Dear Students, <strong>Parent</strong>s, Staff <strong>and</strong> <strong>Community</strong> Members:<br />
In the past, the “little red schoolhouse” served many purposes. Individual communities viewed it as their own. Today, many people live in areas<br />
that are communities in name only. They become actual communities only when their members – families, schools, government, colleges, community<br />
agencies, <strong>and</strong> businesses – realize the importance of the responsibility they have to each other.<br />
For a real community to exist, its members must share a unified purpose, a strategic plan for success. They work together to make gains that<br />
outpace what each could accomplish on their own. The <strong>Quakertown</strong> <strong>Community</strong> School District is proud to be just that. As I was told when I arrived<br />
at QCSD, “<strong>Community</strong> is our middle name!”<br />
Our schools are not just brick <strong>and</strong> mortar buildings, they are living, thriving organizations. The walls of our schools need to be transparent for<br />
our public to view inside with scrutiny as well as pride. On the other h<strong>and</strong>, our students have to feel support from the environment outside the safety<br />
of their schools as they begin to use what they have learned in authentic settings. A cooperative relationship <strong>and</strong> mutual respect must exist between<br />
the school families <strong>and</strong> our community partners as we move forward with our mission to maximize the achievement of each student <strong>and</strong> to empower<br />
all students to become productive citizens. I respectfully request our whole community join together in meeting our goals around student<br />
achievement; communication, staffing <strong>and</strong> staff development; finance <strong>and</strong> facilities, <strong>and</strong> diversity. This mission <strong>and</strong> these goals have been<br />
embedded into the district strategic plan with detailed action plans to accompany each goal.<br />
Additionally, throughout the school year every teacher <strong>and</strong> student will use key belief statements to guide their work:<br />
• We believe we are responsible for maximizing student achievement for every child.<br />
• We believe everyone must act with civility, responsibility, <strong>and</strong> integrity.<br />
• We believe in the responsible stewardship of community resources.<br />
• We believe in a physically <strong>and</strong> intellectually safe environment for all.<br />
• We believe effective communication is essential.<br />
As a community, we hold each other accountable to meet our goals, carry out our actions, <strong>and</strong> live our belief statements. The familiar African<br />
proverb, “It takes a village to raise a child,” is more true today than ever. Student success can be realized only with the full participation of the<br />
community. Our student achievement data show that the “village” is doing an admirable job thus far! I am proud to be part of the effort to achieve<br />
even greater results for our students <strong>and</strong> the community as we continue our work together.<br />

School Board Information<br />
THE BOARD OF SCHOOL DIRECTORS<br />
The Board of School Directors, often called the “Board of<br />
Education,” is responsible for the educational policies of the<br />
<strong>Quakertown</strong> <strong>Community</strong> School District. The Board is<br />
responsible to the state government <strong>and</strong> the local community<br />
for the education of children from kindergarten to<br />
twelfth grade.<br />
Board members are elected by residents of the municipalities<br />
of <strong>Quakertown</strong>, Trumbauersville, <strong>and</strong> Richl<strong>and</strong>town<br />
Boroughs, <strong>and</strong> Milford, Richl<strong>and</strong>, <strong>and</strong> Haycock Townships.<br />
Each member is elected for a four-year term of office.<br />
The Board, under state guidelines, establishes policies<br />
which are executed by the Superintendent, with the help of<br />
the administrative team.<br />

SCHOOL BOARD MEETINGS<br />
<strong>Parent</strong>s <strong>and</strong> residents are invited to attend School Board<br />
meetings, which are normally held the second <strong>and</strong> fourth<br />
Thursday of each month at 7:00 p.m., except during the<br />
months of November <strong>and</strong> December. (The Board meeting<br />
calendar may also vary during July <strong>and</strong> August.)<br />
Each December, the Board establishes its meeting<br />
dates, times <strong>and</strong> locations for the upcoming year. If the<br />
Board deems it necessary to hold a special meeting to<br />
conduct urgent business, public notice is given.<br />
SUPERINTENDENT OF SCHOOLS<br />
The Superintendent of Schools is appointed by the<br />
School Board <strong>and</strong> executes Board policies on the operation<br />
of the schools. The Superintendent is the Board’s advisor<br />
<strong>and</strong> keeps them informed of the needs <strong>and</strong> programs of the<br />
schools.<br />

