Tegan Speiser provided an update on the development of a Monterey Bay Area 511 Traveler<br />
Information System Feasibility and Implementation Plan. She informed the committee that RTC staff<br />
will be requesting their input on the 511 Feasibility and Implementation Plan. RTC is in the midst of<br />
conducting a survey to get input from the public, partner agencies, and stakeholders on what type of<br />
traveler information system will be useful for our area.<br />
Ginger Dykaar stated that there were articles that were published in local newspapers that discussed<br />
the 511 Traveler Information System that is being considered for the Monterey Bay area and<br />
encouraged people to take the survey.<br />
Ginger Dykaar gave an update on the Freeway Service Patrol (FSP) program stating that the program is<br />
running smoothly but FSP State funding for FY11/12 could be affected due to the lack of congestion<br />
data. Deb Larson, District 5 offered to involve Caltrans staff in the traffic operations unit to help resolve<br />
this and ensure that funding is not lost.<br />
Ginger Dykaar reviewed Mr. Roadshow articles that are interesting examples of public’s perception of<br />
traffic and safety on Highway 17.<br />
5. Received Update California Highway Patrol Safe on 17 Program Statistics and Public<br />
Information Efforts<br />
Lieutenant Wood of the San Jose Area Highway Patrol reported that collisions decreased and citations<br />
increased. There was 1 traffic fatality this year on the Santa Clara side of Hwy 17. The number of<br />
collisions can be increased by secondary collisions that occur due to the initial collision. This can skew<br />
the numbers as sometimes there are 4 to 5 secondary collisions after an initial collision. The cabbage<br />
truck that overturned on Hwy 17 on the Santa Clara side took approximately 5 hours to clear. There<br />
was a Mr. Roadshow article where people wrote in asking if trucks can be banned on Hwy 17. People<br />
complain that trucks go either too fast or too slow. Lt. Wood stated that commerce cannot be shut out<br />
from most state routes. Truck collisions are driver error 99% of the time. CHP has not seen any<br />
increase of speeds from normal on Hwy 17. Traffic still seems to be a bit lighter than normal due to<br />
economic downturn. Lt. Wood suggested adding a blurb in the 511 video about educating drivers to<br />
get 511 information prior to driving or hands free on the road.<br />
Ginger Dykaar noted that when there was extra enforcement in fall 2009, there was an average of 10<br />
collisions per month versus the spring of 2009 and 2010 with essentially no extra enforcement shows<br />
15 to 16 collisions per month. This shows that extra enforcement is helping to reduce the number of<br />
collisions but wondered what strategy works best to reduce collisions; concentrate hours in wet winter<br />
months or hours spread out throughout the year. Lt Wood explained that his professional judgement is<br />
that they get the greatest benefit of extra enforcement hours in the fall when the wet weather starts to<br />
help people change their behavior from summer driving. Lt. Wood mentioned that we don’t know how<br />
many collisions would have occurred if there was not extra enforcement in the wet weather. The Santa<br />

