Dear Colleagues,<br />

As we forecasted in<br />

last month’s issue May<br />

was a busy month for<br />

working on our priority<br />

issues with ICAO.<br />

<strong>ACI</strong> participated in two ICAO events in May.<br />

The first was an informal briefing to the ICAO<br />

<strong>Council</strong> on the economic state of the global<br />

civil aviation industry. Along with <strong>ACI</strong>, the other<br />

organizations providing briefings were IATA,<br />

the Civil Air Navigation Service Organization<br />

(CANSO), Bombardier and the <strong>World</strong> Tourism<br />

Organization (WTO). Although coming from<br />

different perspectives, all of the presentations<br />

echoed common themes stressing the need<br />

for governments to recognize that commercial<br />

aviation is a vital economic driver for developed<br />

and developing economies around the world and<br />

their vested interest in supporting the capacity<br />

demands and facilitation logistics of the industry.<br />

Our preliminary discussions suggest that the<br />

organizations may be interested in developing a<br />

commonly agreed agenda to work on together.<br />

Our experience with industry collaboration on<br />

environmental mitigation tells us that we are<br />

strongest when working jointly.<br />

Another arena which has profited from broad<br />

collaboration is aviation safety, the subject of the<br />

second ICAO event, the Global Runway Safety<br />

<strong>Airports</strong> <strong>Council</strong><br />

<strong>International</strong><br />

Symposium, 1991-<strong>2011</strong> attended by some 500 members<br />

of government and industry from around the<br />

world. <strong>Airports</strong> were well represented and we<br />

have committed to airports taking a leadership<br />

role in convening runway safety teams at<br />

their airports. We thank Montreal, Toronto and<br />

Vancouver <strong>Airports</strong> for their presentations at<br />

the Symposium. The runway safety focus is<br />

well encompassed within the Airport Excellence<br />

(APEX) in Safety8 programme <strong>ACI</strong> has<br />

launched. The particulars of the Symposium<br />

conclusions and recommendations are provided<br />

later in this edition but it was recognized that<br />

solutions need to come from both a global, top<br />

down framework, as well as a local, bottom up,<br />

context. <strong>ACI</strong> and other industry organizations<br />

will sponsor regional workshops to promote<br />

best practice actions to improve runway safety<br />

around the world.<br />

Finally, <strong>ACI</strong> has been invited to sit on the ICAO<br />

Future Aviation Challenge Team, which will meet<br />

in Montreal on 27 <strong>June</strong>. This is ICAO’s follow<br />

through on calls to harmonize the outcomes<br />

of the US-based NextGen and European-based<br />

SESAR air traffic modernization programmes.<br />

The Challenge Team’s purpose is to review the<br />

work of the Technical Team that was established<br />

to gain global interoperability. Top officials<br />

from the U.S. and Europe as well as industry<br />

organizations will comprise the Challenge Team<br />

and we are pleased by the recognition of the<br />

airport role. <strong>ACI</strong> North America and <strong>ACI</strong> Europe<br />

