• TP- 5562 - Nautical Cadet Training Program<br />

Diane Couture announced that they have also revised and updated TP 5562 - Nautical Cadet<br />

Training Program. A last draft will be provided to the CAMTI group this week for final<br />

review and it will be published shortly after the CMAC meetings<br />

• Master Limited Examinati<strong>on</strong>s<br />

Diane Couture informed the <str<strong>on</strong>g>Committee</str<strong>on</strong>g> that TC has purchased new examinati<strong>on</strong> software to<br />

administer Master Limited examinati<strong>on</strong>s. The new software will allow TC to create different<br />

profiles either for each vessel or for the different sector of operati<strong>on</strong>s. Each TC exam center will<br />

be in charge of its own sectors or vessels and will have to create these profiles.<br />

TC has already created and entered over a thousand questi<strong>on</strong>s for the Master Limited for a vessel<br />

of less than 60 gross t<strong>on</strong>nage certificate and are now creating questi<strong>on</strong>s for the Master Limited<br />

for a vessel of 60 gross t<strong>on</strong>nage or more certificate. Candidates will have the choice between<br />

more than 60 gross t<strong>on</strong>nage and less than 60 gross t<strong>on</strong>nage training. Expected implementati<strong>on</strong> is<br />

April 2011. More detail will be provided when the system will be officially in place.<br />

TC is looking to discuss with different course providers who are interested in providing a block<br />

credit course for these written examinati<strong>on</strong>s.<br />

Diane Couture also informed the <str<strong>on</strong>g>Committee</str<strong>on</strong>g> that TC intends to use this software to provide<br />

examinati<strong>on</strong>s for all Marine Safety certificates. She noted that each course is different and will<br />

be required to be developed. Expected implementati<strong>on</strong> for all marine certificates is five years.<br />

• STCW-F C<strong>on</strong>venti<strong>on</strong><br />

Diane Couture informed the <str<strong>on</strong>g>Committee</str<strong>on</strong>g> that <strong>Canada</strong> has ratified the IMO STCW-F C<strong>on</strong>venti<strong>on</strong>.<br />

The STCW-F C<strong>on</strong>venti<strong>on</strong> will enter into force twelve m<strong>on</strong>ths after the date <strong>on</strong> which not less<br />

than fifteen States have either signed it without reservati<strong>on</strong> as to ratificati<strong>on</strong>, acceptance, or<br />

approval, or have deposited the requisite instruments of ratificati<strong>on</strong>, approval, or accessi<strong>on</strong>.<br />

Presently <strong>Canada</strong> is the fourteenth c<strong>on</strong>tracting state to the c<strong>on</strong>venti<strong>on</strong>. TC expects the<br />

C<strong>on</strong>venti<strong>on</strong> to come into force within eighteen m<strong>on</strong>ths.<br />

This C<strong>on</strong>venti<strong>on</strong> applies to fishing vessels of 24 metres in overall length or more. TC has<br />

presented the new certificati<strong>on</strong> system for fishing master certificates of competency that will be<br />

put into place to comply with this C<strong>on</strong>venti<strong>on</strong>. The Marine Pers<strong>on</strong>nel Regulati<strong>on</strong>s will need to<br />

be amended to reflect these changes.<br />
