Pursuant to the meeting of the IOC Executive Board in London on 21 July 2012, we are<br />

pleased to announce that your qualification system for the Nanjing 2014 Youth Olympic<br />

Games has been approved.<br />

This document will shortly be available to all NOCs on the IOC Extranet and can therefore<br />

be circulated to your National <strong>Federation</strong>s as of now. As per the Olympic Games, please<br />

note that any further changes made to your qualification system must be submitted to the<br />

IOC which, following approval, will publish the updated version on the IOC Extranet.<br />

We are also pleased to share with you the updated <strong>Qualification</strong> <strong>System</strong> Principles and<br />

allocation procedure for NOC Universality Places.<br />

We take this opportunity to sincerely thank you for the constructive and collaborative<br />

approach you have taken in working with us on the development of your qualification<br />

system. We are convinced that it will allow for the athletes of each country to share a<br />

C. Athlete Eligibility<br />

ATHLETE ELIGIBILITY<br />

All athletes must comply with the provisions of the Olympic Charter currently in force, and only those<br />

athletes who have complied with the Olympic Charter may participate in the Youth Olympic Games.<br />

To be eligible to participate in the Youth Olympic Games, athletes must have been born between 1<br />

January 1996 and 31 December 1998.<br />

Athletes must have participated in the Cadet World Championships in 2013 or Continental Youth<br />

Championships, and have the minimum Grade Blue Belt.<br />

D. <strong>Qualification</strong> <strong>System</strong><br />

QUALIFICATION PATHWAY<br />

For each qualifying event, the quota places obtained for the Youth Olympic Games will be allocated to:<br />

The 2013 IJF Cadet World <strong>Judo</strong> Championships (WCC) will serve as the qualification tournament for the<br />

YOG.<br />

All the medal winners of the WCC (1 st , 2 nd , 3 rd , 3 rd ) from all the 16 weight categories (8 for boys and 8 for<br />

girls) contested in the WCC, and which satisfy the criteria of the weight categories of the YOG, will qualify<br />

directly (IF <strong>Qualification</strong>). Boys weighing more than 100kg and girls weighing more than 78kg will not be<br />

considered in the selection.<br />

Every NOC is allowed a maximum of one boy and one girl. Should an NOC qualify more than one boy and<br />

one girl, it will have to select the athlete from his/her respective weight category, by no later than 15<br />

September 2013. The qualified athletes who are not selected will be released.<br />

By 20 February 2014, the NOC will list a preference ranking for these released athletes (reserve athletes)<br />

in case the selected athlete is not able to participate.<br />

By 15 October 2013, the IJF will then reallocate the places vacated by the NOCs using the next results<br />

after the bronze medals, taking into consideration the 5 th , 7 th places, etc, until all places are filled.<br />

In order to rank the athletes who have the same placing, the IJF will take into consideration the total<br />

competition points scored by the athlete to make the selection. If parity still remains, first the number of<br />

fights won by Ippon will be taken into consideration, then the duration of the fights. If this still does not give<br />

a clear selection, then the athletes with the same points are drawn until a total of 43 boys and 43 girls are<br />

qualified.<br />

As the qualification through performance is one year before the YOG, the young athletes who qualify are<br />

allowed to move only from one IJF weight category to the next category for which they have qualified in<br />

the WCC in August 2013.<br />

The weight to be contested will have to be declared by 20 February 2014 when all NOCs confirm to the<br />

IJF their participation by weight category. From 20 February 2014 to 7 June 2014, in case of injury or<br />

force majeure, an NOC can ask the IJF to substitute an athlete with another who also achieved<br />

qualification in the WCC according to their previous ranked preference.<br />

MIXED TEAM COMPETITION<br />

Teams of eight athletes (four boys and four girls) will be formed after the official weigh-in.<br />

