program, with the end of ASEP, PATH hoped this training would raise<br />

SHC staff’s underst<strong>and</strong>ing <strong>and</strong> appreciation of the importance of BCC<br />

<strong>and</strong> improve their ability to advocate <strong>for</strong> behavior change among sex<br />

workers <strong>and</strong> other members of high-risk groups. In addition, since LGUs<br />

have shown themselves more willing to fund activities carried out by<br />

government staff, it is hoped that this ef<strong>for</strong>t will increase the level of<br />

education activities carried out by LGUs after the project ends.<br />

SHC staff received skills training in interpersonal communications <strong>and</strong><br />

counseling aimed to increase the SHC’s expertise in dealing with registered<br />

sex workers, who are captive audiences <strong>for</strong> prevention education in the<br />

SHCs. Other inputs such as exposure visits to NGO outreach posts <strong>and</strong><br />

immersions in COPE projects also provided SHC staff with first-h<strong>and</strong><br />

insights into risk reduction counseling <strong>and</strong> outreach education methods.<br />

Some SHC personnel acknowledged that they had under rated the NGOs’<br />

work <strong>and</strong> now have a better appreciation of the complexities <strong>and</strong> hardships<br />

involved in COPE service delivery. Others have come to realize that<br />

outreach work is extremely labor intensive <strong>and</strong> incompatible with other<br />

SHC responsibilities. The experience in ASEP <strong>and</strong> in other countries<br />

suggests that indigenous leaders <strong>and</strong> peers of at-risk groups make the best<br />

change agents. [38] Rather than taking over the outreach work of NGOs,<br />

PATH is hopeful that SHC staff will advocate <strong>for</strong> city governments to<br />

appropriate funds <strong>for</strong> ASEP NGO partners to continue service delivery<br />

of the project life.<br />