have been involved in the industry teams for<br />

the respective modernization programmes so<br />

we will call upon their knowledge to assure that<br />

airport interests are accounted for.<br />

General Assembly, Conference and Exhibition,<br />

we are able to confirm that Morocco will be our<br />

host. The opening ceremony is 31 October. See<br />

ICAO Global Runway Safety<br />

Symposium<br />

<strong>ACI</strong> took a leading role in the ICAO Global Runway<br />

Safety Symposium, held in Montreal from 24<br />

to 26 May. Director General Angela Gittens<br />

spoke in both the Opening and Closing Panels,<br />

alongside representatives of other international<br />

aviation organizations, who strongly agreed that<br />

a collaborative approach to runway safety would<br />

produce the best results. <strong>ACI</strong> also provided<br />

speakers on Emergency Response (Ms Deane<br />

Johanis, Manager, Emergency Management<br />

Systems, Greater Toronto <strong>Airports</strong> Authority)<br />

and FOD and Wildlife Control (Brett Patterson,<br />

Director, Airside Operations, Vancouver Airport<br />

Authority).<br />

<strong>ACI</strong> was a platinum sponsor of the event and<br />

obtained a large and well placed booth where<br />

presentations were shown on the <strong>ACI</strong> APEX in<br />

Safety programme, and <strong>ACI</strong> work on runway<br />

safety. <strong>ACI</strong> staff were on hand throughout to<br />

promote and explain <strong>ACI</strong>’s work including safety<br />

training courses and safety publications.<br />

Angela Gittens stated that improving runway<br />

safety requires relentless pursuit of an increasing<br />

level of safety, and that this strategic objective<br />

requires enhanced collaboration amongst all<br />

parties involved. To meet that objective, <strong>ACI</strong><br />

proposed a new paradigm where the airport<br />

takes the lead in coordinating all activities on<br />

its site, including all the relevant safety issues<br />

from aprons through the manoeuvring area, and<br />

especially the runway, where the big risks lie.<br />

Thus the airport should take responsibility for<br />

establishing and heading up local runway safety<br />

teams covering runways, taxiways and aprons,<br />

which form an integral part of the airport’s<br />

overall Safety Management System. She also<br />

stated that safety training and best practice<br />

sharing are key elements of a successful runway<br />

safety improvement strategy. <strong>ACI</strong> believes that<br />

incidents and accidents must be investigated<br />

fully and lessons learned, and that safety team<br />

should assess all actual and potential risks and<br />

causal factors, and provide defenses against<br />

them. The airport operator must be committed<br />

to this strategy as the management of the safety<br />

team can be quite an onerous activity in staff<br />

time.<br />

in Safety.<br />

speaking this week at the ICAO Global Runway<br />

Safety Symposium in Montreal, announced a<br />

new global safety programme called Airport<br />

Excellence in Safety (APEX) designed to help<br />

airports worldwide to identify and address safety<br />

vulnerabilities.<br />

Gittens says, “As ICAO statistics indicate,<br />

runway excursions are both the most frequent<br />

and the most deadly type of runway accidents<br />

that occur. APEX provides a platform to assist<br />

our member airports in that goal. “But to drive<br />

down the number and severity of incidents,<br />

all those involved in safety at the airport must<br />

work together to meet that objective – including<br />

