CONFIRMATION OF MINUTES: 12 February 2013<br />

A member requested an amendment to the last bullet point under Community Issues [item<br />

7] - delete reference to "Kuratau" and replace with "Pukawa".<br />

5091 RESOLVED that the minutes of the meeting of the Turangi-Tongariro<br />

Community Board held on 12 February 2013 be confirmed as a true and<br />

correct record, subject to an amendment to the last bullet point under<br />

ACTION POINTS<br />

Members considered the action points from previous meetings and noted the following:<br />

Turangi Town Centre Revitalisation Project - workshop held and working group set up<br />

- remove action point.<br />

Gosling Grove trees - the <strong>District</strong> Offices Manager advised that some trees had been<br />

cut down, possibly by contractors for the landowners. No further action on <strong>Council</strong>'s<br />

part - remove action point.<br />

Community programme outstanding fees - resolved - remove action point.<br />

Safety on the bridge - Cr Rob Henderson advised that he had spoken with Karen Boyt<br />

and she had referred him to NZTA staff who had provided information about corridor<br />

safety. The bridge project had been declined funding. Cr Henderson would continue to<br />

investigate.<br />

Last two action points - remove.<br />

5092 RESOLVED that the action points update be received.<br />

GIANT BIKE SCULPTURE<br />

A report from the Strategic Project Manager had been circulated [A1084864].<br />

Rose Blackley, Richard Balm and Cath Oldfield were in attendance and addressed the<br />

Board. The following points were noted:<br />

Cath Oldfield ran a programme in <strong>Taupo</strong> which involved taking 30 bikes into schools at<br />

lunch times for children to ride. It was hoped the programme could be rolled out in<br />

Turangi. There was also a plan to install cycle tracks in schools.<br />

One of the participants in the <strong>Taupo</strong> Events Centre After School programme had been<br />

provided with a bike and this had led to a passion for BMX riding. The boy had recently<br />

qualified to participate in the world BMX trials in Auckland.<br />

Turangi's Tongariro River Trail was a wonderful, relatively flat cycle track and should be<br />

used as much as possible.<br />

The national cycling track was bringing great benefits to rural communities like<br />

Ohakune.<br />

The giant bike in <strong>Taupo</strong> had raised the profile of cycling in the town.<br />

A pump track should be constructed in Turangi.<br />

Mr Chris Te Whare entered the meeting at this point [1.25pm]<br />

The designer/builder of the giant <strong>Taupo</strong> bike had originally estimated costs, but these<br />

had not included transport, painting, galvanizing, earthworks and so on. Over $7,000<br />

had been donated by the <strong>Taupo</strong> community.<br />

Members noted that $12,000 remained in the 2012/13 budget for public sculptures and<br />

$25,000 would be available in the 2013/14 year. They agreed that there would be benefits<br />

for Turangi if the proposed giant bike was constructed in the Waipapa Reserve. They noted<br />

that further investment would be needed in the area around the bike in future, as it would<br />

become a place for visitors to stop.<br />

5093 RECOMMENDS that a contribution of $20,000 be made to the creation of a<br />

Giant Bike sculpture in Turangi.<br />

4 TURANGIPHASE 2<br />

A report from the <strong>District</strong> Manager - Parks and Public Places had been circulated<br />

[A1085180].<br />

5094 RESOLVED that officers move to the detailed design stage for Turangi Phase<br />

2, to be presented for approval to the Board prior to tender.<br />

DRAFT ANNUAL PLAN 2013/14<br />

A report from the Senior Policy Analyst had been circulated [A1084888]. The Senior Policy<br />

Analyst was in attendance and updated members on the Draft Annual Plan 2013-14.<br />

Members decided to make a submission to the draft Annual Plan 2013-14. Community<br />

Board member Mrs M Stewart would draft the submission and circulate to other members<br />

before sending to <strong>Council</strong>. The following matters would be included:<br />

5095 RESOLVED that the Turangi/Tongariro Community Board makes a<br />

UPDATE ON ITEM CONSIDERED AT COUNCIL MEETING ON 26 MARCH 2013<br />

A report from the Democracy & Community Engagement Manager had been circulated,<br />

along with a report about the Motuoapa Motor Camp Lease [A1077300].<br />

The Group Manager: Policy & Operations explained that due to a timing issue the Motuoapa<br />