If you have a question about policy, finances, or a<br />
district-wide related problem, submit your question in writing<br />
to the Superintendent before the School Board meeting. This<br />
enables the School Board to research <strong>and</strong> prepare a complete<br />

PROGRAMS FOR EXCEPTIONAL CHILDREN<br />
The <strong>Quakertown</strong> <strong>Community</strong> School District provides<br />
exceptional students with free, appropriate, public educational<br />
programs <strong>and</strong> services, as determined by the child’s Individual<br />
Educational Program (IEP). Students receive instruction in<br />
programs operated by either the district or the Bucks County<br />
Intermediate Unit #22. Some severely disabled students attend<br />
Approved Private Schools because they cannot be educated in a<br />
less restrictive setting.<br />
Special classes are Learning Support, Life Skills Support,<br />
Emotional Support, Physical Support, Autistic Support, Multih<strong>and</strong>icapped<br />
Support, Speech <strong>and</strong> Language Support, Visually<br />
Impaired Support, Hearing Impaired Support, <strong>and</strong> Gifted Support.<br />
Preschool h<strong>and</strong>icapped children are eligible for supportive<br />
programs <strong>and</strong> services from the Intermediate Unit, <strong>and</strong><br />
their parents are encouraged to contact the Intermediate Unit at<br />
215/348-2940.<br />
Homebound instruction is available to students for up to five<br />
hours per week as a temporary educational program due to<br />
physical or emotional incapacity. Further information about<br />
homebound instruction may be obtained from the school’s<br />
guidance counselor or principal.<br />

CHILD FIND ACTIVITIES<br />
AND INSTRUCTIONAL SUPPORT TEAMS (IST)<br />
An instructional support team is a group of educators who<br />
meet to discuss a child’s learning <strong>and</strong> adjustment to school for<br />
the purpose of deciding upon appropriate intervention strategies. In<br />
addition to the child’s classroom teachers, the team may include<br />
the guidance counselor, principal, nurse, school psychologist,<br />
speech therapist, adapted physical education teacher, <strong>and</strong> instructional<br />
support teacher. Any parent may request an IST or child<br />
study team-screening meeting, at any time, by contacting the<br />
child’s principal. Consideration for special education programs <strong>and</strong><br />
services emerge from a multidisciplinaryteam (MDT) approach,<br />
including the student’s parents as valuable team members.<br />
Teachers or parents may initiate an MDT by contacting the building<br />
principal. Each building has an appropriate form to facilitate a<br />
parental request for evaluation.<br />
Screening activities are ongoing <strong>and</strong> include reviews of functional<br />
vision, hearing, speech, <strong>and</strong> language. Screenings are<br />
conducted during the school day, as appropriate, at various times<br />
during the school year. <strong>Parent</strong>s are advised concerning the results<br />
of screening <strong>and</strong> are asked for written permission before the more<br />
formal MDT process may begin. Once permission is obtained, the<br />
multidisciplinary evaluation must be completed within 45 school<br />
days. The purpose of identification activities is that each child will<br />
receive appropriate <strong>and</strong> meaningful educational benefit in the least<br />

