best coordination possible with them during an
emergency situation. Black Hills Energy offers
training on natural gas to all the fire departments in
the communities it serves and welcomes any
opportunity to educate the public about its product.
Black Hills Energy employees perform many tasks on
a daily basis to assure the integrity of its pipeline
system. Not only are these tasks necessary to ensure
public safety, they are also a demonstration of Black
Hills Energy’s commitment to protecting the
environment and abundant natural resources that
Emergency Response
According to National Transportation Safety Board
statistics, pipelines are the safest method for
transporting natural gas products. Pipelines are
monitored in the field through regular patrolling
and scheduled maintenance.
Integrity Management Plans are implemented to
further protect zones defined by pipeline regulators
knowledge of stakeholder audiences, e.g. customers,
affected public along the both distribution and
transmission pipelines, local and state emergency
response and planning agencies, local public officials
and governing councils, and excavators, to help
prevent and recognize, report and respond to a
suspected pipeline emergency.
Kinder Morgan Pipelines (USA) Inc. operates
the Platte pipeline system, which delivers
Canadian and local Rocky Mountain crude oil
production to markets in Kansas and Illinois,
and to other interconnecting carriers in those
areas. In operation since 1952, the Platte
system originates in Casper, Wyoming, and
terminates in Wood River, Illinois. This large
interstate system includes 932 miles of
pipeline, 19 pump stations, 3,750,000 barrels
of tank storage, and a delivery capacity of
150,000 bpd.
C O M M I T M E N T T O S A F E T Y, H E A LT H & E N V I R O N M E N T
Kinder Morgan Pipelines (USA) Inc. is committed
to public safety, protection of the environment, and
operation of its facilities in compliance with all
applicable rules and regulations. The Kinder
Morgan Pipelines (USA) Inc. operated Platte
pipeline system falls under the regulatory oversight
of the Office of Pipeline Safety in the U.S.
Department of Transportation. The company is
proud of its safety record and follows many
regulations and procedures to monitor and ensure
the integrity of its pipelines.
• Pipeline operating conditions are monitored
24 hours a day, 7 days a week by skilled
personnel in our Primary Control Center
located in Edmonton, Alberta Canada. Using a
computerized Supervisory Control and Data
Acquisition (SCADA) system, operators are able
to control the pump stations and valves along
the pipeline as well as monitor pressure, flow
rates, and specific gravities of transported
products. The SCADA system also assists with
potential leak detection. In the event of
abnormal operating conditions or a pipeline
emergency, strategic sections of the pipeline can
be isolated quickly or the entire system can be
shut down from the Primary Control Center.
• Visual inspections of Kinder Morgan Pipelines
(USA) Inc.’s right-of-ways are conducted by air
and/or ground on a regular basis. Above-ground
marker signs are displayed along the right-ofway
to alert the public and contractors to the
existence of the pipeline. An example of a Platte
system right-of-way marker is included below.
• Internal inspections are conducted periodically
by passing sophisticated computerized
equipment called “smart pigs” through the
Platte system to detect potential problems and
prioritize pipeline maintenance. Any areas of
concern are excavated, and the affected pipe
section is repaired or replaced.
• Corrosion control measures are in place to
protect the pipe and other facilities from
internal and external corrosion. These measures
include external protective coatings, cathodic
protection systems, and corrosion-inhibiting
chemicals.
• Kinder Morgan Pipelines (USA) Inc. crude oil
transportation assets are covered by the Kinder
Morgan Public Awareness Program, which is
designed to prevent third-party damage to its
pipelines. Additionally, the company is a
member of all applicable state “one-call”
systems, which are in place to help the public,
contractors and others identify the location of
pipelines and other buried utilities prior to any
excavating activity, to prevent damage and
protect the public.
• Comprehensive emergency response plans are
maintained for all Kinder Morgan Pipelines
(USA) Inc. facilities and areas of operation. Our
personnel are trained to respond and
communicate with emergency response agencies
within the Incident Command/Unified
Command Structure. We believe the best way
to protect the environment, the health and
safety of responders, and the community is by
working together as a team.
For additional information about our public
education and damage prevention programs, please
visit the “Public Awareness” link at our web site:
site includes a link to request more specific
information and it also provides links to a variety of
SourceGas safety policy in terms of
P/L & API 1162
• SourceGas is committed to public safety, protection of
the environment, and operation of its facilities in
compliance with all applicable rules and regulations.
The SourceGas pipelines fall under the regulatory
oversight of PHMSA and applicable state agencies.
The company is proud of its safety record and follows
many regulations and procedures to monitor and
ensure the integrity of its pipelines.
The SourceGas Public Awareness Program was developed
to raise the general public’s awareness regarding the safety
of pipeline operations. We believe this program is vital to
the safe operation of our pipelines and that an informed
public along our pipeline routes will help to reduce the
likelihood and potential impact of pipeline emergencies
and releases.
SourceGas’s Public Awareness Program satisfies the
requirements of the Pipeline Safety Improvement Act
(PSIA) of 2002 and the revised regulatory requirements of
49 CFR Parts 192, 195 and the American Petroleum
Institute (API) Recommended Practice (RP) 1162.
• Pipeline operating conditions are monitored 24
hours a day, 7 days a week by personnel in our
Lakewood Gas Control Center using a Supervisory
Control and Data Acquisition (SCADA) computer
system. This electronic surveillance system gathers
such data as pipeline pressures, volume and flow
rates, the status of compressor stations and valves.
Whenever operating conditions change, an alarm
warns the operator on duty and the condition is
investigated. Both automated and manual valves are
strategically placed along the pipeline system to
enable the pipeline to be shutdown immediately and
sections to be isolated quickly, if necessary.
• Visual inspections of SourceGas’s pipeline right-ofway
are conducted by air and/or ground on a regular
basis. The right-of-way is a narrow strip of land
reserved for the pipeline. Above ground marker signs
are displayed along the right-of-way to alert the
public and contractors to the existence of the
pipeline.
• Internal inspections are conducted periodically by
passing sophisticated computerized equipment called
“smart pigs” through most of our pipelines to
confirm the wall thickness of the pipe.
• Cathodic protection is a technology designed to
protect pipelines from external corrosion through the
use of an electrostatic current. The small electrical
charge is applied to our pipelines, which have an
external protective coating.
• SourceGas’s public education program is designed to
prevent third-party damage to its pipelines.
Additionally, the company is a member of “callbefore-you-dig”
programs or “one-call” systems in
the three state area, which are designed to help the
public, contractors and others identify the location
of pipelines before excavation or digging projects to
prevent damage to pipelines and protect the public.
The leading cause of pipeline accidents is third-party
damage caused by various types of digging and
excavation activities.
• Emergency preparedness and planning measures are
in place at SourceGas in the event that a pipeline
incident occurs. The company also works closely
with local emergency response organizations to
educate them regarding our pipelines and how to
respond in the unlikely event of an emergency.
Pipelines are the most efficient and safest method by
which to transport and deliver natural gas and they are
inherently safer than other modes of transportation such
as rail, barge and truck. While the amount of natural gas
being used in the U. S. continues to increase dramatically,
the industry's safety performance in recent years has
improved significantly and serious accidents are rare.
Pipelines help ensure a plentiful supply of natural gas to
