of <strong>Waitakere</strong><br />
<strong>The</strong> <strong>Waitakere</strong> <strong>Pacific</strong> <strong>Plan</strong> <strong>2010</strong>-<strong>2012</strong> is a document that<br />
all <strong>Pacific</strong> people residing in the west can be proud of. It<br />
represents a statement by <strong>Pacific</strong> people that they can and<br />
will determine their future development and place within<br />
the wider society.<br />
<strong>The</strong> release of the <strong>Waitakere</strong> <strong>Pacific</strong> <strong>Plan</strong> <strong>2010</strong>-<strong>2012</strong> will<br />
ensure that <strong>Pacific</strong> people continue to contribute positively<br />
to this city, and also put in place mechanisms to begin to<br />
realise their own self-determined futures.<br />
On behalf of the <strong>Waitakere</strong> <strong>Pacific</strong> Board I would like to<br />
thank members of the <strong>Pacific</strong> community who attended<br />
the consultation meetings and freely shared their views and<br />
opinions. We would also like to acknowledge all the central<br />
government agencies that supported the development of<br />
the <strong>Plan</strong>.<br />
In particular we would like to make special mention of<br />
the Ministry of <strong>Pacific</strong> Island Affairs for their advice and<br />
ongoing encouragement proved invaluable to the project.<br />
<strong>The</strong> launch of the <strong>Waitakere</strong> <strong>Pacific</strong> <strong>Plan</strong> <strong>2010</strong>-<strong>2012</strong><br />
marks the beginning of a new journey for our <strong>Pacific</strong><br />
communities… a journey filled with optimism, hope, and<br />
excitement.<br />
By 2030, half the population of New Zealand will reside<br />
in <strong>Auckland</strong> and a quarter of those people will be <strong>Pacific</strong><br />
people. It is critical that all <strong>Pacific</strong> peoples in <strong>Auckland</strong> use<br />
their strength, work together, and grow a new generation<br />
of leadership to ensure that collective effort is heard loud<br />
and clear throughout <strong>Auckland</strong>, throughout New Zealand,<br />
and indeed throughout the whole of the <strong>Pacific</strong> Ocean. I<br />
expect this strategy to help this to happen.<br />
This is a moment of leadership change for us all - a time<br />
to pass the baton on to younger generations to lead many<br />
of <strong>Auckland</strong>’s <strong>Pacific</strong> peoples into a new future, together.<br />
After 20 years, <strong>Waitakere</strong> City’s work is done, but the people<br />
of the land, and the peoples of the <strong>Pacific</strong>, live on forever.<br />

PREFACE<br />
<strong>Pacific</strong> peoples in <strong>Waitakere</strong> are descendants of, and have strong traditional, heritage and historical links to, Polynesia,<br />
Melanesia and Micronesia, including connections with Tangata Whenua of Aotearoa New Zealand. This linkage is a<br />
reminder that the culture and history of Te Moana nui a Kiwa, <strong>Pacific</strong> Islands, is recognised both within Maori and <strong>Pacific</strong><br />
lore and culture as reflected in this whakatauki (Maori proverb):<br />
“E kore e ngaro he kakano i ruia mai i Rangiatea”<br />
<strong>The</strong> seeds from Rangiatea shall not be lost<br />
This is a reference to the physical and spiritual taonga that voyaged from central Polynesia to Aotearoa New Zealand with<br />
the first Polynesian settlers.<br />
“O le mavaega nai le tai e fetaia’i i i’u o gafa”<br />
<strong>The</strong> last farewell at the seashore, with the promise to meet again in the children<br />
Intrinsic in this Samoan proverb is an understanding that the departure from the home shores for the unknown journey<br />
ahead is a departure only in the physical sense; with the knowledge that although a reunion may never occur during<br />
one’s physical lifetime, the bonds of family and genealogical ties, culture, heritage and ways of life will continue to live on<br />
through the descendents – to be sustained through the children and successive future generations.<br />
<strong>The</strong> proverb also reflects the migration pattern of peoples of the <strong>Pacific</strong> to Aotearoa New Zealand that spans more than<br />
100 years. It is symbolic of their aspirations and dreams as they strive to maintain and preserve their ways of life within<br />
the context of their new country.<br />
<strong>The</strong> <strong>Waitakere</strong> <strong>Pacific</strong> <strong>Plan</strong> is an attempt to capture some of these dreams and aspirations through the strengthening of<br />
our local <strong>Pacific</strong> communities so that they can become true navigators of their own self-determined futures.<br />