Motor Camp Lease item had not been presented to the Community Board prior to <strong>Council</strong>.<br />

He apologised for this departure from regular reporting procedure.<br />

5096 RESOLVED that the Board note that the <strong>Council</strong> considered the following<br />

item on 26 March 2013:<br />

COMMUNITY ISSUES<br />

Department of Conservation Restructure<br />

At the invitation of the Chairman, Messrs Mark Davies, Damien Coutts and Dave Lumley<br />

provided an update on the recently announced Department of Conservation [DOC]<br />

restructure. The following points were noted:<br />

DOC was being reconfigured to better suit that organisation's new vision for the growth<br />

of conservation in New Zealand. There was a new emphasis on growing partnerships<br />

and working better with others. Frontline services would not be lost.<br />

The 11 old conservancies would be consolidated into six regions throughout New<br />

Zealand. One of the regional offices would be in <strong>Taupo</strong>.<br />

The team in Turangi would be reduced from 28 people to 13 people.<br />

In answer to questions the DOC representatives advised:<br />

The impact on small communities had been considered throughout the restructure<br />

process. 140 FTE staff would come out nationally and there would be bigger impacts<br />

on some towns than others. Proposals at the current time would mean that all 112 sites<br />

would still have staff based in them following the restructure.<br />

It was likely that the DOC reception in Turangi would close.<br />

There were no planned changes to the hatchery.<br />

Both Project Tongariro and DOC were committed to continuing the holiday<br />

programmes.<br />

Turangi/Tongariro Community Board Minutes:<br />

Members discussed the following community issues:<br />

An issue with replacing a hut on Rea Grove.<br />

Whareroa village's efforts to create a world renowned fly fishing zone.<br />

The relocation of "the hub" building. The building had been moved from the prison to<br />

Turangi Park and a building consent would now be sought.<br />

The Health Trust building and the tenants plans to expand. The lease was due to<br />

expire on 30 November.<br />

A complaint had been received from a member of the public about safety at the<br />

intersection ofTe Puke Road and Omori Road.<br />

The Motuoapa Ratepayers Association had provided positive feedback about the play<br />

area. Members of the Association were however concerned about the speed limit in the<br />

area and had expressed a view that it should be lowered.<br />

A discussion was also had about local ratepayer associations and the fact that Community<br />

Board members were not invited to associations' regular meetings. The Group Manager:<br />

Policy & Operations suggested that staff could draft a letter for the Chairman to send to the<br />

relevant organisations expressing the Community Board's interest and desire to be made<br />

aware of future meeting dates.<br />

and Department of Conservation representatives Mark Davies, Damien<br />

Coutts and Dave Lumley be thanked for their presentation.<br />

CONFERENCE OPPORTUNITY NEW ZEALAND - COMMUNITY BOARDS<br />

CONFERENCE 2013<br />

A report from the Democracy & Community Engagement Manager had been circulated<br />

5097 RESOLVED that <strong>Council</strong>lor Gary Keepa's attendance at the New Zealand<br />

Community Boards Conference 2013 in Wanaka between 9-11 May 2013 at<br />

a cost of $745 plus travel expenses be approved.<br />

Attended a youth facilitation hui with <strong>Council</strong>'s Community Projects Officer and would be<br />

facilitating the next hui on 17 April 2013.<br />

interesting and the huge amount of work the prisoners do for the community was<br />

discussed, for example a "youth hub" for Turangi.<br />

event and the Colours Festival. It was disappointing to see that the junior triathlon numbers<br />

REASON FOR REPORT<br />

To consider a request from the Turangi branch of the Royal New Zealand Society for the<br />

