The <strong>M<strong>in</strong>istry</strong> <strong>of</strong> All<br />

The church is a community <strong>of</strong> believers (ecclesia) called <strong>in</strong>to existence by <strong>the</strong> presence <strong>of</strong> Jesus<br />

Christ and <strong>the</strong> call to c<strong>on</strong>t<strong>in</strong>ue Jesus’ m<strong>in</strong>istry <strong>in</strong> <strong>the</strong> world. Through <strong>the</strong> Spirit, who enlivens and<br />

renews <strong>the</strong> church, all members 1 are empowered to share <strong>in</strong> Christ’s m<strong>in</strong>istry, <strong>the</strong> work <strong>of</strong> <strong>the</strong><br />

church. The church is about God’s missi<strong>on</strong> <strong>in</strong> <strong>the</strong> world—liv<strong>in</strong>g out <strong>the</strong> gospel message through<br />

acti<strong>on</strong>—that <strong>the</strong>re will be shalom for God’s creatures and heal<strong>in</strong>g for God’s creati<strong>on</strong>. <strong>M<strong>in</strong>istry</strong><br />

serves God’s missi<strong>on</strong> <strong>in</strong> <strong>the</strong> world.<br />

The <strong>United</strong> <strong>Church</strong> <strong>of</strong> <strong>Canada</strong> s<strong>in</strong>ce its beg<strong>in</strong>n<strong>in</strong>g has upheld a central tenet <strong>of</strong> <strong>the</strong> Reformati<strong>on</strong>,<br />

that <strong>the</strong> m<strong>in</strong>istry <strong>of</strong> <strong>the</strong> church <strong>in</strong>cludes <strong>the</strong> m<strong>in</strong>istry <strong>of</strong> all <strong>the</strong> baptized. (1 Peter 2:9) At various<br />

po<strong>in</strong>ts <strong>in</strong> its history <strong>the</strong> church has affirmed that all its members are called to m<strong>in</strong>istry as parts <strong>of</strong><br />

Christ’s body. The m<strong>in</strong>istry <strong>of</strong> Jesus beg<strong>in</strong>s with a community <strong>of</strong> people. These diverse<br />

communities actively participate <strong>in</strong> God’s missi<strong>on</strong> as disciples <strong>of</strong> Christ’s <strong>on</strong>go<strong>in</strong>g m<strong>in</strong>istry,<br />

which takes many forms. The m<strong>in</strong>istry and discipleship <strong>of</strong> all is reflected <strong>in</strong> <strong>the</strong> c<strong>on</strong>ciliar<br />

structure <strong>of</strong> <strong>the</strong> <strong>United</strong> <strong>Church</strong>.<br />

The m<strong>in</strong>istry <strong>of</strong> all seeks to be<br />

• representati<strong>on</strong>al, reflect<strong>in</strong>g <strong>the</strong> character <strong>of</strong> Jesus <strong>the</strong> Christ, who is am<strong>on</strong>g us as <strong>on</strong>e who<br />

serves<br />

• relati<strong>on</strong>al, orig<strong>in</strong>at<strong>in</strong>g <strong>in</strong> God’s covenant and modell<strong>in</strong>g mutual acceptance and respect<br />

with all creati<strong>on</strong><br />

• collaborative, recogniz<strong>in</strong>g that <strong>the</strong> church’s life is based <strong>in</strong> partnership<br />

• accountable, be<strong>in</strong>g exercised <strong>on</strong> behalf <strong>of</strong> and <strong>the</strong>refore with <strong>the</strong> authority <strong>of</strong> <strong>the</strong> faith<br />

community<br />

• prophetic, enabl<strong>in</strong>g communities formed by God’s Word and Spirit to be liv<strong>in</strong>g<br />

messengers for <strong>the</strong> reign <strong>of</strong> God and to resist <strong>the</strong> powers <strong>of</strong> evil<br />

• charismatic, discern<strong>in</strong>g and faithfully us<strong>in</strong>g <strong>the</strong> gifts and charisms <strong>of</strong> <strong>the</strong> Spirit for <strong>the</strong><br />

build<strong>in</strong>g up <strong>of</strong> <strong>the</strong> church<br />

