<strong>Certification</strong> <strong>of</strong> <strong>Aviation</strong> <strong>Security</strong> (AVSEC) Instructors<br />
General Information<br />
Instructors who are seeking to be certified as National <strong>Aviation</strong> <strong>Security</strong> Instructors shall possess<br />
the necessary knowledge, experience and certification. Persons applying to be considered as<br />
National <strong>Aviation</strong> <strong>Security</strong> Instructors should familiarize themselves with the requirements<br />
contained within the certification guidance document.<br />
Qualifications<br />
Persons developing and/or conducting national aviation security training must meet the<br />
minimum standards which include:<br />
a) Instructor certification from an educational or training institute or international<br />
organization recognized by the JCAA;<br />
b) Extensive knowledge <strong>of</strong> and experience in aviation security operations with minimum<br />
experience <strong>of</strong> 5 years; and<br />
c) Knowledge in one or more <strong>of</strong> the following areas:<br />
International, regional and national aviation security legislation (compulsory)<br />
knowledge <strong>of</strong> the <strong>Jamaica</strong> National <strong>Civil</strong> <strong>Aviation</strong> <strong>Security</strong> Programme;<br />
knowledge <strong>of</strong> ICAO Annex 17 and Annex 9;<br />
Threats to aviation security (compulsory);<br />
<strong>Security</strong> systems and access control;<br />
Ground and in-flight security;<br />
Aerodrome security operations<br />
Pre-boarding screening;<br />
Hold baggage and cargo security;<br />
Aircraft security and searches;<br />
Restricted articles and prohibited items;<br />
Contingency Emergency procedures;<br />
Experience in the development <strong>of</strong> training programs;<br />
Experience in the development <strong>of</strong> security procedures;<br />
knowledge <strong>of</strong> the certification program as it relates to <strong>Aviation</strong> <strong>Security</strong> training;<br />
Other areas and measures to enhance security awareness.<br />
d) Educational requirements to include:<br />
5 CXC subjects, including English; and<br />
Reading, writing and communicating effectively with personnel at all levels<br />
within the aviation industry.<br />

The certification <strong>of</strong> AVSEC instructors is performed on the basis <strong>of</strong> the following specific themes<br />
air cargo security,<br />
airport /aircraft security measures,<br />
ground security<br />
aviation security oversight,<br />
crisis Management