restrictive setting. <strong>Parent</strong>s are encouraged to submit comments or<br />
suggestions for improving the Child Find process to the Assistant<br />
Superintendent for Secondary Education/Pupil Services.<br />
PROTECTED HANDICAPPED STUDENTS<br />
The <strong>Quakertown</strong> <strong>Community</strong> School District does not<br />
discriminate against otherwise qualified h<strong>and</strong>icapped students<br />
who have physical, mental, or health impairments which<br />
substantially limit equal success to the school program. Section 504 of<br />
the Rehabilitation Act of 1973 guarantees equal opportunities for<br />
participation in school programs <strong>and</strong> activities. If parents believe that<br />
their child may quality as a protected h<strong>and</strong>icapped student, whether or<br />
not the child is enrolled in a special education class, the parents may<br />
request an evaluation or may request accommodations by contacting<br />
the student’s building principal. A <strong>Parent</strong> Request for Evaluation form<br />
is available to facilitate parental requests.<br />
PUPIL RECORDS<br />
The Family Education Rights <strong>and</strong> Privacy Act (FERPA) is a<br />
federal law that protects the confidentiality of student records. <strong>Parent</strong>s<br />
<strong>and</strong> students have the right to inspect, review, <strong>and</strong> obtain copies of<br />
their educational records within a reasonable period of time. <strong>Parent</strong>s<br />
may initiate requests by contacting the student’s building principal.<br />
No individual or agency outside those listed in School Board Policy<br />
shall be permitted to have access to the records without written<br />
permission from the parent or student. Information that is labeled<br />
“directory information” by a school district is excluded from FERPA’s<br />
protection <strong>and</strong> may be released without permission. In this district, the<br />
directory information that is released consists of student names,<br />
addresses, date <strong>and</strong> place of birth, major field of study, participation in<br />
recognized activities <strong>and</strong> sports, weight <strong>and</strong> height of members of athletic<br />
teams, date of attendance, last grade completed, honor roll designation,<br />
<strong>and</strong> awards received. Directory information is collected for<br />
the purpose of updating school records, sports programs <strong>and</strong> the like,<br />
including release of seniors’ names to recruitment officers of the<br />
armed services.<br />
IF YOU DO NOT WANT SOME OR ALL OF THIS INFORMATION<br />
ABOUT YOUR CHILD RELEASED, YOU MAY PREVENT ITS DISCLOSURE<br />
BY CONTACTING THE BUILDING PRINCIPAL BY SEPTEMBER 30.<br />
<strong>Parent</strong>s may contact the building principal or the Assistant<br />
Superintendent for Secondary Education/Pupil Services at 215/529-<br />
2013 for further information about the district’s records policy. <strong>Parent</strong>s<br />
may wish to know the types of information collected, especially as the<br />
policy applies to multidisciplinary, psychological <strong>and</strong> psychiatric<br />
reports, <strong>and</strong> procedures for the amendment or destruction of records.<br />
INTERIM REPORTS IN SECONDARY SCHOOLS<br />
Interim reports are issued at the mid-point of each marking period<br />
to inform parents of failing grades or work of subst<strong>and</strong>ard quality.<br />
STUDENT ASSISTANCE PROGRAM (SAP)<br />
This program offers a team approach to the identification,<br />
intervention, <strong>and</strong> referral of those students who are “at risk” of<br />
losing their quality of life <strong>and</strong>/or education because of selfdestructive<br />
behavior patterns which may or may not be tied to<br />
chemical use or mental health conditions.<br />
A team consisting of district <strong>and</strong> building level administrators,<br />
school counselors, nurses, <strong>and</strong> teachers operates as a helping<br />
mechanism in conjunction with the discipline system in the senior<br />
high school <strong>and</strong> each of the middle schools.<br />
HEALTH SERVICES<br />
School nurses in <strong>Quakertown</strong> public schools provide health<br />
services to all students.<br />
Medical examinations are required for each student upon entry to<br />
school <strong>and</strong> in grades 6 <strong>and</strong> 11.<br />
Dental examinations are required upon entry to school <strong>and</strong> in<br />
grades 3 <strong>and</strong> 7.<br />
Scoliosis screenings are required in grade seven. Students may be<br />
exempted, upon parent request.<br />
<strong>Parent</strong>s who wish their child to be excused from annual vision,<br />
hearing, height <strong>and</strong> weight screenings should contact the school<br />
nurse.<br />
When it is necessary for a child to take a prescribed medicine in<br />
school, the following policy is adhered to: prescription drugs must<br />
be in a duly marked prescription container with the child’s name on<br />
it. Written instructions, signed by a parent or guardian, must<br />
accompany this medicine. The school nurse or building<br />
principal must be informed of such medication requirements.<br />
FOOD SERVICES<br />
The QCSD Food Service Department participates in the National<br />
School Lunch Program. Program requirements include lunches meet<br />
one-third of the daily nutritional needs of the school age children <strong>and</strong><br />
implementation of free <strong>and</strong> reduced price lunch benefits.<br />
Student lunches offer a variety of nutritional <strong>and</strong> appealing<br />
food selections. Lunch prices are set to cover the expense of these<br />
selections. Elementary student lunch is $1.70. Secondary lunches<br />
have tiered pricing, dependent upon food selections; the prices are<br />
$1.90, $2.40, <strong>and</strong> $2.70<br />
All schools, except Haycock, have point of sale (POS) systems.<br />
POS allows students to establish cash accounts to access for the purchase<br />
of lunches. Students deposit money into their account <strong>and</strong> draw<br />
from that account using their personal identification number (PIN).<br />

