Dear Students, Parents, Staff and Community Members:
In the past, the “little red schoolhouse” served many purposes. Individual communities viewed it as their own. Today, many people live in areas
that are communities in name only. They become actual communities only when their members – families, schools, government, colleges, community
agencies, and businesses – realize the importance of the responsibility they have to each other.
For a real community to exist, its members must share a unified purpose, a strategic plan for success. They work together to make gains that
outpace what each could accomplish on their own. The Quakertown Community School District is proud to be just that. As I was told when I arrived
at QCSD, “Community is our middle name!”
Our schools are not just brick and mortar buildings, they are living, thriving organizations. The walls of our schools need to be transparent for
our public to view inside with scrutiny as well as pride. On the other hand, our students have to feel support from the environment outside the safety
of their schools as they begin to use what they have learned in authentic settings. A cooperative relationship and mutual respect must exist between
the school families and our community partners as we move forward with our mission to maximize the achievement of each student and to empower
all students to become productive citizens. I respectfully request our whole community join together in meeting our goals around student
achievement; communication, staffing and staff development; finance and facilities, and diversity. This mission and these goals have been
embedded into the district strategic plan with detailed action plans to accompany each goal.
Additionally, throughout the school year every teacher and student will use key belief statements to guide their work:
• We believe we are responsible for maximizing student achievement for every child.
• We believe everyone must act with civility, responsibility, and integrity.
• We believe in the responsible stewardship of community resources.
• We believe in a physically and intellectually safe environment for all.
• We believe effective communication is essential.
As a community, we hold each other accountable to meet our goals, carry out our actions, and live our belief statements. The familiar African
proverb, “It takes a village to raise a child,” is more true today than ever. Student success can be realized only with the full participation of the
community. Our student achievement data show that the “village” is doing an admirable job thus far! I am proud to be part of the effort to achieve
even greater results for our students and the community as we continue our work together.
Thank you for what you do for our children every day.
Dr. Lisa Andrejko
Quakertown Community School District Superintendent
SCHOOL BOARD MEETINGS
Parents and residents are invited to attend School Board
meetings, which are normally held the second and fourth
Thursday of each month at 7:00 p.m., except during the
months of November and December. (The Board meeting
calendar may also vary during July and August.)
Each December, the Board establishes its meeting
dates, times and locations for the upcoming year. If the
Board deems it necessary to hold a special meeting to
conduct urgent business, public notice is given.
SUPERINTENDENT OF SCHOOLS
The Superintendent of Schools is appointed by the
School Board and executes Board policies on the operation
of the schools. The Superintendent is the Board’s advisor
and keeps them informed of the needs and programs of the
schools.
ANSWERS TO YOUR QUESTIONS
If you have a question about policy, finances, or a
district-wide related problem, submit your question in writing
to the Superintendent before the School Board meeting. This
enables the School Board to research and prepare a complete
answer to your question.
Questions dealing with teacher/pupil relations should be
handled at the building level.
STATEMENT OF COMPLIANCE
In compliance with Federal and State laws and regulations,
the Quakertown Community School District does not
discriminate on the basis of race, color, religion, sex,
national origin, age, marital status, or the presence of nonjob-related
medical conditions or handicaps in the
educational programs and activities it operates, in its
admission policies, and in its employment practices.
Quakertown Community School District complies with
the Elementary and Secondary Education Act, revised
in 2001 as No Child Left Behind, (NCLB). The
Quakertown Community School District is in compliance
with all NCLB assurances.
DISTRICT MISSION STATEMENT
“Preparing for the 21 st Century”
Our mission is to maximize the achievement of each
student and to empower all students to become productive
citizens.
SIX-YEAR STRATEGIC PLAN GOALS
2007-2013
GOAL 1: STUDENT ACHIEVEMENT
Continue, develop, implement and support effective
programs and strategies that meet the specific needs
of every student and that result in increased student
achievement.
GOAL 2: COMMUNICATION
Implement and support methods for improved communication
with all stakeholders.
GOAL 3: STAFFING AND STAFF DEVELOPMENT
Provide a variety of staff development programs that
empower the staff to grow professionally and that support
district initiatives.
GOAL 4: FINANCE AND FACILITIES
Review processes and procedures to ensure efficient
and effective use of district resources. Continue planning
and implementation to provide safe, physically sound, and
appropriate facilities for all students and staff.
GOAL 5: DIVERSITY
Create and support an educational and work environment
that welcomes and celebrates diversity.

