UPDATE ON THE DEVELOPMENT OF <strong>ExAC</strong>:<br />

A. <str<strong>on</strong>g>OAA</str<strong>on</strong>g> e-bulletin November 8, 2007 -Special Editi<strong>on</strong><br />

The New Canadian Exam (<strong>ExAC</strong>) C<strong>on</strong>tinues to Develop and Raises<br />

Questi<strong>on</strong>s am<strong>on</strong>g <str<strong>on</strong>g>OAA</str<strong>on</strong>g> Interns<br />

The Examinati<strong>on</strong> for Architects in <strong>Canada</strong> (<strong>ExAC</strong>) is well into<br />

development to meet its targeted launch for late June 2008.<br />

The new examinati<strong>on</strong>, being developed exclusively by three provincial<br />

regulatory bodies, seeks to ensure relevancy, effective delivery, and<br />

administrative c<strong>on</strong>trol <strong>of</strong> the complete pr<strong>of</strong>essi<strong>on</strong>al competency testing process.<br />

The <strong>ExAC</strong><br />

The <strong>ExAC</strong> will be <strong>of</strong>fered <strong>on</strong>ce a year, at the same time across <strong>Canada</strong> and<br />

available in both <strong>of</strong>ficial languages. It will be written over a period <strong>of</strong> two<br />

c<strong>on</strong>secutive days in a pencil and paper format <strong>on</strong>ly.<br />

A guide to the <strong>ExAC</strong><br />

The <strong>ExAC</strong> Program is a guide describing the examinati<strong>on</strong> in more detail. It will<br />

be available in January 2008 in electr<strong>on</strong>ic format so that Interns <strong>ca</strong>n begin<br />

preparing for the <strong>ExAC</strong>. The guide will include the following:<br />

• Objective<br />

• A brief descripti<strong>on</strong> <strong>of</strong> its development<br />

• C<strong>on</strong>tents<br />

• Specific learning objectives<br />

• Eligibility criteria for Interns wishing to write the examinati<strong>on</strong><br />

• Rules and Protocols around rewriting the examinati<strong>on</strong><br />

• Fees and registrati<strong>on</strong><br />

• Material/Aids allowed at the examinati<strong>on</strong><br />

• Security and c<strong>on</strong>fidentiality<br />

• Date and lo<strong>ca</strong>ti<strong>on</strong>s<br />

• Transiti<strong>on</strong> matters<br />

• Recommended reference material and resources<br />

• Sample examinati<strong>on</strong> questi<strong>on</strong>s<br />

INTERN ARCHITECTS ARE ASKING QUESTIONS<br />

During the past few weeks, the <str<strong>on</strong>g>OAA</str<strong>on</strong>g> has been receiving numerous <strong>ca</strong>lls about<br />

“the rumours” regarding the new Canadian examinati<strong>on</strong> and the ARE. There are<br />

still a lot <strong>of</strong> details that will c<strong>on</strong>tinue to be developed regarding the examinati<strong>on</strong><br />

including reciprocity, costs, etc. With many <strong>of</strong> the issues still under discussi<strong>on</strong>,<br />

answers <strong>ca</strong>n be given that are correct for today, but these may change. We<br />

realize this may be frustrating for Interns who are trying to plan their futures,

so as so<strong>on</strong> as new informati<strong>on</strong> is available, we will c<strong>on</strong>tinue to update Interns<br />

and <str<strong>on</strong>g>OAA</str<strong>on</strong>g> Members <strong>on</strong> the program’s development.<br />

Frequently Asked Questi<strong>on</strong>s:<br />

Q. Will I be given credit for any ARE divisi<strong>on</strong>s that I have completed, if<br />

I switch to the <strong>ExAC</strong>?<br />

A: No, not at this time.<br />

This is currently being reviewed by the AAA, <str<strong>on</strong>g>OAA</str<strong>on</strong>g>, and OAQ. Informati<strong>on</strong> about<br />

potential equivalencies will be shared as so<strong>on</strong> as the assessment is complete.<br />

At this time, it is uncertain whether equivalencies <strong>ca</strong>n be reached be<strong>ca</strong>use <strong>of</strong><br />

the vast differences between the <strong>ExAC</strong> and the ARE.<br />

Q: If I have started to write the ARE, or if I am about to begin, should I<br />

c<strong>on</strong>tinue or wait for the <strong>ExAC</strong>?<br />

A: You have two opti<strong>on</strong>s to c<strong>on</strong>sider:<br />

You may choose to c<strong>on</strong>tinue to write the ARE or you may choose to<br />

wait to write the <strong>ExAC</strong>.<br />

At the present time the AAA, <str<strong>on</strong>g>OAA</str<strong>on</strong>g> and OAQ will c<strong>on</strong>tinue to recognize the ARE<br />

as meeting the examinati<strong>on</strong> criteria for licensure. If you have successfully<br />

completed at least <strong>on</strong>e ARE 3.1 divisi<strong>on</strong> by May 2008 you will will have until<br />

June 2009 to complete writing the ARE 3.1. If you have not successfully<br />

completed any divisi<strong>on</strong> <strong>of</strong> the ARE 3.1 by May 2008 you will be automati<strong>ca</strong>lly<br />

Your first opportunity to write the <strong>ExAC</strong> will be late June 2008, or you <strong>ca</strong>n wait<br />

Discussi<strong>on</strong>s are underway with all Canadian Regulatory bodies in an effort to<br />

see the <strong>ExAC</strong> implemented <strong>Canada</strong>-wide so that reciprocity across all Canadian<br />

provinces and territory is maintained.<br />

Registrati<strong>on</strong>/licensure in the US and US Inter-Recogniti<strong>on</strong><br />

