Course Overview :<br />
The training objectives would be to focus on measures to strengthen<br />
the tendering and contracting mechanisms on <strong>Indian</strong> <strong>Railways</strong> based<br />
on analysis of contracts that have performed poorly or given suboptimal<br />
results due to procedural shortcomings, lack of foresight and<br />
proper planning. Emphasis would also be on highlighting those<br />
contracts conditions which improve the quality of execution and<br />
outcome of contracts thus improving overall public service delivery.<br />
Service contracts, consultancy contracts and other specialized<br />
contracts would also be dealt with along with the latest audit and<br />
vigilance perspective on the issue. A special area of focus would be<br />
e‐tendering and e‐procurement and best practices in other public<br />
sector organizations for improving efficiency and performance<br />
delivery. The Government is also trying to bring in a new<br />
procurement law apart from exploring e‐auction as a more effective<br />
way of securing best value in the bidding process. The Course will<br />
also introduce these new themes to help widen the knowledge and<br />
learning base of the participants.<br />
The programme would be of value to those officers who have had<br />
about 7‐10 years of experience (and beyond) of dealing with various<br />
kinds of contracts. The resource persons would be drawn from<br />
<strong>Indian</strong> <strong>Railways</strong> and its public sector units apart from experts from<br />
the infrastructure sector sharing their experiences of tenders and<br />
contract management. The programme is multidisciplinary in nature<br />
and aims to disseminate new learnings and new initiatives in the<br />
field of public procurement, contract management processes and e‐<br />
procurement.