Clara County side of Hwy 17 continues to see a reduction in collisions so the strategy seems to be<br />
working.<br />
Officer Holden reported that for the Santa Cruz County side there is a slight increase (12.5%) in the<br />
number of collisions compared to this time last year. Citations issued are up 2.5 percent over this time<br />
last year. It appears that the bulk of the collisions this past year occurred in the rainy months and in<br />
July due to increase in tourist traffic. Only 1 traffic fatality occurred on the Santa Cruz side of Hwy 17<br />
this year. Ginger Dykaar mentioned that Santa Cruz CHP has only used $40,000 worth of funds for the<br />
last 2 years instead of the full $50,000 that is available each year. Funds for Santa Cruz County can be<br />
rolled over to the next fiscal year so $70,000 in funds is available for the current fiscal year for<br />
concentrated or distributed enforcement. Captain Manriquez expressed a preference for consistently<br />
increased enforcement throughout the year with some extra in the winter due to wet weather and<br />
extra in the summer due to increased traffic during tourist season. Captain Manriquez will talk to<br />
overtime coordinator to determine how overtime is tracked and then will get back to staff. Santa Cruz<br />
CHP will plan to spend $70,000 that is available for FY 10/11.<br />
David Garti announced that the 2 Safe on 17 signs have been replaced on Hwy 17 in the beginning of<br />
August. The signs are a good reminder to the public that Hwy 17 is a safety corridor. Signs are not<br />
typically replaced but because of the continued funding of the extra enforcement program, Caltrans<br />
provided the new signs.<br />
6. Received Major Incident Review<br />
Officer Holden summarized the incident where the tractor trailer combination truck overturned on Hwy<br />
17 going southbound near Glenwood Drive curve on Sept 2, 2010 at 6:09 am. The driver was going<br />
faster than he could handle with the weight of the beer in the truck. He intentionally went into the<br />
embankment and bounced back out into the road. SB lanes closed for 4 hrs 15 mins. The majority of<br />
the time was spent offloading the beer from the truck. There was a discussion on what information is<br />
being conveyed after an incident and how it can be improved. Changeable message signs (CMS) were<br />
well utilized. Luis noted that there was no information on exactly where the incident was located so it<br />
was difficult to decide on the best alternate route. Colleen McMahon suggested using Nixel Alert (free<br />
notification system that agencies can sign up for from computer or cell phone) to identify alternate<br />
routes. Suggestion was made to use signs to tell people how long the delay may last. Ramin mentioned<br />
that CMS have limited space and it is difficult to pinpoint the exact location of an incident as people do<br />
not know minor cross roads.<br />
Other state routes can be suggested for some highways but Hwy 17 does not have other state routes<br />
nearby. There are ramifications if people are told to use a county route. Siobhan recommends that we<br />
get highway advisory radio (HAR) system operational as HAR does not have the limitations of signs and<br />
sigalerts. HAR is not working in Santa Cruz County. There is a licensing issue over the signal which is<br />
taking time to resolve and the issue is exacerbated by budget problems.<br />
7. Received Review of Operations and Status of TOS<br />
Ramin extended invitation to staff to tour Dist 4 TMC facility to show process and limitations. Closure<br />
of 50% or more of facility for more than 20 minutes, triggers a sigalert. Ramin requested that the TMC<br />
at District 4 be informed immediately when a CMS is not working.<br />

8. Received Highway 17 Project Update from Caltrans District 4 – Wet Weather Project<br />
Shawn Enjily said that due to the furloughs and issues related to water quality requirements, the<br />
schedule was extended. Hopefully, once the budget is passed, the schedule will not be affected<br />
further. Luis Mendez added that the Wet Weather project will benefit from providing construction<br />
information via the CMSs and the HAR. When HAR is discussed at the next meeting, the Wet Weather<br />
Project will be part of the consideration in getting the HAR operational. Funds have been set aside for<br />
public information about construction project.<br />
9. Received Highway 17 Project Update from Caltrans District 5<br />
Siobhan Saunders reported that the Caltrans project to update the guardrail and barriers is about 20%<br />
complete. The contractor is going bankrupt and therefore the bonding agency will be hiring another<br />
contractor to complete the work. The project will start up again in the spring. Another project near<br />
Vine Hill Road is not completed due to Caltrans rejecting the pavement. This contractor is also going<br />
bankrupt. The project will not be completed until the spring. Another job on SB Hwy 17 to improve<br />
guardrails may be delayed due to the budget not being passed and the migratory bird act that only<br />
allows trees to be cut at certain times of year.<br />
10. Received New Highway 1 Changeable Message Sign Update<br />
Siobhan Saunders reported that the Highway 1 CMS will not be installed. It is likely that a place with<br />
an adequate sight distance was not available.<br />
11. Received Traffic Operations System Improvements<br />
Siobhan Saunders reported that installation of detection equipment on Highway 1 including vehicle<br />
counting and closed circuit television cameras (CCTV) started Monday (9/13/10). It should take about 3<br />
months to install.<br />
Shawn Enjily asked if there have been any problems with moveable barriers for projects on Hwy 17.<br />
Siobhan responded that as far as she knows the moveable barriers have worked quite well.<br />
Ginger Dykaar requested that Caltrans inform RTC if any call boxes are going to be affected by the<br />
guardrail project that will start up again in the spring.<br />
Deb Larson reported that priorities for the Santa Cruz area have been to activate the CCTV cameras in<br />
the fishhook area where they were installed in 2008 as part of the interchange improvement project.<br />
There are 3 cameras: Emeline, Ocean St and Pasatiempo. The Emeline CCTV is online and the Ocean<br />
St and Pastiempo CCTVs should be online by the end of this year. The Laurel curve CCTV still needs a<br />
router and there is currently no purchasing allowed at Caltrans except for emergency equipment.<br />
Hopefully, once a state budget is approved, there will be maintenance funds to make purchases<br />
necessary to get the Laurel Curve CCTV and microwave vehicle detection equipment hooked up to<br />
router.<br />
Deb Larson initiated a project on Hwy 17 that will be looking at shoulder widening, concrete guardrails<br />
and/or retaining walls at 3 different locations. The project will provide more recovery area and sight<br />
distance around the curves. Locations are just north of Laurel Road going NB, NB near Sugarloaf Rd,<br />
and near Glenwood Cutoff in the SB direction.<br />