The m<strong>in</strong>istry <strong>of</strong> all takes place as <strong>the</strong> Spirit moves <strong>in</strong> known and unknown ways, br<strong>in</strong>g<strong>in</strong>g <strong>in</strong>to<br />

<strong>the</strong> community <strong>of</strong> faith and send<strong>in</strong>g <strong>in</strong>to <strong>the</strong> world <strong>the</strong> gifts <strong>of</strong> its people. “For <strong>the</strong> sake <strong>of</strong> <strong>the</strong><br />

world,” says A S<strong>on</strong>g <strong>of</strong> Faith, “God calls all followers <strong>of</strong> Jesus to Christian m<strong>in</strong>istry. To embody<br />

God’s love <strong>in</strong> <strong>the</strong> world, <strong>the</strong> work <strong>of</strong> <strong>the</strong> church requires <strong>the</strong> m<strong>in</strong>istry and discipleship <strong>of</strong> all<br />

believers.”<br />

M<strong>in</strong>istries <strong>of</strong> Leadership<br />

“In <strong>the</strong> church, some are called to specific m<strong>in</strong>istries <strong>of</strong> leadership, both lay and ordered; some<br />

witness to <strong>the</strong> good news; some uphold <strong>the</strong> art <strong>of</strong> worship; some comfort <strong>the</strong> griev<strong>in</strong>g and<br />

guide <strong>the</strong> wander<strong>in</strong>g; some build up <strong>the</strong> community <strong>of</strong> wisdom; some stand with <strong>the</strong><br />

oppressed and work for justice.” 2<br />

While all members share <strong>in</strong> Christ’s m<strong>in</strong>istry, <strong>the</strong> church from its earliest days has recognized<br />

that God calls some to exercise specific gifts <strong>of</strong> leadership, both paid and voluntary. These<br />

m<strong>in</strong>istries <strong>of</strong> leadership are based <strong>in</strong> God’s call and <strong>the</strong>refore serve to rem<strong>in</strong>d <strong>the</strong> community to<br />

whom we bel<strong>on</strong>g. The capacity to resp<strong>on</strong>d to God’s call is tested by <strong>the</strong> community and is<br />

<strong>the</strong>refore a rem<strong>in</strong>der that <strong>the</strong>se m<strong>in</strong>istries bel<strong>on</strong>g to <strong>the</strong> body <strong>of</strong> Christ. All forms <strong>of</strong> leadership <strong>in</strong><br />

<strong>the</strong> church are <strong>the</strong>refore accountable to <strong>the</strong> community <strong>of</strong> faith.<br />

These various forms <strong>of</strong> leadership <strong>in</strong> <strong>the</strong> church can be expressed <strong>in</strong> <strong>the</strong> follow<strong>in</strong>g ancient<br />

expressi<strong>on</strong>s given current mean<strong>in</strong>g:<br />

• enliven<strong>in</strong>g worship and celebrat<strong>in</strong>g <strong>the</strong> sacraments (leitourgia)<br />

• <strong>in</strong>terpret<strong>in</strong>g and pass<strong>in</strong>g <strong>on</strong> Christian traditi<strong>on</strong> (kerygma)<br />

• resp<strong>on</strong>d<strong>in</strong>g to <strong>the</strong> needs <strong>of</strong> <strong>the</strong> community and <strong>the</strong> world (diak<strong>on</strong>ia)<br />

• nurtur<strong>in</strong>g faith, mak<strong>in</strong>g <strong>the</strong> wisdom <strong>of</strong> <strong>the</strong> ages relevant for today (didache)<br />

• build<strong>in</strong>g up <strong>the</strong> community <strong>of</strong> faith as <strong>the</strong> beloved community <strong>of</strong> God (ko<strong>in</strong><strong>on</strong>ia)<br />

• embody<strong>in</strong>g <strong>the</strong> presence <strong>of</strong> Christ <strong>in</strong> <strong>the</strong> world (marturia)<br />