At this time the US-based NCARB ARE c<strong>on</strong>tinues to be required for an NCARB<br />

certifi<strong>ca</strong>te in order to be licensed in the US.<br />

Future plans may see the Canadian jurisdicti<strong>on</strong>s renegotiating the terms <strong>of</strong> the<br />

US Inter-Recogniti<strong>on</strong> Agreement (which defines the terms <strong>of</strong> registrati<strong>on</strong> for<br />

architects from the US coming to <strong>Canada</strong> and Canadian architects going to the<br />

US) to include the Canadian examinati<strong>on</strong>.<br />

If a decisi<strong>on</strong> is reached in the future to no l<strong>on</strong>ger accept the ARE, adequate<br />

notice will be given to Interns, and others who may be affected, in order to<br />

allow individuals to make the decisi<strong>on</strong>s necessary to c<strong>on</strong>tinue towards<br />

licensure.<br />

Q: If I have successfully completed the NCARB examinati<strong>on</strong>s will I<br />

have to write the <strong>ExAC</strong> to be licensed in <strong>Canada</strong>?<br />

A: No, not at this time.<br />

This is an important questi<strong>on</strong>. It is <strong>on</strong> the priority list for future c<strong>on</strong>siderati<strong>on</strong><br />

by the three provincial regulatory bodies.<br />

C/ARE Task Group and Development <strong>of</strong> Canadian Architect Registrati<strong>on</strong><br />

Exam<br />

The <str<strong>on</strong>g>OAA</str<strong>on</strong>g>’s assigned Specific Objectives were completed by a team <strong>of</strong> six<br />

architects in early February and have been forwarded to the AAA and OAQ task<br />

groups for their c<strong>on</strong>siderati<strong>on</strong>. AAA, <str<strong>on</strong>g>OAA</str<strong>on</strong>g> and OAQ will meet in April to c<strong>on</strong>tinue<br />

the exam development process. The new examinati<strong>on</strong> is scheduled to be ready<br />

for administrati<strong>on</strong> in the spring <strong>of</strong> 2008.<br />

E. <str<strong>on</strong>g>OAA</str<strong>on</strong>g> e-bulletin February 21 - March 6, 2007<br />

Update and Progress Report Re. Development <strong>of</strong> C/ARE)<br />

Work c<strong>on</strong>tinues <strong>on</strong> the development <strong>of</strong> the Canadian Architect Registrati<strong>on</strong><br />

Exam (C/ARE) in cooperati<strong>on</strong> with the Ordre des Architectes du Quebec and the<br />

Alberta Associati<strong>on</strong> <strong>of</strong> Architects. A group <strong>of</strong> six 'item writers' are busy at work<br />

in each province now preparing specific learning objectives under each <strong>of</strong> the<br />

broader topic areas. Once that stage is complete, writing <strong>of</strong> individual questi<strong>on</strong>s<br />

or 'items' will begin pending finalizati<strong>on</strong> for the exam format and layout. Click<br />

exam development as well as some important informati<strong>on</strong> related to transiti<strong>on</strong><br />

issues.<br />

Council rec<strong>on</strong>firms decisi<strong>on</strong> to develop Canadian Architect Registrati<strong>on</strong><br />

Exam.<br />

At the October 12, 2006 meeting, <str<strong>on</strong>g>OAA</str<strong>on</strong>g> Council c<strong>on</strong>firmed its commitment to<br />

move ahead with the design and development <strong>of</strong> a Canadian-made Architect<br />

Registrati<strong>on</strong> Exam. This has been under discussi<strong>on</strong> by Council as well as a<br />

number <strong>of</strong> the other provincial architectural associati<strong>on</strong>s over the past few<br />

years. Those discussi<strong>on</strong>s resulted in a decisi<strong>on</strong> in late 2005 by <str<strong>on</strong>g>OAA</str<strong>on</strong>g>, the Alberta<br />

Associati<strong>on</strong> <strong>of</strong> Architects (AAA) and the Ordre des Architectes du Quebec (OAQ)<br />

to study the appropriateness <strong>of</strong> the Ameri<strong>ca</strong>n exam, under the auspices <strong>of</strong> the<br />

Nati<strong>on</strong>al Council <strong>of</strong> <strong>Architectural</strong> Registrati<strong>on</strong> Boards, as the <strong>of</strong>ficial licensing<br />

exam for <strong>Canada</strong>. At this point <str<strong>on</strong>g>OAA</str<strong>on</strong>g>, AAA and OAQ are collectively working <strong>on</strong><br />

this initiative, and will c<strong>on</strong>tinue to keep the other provinces informed. A draft<br />

work plan for the design, development and first administrati<strong>on</strong> <strong>of</strong> the exam has<br />

been established and would see a Canadian exam available to interns some<br />

time in 2008.<br />

<str<strong>on</strong>g>OAA</str<strong>on</strong>g> Council is sensitive to the fact that there will be individuals who will be at<br />

various points <strong>of</strong> writing the current nine-divisi<strong>on</strong> ARE <strong>on</strong>ce the Canadian exam<br />

is instituted. Careful c<strong>on</strong>siderati<strong>on</strong> will be given to those interns who may find<br />

themselves in this situati<strong>on</strong> to ensure the most appropriate transiti<strong>on</strong> possible.<br />

A full transiti<strong>on</strong> plan will be communi<strong>ca</strong>ted to architects and interns. In<br />

additi<strong>on</strong>, issues <strong>of</strong> reciprocity in <strong>Canada</strong> and inter-recogniti<strong>on</strong> with the US will<br />

need to be addressed by <str<strong>on</strong>g>OAA</str<strong>on</strong>g> Council in the very near future.<br />
