Certification of Aviation Security (AVSEC) Instructors
General Information
Instructors who are seeking to be certified as National Aviation Security Instructors shall possess
the necessary knowledge, experience and certification. Persons applying to be considered as
National Aviation Security Instructors should familiarize themselves with the requirements
contained within the certification guidance document.
Qualifications
Persons developing and/or conducting national aviation security training must meet the
minimum standards which include:
a) Instructor certification from an educational or training institute or international
organization recognized by the JCAA;
b) Extensive knowledge of and experience in aviation security operations with minimum
experience of 5 years; and
c) Knowledge in one or more of the following areas:
International, regional and national aviation security legislation (compulsory)
knowledge of the Jamaica National Civil Aviation Security Programme;
knowledge of ICAO Annex 17 and Annex 9;
Threats to aviation security (compulsory);
Security systems and access control;
Ground and in-flight security;
Aerodrome security operations
Pre-boarding screening;
Hold baggage and cargo security;
Aircraft security and searches;
Restricted articles and prohibited items;
Contingency Emergency procedures;
Experience in the development of training programs;
Experience in the development of security procedures;
knowledge of the certification program as it relates to Aviation Security training;
Other areas and measures to enhance security awareness.
d) Educational requirements to include:
5 CXC subjects, including English; and
Reading, writing and communicating effectively with personnel at all levels
within the aviation industry.
Post-secondary education

The certification of AVSEC instructors is performed on the basis of the following specific themes
air cargo security,
airport /aircraft security measures,
ground security
aviation security oversight,
crisis Management