Such m<strong>in</strong>istries <strong>of</strong> leadership are all expressi<strong>on</strong>s <strong>of</strong> shar<strong>in</strong>g <strong>the</strong> good news <strong>of</strong> Jesus Christ.<br />

Through <strong>the</strong>se forms <strong>of</strong> m<strong>in</strong>istry, leaders empower <strong>the</strong> community and its members to be<br />

representati<strong>on</strong>al, relati<strong>on</strong>al, collaborative, accountable, prophetic, and charismatic <strong>in</strong> character.<br />

The m<strong>in</strong>istry <strong>of</strong> leadership, both paid and unpaid, is lived out <strong>in</strong> diverse ways. Some examples<br />

are youth m<strong>in</strong>istry, leadership <strong>in</strong> worship, pastoral visit<strong>in</strong>g, licensed lay worship leaders,<br />

community and outreach m<strong>in</strong>istries, and <strong>the</strong> use <strong>of</strong> new forms <strong>of</strong> electr<strong>on</strong>ic technology.<br />

It is <strong>the</strong> resp<strong>on</strong>sibility <strong>of</strong> leaders to seek to be humble and au<strong>the</strong>ntic, to act with pers<strong>on</strong>al <strong>in</strong>tegrity<br />

and courage, and to be passi<strong>on</strong>ate for God’s love for creati<strong>on</strong>. All leadership requires adequate<br />

preparati<strong>on</strong> and a discipl<strong>in</strong>e <strong>of</strong> spiritual growth and life-l<strong>on</strong>g learn<strong>in</strong>g. Educati<strong>on</strong> and formati<strong>on</strong><br />

need to c<strong>on</strong>tribute to awareness <strong>of</strong> and sensitivity to <strong>the</strong> c<strong>on</strong>texts <strong>of</strong> <strong>the</strong> m<strong>in</strong>istry and <strong>the</strong><br />

<strong>in</strong>tercultural commitments <strong>of</strong> <strong>the</strong> church.<br />

A particular form <strong>of</strong> a m<strong>in</strong>istry <strong>of</strong> leadership <strong>in</strong> <strong>the</strong> church is found <strong>in</strong> <strong>the</strong> oversight<br />

resp<strong>on</strong>sibilities and authority given to <strong>the</strong> courts <strong>of</strong> <strong>the</strong> church: <strong>the</strong> sessi<strong>on</strong> or its equivalent, <strong>the</strong><br />

presbytery, <strong>the</strong> C<strong>on</strong>ference, and <strong>the</strong> General Council. In Reformed and specifically <strong>in</strong> <strong>the</strong> <strong>United</strong><br />

<strong>Church</strong> traditi<strong>on</strong>, <strong>the</strong> episcopal role <strong>of</strong> <strong>the</strong> bishop is shared between <strong>the</strong> presbytery and <strong>the</strong><br />

C<strong>on</strong>ference.<br />

The decisi<strong>on</strong>-mak<strong>in</strong>g structures <strong>of</strong> <strong>the</strong> <strong>United</strong> <strong>Church</strong> are c<strong>on</strong>ciliar, mean<strong>in</strong>g that each court has<br />

particular roles and authority. Because <strong>of</strong> our <strong>the</strong>ology <strong>of</strong> <strong>the</strong> m<strong>in</strong>istry <strong>of</strong> all, all courts <strong>of</strong> <strong>the</strong><br />

church <strong>in</strong>clude both lay and ordered leadership.<br />

Paid Accountable M<strong>in</strong>istries <strong>of</strong> Leadership<br />

