Safety Policy<br />
Black Hills Energy’s safety mission is to be recognized<br />
as a safety leader among investor-owned electric and<br />
natural gas utilities by providing an environment that<br />
is free from recognized hazards for both employees<br />
and customers.<br />
Black Hills Energy has detailed emergency plans and<br />
procedures and is committed to sharing this<br />
information with local officials in order to have the<br />
best coordination possible with them during an<br />
emergency situation. Black Hills Energy offers<br />
training on natural gas to all the fire departments in<br />
the communities it serves and welcomes any<br />
opportunity to educate the public about its product.<br />
Black Hills Energy employees perform many tasks on<br />
a daily basis to assure the integrity of its pipeline<br />
system. Not only are these tasks necessary to ensure<br />
public safety, they are also a demonstration of Black<br />
Hills Energy’s commitment to protecting the<br />
environment and abundant natural resources that<br />
surround us.<br />
Emergency Response<br />
According to National Transportation Safety Board<br />
statistics, pipelines are the safest method for<br />
transporting natural gas products. <strong>Pipeline</strong>s are<br />
monitored in the field through regular patrolling<br />
and scheduled maintenance.<br />
Integrity Management Plans are implemented to<br />
further protect zones defined by pipeline regulators<br />
as High Consequence Areas. Those include – but<br />
may not be limited to – playgrounds, hospitals,<br />
schools, day care facilities, retirement facilities and<br />
correctional facilities.<br />
Public Awareness Program<br />
Black Hills Energy’s Public Awareness Program was<br />
developed under the guidance of API RP1162 to<br />
enhance public environmental and safety, property<br />
protection through increased public awareness and<br />
knowledge of stakeholder audiences, e.g. customers,<br />
affected public along the both distribution and<br />
transmission pipelines, local and state emergency<br />
response and planning agencies, local public officials<br />
and governing councils, and excavators, to help<br />
prevent and recognize, report and respond to a<br />
suspected pipeline emergency.<br />

Emergency Response<br />
An Emergency Response Plan is developed for each<br />
pipeline facility to contain, control and mitigate<br />
the various types of emergency<br />
conditions/situations that could occur at one of our<br />
facilities. The company utilizes the First<br />
Responder/Emergency Response Team concept to<br />
handle emergency incidents at its facilities.<br />
Employees receive hands-on training in fire<br />
fighting, hazardous material spill response and<br />
rescue/medical/first aid training. Drills are<br />
conducted to test the effectiveness of the plan. In<br />
addition, the company maintains a well-trained<br />
team of employees from various company locations<br />
as members of the Corporate Emergency<br />
Organization. This team, as well as an array of<br />
emergency response equipment including, but not<br />
limited to, radios, cell phones, fire extinguishers,<br />
supplied breathing air, and air monitoring<br />
equipment, can be mobilized and deployed to assist<br />
in handling emergency situations that may occur at<br />
a company facility or pipeline location.<br />
Additionally, through our 24-hour a day, 365 days<br />
a year, manned pipeline control center, we can<br />
implement our emergency response procedures that<br />
are well documented in our <strong>Pipeline</strong> Operations<br />
and Maintenance manual. Our manned control<br />
center monitors the flow, pressure, temperatures,<br />
and other conditions throughout the pipeline<br />

Formed in 1957, Jayhawk <strong>Pipeline</strong> is 100% owned<br />
by National Cooperative Refinery Association<br />
(NCRA) in McPherson, Kansas. Jayhawk currently<br />
transports approximately 135,000 barrels per day<br />
of crude oil in both intrastate and interstate<br />
commerce, and is connected to all the major crude<br />
oil pipelines in Kansas. Jayhawk employs 51<br />
personnel in the operation of 850 miles of<br />
gathering and trunk lines throughout Kansas,<br />
Nebraska, Oklahoma, and Texas and the operation<br />
of Kaw Pipe Line Company. Jayhawk <strong>Pipeline</strong>’s<br />
highest priority is the transport of petroleum<br />

Kinder Morgan <strong>Pipeline</strong>s (USA) Inc. operates<br />
the Platte pipeline system, which delivers<br />
Canadian and local Rocky Mountain crude oil<br />
production to markets in Kansas and Illinois,<br />
and to other interconnecting carriers in those<br />
areas. In operation since 1952, the Platte<br />
system originates in Casper, Wyoming, and<br />
terminates in Wood River, Illinois. This large<br />
interstate system includes 932 miles of<br />
pipeline, 19 pump stations, 3,750,000 barrels<br />
of tank storage, and a delivery capacity of<br />
150,000 bpd.<br />