What is the <strong>Waitakere</strong> <strong>Pacific</strong> <strong>Plan</strong>?<br />
<strong>The</strong> <strong>Waitakere</strong> <strong>Pacific</strong> <strong>Plan</strong> is a document that outlines three key “community development” projects that should be<br />
considered as a way to achieving the dreams and aspirations of <strong>Pacific</strong> communities in <strong>Waitakere</strong>.<br />
<strong>The</strong> project areas include:<br />
• <strong>The</strong> role of the church (faith-based community development)<br />
• Preparing our communities for the establishment of the new <strong>Auckland</strong> <strong>Council</strong> and<br />
• Supporting and nurturing our <strong>Pacific</strong> youth.<br />
Attached to each of these projects will be specific actions that will be led either by the <strong>Waitakere</strong> City <strong>Council</strong>, the <strong>Waitakere</strong><br />
<strong>Pacific</strong> Board or the Ministry of <strong>Pacific</strong> Island Affairs.<br />
Who was involved?<br />
<strong>The</strong> <strong>Waitakere</strong> <strong>Pacific</strong> <strong>Plan</strong> was developed through a partnership between the <strong>Waitakere</strong> City <strong>Council</strong>, the <strong>Waitakere</strong> <strong>Pacific</strong><br />
Board and the Ministry of <strong>Pacific</strong> Island Affairs. It also included an extensive consultation process with the local <strong>Pacific</strong><br />
community and central government departments.<br />
What is the vision?<br />
<strong>The</strong> vision of the <strong>Waitakere</strong> <strong>Pacific</strong> <strong>Plan</strong> is: “Prosperous <strong>Pacific</strong> families”.<br />
It is about providing a range of opportunities and access to services and information and programmes for <strong>Pacific</strong> families<br />
living in <strong>Waitakere</strong> to improve their lives.<br />
Progress Report<br />
A community fono will be held by August <strong>2010</strong> to provide an update on the actions associated with each of the three<br />
project areas. Details of this fono (date, venue, time) will be communicated to our <strong>Pacific</strong> communities closer to the time<br />
through the appropriate channels.<br />

iNTRODUCTION<br />
<strong>The</strong> proverbs presented at the beginning of this document spoke about dreams and aspirations of our <strong>Pacific</strong> people.<br />
Realising these dreams and turning them into reality is what sits at the heart of this plan. To achieve this, we need to look<br />
at some of the core socio-economic issues in our society that are stifling the progress of our <strong>Pacific</strong> communities within<br />
<strong>Waitakere</strong>.<br />
<strong>Pacific</strong> people play an important part in the everyday life of <strong>Waitakere</strong>, contributing to its economy, social services and<br />
labour force. Despite this, there are still many challenges facing <strong>Pacific</strong> people within the city.<br />
In an attempt to begin to address these challenges, the <strong>Waitakere</strong> City <strong>Council</strong>, <strong>Waitakere</strong> <strong>Pacific</strong> Board Inc and the<br />
Ministry of <strong>Pacific</strong> Island Affairs agreed to develop a plan for <strong>Waitakere</strong>’s <strong>Pacific</strong> communities known as the <strong>Waitakere</strong><br />
<strong>Pacific</strong> <strong>Plan</strong>.<br />
What is the <strong>Waitakere</strong> <strong>Pacific</strong> <strong>Plan</strong>?<br />
<strong>The</strong> <strong>Waitakere</strong> <strong>Pacific</strong> <strong>Plan</strong> outlines some initial key actions that should be considered as a “starting point” to achieving the<br />
dreams and aspirations of <strong>Waitakere</strong>’s <strong>Pacific</strong> communities. <strong>The</strong> disparities faced by <strong>Pacific</strong> communities are well known.<br />
<strong>The</strong>se can only begin to be adequately addressed through mechanisms that genuinely engage populations, build on their<br />
strengths and have a degree of certainty to them. With this in mind, the <strong>Waitakere</strong> <strong>Pacific</strong> <strong>Plan</strong> has adopted a “community<br />
development” approach which focuses on strengthening <strong>Pacific</strong> communities to enable them to:<br />
1. advocate effectively with key stakeholders to provide the best outcomes for their families;<br />
2. deliver a number of services or programmes for their communities which would otherwise be provided through<br />
mainstream agencies, non-government organisations and <strong>Pacific</strong> providers.<br />
What is the overall vision of the <strong>Waitakere</strong> <strong>Pacific</strong> <strong>Plan</strong>?<br />
<strong>The</strong> vision of the <strong>Waitakere</strong> <strong>Pacific</strong> <strong>Plan</strong> is:<br />
“Prosperous <strong>Pacific</strong> families”<br />
It is about providing a range of opportunities, and access to services and information and programmes for <strong>Pacific</strong> families<br />
living in <strong>Waitakere</strong> to positively shape their lives and ultimately their futures. Prosperity for our <strong>Pacific</strong> families means<br />
enhanced social, cultural and spiritual wellbeing as well as financial wellbeing.<br />
<strong>Pacific</strong> Cultural Values<br />
<strong>The</strong>re are a number of cultural values common amongst many of the islands within the <strong>Pacific</strong> that underpin the work of<br />
the <strong>Waitakere</strong> <strong>Pacific</strong> <strong>Plan</strong>.<br />
In developing the plan we have endeavoured to ensure that these values have been embraced and embedded throughout<br />
the entire development process as well as the final document.<br />
Key <strong>Pacific</strong> values include spirituality, respect, love, honesty and trust. Within a <strong>Pacific</strong> worldview, the family unit (which<br />
can include both immediate and extended family members) is a very important social structure that operates very much<br />
under a “collective” or “holistic” type framework.<br />
<strong>The</strong>refore, solutions/practices/services and/or policies developed to assist <strong>Pacific</strong> families need to be holistic in nature<br />
with a clear focus on the collective rather than the individual.<br />
Definition of the term “<strong>Pacific</strong> people”<br />
<strong>The</strong> term “<strong>Pacific</strong> people” refers mainly, but is not limited, to the descendants of the <strong>Pacific</strong> communities who are residing<br />
in <strong>Waitakere</strong> and have ancestral links to the islands of Samoa, Cook Islands, Tonga, Niue, Tuvalu, Fiji, Tokelau, Kiribati,<br />
Tahiti and the Solomon Islands.<br />
According to data collected during the 2006 Census, Samoa, Cook Islands, Tonga, Niue, Tuvalu and Fiji alone represent 98<br />
percent of the total <strong>Pacific</strong> population living in <strong>Waitakere</strong>.<br />
Although the term “<strong>Pacific</strong> people” is a convenient term to use when referring to people from the different islands, it<br />
inadvertently reinforces the misconception that people of the <strong>Pacific</strong> can be viewed as one homogenous group. Although<br />
there may be some commonality amongst each of the different islands, in reality each has its own language, customs and<br />
protocols that uniquely define it as a nation within the <strong>Pacific</strong>.<br />

