Conference Overview<br />

There have been two significant developments affecting the financial and estate planning for Muslims since the Muslim Financial Planning<br />

Association (MFPA) had its successful inaugural conference in July 2009:<br />

• the passing of the Insurance (Amendment) Act 2009 and the amendments to Section 111 of the Administration of Muslim Law Act<br />

(AMLA) which gave rise to concerns in the insurance industry on the ability of Muslim life insurance policyholders to make revocable<br />

nominations; and<br />

• the judgment of the Singapore Court of Appeal in March 2009 in Shafeeg bin Salim Talib and another v Fatimah bte Abud bin Talib<br />

and others [2010] SGCA 11, on the applicability of rights of survivorship to real property held by Muslims as joint-tenants.<br />

These developments will be discussed in depth at this Conference.<br />

MFPA as a concerned group will examine the dynamics between the Syariah and secular principles on these and related matters.<br />

About the Speakers<br />

Arfat Selvam LL.B (Hons) Singapore<br />

Arfat Selvam is the Managing Director of Arfat Selvam Alliance<br />

LLC, a corporate law practice in Singapore. She has over thirty<br />

years experience as a corporate lawyer having been at the<br />

forefront of the development of the financial services market in<br />

Singapore. Her wide array of experience includes mergers and<br />

acquisitions, corporate restructures, takeovers, funds raising,<br />

financial services, international joint ventures and <strong>Islamic</strong><br />