While all members <strong>of</strong> <strong>the</strong> church share <strong>in</strong> Christ’s m<strong>in</strong>istry, <strong>the</strong> church has from its earliest days<br />

recognized that God calls some from with<strong>in</strong> <strong>the</strong> community through specific gifts to ordered<br />

expressi<strong>on</strong>s <strong>of</strong> m<strong>in</strong>istry. The <strong>United</strong> <strong>Church</strong> recognizes <strong>on</strong>e order <strong>of</strong> m<strong>in</strong>istry <strong>in</strong> two expressi<strong>on</strong>s,<br />

orda<strong>in</strong>ed and diac<strong>on</strong>al. The church has also recognized <strong>the</strong> emergence <strong>of</strong> lay expressi<strong>on</strong>s <strong>of</strong> paid<br />

accountable m<strong>in</strong>istry <strong>in</strong> local and time-limited c<strong>on</strong>texts. These <strong>in</strong>clude designated lay m<strong>in</strong>istries<br />

recognized and accountable to <strong>the</strong> presbytery and c<strong>on</strong>gregati<strong>on</strong>al designated m<strong>in</strong>istries<br />

accountable to c<strong>on</strong>gregati<strong>on</strong>s.<br />

Ordered m<strong>in</strong>istries and those designated lay m<strong>in</strong>istries recognized by <strong>the</strong> presbytery are called to<br />

a dist<strong>in</strong>ct role <strong>of</strong> leadership with<strong>in</strong> <strong>the</strong> church. Their leadership is authorized and exercised<br />

through <strong>the</strong>ir membership <strong>in</strong> a presbytery (or district). Through this membership, <strong>the</strong>y are called<br />

to exercise governance and leadership, shared with elected leaders, <strong>in</strong> <strong>the</strong> m<strong>in</strong>istry <strong>of</strong> <strong>the</strong> church.<br />

Ordered m<strong>in</strong>isters and designated lay m<strong>in</strong>isters while <strong>in</strong> paid accountable m<strong>in</strong>istry positi<strong>on</strong>s are<br />

<strong>of</strong>fice holders with<strong>in</strong> The <strong>United</strong> <strong>Church</strong> <strong>of</strong> <strong>Canada</strong>. While <strong>the</strong>re may be elements similar to<br />

employment, <strong>the</strong> essential nature <strong>of</strong> <strong>the</strong> relati<strong>on</strong>ship is a covenant with <strong>the</strong> presbytery, <strong>the</strong><br />

pastoral charge or presbytery-recognized m<strong>in</strong>istry, and God.<br />

Orda<strong>in</strong>ed and diac<strong>on</strong>al m<strong>in</strong>isters are ordered by <strong>the</strong> denom<strong>in</strong>ati<strong>on</strong> and serve <strong>the</strong> missi<strong>on</strong> and<br />

m<strong>in</strong>istry <strong>of</strong> <strong>the</strong> <strong>United</strong> <strong>Church</strong> as a whole. Preparati<strong>on</strong> for ordered m<strong>in</strong>istry <strong>in</strong>volves university<br />

level <strong>the</strong>ological study and an extensive discernment and assessment process. Ordered m<strong>in</strong>isters<br />

ma<strong>in</strong>ta<strong>in</strong> <strong>the</strong> historical c<strong>on</strong>necti<strong>on</strong> <strong>of</strong> <strong>the</strong> <strong>United</strong> <strong>Church</strong> to <strong>the</strong> church catholic through <strong>the</strong><br />

faithful witness to <strong>the</strong> apostolic traditi<strong>on</strong> and <strong>the</strong> <strong>in</strong>terpretati<strong>on</strong> <strong>of</strong> a liv<strong>in</strong>g faith. Ordered<br />

m<strong>in</strong>isters carry resp<strong>on</strong>sibility as communicators <strong>of</strong> <strong>the</strong> traditi<strong>on</strong> enacted <strong>in</strong> word and sacrament,<br />

educati<strong>on</strong> and service. They serve as resident <strong>the</strong>ologians, called to br<strong>in</strong>g <strong>the</strong> church’s<br />

<strong>the</strong>ological heritage <strong>in</strong>to <strong>the</strong> c<strong>on</strong>text <strong>of</strong> God’s missi<strong>on</strong> <strong>in</strong> <strong>the</strong> world.<br />