BACKGROUND<br />
A history of the development of the <strong>Waitakere</strong> <strong>Pacific</strong> <strong>Plan</strong><br />
<strong>The</strong> need for the <strong>Waitakere</strong> <strong>Pacific</strong> <strong>Plan</strong> stemmed from the <strong>Waitakere</strong> <strong>Pacific</strong> Board’s desire to develop a document for<br />
its <strong>Pacific</strong> communities that would capture their needs and aspirations. This idea was then presented to the local <strong>Pacific</strong><br />
communities who overwhelmingly supported the prospect of having a document that would capture their wants and<br />
needs. In an effort to progress this, an approach was made to the <strong>Waitakere</strong> City <strong>Council</strong> seeking its support of the idea<br />
and a possible partnership to begin work around the development of the document.<br />
<strong>The</strong> council was keen to assist and, as part of the Community Partnership Agreements signed with both the <strong>Waitakere</strong><br />
<strong>Pacific</strong> Board in 2005 and the Ministry of <strong>Pacific</strong> Island Affairs in 2007, it committed to the development of a <strong>Waitakere</strong><br />
<strong>Pacific</strong> <strong>Plan</strong> that would encapsulate objectives, outcomes and actions shared by all three parties and the local <strong>Pacific</strong><br />
communities.<br />
In developing the plan, three distinct phases were identified through the project brief: firstly, the development of the<br />
Community Consultation Document, secondly the development of the Key Stakeholder Discussion Document and finally<br />
the development of the <strong>Waitakere</strong> <strong>Pacific</strong> <strong>Plan</strong>.<br />
At each of these stages the documents were written to reflect the audience they were intended for. This ensured that the<br />
information contained in the reports was consistent as well as accessible.<br />
Development of the Community Consultation Document<br />
In April 2008, the council engaged the services of the <strong>Pacific</strong> Economic Development Agency (<strong>Pacific</strong> EDA) to develop a<br />
document that would capture a clear snapshot of the current “state of play” for <strong>Pacific</strong> peoples residing in <strong>Waitakere</strong>. To<br />
assist the <strong>Pacific</strong> EDA with the development of this document, a project steering group was established comprising officials<br />
from the council, the <strong>Waitakere</strong> <strong>Pacific</strong> Board and the Ministry of <strong>Pacific</strong> Island Affairs.<br />
In July 2008, the <strong>Pacific</strong> EDA completed the report and this was then used by the steering group as a basis on which to<br />
develop a consultation document to engage with local <strong>Pacific</strong> communities. <strong>The</strong> consultation document highlighted a<br />
range of issues affecting <strong>Pacific</strong> people in <strong>Waitakere</strong> across a range of sectors, including education, health, employment,<br />
economic development, housing, cultural and spiritual development and justice.<br />
In February 2009, two consultation fono were held at the council for the <strong>Pacific</strong> community to provide feedback on the<br />
issues identified in the consultation document. Strong and robust community input during the consultation phase was<br />
seen as critical to ensuring community support and to initiating some useful dialogue towards meeting the needs of<br />
<strong>Waitakere</strong>’s <strong>Pacific</strong> communities.<br />
Development of the Key Stakeholder Discussion Document<br />
In March 2009, at the completion of the consultation phase, a report was prepared that captured the issues and concerns<br />
highlighted during the consultation fono. This report was then used to initiate discussions with central government<br />
agencies and other key stakeholders around how they could assist in addressing some of the issues outlined. Responses<br />
received from these agencies were then analysed to determine what would be the best way to progress the <strong>Waitakere</strong><br />
<strong>Pacific</strong> <strong>Plan</strong>.<br />

