<strong>Intermediate</strong> <strong>Unit</strong> 1 is a public educational service agency dedicated to providing<br />
quality leadership and services to the schools and communities of Fayette, Greene,<br />
and Washington Counties to assure their success as they prepare all learners to<br />
meet the challenges of the future.<br />

<strong>Intermediate</strong> <strong>Unit</strong> 1<br />
One of the 29 intermediate units, <strong>Intermediate</strong> <strong>Unit</strong> 1 (IU 1), was established in 1970 to serve the schools in<br />
Fayette, Greene, and Washington Counties. <strong>Intermediate</strong> units are led by an executive director and governed by<br />
boards of directors composed of school board members from member school districts.<br />
During its first year of operation, <strong>Intermediate</strong> <strong>Unit</strong> 1 rented space in California, Pennsylvania, and employed<br />
245 people. Today, <strong>Intermediate</strong> <strong>Unit</strong> 1 employs over 600 people and offers 143 services and programs<br />
including: consortia purchasing, staff development, online classes for students and professionals, technology<br />
services, consulting, Adult Basic Education, English as a Second Language, Special Education, and liaison<br />
services to the Pennsylvania Department of Education.<br />
Since April 2009, Mr. Charles F. Mahoney has served as executive director. Mr. Mahoney is supported by an<br />
assistant executive director and department directors in: Adult Basic Literacy Education, Non-Public and English<br />
as a Second Language, Business Services, Human Resources, Information Services, Instructional Support<br />
Services, Operations, and Special Education.<br />
<strong>Intermediate</strong> <strong>Unit</strong> 1 has an annual budget of $69,000,000. Funding sources include state subsidy, government<br />
and private foundation grants, contributions from districts and fee for services.<br />

In compliance with IDEA, IU 1 coordinates training and assignment<br />
of surrogate parents, who volunteer in this capacity. A surrogate<br />
parent assumes responsibility in matters relating to identification,<br />
evaluation, and educational placement of students for whom no<br />
parent/guardian can be identified, their whereabouts is unknown, or<br />
the child is a ward of the state.<br />

Provides effective programmatic and supervisory support; assists<br />
school districts in the development and delivery of appropriate<br />
special education programs; maintains regular contact with districts<br />

specialized staff development activities and materials; and<br />
coordinates delivery and implementation of PDE initiatives and<br />
research-based strategies.<br />

Provides academic and emotional support for students, grades<br />
K-<strong>12</strong>, who are unable to participate in regular education programs<br />
because of severe behavioral, social, emotional and mental health<br />
problems. Services may also include: individual and group<br />
counseling; medication management; psychiatric consultation;<br />
positive behavior support; conflict resolution; character education;<br />
and inclusion opportunities.<br />

Speech and language therapists assess speech and language<br />
disorders; develop and implement treatment regimens; and treat<br />
diagnosed disabilities in articulation, fluency, motor speech, language<br />
comprehension and expression, voice, phonological, alphabetic<br />
principal-phonics, psycho social language and social language. A<br />
continuum of services ranging from individual, small group or<br />
classroom (push-in) services is available.<br />

Provides academic support, Braille instruction, keyboarding and<br />
assistive device instruction, orientation and mobility, and materials<br />
adaptation to students with impairment in vision that, even with<br />
correction, adversely affects a childʼs educational performance.<br />
Consultation with the regular education classroom teacher is<br />
provided.<br />

Extension 261<br />
Provides pre-vocational individual and group activities to students,<br />
16-21 years old, for developing career awareness, exploration,<br />
work skills development, and competitive employment. Students<br />
receive a variety of experiences. Staff can secure pre-vocational<br />
tasks, deliver them to classrooms, and provide direct instruction in<br />
skills. If appropriate, staff secures community-based sites and<br />
schedules onsite supported opportunities for students.<br />

<strong>Intermediate</strong> <strong>Unit</strong> 1 offers several councils to the school districts in Fayette, Greene, and Washington Counties. Councils meet regularly (most<br />
meet monthly) and are open to the appropriate school district or community representative. Councils provide work-alike groups with a forum for<br />