Prevention of Cruelty to Animals [RSPCA] to spend surplus grant money.<br />

BACKGROUND<br />

At the Turangi-Tongariro Community Board meeting held on 9 October 2012, the Turangi branch of<br />

the RSPCA received a community grant of $5,239.13 to be used to expand the branch's dog<br />

facility.<br />

The RSPCA has since written to the Community Board requesting permission to spend surplus<br />

grant money [please see attached letter].<br />

in particular, Turangi RSPCA would like to spend $276 on completion of security fencing on the<br />

gates at the entrance to the kennel area [this was an oversight in the original project plans]; and<br />

the remaining $800.12 towards an additional kennel and run to complete the housing for the inhouse<br />

dogs.<br />

OPTIONS<br />

The Community Board could either:<br />

1. Approve the request from Turangi RSPCA to spend surplus grant money of $276 only on<br />

completion of security gates at the entrance to the kennel area; or<br />

2. Approve the request from Turangi RSPCA to spend surplus grant money of $1,076.12 on<br />

completion of security gates at the entrance to the kennel area and towards an additional<br />

kennel and run for the in-house dogs; or<br />

3. Decline the request from Turangi RSPCA to spend surplus grant money of $1,076.12.<br />

SUGGESTED RESOLUTION<br />

That the request from Turangi RSPCA to spend surplus grant money of $276/$1,076.12<br />

EXECUTIVE SUMMARY<br />

A proposal to construct two giant bike sculptures was presented to <strong>Council</strong> in December 2011.<br />

The proposed cost of these was $7,000 each and <strong>Council</strong> resolved to contribute fifty percent based<br />

on the public art poltoy, one being actually handed meaning a grant made of $3500. To date one of<br />

the bikes has been constructed and the actual cost of this was $55,000. A new proposal has been<br />

received to increase funding based on the revised costs to $20,000. The Turangl Tongariro<br />

Community Board FTCB] have recommended to <strong>Council</strong> to increase funding to $20,000 to enable<br />

the construction of the Turangi sculpture [see attached extract from the unoonfinned TTCB<br />

minutes].<br />

The purpose of this report Is to revisit the finandal contribution proposed from <strong>Council</strong> for the<br />

Turangl Giant Bike sculpture, based on the fifty percent contribution available via the public art<br />

fund and the actual costs to deliver the sculpture.<br />

BACKGROUND<br />

In December 2011 <strong>Council</strong> were presented with a proposal from Rose Blackleyfor the creation of<br />

two giant bike sculpture's which were to be sited in both TaupO and Turangl to celebrate the lconic<br />

cyde events held in <strong>Taupo</strong>. The following is the resolution:<br />

The options are fairiy dear but the resolution will primarily be determined based on how much<br />

<strong>Council</strong> wants this project to happen. If the additional funding is not provided then it is a<br />

distinct possibility that the sculpture will not be created but equally if full funding is provided<br />

then other initiatives may suffer due to lack of <strong>Council</strong> contributory funds.<br />

CONSULTATION<br />

There is little consultation required but any affected parties will be informed of the <strong>Council</strong>'s<br />

deciston in due couree.<br />

COMMUNICATIOM/MEDIA<br />

It is Important to emphasise that the InHial funding for the giant bike was made based on the<br />

original estimated costs. The communfcatmn wBI be driven by those behind the project [Rose<br />

Blackiey and her team], and any communication over and above the issuing or not of a grant wHI<br />

need to be managed by that group, with <strong>Council</strong> review.<br />

CONCLUSION<br />

The major issue is to determine whether the <strong>Council</strong> wishes to progress this project or not In terms<br />

of the level of funding it wishes to provide. The public art budget is a district wide budget and<br />

<strong>Council</strong> will ultimately determine whether this project will receive any increased funding although<br />

the TTCB Is recommending the funding.<br />

CYCLE ART PROPOSAL<br />

TO CELEBRATE TURANGI AS A CYCLING REGION<br />

Route Tour de France' Pyrenees


BACKGROUND<br />

Because the largest number of sporting visitors to the <strong>Taupo</strong> region<br />

continues to be cyclists, it was considered valuable to acknowledge their<br />

support, in the form of two GIANT BIKES. It is estimated that <strong>Taupo</strong> has<br />

100,000 visiting cyclists annually. This source is based on the number of<br />

race competitors, people training for the races and the actual counters on the<br />

mountain bike trails. While Turangi is part of Cycle Challenge route, it has<br />

also built the newTongariro River Trail which includes the Red Hut Loop for<br />

mountain bikers, walkers and runners.<br />

The 16km Tongariro River Trail is 97% flat, and an easy entry level ride. ft is<br />

«? perfect wet day alternative for the Tongarlro Crossing which has<br />

75,000 visitors annually. The Tongarlro River Trail could encourage these<br />

visitors to extend their stay for another day in the region. Turangi's existing<br />

activities such as Tokaanu Hot Pools, National Trout Centre, River Wines and<br />