officially signed-off by the chairperson of the <strong>Waitakere</strong> <strong>Pacific</strong> Board, Taha Fasi, and the Mayor of <strong>Waitakere</strong>, Bob<br />
Harvey.<br />
<strong>The</strong> <strong>Waitakere</strong> <strong>Pacific</strong> <strong>Plan</strong> articulates a way forward for <strong>Pacific</strong> communities in <strong>Waitakere</strong> to achieve the vision of<br />
“Prosperous <strong>Pacific</strong> families”. It should be viewed as the first of many strategic documents that will need to be developed<br />
to assist <strong>Waitakere</strong> <strong>Pacific</strong> communities to achieve their needs and aspirations.<br />

<strong>The</strong> focus of this vision is on enhancing and developing opportunities and access to services, products and information for<br />
<strong>Pacific</strong> families in <strong>Waitakere</strong> to significantly improve their lives now and into the future.<br />
This vision is supported by three underlying principles.<br />
Principle 1: A PARTNERING APPROACH<br />
<strong>The</strong> development of a well co-ordinated and collaborative approach between government, non-government, the private<br />
sector and community organisations.<br />
<strong>The</strong> potential benefits of a robust partnering approach include improved relationships, better co-ordination and planning<br />
across the sectors and more efficient use of resources.<br />
Principle 2: LEADERSHIP AT ALL LEVELS<br />
Identifying key individuals, organisations and groups that will lead and support the community to navigate a clear path<br />
towards achieving the vision. When leadership is strong, communities become connected and vibrant. Effective leadership<br />
and quality governance are essential prerequisites to the effective implementation of the plan.<br />
Principle 3: ADOPTING A YOUTH FOCUS<br />
Ensuring that our young people feel valued, are well informed and have the opportunity to actively participate and<br />
engage in society. <strong>Waitakere</strong> has a youthful population. <strong>The</strong>refore we need to ensure that we support our young people to<br />
acquire the necessary skills and attitudes required to actively take part in our community now and in the future.<br />