PROGRAMS FOR EXCEPTIONAL CHILDREN
The Quakertown Community School District provides
exceptional students with free, appropriate, public educational
programs and services, as determined by the child’s Individual
Educational Program (IEP). Students receive instruction in
programs operated by either the district or the Bucks County
Intermediate Unit #22. Some severely disabled students attend
Approved Private Schools because they cannot be educated in a
less restrictive setting.
Special classes are Learning Support, Life Skills Support,
Emotional Support, Physical Support, Autistic Support, Multihandicapped
Support, Speech and Language Support, Visually
Impaired Support, Hearing Impaired Support, and Gifted Support.
Preschool handicapped children are eligible for supportive
programs and services from the Intermediate Unit, and
their parents are encouraged to contact the Intermediate Unit at
215/348-2940.
Homebound instruction is available to students for up to five
hours per week as a temporary educational program due to
physical or emotional incapacity. Further information about
homebound instruction may be obtained from the school’s
guidance counselor or principal.
For more information about special education services,
parents may contact Ms. Doris Martin, Supervisor of Special
Education, at 215/529-2007.
CHILD FIND ACTIVITIES
AND INSTRUCTIONAL SUPPORT TEAMS (IST)
An instructional support team is a group of educators who
meet to discuss a child’s learning and adjustment to school for
the purpose of deciding upon appropriate intervention strategies. In
addition to the child’s classroom teachers, the team may include
the guidance counselor, principal, nurse, school psychologist,
speech therapist, adapted physical education teacher, and instructional
support teacher. Any parent may request an IST or child
study team-screening meeting, at any time, by contacting the
child’s principal. Consideration for special education programs and
services emerge from a multidisciplinaryteam (MDT) approach,
including the student’s parents as valuable team members.
Teachers or parents may initiate an MDT by contacting the building
principal. Each building has an appropriate form to facilitate a
parental request for evaluation.
Screening activities are ongoing and include reviews of functional
vision, hearing, speech, and language. Screenings are
conducted during the school day, as appropriate, at various times
during the school year. Parents are advised concerning the results
of screening and are asked for written permission before the more
formal MDT process may begin. Once permission is obtained, the
multidisciplinary evaluation must be completed within 45 school
days. The purpose of identification activities is that each child will
receive appropriate and meaningful educational benefit in the least
Pupil Services
restrictive setting. Parents are encouraged to submit comments or
suggestions for improving the Child Find process to the Assistant
Superintendent for Secondary Education/Pupil Services.
PROTECTED HANDICAPPED STUDENTS
The Quakertown Community School District does not
discriminate against otherwise qualified handicapped students
who have physical, mental, or health impairments which
substantially limit equal success to the school program. Section 504 of
the Rehabilitation Act of 1973 guarantees equal opportunities for
participation in school programs and activities. If parents believe that
their child may quality as a protected handicapped student, whether or
not the child is enrolled in a special education class, the parents may
request an evaluation or may request accommodations by contacting
the student’s building principal. A Parent Request for Evaluation form
is available to facilitate parental requests.
PUPIL RECORDS
The Family Education Rights and Privacy Act (FERPA) is a
federal law that protects the confidentiality of student records. Parents
and students have the right to inspect, review, and obtain copies of
their educational records within a reasonable period of time. Parents
may initiate requests by contacting the student’s building principal.
No individual or agency outside those listed in School Board Policy
shall be permitted to have access to the records without written
permission from the parent or student. Information that is labeled
“directory information” by a school district is excluded from FERPA’s
protection and may be released without permission. In this district, the
directory information that is released consists of student names,
addresses, date and place of birth, major field of study, participation in
recognized activities and sports, weight and height of members of athletic
teams, date of attendance, last grade completed, honor roll designation,
and awards received. Directory information is collected for
the purpose of updating school records, sports programs and the like,
including release of seniors’ names to recruitment officers of the
armed services.
IF YOU DO NOT WANT SOME OR ALL OF THIS INFORMATION
ABOUT YOUR CHILD RELEASED, YOU MAY PREVENT ITS DISCLOSURE
BY CONTACTING THE BUILDING PRINCIPAL BY SEPTEMBER 30.
Parents may contact the building principal or the Assistant
Superintendent for Secondary Education/Pupil Services at 215/529-
2013 for further information about the district’s records policy. Parents
may wish to know the types of information collected, especially as the
policy applies to multidisciplinary, psychological and psychiatric
reports, and procedures for the amendment or destruction of records.