finance.<br />

Arfat was President of The Law Society of Singapore in 2003<br />

and was also a former Director of the Stock Exchange of<br />

Singapore Limited. She was a member of the Board of the<br />

Accounting and Corporate Regulatory Authority (ACRA) and<br />

the Company Law Reform Committee, which made major<br />

recommendations affecting the companies and securities laws<br />

in Singapore. She is currently President of MFPA.<br />

Ang Kim Lan LL.B (Hons), MBA<br />

Ang Kim Lan graduated with an LL B (Hons) Degree from<br />

the National University of Singapore. She was admitted as<br />

an Advocate & Solictor of the Supreme Court of Singapore<br />

and a Solicitor in England and Wales. Kim Lan obtained her<br />

Masters in Business Administration from Maryville University of<br />

St Louis, USA. She is a member of the Society of Trusts and<br />

Estates Practitioners (STEP) and Singapore Insurance Institute<br />

as well as a member of the Society of the Financial Services<br />

Professionals.<br />

Kim Lan advises clients who are big players in the rapidlydeveloping<br />

financial services sector both in Singapore and<br />

globally. These clients include life insurers, general insurers,<br />

insurance intermediaries and financial advisers. She also<br />

advises clients on how to use trusts effectively as well as<br />

advising trust companies on compliance issues.<br />

M Salim Amin BBA, ChFc<br />

M Salim Amin has been associated with the financial services<br />

industry over the last 24 years and advises individuals and<br />

corporations in areas of personal finance and investments.<br />

He is the immediate past president of the Association of<br />

Financial Advisers (Singapore) and is actively involved in<br />

educating the public in the areas of personal financial planning.<br />

Salim graduated in NUS with a degree in Business<br />

Administration and has completed the curriculum in the<br />

Chartered Financial Consultant.<br />

Mustapha Kamal Osman Diploma in Life Insurance<br />

Mustapha Kamal Osman joined the insurance industry in<br />

1992 and is currently a Sales Manager with a local insurance<br />

company.<br />

He is a member of the Muslim Committee in his company<br />

which is tasked in promoting insurance to Muslims. He was<br />

one of the speakers at the Berita Harian Malay Financial<br />

Planning Seminar in 2003. He has also conducted talks on<br />

Insurance and Financial Planning at Marriage Preparation<br />

Courses conducted at various mosques.<br />

He is an active volunteer and also serves as a secretary of a<br />

mosque in the Jurong fraternity.<br />

Hairani Saban Hardjoe LL.M (Singapore)<br />

LL.B (Hons) Singapore<br />

Hairani Saban Hardjoe is an advocate and solicitor of the<br />

Supreme Court of Singapore. She has been in private legal<br />

practice since 1970 and is presently a consultant in the firm of<br />

CK Tan & Co, Singapore. She graduated in law in 1969 at the<br />

then University of Singapore and obtained her LL M from the<br />

same University in 1983. She has authored several legal books<br />

for the profession and conducts legal workshops and training<br />

sessions in Singapore and in various Asean countries on legal<br />

topics including Contract Drafting, Wills and Estate Planning,<br />

Real Estate and Intellectual Property. She has written several<br />

published articles including those touching on current issues<br />

and controversies in the administration and distribution<br />

of assets in the Muslim estate. She is the current Honorary<br />

Secretary of MFPA.<br />

Halijah Mohamad LL.B (Hons) Singapore<br />

Halijah Mohamad is the sole proprietor of her law firm which<br />

specialises in family law, both civil and syariah law. She has<br />

been an active member of AWARE since 1988. As a member of<br />

AWARE, she was involved in several representations which led<br />

to amendments in various legislations including the Women’s<br />

Charter and Penal Code. She was involved in representations<br />

made to the Select Committee on:<br />

(a) Maintenance of Parents’ Bill (1995),<br />

(b) Amendments to Women’s Charter (1996),<br />

(c) Amendments to Administration of Muslim Law Act (1999).<br />

In 1999, she assisted in drafting the Amendments to the Muslim<br />

Marriage and Divorce Rules. In 2007, as co-chairperson of the<br />

Muslim Law Practice Committee (Law Society), together with<br />

two other lawyers, she prepared a paper on Enforcement of<br />

Syariah Court Orders, which led to amendments in the practice<br />

and procedure on enforcement of Syariah Court orders. Halijah<br />

is also a Council Member of MFPA.<br />

Shamim Dhilawala LL.B (Hons) Singapore<br />

Shamim Dhilawala graduated with an LL.B (Hons) from the<br />

National University of Singapore. She is currently Vice-President,<br />

Legal of the International Division of a US multinational<br />

company. Prior to that, she spent 15 years in private legal<br />

practice where she was a Litigator and handled commercial,<br />

trust, estate and family matters. She is an Associate Member<br />

of the Law Society of Singapore and is an active member of its<br />

Practice Management Committee. Shamim is a volunteer legal<br />

advisor to the Young Women’s Muslim Association and a Council<br />

Member of MFPA.<br />

Suhaimi Salleh FCPA, FCMC, PMC<br />

Suhaimi Salleh is a certified public accountant and a certified<br />

management consultant with more than 30 years postgraduate<br />

experience. He has been in public accounting and<br />

management consulting practice for more than 20 years.<br />

He set up Barakah Capital Planners Pte Ltd about 5 years<br />

ago specialising in will writing, estate planning and estate<br />

distribution mediation services for Muslims. Suhaimi has<br />

also conducted numerous talks on <strong>Islamic</strong> estate planning for<br />

mosques, insurance agencies and organisations like MUIS,<br />

Singapore <strong>Islamic</strong> Scholars Association (Pergas) and Yayasan<br />

Mendaki. He is also the Honorary Treasurer of MFPA.<br />

Murgiana Haq LL.B (Hons) Singapore<br />

Murgiana Haq is the Managing Partner of her boutique practice<br />

specialising in intellectual property law (IP). She has been in<br />

law practice over thirty years and has extensive experience<br />

in IP laws. She has served in various committees and held<br />

the positions of President of the ASEAN Intellectual Property<br />

Association and the Asian Patent Attorneys Association<br />

respectively. She was in the forefront in the development of<br />

IP in Singapore, having been involved in various training and<br />

education programs.<br />

She is a Committee member of the Muslim Law Practice<br />

Committee of the Law Society of Singapore and the Chairperson<br />

of its Intellectual Property. She is also a Council Member of<br />

MFPA.<br />