<strong>Pacific</strong> People in <strong>Waitakere</strong> – A Snapshot<br />
• <strong>Pacific</strong> peoples comprise 15 percent of the total population in <strong>Waitakere</strong><br />
• <strong>The</strong> largest <strong>Pacific</strong> population groups in <strong>Waitakere</strong> include Samoa, Cook Islands, Tonga, Niue, Tuvalu, and Fiji<br />
• <strong>Waitakere</strong> has a very youthful <strong>Pacific</strong> population, with over half aged under 25<br />
• <strong>The</strong> majority of <strong>Pacific</strong> people living in <strong>Waitakere</strong> reside in the areas of McLaren Park, Parrs Park, Ranui, Kelston,<br />
Massey, Lincoln, Henderson and Glendene<br />
• Around 33 percent of <strong>Pacific</strong> peoples in <strong>Waitakere</strong> own their own home<br />
• <strong>Pacific</strong> people living within the Waitemata District Health Board catchment area (which includes <strong>Waitakere</strong>)<br />
generally have a healthier lifestyle than <strong>Pacific</strong> peoples living in other parts of New Zealand<br />
• As of September 2009, the unemployment rate for <strong>Pacific</strong> peoples in <strong>Waitakere</strong> was 13.2 percent<br />
<strong>The</strong> recession<br />
While the recession has impacted on all sectors of society there is a disproportionate impact on New Zealand’s <strong>Pacific</strong><br />
community. For example, in the <strong>Auckland</strong> region, 13.5 percent of <strong>Pacific</strong> peoples were unemployed in the September<br />
2009 quarter, nearly double the figure (7.7 percent) of a year earlier.<br />
This unemployment figure was the highest for the main ethnic groups, with Maori at 11.2 percent, Asian at 7.1 percent<br />
and European at 4.9 percent and more than double the rate (6.5 percent) for all <strong>Auckland</strong> unemployed.<br />
<strong>The</strong> <strong>Pacific</strong> community in <strong>Auckland</strong>, and the <strong>Pacific</strong> Islands generally, has an excess of labour, i.e. there are more workers<br />
than jobs available. In the <strong>Pacific</strong> islands the unemployed or under-employed ranges from a third to over a half of<br />
the working age population. In <strong>Auckland</strong>, over two-thirds of <strong>Pacific</strong> peoples have no post-school qualifications, further<br />
limiting their economic wellbeing options.<br />
<strong>Auckland</strong> regional governance<br />
<strong>The</strong> evolution of <strong>Auckland</strong>’s eight existing councils into one <strong>Auckland</strong> <strong>Council</strong> poses new challenges and opportunities<br />
for the 200,000 strong <strong>Pacific</strong> community who comprise 15 percent of the region’s population. <strong>Auckland</strong> is the biggest<br />
Polynesian city in the world. What happens here has an immediate effect on <strong>Pacific</strong> peoples and the flow-on effect to<br />
related communities in the <strong>Pacific</strong> islands region.<br />
In November <strong>2010</strong>, the new <strong>Auckland</strong> <strong>Council</strong> will come into being, effectively replacing the roles and responsibilities the<br />
eight existing councils currently perform. <strong>The</strong> <strong>Auckland</strong> <strong>Council</strong> will be responsible for creating a vision for the region,<br />
making regional decisions and managing regional assets. Under the new structure, one mayor will be appointed, elected<br />
by residents and ratepayers of the <strong>Auckland</strong> region.<br />
<strong>The</strong> mayor and his councillors will be responsible for implementing <strong>Auckland</strong>-wide initiatives and policies.<br />
It is proposed in the draft legislation that the mayor of the <strong>Auckland</strong> <strong>Council</strong> must establish, before 31 March 2011, a<br />
<strong>Pacific</strong> Peoples Advisory Panel. <strong>The</strong> panel will remain in place until 1 November 2013, when it will be disestablished. <strong>The</strong><br />
role of the <strong>Pacific</strong> Peoples Advisory Panel is to “....identify and communicate to the <strong>Council</strong> the interests and preferences<br />
of the <strong>Pacific</strong> peoples of <strong>Auckland</strong> in relation to –<br />

(i) the contents of the strategies, policies, plans and bylaws of the council; and<br />
(ii) any matter that the Panel considers to be of particular interest or concern to the <strong>Pacific</strong> peoples of <strong>Auckland</strong>;<br />
and<br />
(iii) to advise the mayor and the council’s governing body and local boards, of the council processes and mechanisms<br />
for engagement with <strong>Pacific</strong> peoples and communities in <strong>Auckland</strong>” 1<br />
To ensure the needs and aspirations of our people are addressed, it will be important for our communities to be educated<br />
on what structures or avenues will be in available to allow our <strong>Pacific</strong> “voice” to be heard by the new <strong>Auckland</strong> <strong>Council</strong>.<br />

THE ACTION PLAN<br />
An action plan has been produced as part of an extensive consultation process with government agencies and the local<br />
<strong>Pacific</strong> community. Responses received from government agencies to the issues raised by the community were analysed<br />
by the steering group and, after much discussion and thought, an action plan was finally developed which will hopefully<br />
begin to map a way forward in terms of achieving the vision of “Prosperous <strong>Pacific</strong> families”.<br />
Focus on community development<br />
<strong>The</strong> focus of the action plan is on community development. With a number of government agencies focusing resources<br />
and funding on region-wide initiatives, it became apparent that local solutions to local needs and aspirations would need<br />
to be determined at a community level. For this to happen, the community would need to establish and implement a<br />
number of structures or systems that would assist it to advocate and work effectively in order to deliver the best outcomes<br />
for its people. This is even more important given the new <strong>Auckland</strong> regional governance structure alluded to earlier in<br />
the document, which proposes the establishment of a <strong>Pacific</strong> Peoples Advisory Panel. Communities should be preparing<br />
themselves to work in partnership with local and central government agencies to achieve their own self-determined<br />
outcomes.<br />
Government agency responses<br />
In terms of the responses we received from the government agencies, collectively there is a quite a bit of work that is<br />
being undertaken by these agencies that affects our <strong>Pacific</strong> communities. Unfortunately, however, there appears to be<br />
a general lack of knowledge from our <strong>Pacific</strong> peoples as to what services and products are actually available from these<br />
organisations. This has led to the misconception that government agencies “are not doing anything” when in fact they<br />
are doing quite a lot. This was obvious when we received the responses from each of the agencies and analysed the<br />
information we received. Copies of the completed templates received from the various government agencies are attached<br />
as Appendix 1.<br />
<strong>The</strong>refore, another key focus of the action plan will be to educate and inform the community as to what services and<br />
products are actually available to them through the various government agencies. It is our hope that through the<br />
development of a communications strategy, our <strong>Pacific</strong> communities will then become better informed and be in a<br />
position to know how to access a range of support services and products currently available to them.<br />