airports, airlines, pilots, air traffic controllers and<br />

the many people on the ground who contribute<br />

to delivering safe travel. This close collaboration<br />

is critical in order to reduce the potential for<br />

accidents and improve airport response in case<br />

of an incident. APEX programme components<br />

(www.aci.aero8) build on ICAO principles of<br />

airport certification in line with Annex 14 and<br />

Safety Management Systems (SMS), as well<br />

as information transparency. To learn from<br />

experience, an APEX database for incident<br />

information sharing will be based on a nonpunitive,<br />

‘just culture’ environment. <strong>ACI</strong> will<br />

facilitate a ‘Safety Partners’ network to promote<br />

mutual assistance. Gittens says, “Our good<br />

fortune in the airport business is that airports<br />

come in all shapes and sizes…literally. By pairing<br />

and partnering within the airport community,<br />

we share strengths and knowledge and speed<br />

progress on operational and safety management<br />

targets.”<br />

At the end of the Symposium the following<br />

issues were agreed:<br />

The <strong>International</strong> organizations represented<br />

(“Runway Safety Programme partners”)<br />

committed to work together to compile and<br />

promote proven solutions and endorse best<br />

practices, and that:<br />

• Runway Safety Teams should be<br />

established locally and hosted by the<br />

airports; this important role for the airport<br />

operator was agreed<br />

• Runway excursions and incursions<br />

are the main issues but other aspects<br />

such as Bird Strike, FOD should not be<br />

overlooked<br />

• Runway Safety definitions, taxonomies<br />

and reporting of runway conditions<br />

and other safety indicators should be<br />

harmonized<br />

• Communication procedures should be<br />

standardized and improved<br />

• ICAO should ensure that its Standards<br />

and Guidance material are fit for purpose<br />

• The implementation of ICAO Standards<br />

will be monitored through the Continuous<br />

Monitoring Approach<br />

• Technological solutions will be<br />

encouraged, such as: Runway End<br />

Safety Areas and Arresting Systems;<br />

implementation of more runway<br />

approaches using Performance-based<br />

navigation (PBN); Aircraft on-board<br />

situational awareness systems (e.g.<br />

moving maps), guidance and alerting<br />

systems (e.g. Airbus Runway Overun<br />

Protection System, the technology<br />

of which will be shared by the<br />

manufacturer); and ICAO-compliant<br />

runway and taxiway lighting, markings &<br />

signs. Increased training and collaboration<br />

will be fostered.<br />

All the partners have committed to increasing<br />

the exchange of runway safety information,<br />

including data held in the ICAO Integrated<br />

safety trend analysis and reporting system (i-<br />

STARS) database, and to share best-practice<br />

documentation, including the newly published<br />

Runway Excursion Risk Reduction Toolkit 8,<br />

which is available on the ICAO runway safety<br />

web page.<br />

Lastly, all the partners have committed to help<br />

deliver a series of Regional Runway Safety<br />

Seminars over the next two years, which will<br />

result in action plans to create runway safety<br />

teams and provide support to those already in<br />

place.<br />

This year it is the turn of founding Aruba to be<br />

audited, but as they have wide operational<br />

experience, a comprehensive Aerodrome<br />

Manual and a full array of SMS manuals, they<br />