All 104 participants are first separated by gender, and then they are sorted by their actual weight recorded<br />

during weigh-in, in ascending order. These two groups of boys and girls are then each split into four<br />

weight groups to make a total of eight groups. A maximum of 13 multinational teams will be made up by<br />

drawing one athlete from each of these eight weight groups.<br />

In order to ensure a balance in the levels across all teams, the IJF may take into consideration the results<br />

in the distribution.<br />

All athletes are to participate in the team event.<br />

In case of injury a Medical Certificate is to be presented not later than 11:00 a.m. of the day before the<br />

team event.<br />

Countries with two qualified athletes will be seeded and drawn first so that no NOC will have two<br />

competitors on the same team.<br />

In case a team is composed of less than 8 judoka the vacant category will not be counted and taken as a<br />

draw when this team of 7 meets another of 8 competitors. This does not apply to the case where an<br />

athlete is injured after the team starts competing.<br />

HOST COUNTRY REPRESENTATION<br />

The host country will automatically qualify one boy and one girl, on the condition that both athletes meet<br />

the eligibility requirements described under point C of this document.<br />

UNIVERSALITY PLACES<br />

To be eligible to receive Universality Places, athletes must comply with the Eligibility criteria as defined<br />

under point C of this document.<br />

Athletes must also have participated in World Championships Cadets 2013 or Continental Youth<br />

Championships.<br />

Universality Places will be allocated to 8 boys and 8 girls, from 16 different NOCs.<br />

E. Confirmation process for quota places<br />

CONFIRMATION PROCESS FOR QUALIFICATION PLACES<br />

By 31 August 2013 the IJF will confirm to NOCs the qualification places earned at the 2013 IJF Cadet<br />

World <strong>Judo</strong> Championships.<br />

By 15 September 2013, NOCs must confirm to IJF the use of the qualification places, respecting the<br />

maximum quota of one boy and one girl.<br />

CONFIRMATION PROCESS FOR HOST COUNTRY PLACES<br />

By 15 September 2013, the Host Country must confirm in writing to the IJF the use of its qualification<br />

places, specifying the chosen weight categories.<br />

F. Reallocation of unused quota places<br />

REALLOCATION OF UNUSED QUALIFICATION PLACES<br />

Any unused IF quota places will be reallocated to the next best ranked athletes from the respective weight<br />

category, not yet qualified from the WCC.<br />

By 15 October 2013, the IJF will confirm the reallocation of unused quota places.<br />

REALLOCATION OF UNUSED HOST COUNTRY PLACES<br />

Any unused Host Country places will be reallocated to the next best ranked athletes from the respective<br />

weight category, not yet qualified from the WCC.<br />

REALLOCATION OF UNUSED UNIVERSALITY PLACES<br />

Any unused NOC Universality Places, including those retuned after the final allocation by the YOG<br />

Tripartite Commission, will be reallocated to the next best ranked NOCs (across all weight categories and<br />

genders), not yet qualified from the WCC.<br />

QUALIFICATION SYSTEM PRINCIPLES<br />

& ALLOCATION PROCEDURE FOR NOC UNIVERSALITY PLACES<br />

PREAMBLE<br />

The Youth Olympic Games (YOG) <strong>Qualification</strong> <strong>System</strong> Principles (QSP) were created to ensure that<br />

the following pillars remain the focus for participation to all competitions on the programme of the<br />

YOG: universality, performance, host country representation and gender equity.<br />

Universality being one of the central pillars, a specific process has been developed to facilitate the<br />

participation of National Olympic Committees (NOCs) which sent small delegations to the first edition<br />

of the Youth Olympic Games in Singapore. A number of quota places have been reserved in each of<br />

the individual sports to allow several athletes per NOC to receive Universality Places in order to take<br />

part in the YOG.<br />

In addition, a number of other technical principles have been established to provide a basis for the<br />

development of <strong>Qualification</strong> <strong>System</strong>s for all sports at the YOG.<br />

PRINCIPLES<br />

1.<br />

Performance and qualification events<br />

The principle of performance will be ensured through the <strong>Qualification</strong> <strong>System</strong>s developed by<br />

each IF, which will allow for the participation of the best athletes through a fair and transparent<br />

process. Existing events and/or rankings already approved by the respective IF should be used for<br />

qualification.<br />

1.1. Individual sports: A reasonable percentage of the quota shall be distributed on the basis of<br />

performance within continents and shall reflect the specificities of each sport at junior level in<br />

terms of quota distribution between continents.<br />

1.2. Team sports: Participation in team sports shall be limited to one women’s and one men’s<br />

team per NOC across team sports (Football, Handball, Hockey, and Rugby). The reallocation<br />

process for team sports should be defined accordingly, in the event that an NOC qualifies<br />

more than two teams across the different sports. All NOCs will be asked to indicate which of<br />

the two sports they would prefer to enter, should they manage to qualify more than two<br />

teams.<br />

2.<br />

Universality<br />

The participation of all two hundred and four (204) National Olympic Committees (NOCs) is the<br />

key factor in ensuring the universality of the YOG.<br />

2.1. Individual sports:<br />

In each sport a specific number of Universality Places for NOCs will be reserved so that four<br />