Rafting could be better utilised with an extra night's accommodation.<br />

This cycle art concept is well established throughout the world as a<br />

marketing icon. In the Tour de France regions of France, there are many<br />

different artistic mediums used to demonstrate the locals support for the<br />

sport and their acknowledgement of the subsequent income. The Tour de<br />

France is one of the most Internationally televised annual sporting fixtures,<br />

the cycle art is always appreciated by the TV viewers, local spectators and<br />

cyclists. The cycle art compliments the regions and celebrates the sport. The<br />

towns seem to try and out do each other for the best cycle art.<br />

The <strong>Taupo</strong> GIANT BIKE positoned ontop of the Control Gate Hill, on the<br />

comer of Pohipi Road, attracts 29 different groups per day. The <strong>Taupo</strong><br />

GIANT BIKE has a facebook link, with approximately 20 new friends linking<br />

per week. The Turangi GIANT BIKE is destined for a more popular road side<br />

location, on State Highway 1 . Once the visitors stop. they need to be<br />

captured by signage advertising the activites, town cente and<br />

accommodation.<br />

The GIANT BIKES concept identifies the <strong>Taupo</strong>/Turangi region as cycling<br />

destination, not only for the mountain hiking, the Ironman, the Lake <strong>Taupo</strong><br />

Cycle Challenge, the Day Night Thriller but the many other events organised<br />

on weekly and monthly basis. Cyclists of all ages and ability can relate to this<br />

magnified replica of their own bicycle.<br />

Destination Great Lake <strong>Taupo</strong> are In the process of realising the benefits the<br />

cyclists bring to the region. Future marketing campaign's will include cycling,<br />

mountain hiking, Great Lake Track and the Tongariro River Trail. Recently<br />

Destination Great Lake <strong>Taupo</strong> produced a map showing the regions cycle<br />

trails, which will encourage visitors to extend their stay in this region, which

brings economic benefits. The Kennett brothers, 'Classic NZ Cycle Trails',<br />

also well details this new Tongariro trail. HOWEVER, there Is little to stop SH1<br />

traffic passing by Turangi- the GIANT BIKE could make this happen.<br />

We realized the importance of the following requirements when locating the <strong>Taupo</strong><br />

GIANT BIKE;<br />

1. Adequate car parking immediately next to the sculpture, with a safe traffic<br />

movement and access.<br />

2. It must be on the same side of the road as the cyclists travel Northwards, to<br />

alert other road users of possible cyclists on the Turangi - <strong>Taupo</strong> road.<br />

3. To maximise on marketing for Turangl, the site must be on S.H.1<br />

4. Under street lighting to prevent vandalism<br />

5. It will advertise one of the Tongariro River Trail staring points.<br />

6. The site must comply with NZTA, site sen/lces, TDC reading and safety<br />

compliancy<br />

See <strong>Taupo</strong> GIANT BIKE below, adequate parking. Maintenance needs to be<br />

planned for, with a mow able access under and around the TURANGI GIANT<br />

BIKE.<br />

The <strong>Taupo</strong> GIANT BIKE does get a lot of climbers, it is part of the attraction of<br />

the sculpture. TDC lawyers clarified the OSH or legality of who is responsible<br />

for someone falling from the sculpture. The decision was concluded that<br />

because it was a sculpture, there is no need for a fence, ground mat, or<br />

slgnage.

The TAUPO GIANT BIKE has been much appreciated as a magnificent piece of<br />

work. The detail is exact, as it is three times a normal bike, including every<br />

part of the bike, quick release levers, derailleur's, brake levers, pedals etc.<br />

The artist built it so that the long term maintenance will be minimal. It was<br />

galvanised before painting.<br />

Before starting the <strong>Taupo</strong> GIANT BIKE we got two different quotes from<br />

different engineering firms, both were for $7,000.00. As it was Marcel's first<br />