feel confident of passing the test.<br />

What better model could there be for <strong>ACI</strong>’s<br />

APEX programme than a grouping of airports<br />

founded on the basis of mutual safety auditing?<br />

So when <strong>ACI</strong> was invited to attend the Islands<br />

Airport Safety Committee (IASC) in Aruba, an<br />

expectation was generated. The committee<br />

was started in Aruba, six years ago, with the<br />

Netherlands Antilles airports of Aruba, Bonaire,<br />

Curacao, St. Eustatius, St. Maarten, Saba and<br />

Surinam as members. The reality is impressive<br />

- that they have completed audits reports on<br />

all the airports (one is singled out each year for<br />

audit by its peers), based on ICAO Annex 14.<br />

After each audit, a full report is presented to the<br />

airport concerned with findings and suggestions<br />

for improvement. The verdict by the members<br />

on the programme is that all of the airports have<br />

been strengthened by it.<br />

Now the IASC has decided to open up to new<br />

members in the Caribbean and Central America,<br />

inviting Jamaica, Trindad and Tobago, Panama,<br />

and are considering, with <strong>ACI</strong> LAC, how to be<br />

part of the region’s activities.<br />

participate by the incoming chair of the <strong>ACI</strong> LAC<br />

safety committee and new member of the <strong>ACI</strong><br />

<strong>World</strong> Safety & Technical Committee, Mr Jurgen<br />

Benschop, Manager, Business Unit Airside of<br />

Aruba Airport Authority, who suggested that<br />

<strong>ACI</strong> should observe the way that the IASC<br />

worked. Javier Martinez and David Gamper<br />

activities, the APEX Safety programme and on<br />

– taking off in North America<br />

The seventh meeting of the <strong>ACI</strong> Airport<br />

Community Recommended Information Services<br />

(<strong>ACI</strong> ACRIS) Working Group (WG) took place<br />

in Montreal at the Pierre Trudeau <strong>International</strong><br />

Airport, 16-17 May <strong>2011</strong>, hosted by Aeroports<br />

de Montreal. Fourteen representatives from<br />

different airports and <strong>World</strong> Business Partners,<br />

participated actively in fruitful discussions,<br />

reviewing the latest developments of the<br />

initiative and taking important decisions on new<br />

service definitions and usage.<br />

The most important topics and outcomes of the<br />

meeting were:<br />

• Follow up on the <strong>ACI</strong> <strong>World</strong> Governing<br />

Board Meeting in Delhi and ACRIS RP<br />

approval process<br />

• <strong>ACI</strong> ACRIS Semantic Model<br />

• ACRIS Technical Considerations<br />

• Final Service description template and<br />

guidelines<br />

• Definitions of new services, including<br />

common Airport CDM information<br />

service<br />

• Web-service catalogue administration and<br />

logistics<br />

Following great interest from airports in the US<br />

and Canada and in an effort by the <strong>ACI</strong> ACRIS WG<br />

and its members to extend ACRIS to the Regions,<br />

this meeting was the first to take place in North<br />

America. <strong>ACI</strong> <strong>World</strong> and the <strong>ACI</strong> ACRIS members<br />

their excellent meeting preparation, coordination<br />

<strong>ACI</strong> recruits Director Communications<br />

& Events<br />

<strong>Airports</strong> <strong>Council</strong> <strong>International</strong> (<strong>ACI</strong>) is pleased to<br />

announce the appointment of Cheryl Marcell as<br />

Director Communication and Events at <strong>ACI</strong> <strong>World</strong><br />