REGARDING: Santa Cruz County Freeway Service Patrol Program Update<br />
RECOMMENDATIONS<br />
Receive an update on the Santa Cruz County Freeway Service Patrol Program.<br />
BACKGROUND<br />
The Santa Cruz County Regional Transportation Commission (RTC) operates the Freeway<br />
Service Patrol (FSP) program in Santa Cruz County. This program consists of two tow trucks<br />
patrolling Highway 1 from Highway 9 to State Park Drive and Highway 17 from Granite Creek<br />
Road to the Santa Clara County Line. Both highway segments are patrolled during weekday<br />
commute periods. Traditionally, the Highway 17 segment is also patrolled on Sundays from<br />
1:00 pm to 7:00 pm all year round and Saturdays from 1:00 pm to 7:00 pm during the spring<br />
and summer. FSP tow trucks remove disabled vehicles from the highway at no cost to the<br />
motorists. The FSP program is designed to reduce congestion, improve safety, and reduce fuel<br />
consumption and auto emissions by minimizing the congestion associated with collisions and<br />
other incidents.<br />
Historically, the FSP program has been funded using a combination of Santa Cruz County’s<br />
regional share of State Transportation Improvement Program (STIP) funds, Service Authority<br />
Freeway Emergency (SAFE) funds, and State Freeway Service Patrol funds provided by<br />
Caltrans. In FY09/10, American Recovery and Reinvestment Act Funding and in FY10/11,<br />
Regional Surface Transportation Program Funding were secured for the Santa Cruz County FSP<br />
program. Thanks to these additional funds, full FSP service for Highway 17 was reinstated and<br />
weekend service on Highway 1 (Saturdays and Sundays from 1:00 to 7:00 pm) was provided<br />
during the summer of 2010 and will be provided in the summer of 2011.<br />
FSP Allocation<br />
The State FSP funds allocated to each FSP program are determined annually using a formula<br />
which includes population, freeway lane miles and congestion (daily vehicle-hours of delay). At<br />
the September, 2010 Safe on 17 Task Force & Traffic Operation Systems Oversight Committee<br />
meeting, RTC staff expressed concern about the allocation for Santa Cruz County FSP in<br />
FY11/12. The amount of the allocation is dependent on the Highway Congestion Monitoring<br />
Program (HICOMP) Report. The 2009 HICOMP Report shows zero congestion for Santa Cruz<br />
County because there is not any traffic detection equipment reporting to PeMs. Caltrans has<br />
assured the RTC that the Santa Cruz County allocation for FSP service in FY 11/12 is not in<br />
jeopardy due to the lack of traffic detection equipment in the county. The Santa Cruz County<br />
FSP Program relies heavily on Caltrans FSP funds and a significant reduction in funds could<br />
drastically impact our ability to continue FSP service on Highways 1 and 17 at the current level.<br />