They are orda<strong>in</strong>ed and commissi<strong>on</strong>ed to <strong>the</strong> m<strong>in</strong>istry <strong>of</strong> The <strong>United</strong> <strong>Church</strong> <strong>of</strong> <strong>Canada</strong> with<strong>in</strong> <strong>the</strong><br />

holy catholic church. C<strong>on</strong>sistent with <strong>the</strong> historical traditi<strong>on</strong>s <strong>of</strong> <strong>the</strong> church, <strong>in</strong> <strong>the</strong> <strong>United</strong><br />

<strong>Church</strong>, ord<strong>in</strong>ati<strong>on</strong> and commissi<strong>on</strong><strong>in</strong>g take place through <strong>the</strong> lay<strong>in</strong>g <strong>on</strong> <strong>of</strong> hands and <strong>on</strong>ce<br />

enacted, are not re-enacted. Ord<strong>in</strong>ati<strong>on</strong> and commissi<strong>on</strong><strong>in</strong>g are liturgically enacted at a<br />

C<strong>on</strong>ference level.<br />

Orda<strong>in</strong>ed m<strong>in</strong>isters serve <strong>in</strong> all aspects <strong>of</strong> m<strong>in</strong>istry and are formally called to word, sacrament,<br />

and pastoral care. This <strong>in</strong>volves presid<strong>in</strong>g <strong>in</strong> worship and sacrament, nurtur<strong>in</strong>g and streng<strong>the</strong>n<strong>in</strong>g<br />

representatives <strong>of</strong> Christ <strong>in</strong> <strong>the</strong> world <strong>in</strong> seek<strong>in</strong>g justice and wholeness for all <strong>of</strong> creati<strong>on</strong>.<br />

Diac<strong>on</strong>al m<strong>in</strong>isters serve <strong>in</strong> all aspects <strong>of</strong> m<strong>in</strong>istry and are formally called to educati<strong>on</strong>, service,<br />

social justice, and pastoral care. Diac<strong>on</strong>al m<strong>in</strong>istry, rooted <strong>in</strong> <strong>the</strong> traditi<strong>on</strong> and history <strong>of</strong><br />

diak<strong>on</strong>ia, “encourages a grow<strong>in</strong>g faith, speaks truth to power, seeks mutual empowerment,<br />

proclaims prophetic hope, nurtures life-giv<strong>in</strong>g community, fosters peaceful, right relati<strong>on</strong>ship<br />

with<strong>in</strong> <strong>the</strong> church and <strong>the</strong> whole <strong>of</strong> creati<strong>on</strong>….” 3<br />

By virtue <strong>of</strong> <strong>the</strong>ir tra<strong>in</strong><strong>in</strong>g and recogniti<strong>on</strong>, ordered m<strong>in</strong>isters are representatives <strong>of</strong> <strong>the</strong> whole<br />

<strong>United</strong> <strong>Church</strong>. Their m<strong>in</strong>istry is presbytery accountable. Because <strong>of</strong> <strong>the</strong>ir dist<strong>in</strong>ct role <strong>of</strong><br />

leadership <strong>the</strong>ir membership <strong>in</strong> <strong>the</strong> <strong>United</strong> <strong>Church</strong> resides <strong>in</strong> a presbytery throughout <strong>the</strong>ir lives.<br />

As <strong>the</strong>y are called to m<strong>in</strong>istry and God’s missi<strong>on</strong> <strong>in</strong> <strong>the</strong> world, ordered m<strong>in</strong>isters <strong>in</strong> presbyteryrecognized<br />

m<strong>in</strong>istries are ma<strong>in</strong>ta<strong>in</strong>ed <strong>on</strong> <strong>the</strong> role <strong>of</strong> presbytery or may be reta<strong>in</strong>ed when engaged<br />