in Montreal, Canada, who will join the organization<br />

as of 1 August <strong>2011</strong>. She currently works for the<br />

Sacramento County Airport System, in California,<br />

USA, where she has served as Deputy Director<br />

for Marketing and Public Relations since 2000. In<br />

this role she has been responsible for air service<br />

development, legislative activity, media relations,<br />

public relations, public art programme and all<br />

marketing projects for the four airports in the<br />

Airport System. Under Marcell’s leadership, the<br />

airport system has won several local media and<br />

communication awards and is widely recognized<br />

as an economic engine and a valuable regional<br />

marketing partner.<br />

New Guidelines take flight<br />

How do airports measure noise levels? Should<br />

they monitor human trafficking? And what does a<br />

crocodile have to do with airport safety? For answers<br />

to all these questions and more, On 8 <strong>June</strong> the<br />

Global <strong>Report</strong>ing Initiative (GRI)8 will launch the<br />

new Airport Operators Sector Supplement.<br />

Aircraft safety is high on the agenda, and the new<br />

guidance from GRI will help airport operators<br />

monitor and measure their performance to<br />

reduce the risk of accidents. There are hundreds<br />

of examples of animals causing plane accidents,<br />

from cows and even turtles on the runway to birds<br />

hitting the engines. The new sustainability reporting<br />

guidance for Airport Operators will help airports<br />

measure the number of ‘wildlife strikes’ that occur,<br />

so they can try to reduce the risks.<br />

Noise is also an important factor, particularly<br />

for people who live near airports. There is no<br />

internationally agreed decision on acceptable levels<br />

of noise from airports, but there is lots of discussion<br />

around how noise is measured. Airport operators<br />

can take measures to reduce noise – for example,<br />

some do not accept cargo planes, and others fly<br />

in different directions or at different heights. GRI’s<br />

new reporting guidance will help airports report<br />

how they measure noise, enabling them to make<br />

improvements where they are needed.<br />

“This will be an important launch for GRI and for<br />

airports around the world. There is growing focus<br />

on sustainability issues in aviation, and with GRI’s<br />

Airport Spotlight<br />

In an ongoing construction phase, Maputo<br />

<strong>International</strong> Airport, Mozambique, opened its<br />

new international terminal on 15 November<br />

2010. The new terminal has a capacity of 900,000<br />

passengers a year. A new cargo terminal has<br />

already been constructed and the next phase<br />

involves the construction of a new domestic<br />

terminal due to be completed in 2013.<br />

Maputo <strong>International</strong> Airport aims to double its<br />

capacity from 450,000 to 900,000 per year and<br />

help expand tourism in the city and country.<br />

April 2010<br />

Sharp 11% passenger growth in April,<br />

one year after ash cloud slump<br />

<strong>World</strong>wide passenger traffic grew markedly<br />

in April propelled by a vigorous increase in<br />

international traffic in Europe. The 11 per cent<br />

surge comes one year after the Icelandic ash<br />

cloud paralyzed wide parts of European aviation,<br />

shutting down air space and airports over several<br />

days.<br />

<strong>ACI</strong> <strong>World</strong> Director Economics Andreas Schimm<br />

says, “This increase is a very positive result,<br />

particularly in light of the current situation in<br />

Japan as well as in North Africa, and an erratic<br />

economic recovery. Year-to-date average global<br />

growth at 5.9 per cent certainly provides a solid<br />

basis as well as an upbeat outlook for the rest of<br />

the year.”<br />

While international traffic dropped by 5 per cent<br />

in April 2010, it jumped by almost 18 per cent in<br />

April <strong>2011</strong>, bringing year to date growth of 8 per<br />

cent. Easter holiday travel was a second factor<br />

contributing to that strong traffic increase, with<br />

holiday movements falling in the middle of April<br />

<strong>2011</strong>, whereas in 2010 Easter travel was split<br />

between March and April.<br />

Schimm adds, “This month’s spike represents<br />

more than just compensation for last year’s<br />

losses. When we compare back to April 2009,<br />

we still see that international traffic volumes<br />

rose by a strong 12 per cent, an indicator of<br />

growth over and beyond the compensation for<br />

disruptive factors.”<br />

Regional results (see Press Release 8)<br />

European airports spearheaded monthly growth<br />

at an extraordinary 27 per cent. Growth of more<br />

than 20 per cent was reported by 61 out of 78<br />

airports in the sample led by Helsinki (+58%).<br />

Major European hubs including Amsterdam<br />

(+37%), Frankfurt (+31%), London Heathrow<br />

(+31%) and Paris (+29%) also registered hefty<br />

increases. At the other end of the spectrum,<br />

airports in Asia-Pacific and Africa suffered losses<br />

that held down overall results, with continuing<br />

instability in North Africa and the dramatic drops<br />

in Japanese traffic. <strong>Airports</strong> in Egypt, Japan,<br />

Tunisia and Bahrain saw their traffic plunge<br />

between 20 and 60 per cent (Tokyo Narita -<br />

19.6%, Cairo -23.4%).<br />

In North America, and despite 7.6 per cent<br />

increase in international traffic, growth remains<br />

marginal (+2.1%), muted by almost stagnating<br />

domestic traffic. Latin America-Caribbean<br />

(+15.5%) traffic soared with both domestic<br />

and international traffic growing double-digits.<br />

Brazil is the key market accounting for almost<br />

all of the growth alone helped by solid results<br />

in Argentina, Peru and Mexico. The Middle East<br />

reported its first double digit monthly growth<br />

<strong>International</strong> passenger traffic continues strong growth<br />

<strong>International</strong> freight maintains strong performance<br />

July 2007 results from 571 airports showed international passenger traffic rose by 8 percent and freight traffic by 4 percent<br />

compared to July 2006. First seven months of 2007 showed international passenger traffic up by 8 percent and freight<br />