THE ACTION PLAN<br />
Priority Areas<br />
To strengthen the community to advocate effectively for themselves, three project areas have been identified that build<br />
on the issues raised in the community consultation. <strong>The</strong> steering group believes that these areas need to be addressed<br />
from the outset to lay the foundation on which further work can be developed. <strong>The</strong>y include (in no particular order):<br />
• <strong>The</strong> role of the church (faith-based community development)<br />
• Preparing our communities for the establishment of the new <strong>Auckland</strong> <strong>Council</strong> and<br />
• Supporting and nurturing our <strong>Pacific</strong> youth.<br />
<strong>The</strong> project areas also align closely to key priority areas identified in strategic documents which support the work of the<br />
<strong>Waitakere</strong> City <strong>Council</strong>, the Ministry of <strong>Pacific</strong> Island Affairs and the <strong>Waitakere</strong> <strong>Pacific</strong> Board.<br />

PROJECT AREA 1<br />
Faith-Based Community Development<br />
Faith-based community development is a community development approach<br />
that is gaining popularity internationally, particularly in the United States of<br />
America amongst its African-American communities. In summary, faith-based<br />
community development is about utilising churches and other similar faithbased<br />
organisations, such as the Salvation Army, to provide and deliver social<br />
services, programmes and information to their local community in partnership<br />
with local and central government agencies.<br />
In recent years, policy makers have begun to look at churches and other faithbased<br />
organisations to play a greater role in strengthening communities. In fact,<br />
in New Zealand there is a steady increase in faith-based organisations engaging<br />
in activities that extend beyond worship.<br />
<strong>Pacific</strong> peoples are, for the most part, deeply religious. <strong>The</strong>refore, a faith-based<br />
approach to develop, deliver, educate, and inform our <strong>Pacific</strong> communities is<br />
very appealing and has developed some strong support amongst a number of<br />
the public as well as private sector agencies.<br />
Taking into consideration the responses received from the agencies as well as<br />
discussions with officials, there was clear support for a similar approach to be<br />
trialled here in <strong>Waitakere</strong> for our <strong>Pacific</strong> communities.<br />

<strong>The</strong>refore, the following action points will begin to lay the ground work on which a faith-based community development<br />
model for <strong>Waitakere</strong>’s <strong>Pacific</strong> communities can be established.<br />
ACTION 1: ESTABLISH A WAITAKERE COUNCIL OF FAITH-BASED ORGANISATIONS<br />
By May <strong>2010</strong>, the <strong>Waitakere</strong> City <strong>Council</strong>, the Ministry of <strong>Pacific</strong> Island Affairs and the <strong>Waitakere</strong> <strong>Pacific</strong> Board will host a<br />
fono for local faith-based organisations, seeking their support for and membership onto a proposed council of faith-based<br />
organisations for <strong>Waitakere</strong>.<br />
In order for such an approach to work, we need to ensure that <strong>Waitakere</strong>’s faith-based organisations are aware of what<br />
each other are doing. <strong>The</strong>refore, the council, in partnership with the Ministry of <strong>Pacific</strong> Island Affairs and the <strong>Waitakere</strong><br />
<strong>Pacific</strong> Board, is committed to establishing a council of faith-based organisations in an attempt to ensure that community<br />
development efforts across <strong>Waitakere</strong> for <strong>Pacific</strong> people are well co-ordinated and targeted.<br />
ACTION 2: GOVERNANCE AND MANAGEMENT TRAINING<br />
By July <strong>2010</strong>, the <strong>Waitakere</strong> City <strong>Council</strong> will identify and assist with the provision of governance and management training<br />
for those faith-based organisations that request it. <strong>The</strong> council will also set up appropriate governance and management<br />
systems and structures for the proposed council of faith-based organisations.<br />
Governance and management training will be offered to those that require some support in this area, as is typically<br />
the case with community based organisations. With strengthened governance and management in place, faith-based<br />
organisations will be in an even better position to deliver services and programmes for our people.<br />
ACTION 3: DEVELOP A PROGRAMME OF ACTION<br />
By August <strong>2010</strong>, the <strong>Waitakere</strong> City <strong>Council</strong> will assist in the development of a 12-month programme of action for the<br />
council of faith-based organisations.<br />
Once established, it would be beneficial for the council to develop a programme of action that would outline key dates as<br />
well as goals and objectives that it would like to meet for the <strong>2010</strong>/2011 financial year.<br />