Highway 17 FSP Contract<br />
In September, 2010, RTC staff began a procurement process to contract a tow operator for FSP<br />
service on Highway 17 as the current tow service contract will expire in July, 2011. Staff<br />
released a request for proposals (RFP) for FSP service on Highway 17 for the contract period<br />
July 2011-July 2015. Three contractors submitted a proposal for Highway 17 FSP service;<br />
Extreme Towing, Ladd’s Towing, and Lima Towing. The Evaluation Committee, consisting of<br />
<strong>SCCRTC</strong> staff, Santa Cruz CHP and a Caltrans representative, reviewed and evaluated the<br />
proposals received based on the tow contractor’s ability to provide FSP services on Highway 17,<br />
the company’s ability to manage their company and FSP services, and the company’s price<br />
proposal.<br />
The Evaluation Committee recommended negotiating and entering into an agreement with the<br />
lowest priced responsive bidder, Lima Towing, for the Highway 17 FSP contract for the period<br />
beginning July 10, 2011 and ending July 11, 2015. The RTC did not approve the<br />
recommendation as they had concerns over the degree of experience and the cost estimate of<br />
the low bidder and whether that would be problematic over the term of the contract. RTC staff<br />
will be working to refine the procurement process to alleviate the concerns of the RTC. RTC<br />
staff will be recommending to the RTC to amend the current contract to extend the end date for<br />
2 years. This will allow the procurement for FSP service on Highway 17 and Highway 1 to<br />
coincide in order to reduce staff time needed for the procurement of FSP services and to<br />
potentially increase the number of tow operators that will bid on the contract.<br />

RECOMMENDATIONS<br />
Receive an update on the Monterey Bay Area 511 Traveler Information System<br />
BACKGROUND<br />
The Santa Cruz County Regional Transportation Commission (RTC) and the<br />
Transportation Agency for Monterey County (TAMC) received a Caltrans Planning<br />
grant to prepare a Feasibility Analysis and Implementation Plan for a Monterey Bay<br />
Area 511 Traveler Information System (The 511 Plan). Of the $259,210 in grant<br />
funding secured for this project, $150,000 is designated for contracting with a<br />
consultant to prepare a Feasibility Analysis and Implementation Plan for a Monterey<br />
Bay Area 511 Traveler Information System (The 511 Plan).<br />
The first part of The 511 Plan, a Feasibility Analysis, will determine the viability of<br />
establishing a traveler information system for the region and, if feasible, will<br />
recommend the type of system and major features and resources that will be used.<br />
Systems to be considered include building a 511 service from scratch, franchising<br />
another system or contracting with a consultant who operates multiple 511<br />
systems. Findings from the fall 2010 survey and outreach effort will be used to<br />
inform the consultant of the types of traveler information that communities in Santa<br />
Cruz and Monterey Counties would find most useful.<br />
Part two, the Implementation Plan, will lay out the functional requirements needed<br />
to design and implement a comprehensive, centralized, and multi-modal traveler<br />
information system to serve the Monterey Bay Area. It will also identify the steps<br />
and provide an estimate of costs required to implement the recommended system.<br />
The scope of work for The 511 Plan follows a systems engineering design approach<br />
as recommended by Federal Highway Administration for Intelligent Transportation<br />
System (ITS) projects.<br />
DISCUSSION<br />
The request for proposals for The 511 Plan was released in November, 2010. Five<br />
proposals were submitted to perform the work. An evaluation committee comprised<br />
of staff from RTC, TAMC, Caltrans and technical advisors from the Metropolitan<br />
Transportation Commission and the Sacramento Area Council of Governments<br />
reviewed the five proposals and selected three firms to be interviewed: The ICx<br />
Transportation Group, IBI Group, and PBS&J. Based on criteria specified in the RFP<br />
and information from the written proposals, interviews and references, the<br />

evaluation committee recommended contracting with The ICx Transportation Group<br />
(ICx) to prepare the Monterey Bay Area 511 Feasibility Analysis and<br />
Implementation Plan for an amount not to exceed $150,000.<br />
ICx is a consulting engineering firm with experience working on a variety of ITS<br />
projects. Their expertise includes traffic engineering; transportation planning; and<br />
systems and software engineering, development and implementation. Together<br />
with their subconsultant, Iteris, Inc., they have extensive experience developing<br />
and deploying 511 systems throughout the U.S. including the San Francisco Bay<br />
Area, San Diego, the San Joaquin Valley, and San Luis Obispo.<br />
The RTC approved the recommendation and the contract with ICx Transportation<br />
Group was executed in March, 2011. A kickoff meeting with Key Partners in the 511<br />
Plan has been organized for early April.<br />