traffic by 3 percent.<br />

rate since November 2010, also in part due to<br />

the compensatory indirect ash cloud effect at<br />

airports such as Dubai (+13%) and Abu Dhabi<br />

(+15%).<br />

A similar effect was only partially observed in air<br />

freight. While European air freight rebounded<br />

by 15.8 per cent, the other two major markets<br />

Asia-Pacific (-1%) and North America (-2.9%)<br />

reported negative growth. These results,<br />

however, still should be seen in the context<br />

of tremendous growth rates of over 30 per<br />

cent in the corresponding period 2010. Similar<br />

to passenger traffic, Latin America-Caribbean<br />

generated genuine growth of 11.9 per cent with<br />

better increases in the dominant international<br />

freight sector.<br />

New <strong>ACI</strong> LAC Course on Airport Development<br />

Planning<br />

The inaugural seminar on airport development<br />

planning will take place from 29 <strong>June</strong> to 1 July,<br />

in Barbados. This seminar entitled “Strategic<br />

Planning at your Airport: Ingredients in Developing<br />

Airport Master Plans”, will explore many of the<br />

components involved in developing an Airport<br />

Master Plan, including: traffic forecasting,<br />

airfield and terminal demand capacity analysis,<br />

defining facility requirements, development of<br />

airport options, airport capital planning, overview<br />

of environmental issues, and land use planning,<br />

among other topics. This seminar will enable<br />

airport planning personnel to master the latest<br />

techniques and methods for the development<br />

of a master plan. The course will be delivered<br />

in English with simultaneous translation into<br />

Spanish.<br />

(WAGA) to be held in Morocco<br />

<strong>Airports</strong> <strong>Council</strong> <strong>International</strong> is pleased to<br />

announce the venue of the 21st <strong>ACI</strong> <strong>World</strong>/<br />

Africa Annual General Assembly, Conference<br />

and Exhibition. The conference and exhibition<br />

will take place at the Palais des Congrés de la<br />

Palmeraie near Marrakesh, Morocco from 31<br />

October to 2 November <strong>2011</strong>. In light of the<br />

unclear political situation in Egypt, Egyptian<br />

<strong>Airports</strong> Holding Company (EHCAAN) and <strong>ACI</strong><br />