INTERIM REPORTS IN SECONDARY SCHOOLS
Interim reports are issued at the mid-point of each marking period
to inform parents of failing grades or work of substandard quality.
STUDENT ASSISTANCE PROGRAM (SAP)
This program offers a team approach to the identification,
intervention, and referral of those students who are “at risk” of
losing their quality of life and/or education because of selfdestructive
behavior patterns which may or may not be tied to
chemical use or mental health conditions.
A team consisting of district and building level administrators,
school counselors, nurses, and teachers operates as a helping
mechanism in conjunction with the discipline system in the senior
high school and each of the middle schools.
HEALTH SERVICES
School nurses in Quakertown public schools provide health
services to all students.
Medical examinations are required for each student upon entry to
school and in grades 6 and 11.
Dental examinations are required upon entry to school and in
grades 3 and 7.
Scoliosis screenings are required in grade seven. Students may be
exempted, upon parent request.
Parents who wish their child to be excused from annual vision,
hearing, height and weight screenings should contact the school
nurse.
When it is necessary for a child to take a prescribed medicine in
school, the following policy is adhered to: prescription drugs must
be in a duly marked prescription container with the child’s name on
it. Written instructions, signed by a parent or guardian, must
accompany this medicine. The school nurse or building
principal must be informed of such medication requirements.
FOOD SERVICES
The QCSD Food Service Department participates in the National
School Lunch Program. Program requirements include lunches meet
one-third of the daily nutritional needs of the school age children and
implementation of free and reduced price lunch benefits.
Student lunches offer a variety of nutritional and appealing
food selections. Lunch prices are set to cover the expense of these
selections. Elementary student lunch is $1.70. Secondary lunches
have tiered pricing, dependent upon food selections; the prices are
$1.90, $2.40, and $2.70
All schools, except Haycock, have point of sale (POS) systems.
POS allows students to establish cash accounts to access for the purchase
of lunches. Students deposit money into their account and draw
from that account using their personal identification number (PIN).
Please contact the district Food Service Office for additional
information on the QCSD Food Service Program.

School Closing/Bus Information
EMERGENCY CLOSING OF SCHOOLS
When bad weather or emergencies make it necessary to close
schools, the administration will notify the radio/television stations
below. Parents are urged to tune in to one of these stations for
school closings or call the Inform-A-Line at 215/529-2010. The
district website, www.qcsd.org, is also updated with the latest
school closing information.
Please do not call the school district. A rush of calls jams
district phone lines and prevents emergency calls from being made.
NOTE: If the decision is made to have a two-hour delay in
opening schools, we advise that you continue to follow the
radio/television stations, visit our website, or call the Inform-A-Line
after 8 a.m. to make sure that the two-hour delay has not changed
to a closing. Sometimes the road conditions do not improve
sufficiently enough to send buses safely into the outlying rural
areas of our district.
SCHOOL BUS SAFETY
Parents are urged to help the school district promote safety by
discussing with and encouraging their children to apply safety
measures while walking to and from and riding the bus to prevent
accidents. Misbehavior on buses distracts drivers and endangers
lives. Drivers are instructed in safety procedures and report
discipline problems to the principals. The bus discipline policy is
included in the student handbook for anyone who needs more
information. Bus evacuation drills are held twice yearly to teach
students how to leave the bus in emergencies.
To promote safety on buses, students may be monitored by a
silent witness video and audio surveillance system.
BUS SAFETY GUIDELINES
As most students travel to school on buses, it is expected
that they:
1. Are on time at the appointed place to meet the bus.
Plan to be at the bus stop five (5) minutes before the
scheduled pickup time.
2. Obey the bus driver.
3. Be seated before and until the bus stops.
4. Keep head and hands in the bus, away from open
windows.
5. Stand in line waiting to get on and off the bus.
6. Will not run toward a moving bus for loading purposes.
All students must walk in an orderly fashion to the bus
loading area.
7. Keep aisle of the bus clear while the bus is in motion.
8. Show due courtesy to others riding the bus.
9. Show proper regard for lawn, shrubbery, and other
property, whether it be at school or at the loading point.
10. Refrain from conversation with the operator while the
bus is in motion.
11. Will return directly home (using proper safety procedures)
after school from the bus.
12. Will participate in bus safety drills (according to state law)
that are held twice a year immediately upon the bus’s
arrival at school.
13. Sit in an assigned seat when requested to do so by an
authorized person (bus drive, principal, etc.).
14. Will remain seated on the chairs provided.
15. Will speak quietly without disturbing others.
16. Will walk quietly and orderly upon entering the building
and proceeding to the classroom.
