong> Park, a $55 milli<strong>on</strong>-plus facility sprawl<strong>in</strong>g over 110 acres, opened amid fanfare <strong>in</strong><br />

1992 as the grandest dog track <strong>in</strong> <strong>Texas</strong>. Now, hard times have left it the state's <strong>on</strong>ly dog track<br />

regularly schedul<strong>in</strong>g live events.<br />

Like other parimutuel tracks <strong>in</strong> <strong>Texas</strong>, Gulf <strong>Greyhound</strong> is be<strong>in</strong>g hammered by a sour ec<strong>on</strong>omy, outof-state<br />

competitors and animal rights advocates who decry the sport as barbaric.<br />

The <strong>Texas</strong> <strong>Rac<strong>in</strong>g</strong> Commissi<strong>on</strong>, which regulates dog and horse tracks, reports <strong>on</strong>-site wager<strong>in</strong>g at<br />

live dog races dropped from about $30 milli<strong>on</strong> <strong>in</strong> 2005 to about $11 milli<strong>on</strong> last year. (Total m<strong>on</strong>ey wagered at Gulf <strong>Greyhound</strong>, <strong>in</strong>clud<strong>in</strong>g both live and simulcast races,<br />

dropped to $40.6 milli<strong>on</strong> last year from $54.9 milli<strong>on</strong> <strong>in</strong> 2005.)<br />

In a January report to legislators, <strong>in</strong>dustry officials noted that between 2004 and 2009 live races at the state's three greyhound tracks - others are <strong>in</strong> Corpus Christi and<br />

Harl<strong>in</strong>gen - dropped from 1,038 to 472. The track workforce dropped from 1,100 <strong>in</strong> 2000, to 333 <strong>in</strong> 2009.<br />

"When we opened," said Gulf <strong>Greyhound</strong>'s assistant general manager Joe Qu<strong>in</strong>n, "there was no state lottery, no gambl<strong>in</strong>g <strong>in</strong> Louisiana, no horse track <strong>in</strong> north Houst<strong>on</strong>, no<br />

<strong>on</strong>l<strong>in</strong>e gambl<strong>in</strong>g. This is a very challeng<strong>in</strong>g envir<strong>on</strong>ment."<br />

Injuries to dogs<br />

Texans <strong>in</strong> 2009 spent about $4 billi<strong>on</strong> <strong>on</strong> the state lottery and $2 billi<strong>on</strong> <strong>in</strong> cas<strong>in</strong>os <strong>in</strong> neighbor<strong>in</strong>g states. Illegal gambl<strong>in</strong>g thrives <strong>in</strong> every major city.<br />

Bey<strong>on</strong>d ec<strong>on</strong>omics, the rac<strong>in</strong>g <strong>in</strong>dustry is targeted by animal rights advocates who c<strong>on</strong>tend the sport is <strong>in</strong>herently cruel. Last week, Massachusetts-based <strong>Grey2K</strong> <strong>USA</strong><br />

released a report assert<strong>in</strong>g that 1,351 greyhounds had been <strong>in</strong>jured at the La Marque track between Jan. 1, 2008, and Aug. 4. Forty-n<strong>in</strong>e of the dogs died of <strong>in</strong>juries or were<br />

euthanized.<br />

"I th<strong>in</strong>k the public does not have a sense of how comm<strong>on</strong> greyhound <strong>in</strong>juries are," said <strong>Grey2K</strong> executive director Carey Theil. Typically, he said, the most perilous po<strong>in</strong>t of<br />

the race is as dogs, which can reach speeds of 45 mph, group together and bump <strong>on</strong> curves.<br />

Injuries at Gulf <strong>Greyhound</strong> Park, he said, <strong>in</strong>cluded 249 broken legs and 161 other fractures.<br />

Age of the fans<br />

<strong>Texas</strong> <strong>Rac<strong>in</strong>g</strong> Commissi<strong>on</strong> veter<strong>in</strong>arian Dr. Ken Quirk, who oversees animal doctors assigned to race tracks, said he believes provisi<strong>on</strong>s for animal safety have improved<br />

over the past three decades.<br />

Still, he said, "animals perform<strong>in</strong>g a particular endeavor at full speed" are at risk for <strong>in</strong>jury.<br />

Diane Whiteley, executive director of the <strong>Texas</strong> <strong>Greyhound</strong> Associati<strong>on</strong>, an <strong>in</strong>dustry lobby<strong>in</strong>g group, countered that Theil's group falsely accentuated serious <strong>in</strong>juries at<br />

the La Marque track. "Most of them are relatively m<strong>in</strong>or," she said. "What happens is that <strong>Grey2K</strong> distorts them to make rac<strong>in</strong>g seem a much more dangerous sport than it<br />

is."<br />

The <strong>Grey2K</strong> study found 32 percent of the total <strong>in</strong>juries <strong>in</strong>volved spra<strong>in</strong>s or stra<strong>in</strong>ed or pulled muscles.<br />

Whiteley c<strong>on</strong>ceded the <strong>Texas</strong> dog rac<strong>in</strong>g <strong>in</strong>dustry has decl<strong>in</strong>ed, but said it is stabiliz<strong>in</strong>g, thanks to an <strong>in</strong>dustry decisi<strong>on</strong> to disc<strong>on</strong>t<strong>in</strong>ue regularly scheduled races at the<br />

Corpus Christi and Harl<strong>in</strong>gen tracks. The agreement funnels a porti<strong>on</strong> of profits from simulcast wager<strong>in</strong>g at those locati<strong>on</strong>s <strong>in</strong>to prize purses at Gulf <strong>Greyhound</strong>.<br />

"We have to figure out how to compete <strong>in</strong> an <strong>in</strong>creas<strong>in</strong>gly digital world," she said. "We have so many compet<strong>in</strong>g forms of enterta<strong>in</strong>ment."<br />

Race fans' ag<strong>in</strong>g is a big c<strong>on</strong>cern, she said.<br />

"There are not a lot of young people <strong>in</strong>volved <strong>in</strong> rac<strong>in</strong>g," Whiteley said. "They're a technology-savvy generati<strong>on</strong>, and greyhound rac<strong>in</strong>g is a little slow for them."<br />

Market<strong>in</strong>g ideas<br />

More challeng<strong>in</strong>g is the competiti<strong>on</strong> from out-of-state tracks that augment prize purses with m<strong>on</strong>ey from other forms of <strong>on</strong>-track gambl<strong>in</strong>g. For almost a decade, Whiteley<br />

said, the Legislature has turned a deaf ear to <strong>in</strong>dustry pleas to allow slot-mach<strong>in</strong>e gambl<strong>in</strong>g at <strong>Texas</strong> tracks.<br />

Without that boost, she said, the l<strong>on</strong>g-term prospects for <strong>Texas</strong> dog rac<strong>in</strong>g are "very bleak."<br />

Qu<strong>in</strong>n said his track is determ<strong>in</strong>ed to preserve the sport and its jobs.<br />

To that end, he said, track management aggressively has re-thought market<strong>in</strong>g. Patr<strong>on</strong>s now can bet as little as a dime. Track facilities are touted as ideal venues for<br />

d<strong>in</strong>ners, c<strong>on</strong>certs and c<strong>on</strong>venti<strong>on</strong>s.<br />

"We want to try and entice people to come out and have some fun," Qu<strong>in</strong>n said.<br />