EMERGENCY CLOSING OF SCHOOLS<br />
When bad weather or emergencies make it necessary to close<br />
schools, the administration will notify the radio/television stations<br />
below. <strong>Parent</strong>s are urged to tune in to one of these stations for<br />
school closings or call the Inform-A-Line at 215/529-2010. The<br />
district website, www.qcsd.org, is also updated with the latest<br />
school closing information.<br />
Please do not call the school district. A rush of calls jams<br />

NOTE: If the decision is made to have a two-hour delay in<br />
opening schools, we advise that you continue to follow the<br />
radio/television stations, visit our website, or call the Inform-A-Line<br />
after 8 a.m. to make sure that the two-hour delay has not changed<br />
to a closing. Sometimes the road conditions do not improve<br />
sufficiently enough to send buses safely into the outlying rural<br />
areas of our district.<br />
SCHOOL BUS SAFETY<br />
<strong>Parent</strong>s are urged to help the school district promote safety by<br />
discussing with <strong>and</strong> encouraging their children to apply safety<br />
measures while walking to <strong>and</strong> from <strong>and</strong> riding the bus to prevent<br />
accidents. Misbehavior on buses distracts drivers <strong>and</strong> endangers<br />
lives. Drivers are instructed in safety procedures <strong>and</strong> report<br />
discipline problems to the principals. The bus discipline policy is<br />
included in the student h<strong>and</strong>book for anyone who needs more<br />
information. Bus evacuation drills are held twice yearly to teach<br />
students how to leave the bus in emergencies.<br />
To promote safety on buses, students may be monitored by a<br />
silent witness video <strong>and</strong> audio surveillance system.<br />
BUS SAFETY GUIDELINES<br />
As most students travel to school on buses, it is expected<br />
that they:<br />
1. Are on time at the appointed place to meet the bus.<br />
Plan to be at the bus stop five (5) minutes before the<br />
scheduled pickup time.<br />
2. Obey the bus driver.<br />
3. Be seated before <strong>and</strong> until the bus stops.<br />
4. Keep head <strong>and</strong> h<strong>and</strong>s in the bus, away from open<br />
windows.<br />
5. St<strong>and</strong> in line waiting to get on <strong>and</strong> off the bus.<br />
6. Will not run toward a moving bus for loading purposes.<br />
All students must walk in an orderly fashion to the bus<br />
loading area.<br />
7. Keep aisle of the bus clear while the bus is in motion.<br />
8. Show due courtesy to others riding the bus.<br />
9. Show proper regard for lawn, shrubbery, <strong>and</strong> other<br />
property, whether it be at school or at the loading point.<br />
10. Refrain from conversation with the operator while the<br />
bus is in motion.<br />
11. Will return directly home (using proper safety procedures)<br />
after school from the bus.<br />
12. Will participate in bus safety drills (according to state law)<br />
that are held twice a year immediately upon the bus’s<br />
arrival at school.<br />
13. Sit in an assigned seat when requested to do so by an<br />
authorized person (bus drive, principal, etc.).<br />
14. Will remain seated on the chairs provided.<br />
15. Will speak quietly without disturbing others.<br />
16. Will walk quietly <strong>and</strong> orderly upon entering the building<br />
<strong>and</strong> proceeding to the classroom.<br />