Preparing for the establishment of the new <strong>Auckland</strong> <strong>Council</strong> in<br />
November <strong>2010</strong><br />
<strong>The</strong> <strong>Pacific</strong> population in <strong>Auckland</strong> reflects the growing blend of cultures and identities in New Zealand. All the evidence<br />
regarding the attributes of successful world class cities includes the diversity of its peoples and the embracing of the<br />
vibrancy of cultures.<br />
A key challenge facing the <strong>Auckland</strong> <strong>Council</strong> when it finally comes into being is how it will appropriately address the needs<br />
of its current and rapidly increasing <strong>Pacific</strong> population. As mentioned earlier, the evolution of <strong>Auckland</strong> into a super city<br />
poses new challenges and opportunities for its 200,000 strong <strong>Pacific</strong> residents.<br />
In order for <strong>Pacific</strong> communities in <strong>Waitakere</strong> to be heard in the proposed new structure, we need to know what mechanisms<br />
will be in place to allow us to meaningfully engage with the <strong>Auckland</strong> <strong>Council</strong>.<br />
Although the establishment of a <strong>Pacific</strong> Peoples Advisory Panel is proposed in the draft legislation currently before<br />
Parliament, membership to this body is likely to be limited to the chosen few. One avenue to voice our opinions and<br />
concerns to the <strong>Auckland</strong> <strong>Council</strong> will be through the local boards. Local boards will be a new form of local government.<br />
<strong>The</strong>y will be responsible for making decisions about “purely local matters” and for communicating the interests and<br />
preferences of the people in their community. To prepare for this, action points have been developed that will focus on<br />
information sharing and educating our people as to how they can ensure that the <strong>Waitakere</strong> <strong>Pacific</strong> voice is heard within<br />
the new <strong>Auckland</strong> <strong>Council</strong> structure.<br />
<strong>The</strong> actions below articulate three practical ways with which our <strong>Waitakere</strong> <strong>Pacific</strong> communities can better prepare<br />
themselves for the establishment of the new <strong>Auckland</strong> <strong>Council</strong> in November <strong>2010</strong>.<br />
ACTION 1: INFORMATION SHARING<br />
Between July <strong>2010</strong> and October <strong>2010</strong>, the <strong>Waitakere</strong> <strong>Pacific</strong> Board, the <strong>Waitakere</strong> City <strong>Council</strong> and the Ministry of <strong>Pacific</strong><br />
Island Affairs will organise and host six information evenings on the new <strong>Auckland</strong> governance structure for <strong>Pacific</strong><br />
communities in <strong>Waitakere</strong>.<br />
It is important for our <strong>Pacific</strong> people to know what the implications of the new <strong>Auckland</strong> <strong>Council</strong> are for them. Once<br />
established, the <strong>Auckland</strong> <strong>Council</strong> will represent a whole new way for communities to work with local government.<br />
<strong>The</strong>refore, it is critical that once the <strong>Auckland</strong> <strong>Council</strong> comes into being, <strong>Pacific</strong> People and their communities feel<br />
comfortable and confident to engage in the new set-up.<br />
ACTION 2: COMMUNICATIONS STRATEGY<br />
By July <strong>2010</strong>, the <strong>Waitakere</strong> <strong>Pacific</strong> Board and the Ministry of <strong>Pacific</strong> Island Affairs will develop a communication strategy<br />
using a range of media options, such as radio language programmes and local ethnic newspapers, to ensure that important<br />
messages and information relating to the <strong>Auckland</strong> <strong>Council</strong> is accessible to all <strong>Waitakere</strong> <strong>Pacific</strong> communities.<br />
Outside of the information evenings, there still needs to be some form of communication strategy in place that will assist<br />
in keeping our communities updated with the latest news and developments relating to the <strong>Auckland</strong> <strong>Council</strong>. <strong>The</strong> use of<br />
various forms of <strong>Pacific</strong> media will be vital to ensuring that messages and information are communicated to our people<br />
in a manner that they can clearly understand.<br />

