National Cooperative Refinery Association<br />
(NCRA), is an inter-regional petroleum<br />
cooperative owned by three regional<br />
cooperatives who distribute products<br />
manufactured by NCRA.<br />
NCRA operates an 85,000 barrel per day<br />
refinery located at McPherson, Kansas and a<br />
228-mile refined products pipeline from the<br />
refinery to Council Bluffs, Iowa, and the<br />
storage terminal there.<br />
In addition to the refinery and products<br />
pipeline, NCRA’s facilities include the<br />
corporate headquarters office building at<br />
McPherson, an underground petroleum<br />
storage installation at Conway just west of<br />
McPherson and a crude oil trucking fleet of<br />
approximately 65 transports which operate in<br />
western Kansas. NCRA also owns 100% of<br />
Jayhawk <strong>Pipeline</strong>, L.L.C., 66% of Kaw Pipe<br />
Line Company and 50% of Osage Pipe<br />

NCRA is committed to participation in<br />
public education and furthering the general<br />
awareness of the public to the issues<br />
surrounding our pipeline operation. This has<br />
included the development, implementation,<br />
and management of a Public Awareness<br />
Program (PAP). Through these efforts, the<br />
operator will enhance public safety, further<br />
protect the environment, and reduce the risk<br />
of third-party damage to the pipeline system.<br />
The company and its management will<br />
provide the needed support, resources, and<br />
funding required to accomplish these goals.<br />
NCRA’s highest priority is the transportation<br />
of petroleum products throughout its system<br />
in a reliable, safe and environmentally friendly<br />
manner. NCRA is dedicated to these goals<br />
and follows all applicable pipeline rules and<br />
regulations. Ensuring the mechanical integrity<br />
of its pipeline system is an important<br />
ingredient toward accomplishing our goals. To<br />
this end, NCRA has created and implemented<br />
a comprehensive pipeline Integrity<br />