BUS SUSPENSIONS<br />
Student misconduct on a school bus could lead to suspension<br />
from the privilege of riding the bus by means of the following<br />
procedure:<br />
1. For misconduct of an extremely serious nature,<br />
parents shall be notified by phone immediately <strong>and</strong><br />
advised of the fact that suspension of bus privileges is<br />
taking place <strong>and</strong> the length of time of the suspension<br />
<strong>and</strong> date on which suspension will take effect <strong>and</strong> end.<br />
2. For misconduct that is not extremely serious, the<br />
following steps shall be taken:<br />
a. The bus driver shall give written reports (pink<br />
slips) to the principal.<br />
b. The school shall keep a list of all reported incidents.<br />
c. <strong>Parent</strong>s shall be notified of their child’s<br />
misconduct <strong>and</strong> told of disciplinary action.<br />
d. <strong>Parent</strong>s <strong>and</strong> child shall be encouraged to meet<br />
with the bus driver <strong>and</strong> principal to seek an<br />
underst<strong>and</strong>ing <strong>and</strong> cooperation among all those<br />
involved.<br />
Upon receiving a report of a student’s second offense, the<br />
principal shall notify the parents by letter warning that repeated<br />
action of this kind might result in a suspension from bus<br />
privileges. <strong>Parent</strong>s shall be informed of discipline measures taken.<br />
After receiving a third report of a student’s misbehavior on the<br />
bus, the principal may suspend the student’s bus privileges. The<br />
parent will be notified by phone <strong>and</strong> letter as to the reason for<br />
suspension from the use of the bus, as well as the dates of<br />
suspension.<br />

COMMUNITY EDUCATION<br />
ADULT EVENING SCHOOL PROGRAM<br />
<strong>Community</strong> Education is a concept in which local agencies<br />
work together to provide appropriate <strong>and</strong> necessary services for<br />
all of their constituents. To this end, <strong>Quakertown</strong> <strong>Community</strong><br />
School District works with agencies, such as Bucks Co. <strong>and</strong><br />
Lehigh Carbon <strong>Community</strong> Colleges, local businesses, <strong>and</strong> the<br />
county’s Drug <strong>and</strong> Alcohol Commission.<br />
Emerging from these cooperative efforts have been college<br />
credit courses offered in the high school, a first-grade water safety<br />
program for our youngsters, <strong>and</strong> career education materials for<br />
our instructional program.<br />
Healthy <strong>Community</strong>/Healthy Youth is a national organization<br />
with a local emphasis in <strong>Quakertown</strong>. The main focus of the group<br />
is to help our youth grow emotionally <strong>and</strong> socially through the<br />
development of “The Forty Assets.” For information about this<br />

As part of the Adult Evening School Program, the district offers<br />
remedial work in mathematics <strong>and</strong> reading for adults through<br />
its General Educational Degree (GED) preparation classes.<br />
English as a Second Language (ESL) classes are also offered, as<br />
well as a wide variety of general interest, recreational, physical<br />
fitness <strong>and</strong> computer classes. AARP offers a certified classroom<br />
refresher course for senior citizens. The American Heart<br />
Association (AHA) offers certified basic training in CPR.<br />