ACTION 3: LOCAL BODY ELECTION PROCESS<br />
<strong>The</strong> <strong>Waitakere</strong> <strong>Pacific</strong> Board, the Ministry of <strong>Pacific</strong> Island Affairs and the <strong>Waitakere</strong> City <strong>Council</strong> will identify, encourage<br />
and support respected community leaders and spokespeople to become involved with the local body election processes.<br />
Local boards will be the new voice of our communities to the <strong>Auckland</strong> <strong>Council</strong>. In order for the <strong>Pacific</strong> voice to be heard,<br />
we need to encourage our <strong>Pacific</strong> people to stand for election on the various local boards and the <strong>Auckland</strong> <strong>Council</strong>. <strong>The</strong><br />
<strong>Pacific</strong> community will need councillors and local board members who will clearly advocate for the needs of the <strong>Waitakere</strong><br />
community at large, as well as the <strong>Pacific</strong> people within that community.<br />

PROJECT AREA 3<br />
Supporting and nurturing our <strong>Pacific</strong> Youth<br />
<strong>Auckland</strong> is home to two-thirds of New Zealand’s <strong>Pacific</strong> population and is the city with the largest <strong>Pacific</strong> population in<br />
the world. This in itself presents a valuable opportunity to not only celebrate the diversity of <strong>Pacific</strong> cultures as a unique<br />
dimension to <strong>Auckland</strong> city but also to harness the goodwill and effective engagement of what is the most youthful and<br />
fastest growing population.<br />
<strong>Waitakere</strong>’s youthful <strong>Pacific</strong> population means that we need to ensure that we support them to acquire the necessary skills<br />
and attitudes required to actively take part in and make informed decisions for the betterment of our <strong>Pacific</strong> communities<br />
both now and into the future.<br />
A forum that currently provides a voice for the general youth population of <strong>Waitakere</strong> is the <strong>Waitakere</strong> Youth <strong>Council</strong>.<br />
<strong>The</strong> youth council is an initiative that was originally established by the <strong>Waitakere</strong> City <strong>Council</strong> to provide an official voice<br />
for young people of our city to have input into council decisions. Membership on the youth council is drawn from all the<br />
secondary schools within the district and also includes community representatives.<br />
ACTION 1: ESTABLISH A PACIFIC YOUTH CAUCUS<br />
By May <strong>2010</strong>, the <strong>Waitakere</strong> City <strong>Council</strong> will begin discussions with appropriate staff and youth council members around<br />
the possible establishment of a <strong>Pacific</strong> Youth Caucus to support the work of the wider youth council.<br />
To ensure the needs and aspirations of our <strong>Pacific</strong> youth are captured in this forum, it would be useful to explore the idea<br />
of establishing a <strong>Pacific</strong> youth caucus to work within the youth council in order to strengthen the <strong>Pacific</strong> youth perspective<br />
on issues raised within the Youth <strong>Council</strong> and the <strong>Auckland</strong> <strong>Council</strong> arena.<br />
ACTION 2: HOST A WAITAKERE PACIFIC YOUTH FORUM<br />
By July <strong>2010</strong>, the <strong>Pacific</strong> Youth Caucus, with assistance from the <strong>Waitakere</strong> City <strong>Council</strong> and the <strong>Waitakere</strong> Youth <strong>Council</strong>,<br />
will host a <strong>Waitakere</strong> <strong>Pacific</strong> Youth Forum.<br />
A <strong>Pacific</strong> youth forum will help to assist and strengthen the <strong>Pacific</strong> Youth Caucus and <strong>Waitakere</strong> Youth <strong>Council</strong> to develop<br />
and deliver appropriate actions to meet the needs and aspirations of <strong>Waitakere</strong>’s pacific youth. Hosting such an event will<br />
help to stimulate some initial thought and dialogue.<br />

Many families live<br />
in poor quality,<br />
expensive and<br />
overcrowded rental<br />
accommodation<br />
– but the problem<br />
still persists meaning<br />
people are unable to<br />
address the problem<br />
<strong>The</strong> Corporation has an ongoing energy<br />
efficiency retrofit and modernisation<br />
programme to ensure houses are healthy and<br />
meet modern living requirements.<br />
While some tenants in overcrowded<br />
households do apply for a transfer to a larger<br />
dwelling, those applicants in more urgent<br />
need of housing are given priority over<br />
them. Unless there is an extreme need, these<br />
households will be given an appropriate<br />
priority and will remain on the waiting list.<br />
As approved by Cabinet on 2 February<br />
2009, the Corporation has been funded<br />
to undertake a programme of economic<br />
stimulus work over an 18 month period<br />
ending 30 June <strong>2010</strong>. Funding has been<br />
provided for the delivery of the 2008/09<br />
economic stimulus programmes consisting<br />
of $20 million for additional acquisition;<br />
$10 million for additional upgrade and; $3<br />
million for an additional Healthy Housing<br />
package, as well as continuing with the<br />
Energy Efficiency programme<br />