A Highway 17, of course, for you and many more.<br />
Q Fifty years ago, we were in high school and college and would drive to Santa Cruz on Highway 17 -- which was three<br />
lanes wide with the middle lane used for passing in either direction! There was one lane going north and one going south.<br />
We had a few harrowing drives, to be sure! "... When I started to drive down Highway 17 was in '62 or '63, when surfing<br />
became popular. There were so many accidents on 17 they tried putting billboard cutouts of police cars on the roadside. I<br />
guess that didn't work too well so they started planting old cars painted black and white like the CHP cars, with a<br />
mannequin in uniform behind the wheel. That seemed to slow folks down quite a bit. The accidents were always bad -- no<br />

SCOTTS VALLEY -- Construction crews began working Monday morning on a project along a section of Highway 17 near<br />
Scotts Valley that's expected to produce traffic delays for more than a year.<br />
The project involves building retaining walls and concrete barriers on the half-mile section of road between Santa's Village<br />
Road and Crescent Drive, as well as widening the road's shoulder, said Caltrans spokesman Jim Shivers.<br />
Funding for the $2.8 million project, which was awarded to Alamo-based Gordon N. Ball Inc., is coming from the federal<br />
Highway Safety Improvement Program, which aims to fund projects that reduce fatalities and injuries on public roads.<br />
For example, there now is no retaining wall along the stretch of Highway 17 where crews are working -- a portion of which<br />
has dense foliage and large trees growing next to the road.<br />
Shivers also said more concrete barriers are being constructed across the state to prevent vehicles from drifting into the<br />
opposite direction of travel.<br />
"It's a case of traffic volume," he added. "More people, more cars, more trucks, just a greater use of the state highway<br />
system 24 hours a day, 7 days a week. We need to put in more and more of these concrete barriers in the center median<br />
to prevent head-on collisions, to prevent the run-off-the-road incidents that could lead to an accident."<br />
According to Caltrans data, 5,700 vehicles travel along that stretch alone during peak hours. Shivers said Caltrans<br />
uses traffic volume studies and collision data to determine where improvements should be made such as installing new or<br />
additional interchanges, ramps, signals and crosswalks.<br />

SUV rolls over on Highway 17<br />

SUMMIT - A white sport utility vehicle overturned on rain-slicked southbound Highway 17 near Laurel<br />
Curve about noon today, blocking one lane and slowing traffic, the California Highway Patrol reported.<br />
The SUV apparently came to rest in the slow lane, officer Grant Boles said.<br />
It was not immediately clear whether the driver was injured.<br />
Officers were running traffic breaks to slow traffic and an ambulance was dispatched as soon as the CHP<br />
got word a car had rolled over, a dispatcher said.<br />

A driver escaped with a bad cut Sunday evening after he was thrown from a Mustang — through his rear windshield - then<br />
hit by a car on Highway 17 in Los Gatos.<br />
At 5:14 p.m., according to the California Highway Patrol, the agency received a report of someone who had been ejected<br />
from a car on southbound Highway 17, just south of Lark Avenue. The car was a 1989 black Ford Mustang, Officer Ralph<br />
Caggiano said.<br />
The solo driver was speeding and crashed into the freeway's center-divide wall, Caggiano said. The impact threw the<br />
driver, who was not wearing a seat belt, out the back window and onto the roadway. He was then struck, in an apparent<br />
glancing blow, by an oncoming Porsche Cayenne SUV, according to the Caggiano.<br />
The Mustang landed right side up, but perpendicular to traffic. The driver of the Porsche stopped, and other passing cars<br />
also pulled over to help. "I just saw the man laying on his side, and someone trying to cover him up with a blanket," said<br />
Leah Kahn, who was driving home to Santa Cruz after the crash.<br />
The CHP said the victim was a 33-year-old male, but did not otherwise identify him. He was walking and talking at the<br />
scene of the crash, Caggiano said, then was transported by ambulance to Valley Medical Center. He was diagnosed with a<br />
large cut on his back, according to the CHP. "The fact that he got ejected out the back window and didn't suffer major<br />
injuries," Caggiano said, "It's one of those crazy things."<br />