agreed to cancel this year’s event and to hold<br />

the Assembly in Cairo in a future year.<br />

This year’s Assembly is now hosted by Office<br />

National Des Aéroports (ONDA). ONDA is a state<br />

owned company responsible for the operation of<br />

the national airport system and air traffic control<br />

processing 10 million passengers as well as<br />

95,000 takeoffs and landings annually. Morocco is<br />

a fast growing aviation market. To accommodate<br />

additional growth, ONDA is planning several new<br />

terminals at airport across the country including<br />

Marrakesh Menara Airport.<br />

The theme of this year’s conference is ‘Forward<br />

to Basics - How resilient is your business? The<br />

conference will investigate business resilience<br />

in the areas of <strong>ACI</strong>’s core activities economics,<br />

It is hard to believe that<br />

the time to say good-bye is<br />

already here.<br />

Having had the opportunity<br />

to be a part of the <strong>ACI</strong> Global<br />

Training team since the very<br />

beginning in 2004, I am proud to see how this<br />

programme has evolved to become a strong,<br />

successful and recognized training brand. I have<br />

truly enjoyed working in this industry and with<br />

our airport members as well as organizing the<br />

<strong>ACI</strong> Fund seminars worldwide for the developing<br />

nations’ airports.<br />

I want to thank my dear colleagues for their<br />

support throughout my career, but especially<br />

with their understanding and flexibility while<br />

I was at the same time pursuing my studies<br />

at the Business School of Geneva. I could not<br />

have wished for a better team to work with and<br />

atmosphere than I found at <strong>ACI</strong>.<br />

Jeremias will be working in<br />

close relation with our new<br />

Registrar, Global Training and Events, Melisa<br />

Monje. In addition, he will also take on the role of<br />

Publications and Marketing, replacing Manoela<br />

De Mendoza (Marketing) and Caroline Knoepfel<br />

(Publications).<br />

Jeremias joins us with vast experience and<br />

several years in the Airline industry, Marketing<br />

and Event logistics.<br />

<strong>ACI</strong> Global Training Welcomes<br />

the Airport Executive Leadership<br />

Programme (AELP) to Montreal!<br />

<strong>ACI</strong> Global Training along with Concordia<br />

University were pleased to welcome the AELP<br />

participants to Montreal from 30 May to 3 <strong>June</strong>.<br />

Participants came from around the globe from<br />

Canada, Dominican Republic, India, Portugal,<br />

Switzerland, United States and Zambia.<br />

The six day face-to-face session was kicked off<br />

by a welcome reception on Saturday 28 May<br />

where the participants were finally able to meet<br />

with each other. All of the AELP the participants<br />

have already completed the required initial three<br />

weeks of distance learning, and they were set<br />

to roll up their sleeves for their transformational<br />

week of learning at the John Molson School of<br />

Business, Concordia University. The course is<br />

delivered by a faculty of four Business School<br />

Professors, two guest lecturers, three airport<br />

senior executives, a senior ICAO representative<br />

and Angela Gittens <strong>ACI</strong> <strong>World</strong>’s Director General.<br />

In total, some 15 people are directly involved<br />

with course delivery and logistics, allowing us to<br />

ensure the best possible executive level course<br />

designed specifically for airport leaders.<br />

As for the 17 participants, in addition to their<br />

classroom work, they have already started<br />

working on their classroom project of running<br />

a mock <strong>ACI</strong> <strong>World</strong> Board of Governors meeting<br />

where they are tasked with addressing three<br />

real-world topics. This exercise will be observed<br />

by several senior airport executives who will<br />

provide feedback and comments on the success<br />

of their work. Upon their return home they take<br />

one week off from their rigorous learning before<br />

completing the final four weeks of distance<br />

learning, which requires the delivery of an<br />

individual strategic visioning project and finally<br />

a group project. Successful participants will be<br />

awarded an <strong>ACI</strong> / Concordia University - JMSB<br />

certificate.<br />

<strong>ACI</strong> Global Training Attends the ICAO<br />

Global Runway Safety Symposium<br />

The <strong>ACI</strong> Global Training team was very pleased<br />

to attend the ICAO Global Runway Safety<br />

Symposium from 24 May to 26 May in Montreal,<br />

Canada.<br />

The aim of the Symposium was to coordinate a<br />

global effort for improving runway safety, identify<br />

a common framework for the enhancement of<br />

runway safety, highlight the evolution towards a<br />

more integrated safety management approach<br />

in ICAO’s runway safety programme, identify a<br />

format for subsequent runway safety workshops,<br />

and both promote and gain the commitment<br />

from partners to deliver regional runway safety<br />

workshops across the globe.<br />

Many participants at the GRSS symposium left<br />

keen to establish their own Local Runway Safety<br />

Team. Numerous presenters at the GRSS<br />

highlighted the fact the solution will not, and<br />

should not, come from one service provider,<br />

but rather should be an integrated solution<br />

that is established by all stakeholders including<br />

as a minimum representatives from aircraft<br />

operators, air navigation service providers, and<br />

the aerodrome operator.<br />

Global Safety Network (GSN)<br />

Programme<br />

The <strong>ACI</strong> Global Safety Network Diploma Training<br />

Programme consists of three targeted courses<br />

on airport safety. It is specifically designed to<br />

meet the needs of airside operations and safety<br />

managers including developing, implementing<br />

and operating effective Safety Management<br />

Systems (SMS) at their airports.<br />

“Managing Service Quality<br />

The 43rd edition of the <strong>ACI</strong> Fund Seminar took<br />

place in Incheon Aviation Academy, Korea, 29<br />

May – 1 <strong>June</strong> <strong>2011</strong>, dealing with a very important<br />

subject: “Managing Service Quality at <strong>Airports</strong>”.<br />

More than 25 delegates, representing 15 different<br />

airports and 12 nationalities, participated in all the<br />

activities, lectures and sessions over the 3 days<br />

of this intensive and excellent programme.<br />

<strong>2011</strong>, hosted by Incheon <strong>International</strong> Airport<br />