GIANT BIKE he had no concept of the actual costs, these have now been listed<br />

onto the www.alantbike website. and are listed below. Marcel took 661 hours<br />

to build, and locate it to the Pohipi Road site.<br />

has become a popular training ride, consequently more and more cyclists are

using it throughout the year. No doubt it will continue to become known as<br />

one of NZ's best rides, because of the scenery. Turangi is well positioned for<br />

a halfway point drink and food stop, as it Is the only town on the lake ride<br />

circuit.<br />

Sadly most Cycle Tour guide books recommend the cycle tourists avoid the<br />

Turangi <strong>Taupo</strong> road, as the narrow cliffs such as Bully Point, frighten most<br />

cycle tourists. Some cycle touring companies bus their riders, other guide<br />

books suggest taking the public transport. There is no quick fix to this<br />

problem, except to alert the vehicles of possible cycle traffic, and to warn the<br />

cycle tourists to be careful and wear bright clothing. It continues to be<br />

stunning scenery, beaches, and worthy of visiting. It is a more populated<br />

route for accommodation and food than the Western Bay route. The Turangi<br />

GIANT BIKE would alert other vehicles to the cyclists on this road.<br />

The GIANT BIKE is considered reflective art of the region, appropriate to the<br />

public demand as shown by the popularity of the sport and hiking tourism<br />

initiatives, we believe the 29 groups of visitors / day qualifies this viewing<br />

population. The visitors are both cyclists and non cyclist, of all ages.<br />

To save costs it is easier to keep the design simple and use the TAUPO GIANT<br />

BIKE model.<br />

The GIANT BIKE is also see-through, so does not restrict or obscure any<br />

views, or cause any restriction in vision.<br />

COMPLIANCE<br />

The Turangl site installation has been discussed by Gary Keepa fTDC), Denis<br />

Lewis and Alan Burkett from NZTA.<br />

The site services need to be considered and adhered to before the final<br />

location can be decided.<br />

Chris Todd from Cardno Engineering will supervise the site installation. Chris<br />

was instrumental with the <strong>Taupo</strong> GIANT BIKE, as fixing the bike to the<br />

concrete pad needs to be planned for structurally weight bearing, wind<br />

resistance and other engineering compliances. The same weight test, and<br />

engineering planning will be able to be used for the Turangi GIANT BIKE.<br />

To have the greatest impact it should be seen from further away, by the<br />

Northerly bound traffic. We suggest the maillotjaune yellow for the Turangi<br />

GIANT BIKE, as the <strong>Taupo</strong> GIANT BIKE will be the Red and White hill climbing<br />

In The Turangi GIANT BIKE requires a $55,000.00 build. Some of the<br />

materials have already been cut as we were instructed in 2011 to plan for the<br />

two GIANT BIKES.<br />

We ask the <strong>Taupo</strong> <strong>District</strong> <strong>Council</strong>lors consider the Turangi GIANT BIKE<br />

proposal In order to fund the project with $20,000.00.<br />

It is a low socio economic region and finding the funding has been difficult to<br />

date. It Is hoped that IfTDC put in this amount other groups with donate<br />

with confidence.<br />

We want the Turangi GIANT BIKE to be a start point of catalyst for other<br />

cycling initiatives to the region which includes, bikes In schools programme, (<br />

Bike <strong>Taupo</strong>), pump and jump racks and mt mountain riding as part of PE<br />

programme, celebrating the Tongariro Trail.<br />

3 GIANT BIKE SCULPTURE<br />

A report from the Strategic Project Manager had been circulated [A1084864].<br />

Rose Blackley, Richard Balm and Cath Oldfield were in attendance and addressed the Board.<br />

The following points were noted:<br />

Cath Oldfield ran a programme in TaupS which Involved taking 30 bikes into schools at<br />

jynch times for children to ride. It vras hoped the programme could be rolled out in<br />

Turangi. There was also a plan to install cycle tracks In schools.<br />

One of the partfcipants in the TaupS Evente Centre After School programme had been<br />

provided with a bike and this had led to a passfon for BMX riding. The boy had recently<br />

qualified to participate in the worid BMX trials in Auckland.<br />

Turangi's Tongariro River Trail was a wonderful, relatively flat cyde track and should be<br />

used as much as possible.<br />

The national cyding track was bringing great benefits to rural communities like Ohakune.<br />

