Goal of the System
The goal of the system is for a supplier to receive one
9100 quality systems approval that will be acceptable
to all aerospace OEMs throughout the world.
The key element in this is confidence. The aerospace
OEMs must have confidence in the approvals being
given in other Sectors.

Certification by the IAQG Sectors
• IAQG Document 104 Released Jun ‘01
• Based on Deployment of Sector Processes
– AIR5359 / 5493 (Americas)
– AECMA/QC/24281 (Europe)
– SJAC 9010 / 9011 (Japan)
IAQG Procedure 104
Important Considerations
• Includes requirements for AB’s s and CRB’s
• Includes requirements for auditors
– Training requirements are stated
• Includes requirements for reporting results of
audits
• Includes minimum audit times and guidelines
• Industry involvement
– Must require suppliers to notify OEM’s s of
status of Registration and any changes thereto
– Must report problems with Registrars
– Track suppliers vs. CRB’s vs. performance
Implementation Status -1
• Asia - Pacific
– Scheme operational in Japan
– Interest from Korea & China
• Americas
– Scheme operational in USA
– Brazil & Canada integrated into Sector Mgt. Structure
• Europe
– UK, France, Spain & Germany operational
– Italy & Belgium – Mid 2003
– Other countries are unlikely to establish national
structures
Implementation Status – 2
• 10 National Accreditation Boards
• 41 Approved Certification/Registration Bodies
– 6 in Process (further 15-20 anticipated)
• 225 Authenticated Aerospace Experienced
Auditors
• ? Certificated/Registered Suppliers

• Operational July 2003
• Public part contains detailed information of :
– Certificated/Registered Suppliers
– NAB’s involved,
– Approved Auditors,
- Accredited CRB’s,
Industry Oversight
• The Oversight System and the
Database has been set up so that IAQG
members may confidently use Supplier
Assessments from Recognized CRB’s
around the globe as one of the tools in
their supplier quality management
activities
• Oversight at all levels is the
key to confidence
Industry Oversight
• IAQG oversight team
– Monitor that each Sector is implementing
their Sector schemes as documented and
agreed upon by the other Sectors.
– Ensure that the database(s) operates
effectively and is accessible to the IAQG
members.
• Each Sector
– Monitors CRB’s, auditor authentication etc.
Industry Oversight &
Mutual Recognition
• IAQG oversight team have completed
the first round of oversight in all 3
sectors
• Compliance with IAQG 104 procedures
was found
IAQG members have agreed that they will
recognise 9100 certifications from
certification/registration bodies approved
in any sector
9100 Certification Attributes
• Salient Points about Certification
– OEM’s s are not absolving themselves of any
responsibilities with respect to the supply chain /
products
– Certification increases the level of surveillance by
covering suppliers that the OEM’s s do not cover
directly.
– Provides for consistent application of requirements
throughout the supply chain (9100).
– Provides for active industry participation and control.
– Provides for data sharing amongst primes and
benchmarks the industry in terms of Quality System
compliance.
– Supplements OEM’s s own surveillance process and
allows for more focused process and products audits.
Relationship with Second
Party Schemes
• Within Europe, AECMA have defined a policy
defining the situations that could lead to a second
party QMS audit (Ref AECMA/QC/25035)
– Low QMS score
– New suppliers
– Unsatisfactory Product Quality
– Evidence from Product/Process audits
– Unsatisfactory CRB performance
– Risk Prevention
– No certificated QMS
• AECMA-EASE EASE shared second party programme will
be adapted in consideration of the above criteria
• Rest of World have similar criteria
Future Changes
• IAQG 104 and Scheme documents are being
updated to incorporate improvements and lessons
learnt
– Mandatory scoring, Certificate wording, Confidentiality,
• Certification/Registration against
9110 (Maintenance/Repair) & 9120 Stockists)
– Introduced into the existing 9100 scheme
– Separate Authentication for Auditors
– Aerospace Auditors will have training for the additional
standard
– Additional Experience requirement for 9110

Each geographic region or area has established
a system, based on a set of agreed criteria,
which defines how 9100 will be implemented
We now have compatible systems
acceptable to all, which allows us to share audit results
and approvals resulting in multiple assessment reduction
and process improvement