Corporation, extending the value of their<br />

participation in the <strong>ACI</strong> Fund seminar.<br />

The <strong>ACI</strong> <strong>World</strong> team and lead instructor would like<br />

to thank all delegates for their active participation<br />

and excellent rapport, extending sincere gratitude<br />

to IIAC and Incheon Aviation Academy for their<br />

excellent organization and cooperation. Many<br />

thanks as well to CIFAL and Atlanta <strong>International</strong><br />

Airport for their continuous support.<br />

Participants at the 43rd <strong>ACI</strong> Fund Seminar<br />

The participants were divided in three different<br />

teams, to better analyse key success factors in<br />

customer service, benchmarking best practices,<br />

perceived vs. delivered service, and improving<br />

service methodologies. All the delegates were<br />

able to apply the lessons learned to a “case<br />

study” airport, analysing ASQ data and using all<br />

the different tools and practices provided by the<br />

<strong>ACI</strong> ASQ programme.<br />

In addition to the <strong>ACI</strong> Fund Seminar, some<br />

delegates were able to stay for the <strong>ACI</strong> Asia<br />

Pacific Small <strong>Airports</strong> Conference, 02-04 <strong>June</strong><br />

Two AMPAP Gateway Courses at Opposite Ends of the Globe in May<br />

In the first week of May, the Global <strong>ACI</strong>-ICAO Airport<br />

Management Professional Accreditation Programme<br />

(AMPAP) was invited to deliver its gateway course, Air<br />

Transport System, at Australia’s Gold Coast Airport. Twenty<br />

participants from nine airports, including Tonga and Vanuatu<br />

took part in this entry course, which constitutes the first of<br />

six sessions in the AMPAP curriculum.<br />

As an addition to the course curriculum, the group had the Particpants at the ATS course in Gold Coast, Australia<br />

pleasure of meeting Mr. Dennis Chant, Managing Director of Queensland <strong>Airports</strong> Ltd., who gave a special<br />

address to the class about the unique challenges faced by the airport industry in the Queensland region.<br />

Course instructor, Mr. Jean-Marc Trottier remarked, “Mr. Chant’s address highlighted salient industry<br />

concerns and corresponded seamlessly with our course content. Participants were certainly able to draw<br />

parallels from his speech during the presentation of their group work.”<br />

In the following week and at the opposite end of the globe,<br />

an identical session of the AMPAP gateway course was<br />

hosted in Belo Horizonte, Brazil, by the State Secretariat for<br />

Economic Development of the Minas Gerais Government.<br />

Airport executives from seven nations convened in Brazil<br />

and were joined by several provincial officials responsible<br />

for economic development and infrastructure. The seniorlevel<br />

participation during this session acted as a catalyst for<br />

Participants at the ATS course in Belo Horizonte, Brazil<br />

stimulating classroom discussions which underscored the pivotal role that airports play in regional growth<br />

and prosperity. Course instructor, Mr. Paul Behnke noted, “We were particularly pleased to have our hosts<br />

provide a detailed briefing on the Minas Gerais Airport Master Plan. Of course, this included an overview of<br />

their preparations for hosting the <strong>World</strong> Cup in 2014 and the impact this will have on the region.”<br />

The week in Brazil also provided an opportunity for Programme Graduates (IAPs) to reinforce their active<br />

involvement in the AMPAP community. Mr. Ramesh Ghir, IAP and 2010 Class Valedictorian, dedicated time<br />

from his demanding schedule as CEO of Cheddi Jagan <strong>International</strong> Airport to act as a panel judge for group<br />

presentations. This along with the presence of course instructor, Mr. Michael Rodyniuk, IAP and COO of the<br />

Winnipeg-based Exchange Income Corporation, emphasized the important role of IAPs in the delivery and<br />

continued growth of the Programme.<br />