The giant bike in TaupG had raised the profile of cycling in the town.<br />

A pump track should be constiucted in Turangi.<br />

Afr Chn's Te Wwe entered Vhe meeting at this point [1.25pm]<br />

. The designer/builder of the giant TaupO bike had originally estimated costs, but these had<br />

not induded transport, painting, galvanizing, earthworks and so on. Over $7,000 had been<br />

donated by the TaupO community.<br />

Members noted that $12.000 remained in the 2012/13 budget for publte sculptures and $25,000<br />

would be available in Uie 2013/14 year. They agreed that Uiere would be benefits for Turangi ff<br />

the proposed giant bike was constructed in the Walpapa Reserve. They noted that lurther<br />

investment vrould be needed in the area around the bike in future, as H would become a place<br />

for visitors to stop.<br />

5093 RECOMMENDS that a contribution of $20,000 be made to the creation of a Giant<br />

Bike sculpture In Turangt.<br />

REASON FOR REPORT /^<br />

To allow <strong>Council</strong> to conskler adoption of the Southern Settlements Structure Plan.<br />

BACKGROUND<br />

The Structure Plan follows on from the 2006 Taup5 <strong>District</strong> 2050 Growth Management Strategy<br />

(TD2050 GMS). whteh initially identified broad areas for future growth based on growth modeling<br />

projectfons. The Structure Plan provides further detailed assessment of the identified growth<br />

areas, defines the location for future residential development, and highlights specific matters for<br />

landowners and developers to consider when apply'ng for a private plan change to rezone land.<br />

DISCUSSION<br />

The proposed Southern Settlements Structure Plan was notified for public submlsstons in<br />

December 2012, with an esctended submtesfon period to accommodate the Christmas/New Year<br />

holiday period. Submissuns dosed 1 February 2013, with 16 submissfons received, and eight<br />

submitters wishing to be heard.<br />

The hearing of submissions commenced 18 February for two days, and then after hearing oral<br />

submissions the Committee deliberated on the 21 March and 2 May. The attached documents<br />

ouUine the minutes of the hearing and the Committee's responses to submissions.<br />

The key changes to the recommended Structure Plan as a result of submissfons include:<br />

. Greater detail around matters to consider when undertaking a Ran Change in the<br />

Southern Settlements.<br />

. Removal of the Kurartau 'recreation corridor' (A1) from the map, so that its delineation can<br />

be determined at the time of a Plan Change.<br />

» Extension of the Omori growth area up to Omori Road (into the no water pressure zone)<br />

with a proviso that any development into that zone will require water pressure and<br />

reticulation at the developer's cost.<br />

. Further explanation around the commercial and community hubs.<br />

The recommended Structure Plan Identifies future growth areas for Oman, Kunatau, and Whareroa.<br />

Turangi and Motuoapa settlements have capadty for future growth within the existing urban areas<br />

or in already zoned land, therefore no further growth areas are klentified there.<br />

DESIRED OUTCOME<br />

The desired outcome is for <strong>Council</strong> to adopt the amended Southern Settlements Structure Plan.<br />

CONSIDERATIONS<br />

. Financial Considerations<br />

There are no costs associated with adopting the Structure Plan.<br />

. Legal Considerations<br />

There are no legal considerations. Once adopted, the structure plan will be a nonstatutory<br />

document that wrill guide future resource consent applications or plan changes<br />

in the area.<br />

. Communication and Consultation<br />

There are no communicatton or consultation considerations. Submitters will be notified in<br />

writing regarding the Hearing Committee's recommendation and <strong>Council</strong>'s decision. The<br />

Structure Plan will be made available on <strong>Council</strong>'s website and by Coundl's development<br />

planner when being consulted by members of the public on the matter.<br />

The Structure Plan provides more detail around where <strong>Council</strong> will prefer growth to occur.<br />

<strong>Council</strong> may begin to receive private Plan Changes to the TaupO <strong>District</strong> Plan. These<br />

changes are at the applicant's cost<br />

The purpose of this report is to recommend adoption of the Southern Settlements Structure Plan.<br />

Hearings for the Southern Settlements Structure Plan took place during February 2013 with<br />

deliberations in March. The Hearing Committee has considered the submissions, made<br />

amendments to the proposed Structure Plan, and is recommending the updated version for<br />

adoptton.<br />

SUGGESTED RESOLUTION<br />

That <strong>Council</strong> adopts the amended Southern Settlaments Structure Plan.<br />