BUS SUSPENSIONS
Student misconduct on a school bus could lead to suspension
from the privilege of riding the bus by means of the following
procedure:
1. For misconduct of an extremely serious nature,
parents shall be notified by phone immediately and
advised of the fact that suspension of bus privileges is
taking place and the length of time of the suspension
and date on which suspension will take effect and end.
2. For misconduct that is not extremely serious, the
following steps shall be taken:
a. The bus driver shall give written reports (pink
slips) to the principal.
b. The school shall keep a list of all reported incidents.
c. Parents shall be notified of their child’s
misconduct and told of disciplinary action.
d. Parents and child shall be encouraged to meet
with the bus driver and principal to seek an
understanding and cooperation among all those
involved.
Upon receiving a report of a student’s second offense, the
principal shall notify the parents by letter warning that repeated
action of this kind might result in a suspension from bus
privileges. Parents shall be informed of discipline measures taken.
After receiving a third report of a student’s misbehavior on the
bus, the principal may suspend the student’s bus privileges. The
parent will be notified by phone and letter as to the reason for
suspension from the use of the bus, as well as the dates of
suspension.
COMMUNITY EDUCATION
ADULT EVENING SCHOOL PROGRAM
Community Education is a concept in which local agencies
work together to provide appropriate and necessary services for
all of their constituents. To this end, Quakertown Community
School District works with agencies, such as Bucks Co. and
Lehigh Carbon Community Colleges, local businesses, and the
county’s Drug and Alcohol Commission.
Emerging from these cooperative efforts have been college
credit courses offered in the high school, a first-grade water safety
program for our youngsters, and career education materials for
our instructional program.
Healthy Community/Healthy Youth is a national organization
with a local emphasis in Quakertown. The main focus of the group
is to help our youth grow emotionally and socially through the
development of “The Forty Assets.” For information about this
program, contact Mr. Ray Fox at 215-536-6649 or visit
www.justcommunity.org.
As part of the Adult Evening School Program, the district offers
remedial work in mathematics and reading for adults through
its General Educational Degree (GED) preparation classes.
English as a Second Language (ESL) classes are also offered, as
well as a wide variety of general interest, recreational, physical
fitness and computer classes. AARP offers a certified classroom
refresher course for senior citizens. The American Heart
Association (AHA) offers certified basic training in CPR.
A listing of Adult Evening School offerings is available on
the district’s website at www.qcsd.org each August and
January. A printed copy of the brochure may be obtained by
calling 215-529-2001.
VOLUNTEERS WANTED
The prime purpose of a school volunteer program is to enrich
and extend the learning experience of the students.
Each year, parents, residents, and senior citizens give a few
hours per week to help the children of the Quakertown
community. Volunteers are utilized as tutors, typists, and clerical
aides. Another type of volunteer is a resource person who shares
a particular skill, experience, or career with students.
If you are interested in volunteering, contact a building
principal at the telephone numbers listed on the back page of
this calendar.
GOLD CARD
Senior citizens (60 years or over) are issued a Gold Card,
which entitles them to attend a home athletic event, play, or
General Information
musical production free of charge; they may also enroll in community
education programs for half-price, when applicable.
Questions about obtaining a Gold Card should be directed to
the district receptionist at 215/529-2001.
For more information about the Quakertown Community
School District, please visit our website at:
http://www.qcsd.org
PARENT/COMMUNITY INVOLVEMENT
Parents are encouraged to join their child’s teacher/parent
organization (TPO). It is an excellent way for parents to acquaint
themselves with the school and its teachers. There are many
rewarding programs sponsored by local TPO’s that benefit the
children of Quakertown.
Also, we have a number of committees that were established
to assess the needs of the school system.
ATTENDANCE
Children between the ages of eight and seventeen are
required by law to attend school. Once a parent elects to send his
child to school, the child must attend continuously until he
becomes seventeen years of age.
State law requires a student to furnish a written explanation of
any absence on the day he returns to school. Students must
attend school unless they are legally excused. We ask that
parents request early dismissals only in case of emergency.
Doctor and dentist appointments should be made after school,
if possible.
VISIT YOUR SCHOOLS
Parents are encouraged to visit any of the eleven
Quakertown Community schools or other district facilities.
When visiting a school, please sign in at the office and get a
visitor’s badge. This procedure improves security at all of our
facilities.
UPPER BUCKS PARENTING CENTER
This organization was formed to help parents become
better parents. For more information, contact Beth Nichols at