Accident slows Highway 17<br />
A Santa Cruz man suffered major injuries Monday in a two-car crash on Highway 17 at the Laurel Curve, according to the<br />
CHP.<br />
One northbound lane was closed for nearly two hours after the 7 a.m. accident.<br />
A 28-year-old Santa Cruz man driving a 1992 BMW 325i south on Laurel Curve apparently lost control and entered the<br />
northbound lanes, colliding with a GMC Sierra, said CHP officer Sarah Jackson.<br />
The BMW driver was taken by helicopter to a hospital in San Jose, Jackson said. The driver of the pickup had minor injuries<br />
and was not taken to a hospital, the CHP said.<br />
CHP and Caltrans responded to the accident to clean up debris.<br />

Highway 9 closed for 12 hours<br />
A giant fallen tree tangled in high voltage lines stopped traffic at Highway 9 and Scenic Way near Ben Lomond as crews<br />
responded Sunday night and Monday morning, the CHP reported.<br />
The 4-foot-wide tree fell just before 5 p.m. Sunday, said CHP officer Sarah Jackson, and it tangled with high-voltage lines<br />
high above the road. Authorities closed both lanes of traffic and traffic was diverted to other roads, the CHP said. The road<br />
reopened about 6 a.m. Monday.<br />

Tree blocks southbound Highway 17 slow lane<br />

SANTA CRUZ - The slow lane on southbound Highway 17 just north of Sims Road has been reopened after it was blocked<br />
by a fallen tree for about an hour, according to California Highway Patrol dispatchers.<br />
The tree was reported down around 6 p.m. Friday night. Caltrans responded. The CHP shut down the lane while crews<br />
cleared the road. Motorists who reported the downed tree told dispatchers the tree was about 20-30 feet long and two to<br />
three feet in diameter. The road was cleared by 7:10 p.m., dispatchers said.<br />

A man who was driving south on the Fishhook about 9:20 p.m. Tuesday rolled his sedan but freed himself from the<br />
wreckage and walked away from the accident, the Santa Cruz Fire Department reported.<br />
The man was driving south on 17 at the Highway 1 interchange when he apparently lost control, firefighters said. He was<br />
the only person involved in the accident, said Fire Capt. Daniel Kline.<br />
The vehicle was on its roof when firefighters arrived, Kline said, and the driver was standing near it.<br />
The driver was taken to Dominican Hospital for minor injuries, firefighters said.<br />
Crashes slow Highway 17 Thursday morning<br />

SANTA CRUZ -- Slick roads and wet weather contributed to at least eight accidents on Highway 17 Thursday morning,<br />
including a California Highway Patrol car that crashed near Laurel Curve, authorities reported.<br />
About 9:45 a.m., a CHP officer was driving north on Highway 17 near Laurel Road when he crashed, said officer Jeff<br />
Hatcher. It is unclear what caused the accident, but the car was not in pursuit when it crashed, Hatcher said.<br />
"We're still investigating," Hatcher said.<br />
The officer had minor injuries and was taken to Dominican Hospital as a precaution, according to the CHP. The patrol car<br />
was towed, which is standard in a CHP-involved accident.<br />
There was at least one other accident near Highway 17 and Laurel Road, at about 10:50 a.m.<br />
"Typically we have collisions there during inclement weather," officer Hugh Holden said.<br />
All of the collisions happened before 11 a.m. and none involved major injuries, authorities said.<br />
Hatcher said accidents often happen on 17 after it rains but when the roads are still wet. When drivers can't see the rain,<br />
they sometimes let down their guard, Hatcher said.<br />
CHP officers advised drivers to slow down during and after rainfall.<br />
Santa Cruz Woman crashes into CHP patrol car on Highway 17<br />

An unlicensed, 26-year-old driver a black Audi A4 crashed on southbound Highway 17 south of Pasatiempo Drive about<br />
10:45 p.m. Tuesday, the California Highway Patrol reported.<br />
Antonio Yanez of Santa Cruz, the driver, lost control and crashed in to a dirt embankment, said CHP officer Sarah Jackson.<br />
Wet roads and rain contributed to the crash, Jackson said.<br />
Santa Cruz firefighters also responded to the accident, and Division Chief Mark Ramos said Yanez had minor injuries.<br />
The four-door, 1998 Audi had moderate front-end damage and rollover damage, Ramos said.<br />