<strong>in</strong> o<strong>the</strong>r vocati<strong>on</strong>al or pers<strong>on</strong>al activities. Ordered m<strong>in</strong>isters are entrusted to <strong>in</strong>itiate new forms <strong>of</strong><br />

m<strong>in</strong>istry, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> possibility <strong>of</strong> n<strong>on</strong>-stipendiary m<strong>in</strong>istries authorized and accountable to or<br />

recognized by presbytery.<br />

Designated lay m<strong>in</strong>isters are members <strong>of</strong> <strong>the</strong> church called to exercise gifts for leadership <strong>in</strong><br />

missi<strong>on</strong> and m<strong>in</strong>istry that resp<strong>on</strong>d to a need with<strong>in</strong> a local c<strong>on</strong>gregati<strong>on</strong> or community m<strong>in</strong>istry.<br />

Their m<strong>in</strong>istries are presbytery accountable and dependent <strong>on</strong> appo<strong>in</strong>tment. Designated lay<br />

m<strong>in</strong>isters are required to complete an educati<strong>on</strong>al program while under appo<strong>in</strong>tment, and<br />

completi<strong>on</strong> <strong>of</strong> <strong>the</strong> program provides eligibility for subsequent appo<strong>in</strong>tments. Designated lay<br />

m<strong>in</strong>isters functi<strong>on</strong> <strong>in</strong> various aspects <strong>of</strong> m<strong>in</strong>istry leadership relat<strong>in</strong>g to <strong>the</strong>ir appo<strong>in</strong>tment and <strong>the</strong>y<br />

are also members <strong>of</strong> presbytery. At <strong>the</strong> end <strong>of</strong> an appo<strong>in</strong>tment, <strong>the</strong> presbytery and designated lay<br />

m<strong>in</strong>ister discern toge<strong>the</strong>r questi<strong>on</strong>s <strong>of</strong> <strong>on</strong>go<strong>in</strong>g m<strong>in</strong>istry and presbytery membership. Because<br />

designated lay m<strong>in</strong>istry is dependent <strong>on</strong> appo<strong>in</strong>tment, it is celebrated (re-enacted) at each<br />

appo<strong>in</strong>tment. The appo<strong>in</strong>tment is liturgically enacted by <strong>the</strong> presbytery ei<strong>the</strong>r <strong>in</strong> a presbytery<br />

meet<strong>in</strong>g or <strong>in</strong> <strong>the</strong> local m<strong>in</strong>istry.<br />

The Future <strong>of</strong> <strong>M<strong>in</strong>istry</strong><br />

The church is about God’s missi<strong>on</strong> <strong>in</strong> <strong>the</strong> world. Therefore <strong>the</strong> Holy Spirit c<strong>on</strong>t<strong>in</strong>ually calls <strong>the</strong><br />

church to renew its understand<strong>in</strong>g <strong>of</strong> m<strong>in</strong>istry, open<strong>in</strong>g itself to new expressi<strong>on</strong>s that serve <strong>the</strong><br />

needs <strong>of</strong> <strong>the</strong> present day.<br />

In particular, exist<strong>in</strong>g paradigms <strong>of</strong> c<strong>on</strong>gregati<strong>on</strong>al identity are chang<strong>in</strong>g. People no l<strong>on</strong>ger<br />

ma<strong>in</strong>ta<strong>in</strong> formerly expected patterns <strong>of</strong> participati<strong>on</strong>. The <strong>United</strong> <strong>Church</strong> is challenged to reimage<br />

<strong>the</strong> nature <strong>of</strong> life <strong>in</strong> <strong>the</strong> church. As <strong>the</strong> church has begun to experiment with new<br />

expressi<strong>on</strong>s <strong>of</strong> community it will develop a greater variety <strong>of</strong> forms and models <strong>of</strong> m<strong>in</strong>istry that<br />

will <strong>in</strong>volve all <strong>of</strong> <strong>the</strong> people <strong>of</strong> <strong>the</strong> church. As <strong>the</strong> church carries God’s Word <strong>in</strong>to <strong>the</strong> world <strong>in</strong><br />

new ways, m<strong>in</strong>istry will be characterized by more collaborati<strong>on</strong>, network<strong>in</strong>g, and transparency as<br />

well as a variety <strong>of</strong> educati<strong>on</strong>al approaches.<br />

<strong>M<strong>in</strong>istry</strong> will be transformed as <strong>the</strong> church itself is transformed.<br />