Kinder Morgan <strong>Pipeline</strong>s (USA) Inc. is committed<br />
to public safety, protection of the environment, and<br />
operation of its facilities in compliance with all<br />
applicable rules and regulations. The Kinder<br />
Morgan <strong>Pipeline</strong>s (USA) Inc. operated Platte<br />
pipeline system falls under the regulatory oversight<br />
of the Office of <strong>Pipeline</strong> Safety in the U.S.<br />
Department of Transportation. The company is<br />
proud of its safety record and follows many<br />
regulations and procedures to monitor and ensure<br />
the integrity of its pipelines.<br />
• <strong>Pipeline</strong> operating conditions are monitored<br />
24 hours a day, 7 days a week by skilled<br />
personnel in our Primary Control Center<br />
located in Edmonton, Alberta Canada. Using a<br />
computerized Supervisory Control and Data<br />
Acquisition (SCADA) system, operators are able<br />
to control the pump stations and valves along<br />
the pipeline as well as monitor pressure, flow<br />
rates, and specific gravities of transported<br />
products. The SCADA system also assists with<br />
potential leak detection. In the event of<br />
abnormal operating conditions or a pipeline<br />
emergency, strategic sections of the pipeline can<br />
be isolated quickly or the entire system can be<br />
shut down from the Primary Control Center.<br />
• Visual inspections of Kinder Morgan <strong>Pipeline</strong>s<br />
(USA) Inc.’s right-of-ways are conducted by air<br />
and/or ground on a regular basis. Above-ground<br />
marker signs are displayed along the right-ofway<br />
to alert the public and contractors to the<br />
existence of the pipeline. An example of a Platte<br />
system right-of-way marker is included below.<br />
• Internal inspections are conducted periodically<br />
by passing sophisticated computerized<br />
equipment called “smart pigs” through the<br />
Platte system to detect potential problems and<br />
prioritize pipeline maintenance. Any areas of<br />
concern are excavated, and the affected pipe<br />
section is repaired or replaced.<br />
• Corrosion control measures are in place to<br />
protect the pipe and other facilities from<br />
internal and external corrosion. These measures<br />
include external protective coatings, cathodic<br />
protection systems, and corrosion-inhibiting<br />
chemicals.<br />
• Kinder Morgan <strong>Pipeline</strong>s (USA) Inc. crude oil<br />
transportation assets are covered by the Kinder<br />
Morgan Public Awareness Program, which is<br />
designed to prevent third-party damage to its<br />
pipelines. Additionally, the company is a<br />
member of all applicable state “one-call”<br />
systems, which are in place to help the public,<br />
contractors and others identify the location of<br />
pipelines and other buried utilities prior to any<br />
excavating activity, to prevent damage and<br />
protect the public.<br />
• Comprehensive emergency response plans are<br />
maintained for all Kinder Morgan <strong>Pipeline</strong>s<br />
(USA) Inc. facilities and areas of operation. Our<br />
personnel are trained to respond and<br />
communicate with emergency response agencies<br />
within the Incident Command/Unified<br />
Command Structure. We believe the best way<br />
to protect the environment, the health and<br />
safety of responders, and the community is by<br />
working together as a team.<br />

cooperative owned by three regional<br />
cooperatives who distribute products<br />
manufactured by NCRA.<br />
NCRA operates an 85,000 barrel per day<br />
refinery located at McPherson, Kansas and a<br />
228-mile refined products pipeline from the<br />
refinery to Council Bluffs, Iowa, and the<br />

Northern Natural Gas is based in Omaha, Nebraska, and<br />
operates an interstate natural gas pipeline extending from<br />
the Permian Basin in Texas to the upper Midwest. The<br />
system includes 15,532 miles of natural gas pipeline; 4.9<br />
billion cubic feet (Bcf/d) per day of market area design<br />
capacity, plus 2.1 Bcf/d field capacity; 5 natural gas storage<br />
facilities with a total firm and operational capacity of 65<br />

NuStar Energy L.P. is a publicly-traded<br />
limited partnership based in San Antonio,<br />
Texas, with 9,150 miles of pipeline, 94<br />
terminal facilities and four crude oil storage<br />
facilities. One of the largest terminal and<br />
independent petroleum liquids pipeline<br />
operators in the nation, the partnership has<br />
terminal facilities in 25 U.S. states, Canada,<br />
Mexico, the Netherlands Antilles, the<br />
Netherlands, Australia, New Zealand and the<br />
United Kingdom. The partnership’s combined<br />
system has approximately 77.6 million barrels<br />
of storage capacity, and includes crude oil and<br />

