Locality 4 Voluntary Car Scheme - Mr Simon Hobbs<br />

Simon thanked the Parish <strong>Council</strong> Members for the invite to attend the meeting and for considering<br />

the previous paper submitted in respect to the voluntary car scheme. He said that none of the Parishes<br />

were willing to sign up to the previous scheme which was why amendments had been made and the<br />

plan re-presented. Simon provided an overview of the new positioning document. The new scheme<br />

suggests that the cost to Pattingham would be £200 with the anticipation that this will be reduced in<br />

the first year.<br />

RESOLVED to accept the scheme in principle for 12 months following a vote with 8 in support and 2<br />

against. Additionally Cllr Mr M Finch will continue as Parish <strong>Council</strong> representative on the steering<br />

committee.<br />

150/11 Allotments<br />

Unfortunately no representative was available for the meeting, but the clerk had spoken to the<br />

secretary Mrs Linda Robinson prior to the meeting regarding contributions towards something<br />

memorable for the Best Kept Village competition and Jubilee.<br />

Mrs Robinson felt that the allotment committee would not really be able to help as they only had<br />

experience with soft fruit and vegetables. It was suggested that the council contact Mr & Mrs Watkins<br />

and see if they could suggest something.<br />

The displays in Bilbrook were highlighted as very good displays and something the council could look<br />

at.<br />

The allotments would like to present the parish council with a Jubilee Oak tree that they have received<br />

from the Sandringham Estate. The council suggested approaching the Crown Estate to see if they<br />

could provide one for Burnhill Green.<br />

Resolved Clerk to contact Crown Estate, Bilbrook Parish <strong>Council</strong> and Mr & Mrs Watkins.<br />

151/11 Police Report<br />

Police are no longer able to produce a report for the meetings. The new Inspector has stated that the<br />

website www.police.uk will be updated every 4 weeks in time for meetings and will show all incidents<br />

that have been reported.<br />

Unfortunately there were no figures available for February. The <strong>Council</strong> is very unhappy with this<br />

RESOLVED Clerk to express our immediate concerns and invite Inspector Donna Gibbs to attend the<br />

Annual Parish Meeting in March.<br />

Cllr Mazzone explained that the balance for Preschool was a buffer for redundancies and illness. For<br />

the next academic year Ofsted have advised that the staff to pupil ratio but increase so staffing costs<br />

will increase. The village hall are further subsidising room hire charges. Parish council to review<br />

precept for 2012/13<br />

Cllrs Burton and Brinkman explained that the surplus for the Village hall was needed to cover any<br />

unexpected large repair bills.<br />

Clerk – Mrs Hodgetts as treasurer for the playing fields committee explained that £3850 is grant<br />

money to be allocated.<br />

The Fraud squad have been very busy this year and have so far recovered £224,000<br />

167/11 Any other Business<br />

‣ The problem of dog ‘mess’ was commented on. It was suggested that everyone report it to<br />

environmental as the more people that report it the better.<br />

‣ A photo shoot to publicise the tennis courts funding has been organised for 31 st March with<br />

the MP. Everyone welcome to attend. There is an initial meeting to discuss the best way<br />

forward on 13 th March again everyone welcome to attend.<br />

‣ Clerk to invite Dr. Hall to receive a plaque on his retirement in July.<br />

‣ Clerk to invite rural housing to 18 th April meeting for update.<br />