VOLUNTEERS WANTED<br />
The prime purpose of a school volunteer program is to enrich<br />
<strong>and</strong> extend the learning experience of the students.<br />
Each year, parents, residents, <strong>and</strong> senior citizens give a few<br />
hours per week to help the children of the <strong>Quakertown</strong><br />
community. Volunteers are utilized as tutors, typists, <strong>and</strong> clerical<br />
aides. Another type of volunteer is a resource person who shares<br />
a particular skill, experience, or career with students.<br />

principal at the telephone numbers listed on the back page of<br />
this calendar.<br />
GOLD CARD<br />
Senior citizens (60 years or over) are issued a Gold Card,<br />
which entitles them to attend a home athletic event, play, or<br />
General Information<br />
musical production free of charge; they may also enroll in community<br />
education programs for half-price, when applicable.<br />

PARENT/COMMUNITY INVOLVEMENT<br />
<strong>Parent</strong>s are encouraged to join their child’s teacher/parent<br />
organization (TPO). It is an excellent way for parents to acquaint<br />
themselves with the school <strong>and</strong> its teachers. There are many<br />
rewarding programs sponsored by local TPO’s that benefit the<br />
children of <strong>Quakertown</strong>.<br />
Also, we have a number of committees that were established<br />
to assess the needs of the school system.<br />
ATTENDANCE<br />
Children between the ages of eight <strong>and</strong> seventeen are<br />
required by law to attend school. Once a parent elects to send his<br />
child to school, the child must attend continuously until he<br />
becomes seventeen years of age.<br />
State law requires a student to furnish a written explanation of<br />
any absence on the day he returns to school. Students must<br />
attend school unless they are legally excused. We ask that<br />
parents request early dismissals only in case of emergency.<br />
Doctor <strong>and</strong> dentist appointments should be made after school,<br />
if possible.<br />
VISIT YOUR SCHOOLS<br />
<strong>Parent</strong>s are encouraged to visit any of the eleven<br />
<strong>Quakertown</strong> <strong>Community</strong> schools or other district facilities.<br />
When visiting a school, please sign in at the office <strong>and</strong> get a<br />
visitor’s badge. This procedure improves security at all of our<br />
facilities.<br />

KINDERGARTEN ADMISSION<br />
Children must have reached the age of five on or before<br />
August 31 of any given year to be eligible for kindergarten in<br />
September of that year. For proof of age, parents must present a<br />
birth certificate, hospital form, or notarized statement indicating<br />
the birthdate. The medical history, including the immunization<br />
record, must also be presented at the time of registration.<br />
Children must have reached the age of six on or before<br />
August 31 of any given year to be eligible for first grade in<br />
September of that year. Children who are already enrolled in<br />
kindergarten in the district need not register for first grade.<br />
Children who have attained the age of five years between<br />
September 1 <strong>and</strong> October 31 may be permitted early admission to<br />
kindergarten if they pass a readiness test required by school<br />
policy. <strong>Parent</strong>s must pay the cost of the testing.<br />
<strong>Parent</strong>s who want their children tested should contact one<br />
of the elementary school principals as early as possible in<br />
the spring.<br />
IMMUNIZATION REQUIREMENTS<br />
The Pennsylvania Dept. of Health requires that all students<br />
must receive the proper immunization shots before they will be<br />
permitted to enter school in the fall.<br />
Every student in grades K-12 must be immunized, unless<br />
exempt for medical or religious reasons.<br />
<strong>Parent</strong>s must show proof of the following immunizations:<br />
three or more doses of polio vaccine; four or more doses of<br />
tetanus-diphtheria vaccine, one of which must given after the<br />
fourth birthday; three doses of hepatitis B vaccine; <strong>and</strong> two<br />
doses of measles, mumps, rubella (MMR). Evidence of varicella<br />
(chicken pox) immunity is also required.<br />