The Central East <strong>Region</strong>’s business also<br />
includes an anhydrous ammonia pipeline<br />
system. The ammonia system is operated as<br />
a common carrier in Louisiana, Arkansas,<br />
Missouri, Illinois, Indiana, Iowa, and<br />
Nebraska. The ammonia system includes<br />
approximately 2,200 miles of pipelines that<br />
transports approximately 1.26 million tons<br />
per year (11.7 million barrels). The ammonia<br />
system is capable of receiving ammonia from<br />
three customer owned and operated marine<br />
terminals in Louisiana, and the ammonia<br />
system is capable of delivering ammonia to<br />
22 customer owned and operated distribution<br />
terminals in the Midwest and to a number of<br />
customer owned and operated industrial<br />
locations. Anhydrous ammonia is primarily<br />
used as agricultural fertilizer, and anhydrous<br />
ammonia is also used as a feedstock in a<br />

The SourceGas Public Awareness Program was developed<br />
to raise the general public’s awareness regarding the safety<br />
of pipeline operations. We believe this program is vital to<br />
the safe operation of our pipelines and that an informed<br />
public along our pipeline routes will help to reduce the<br />
likelihood and potential impact of pipeline emergencies<br />
and releases.<br />
SourceGas’s Public Awareness Program satisfies the<br />
requirements of the <strong>Pipeline</strong> Safety Improvement Act<br />
(PSIA) of 2002 and the revised regulatory requirements of<br />
49 CFR Parts 192, 195 and the American Petroleum<br />
Institute (API) Recommended Practice (RP) 1162.<br />
• <strong>Pipeline</strong> operating conditions are monitored 24<br />
hours a day, 7 days a week by personnel in our<br />
Lakewood Gas Control Center using a Supervisory<br />
Control and Data Acquisition (SCADA) computer<br />
system. This electronic surveillance system gathers<br />
such data as pipeline pressures, volume and flow<br />
rates, the status of compressor stations and valves.<br />
Whenever operating conditions change, an alarm<br />
warns the operator on duty and the condition is<br />
investigated. Both automated and manual valves are<br />
strategically placed along the pipeline system to<br />
enable the pipeline to be shutdown immediately and<br />
sections to be isolated quickly, if necessary.<br />
• Visual inspections of SourceGas’s pipeline right-ofway<br />
are conducted by air and/or ground on a regular<br />
basis. The right-of-way is a narrow strip of land<br />
reserved for the pipeline. Above ground marker signs<br />
are displayed along the right-of-way to alert the<br />
public and contractors to the existence of the<br />
pipeline.<br />
• Internal inspections are conducted periodically by<br />
passing sophisticated computerized equipment called<br />
“smart pigs” through most of our pipelines to<br />
confirm the wall thickness of the pipe.<br />
• Cathodic protection is a technology designed to<br />
protect pipelines from external corrosion through the<br />
use of an electrostatic current. The small electrical<br />
charge is applied to our pipelines, which have an<br />
external protective coating.<br />
• SourceGas’s public education program is designed to<br />
prevent third-party damage to its pipelines.<br />
Additionally, the company is a member of “callbefore-you-dig”<br />
programs or “one-call” systems in<br />
the three state area, which are designed to help the<br />
public, contractors and others identify the location<br />
of pipelines before excavation or digging projects to<br />
prevent damage to pipelines and protect the public.<br />
The leading cause of pipeline accidents is third-party<br />
damage caused by various types of digging and<br />
excavation activities.<br />
• Emergency preparedness and planning measures are<br />
in place at SourceGas in the event that a pipeline<br />
incident occurs. The company also works closely<br />
with local emergency response organizations to<br />
educate them regarding our pipelines and how to<br />
respond in the unlikely event of an emergency.<br />
<strong>Pipeline</strong>s are the most efficient and safest method by<br />
which to transport and deliver natural gas and they are<br />
inherently safer than other modes of transportation such<br />
as rail, barge and truck. While the amount of natural gas<br />
being used in the U. S. continues to increase dramatically,<br />
the industry's safety performance in recent years has<br />
improved significantly and serious accidents are rare.<br />
<strong>Pipeline</strong>s help ensure a plentiful supply of natural gas to<br />
heat homes and businesses and generate electricity. There<br />
are well over one million miles of natural gas and product<br />
pipelines in the U. S.