(4) athletes per NOC will be given the possibility to participate in the YOG. The minimum<br />

number of athletes per NOCs will be two (2) athletes - one (1) man and one (1) woman.<br />

NOCs which qualified less than 5 athletes and/or less than one (1) man and one (1) woman<br />

at the Singapore YOG (excluding team sports) will be proposed four (4) Universality Places,<br />

two (2) for men and two (2) for women, before the start of the qualification period.<br />

The distribution will be done by a YOG tripartite commission in collaboration with the<br />

respective IFs. The attribution list of Universality Places will take into account, whenever<br />

possible, the preferences listed by each NOC, the places available in each sport, and the<br />

sporting relevance in the country.<br />

2.2. Team sports: Football, Handball, Hockey and Rugby will consist of tournaments for men and<br />

women which will feature at least one national team from each of the five continents. Should<br />

it be considered that there is no sporting relevance in a continent, possibility will be offered to<br />

propose a second team from another continent. This proposal will be submitted to IOC for<br />

approval.<br />

3.<br />

Host country participation<br />

In principle, all sports should include quota places for Host Country participants. However, these<br />

places are subject to athletes or teams reaching a minimum level of performance.<br />

3.1. Individual sports: The number of host country places per sport, discipline or event by NOC<br />

will be decided in agreement with the IOC.<br />

3.2. Team sports: A maximum of one Host Country team (Men or Women) can qualify per sport.<br />

4.<br />

NOC delegation<br />

4.1. Minimum NOC delegation size: At least two (2) athletes per NOC - one (1) man and one (1)<br />

woman - are guaranteed to participate in the YOG.<br />

4.2. Maximum NOC delegation size: A maximum number of athletes per NOC will be set within<br />

each sport, discipline or event to maximise universality and avoid overly significant delegation<br />

sizes. In addition, and irrespective of the number of athletes qualified, an NOC delegation<br />

may comprise a maximum of seventy (70) athletes in individual sports.<br />

5.<br />

Allocation and reallocation<br />

5.1. For each sport, the qualification system should clearly indicate whether the allocation of<br />

places is destined to either specific athletes by name or at the NOC’s discretion. If places are<br />

allocated to the NOCs, it should be clear whether NOCs have an open right of selection or if<br />

there are requirements for athletes to meet minimum eligibility requirements.<br />

5.2. The IF shall confirm qualified athletes and teams to NOCs immediately following the last<br />

qualifying event of a specific discipline. NOCs will then have up to two (2) weeks from the<br />

date of receipt of the IF’s confirmation to confirm in writing to the IF and YOG Organising<br />

Committee (YOGOC) that they will use the obtained places (or not), pending the finalisation<br />

of point 5.3 below.<br />

5.3. NOCs that manage to qualify over seventy (70) athletes will be asked to designate their final<br />

team composition.<br />

5.4. Provision should be made within the IF’s qualification system for the reallocation of any<br />

places not used by an NOC. Unfilled men’s quota places cannot be reallocated to fill a quota<br />

place in another men’s discipline or event, nor can such unfilled quota place be reallocated to<br />

fill any women’s quota place. Unfilled women’s quota places cannot be reallocated to fill a<br />

quota place in another women’s discipline or event, nor can such unfilled quota place be<br />

reallocated to fill any men’s quota place.<br />

5.5. All sports/disciplines will have a common closing date for athlete entries by name, to be<br />

specified by the IOC in coordination with the YOGOC.<br />

6.<br />

Amendments<br />

The <strong>Qualification</strong> <strong>System</strong>s for each sport, once agreed upon by the IOC and IFs, shall not be<br />

changed without the agreement of the IOC and shall not be published in any other format without<br />

IOC approval.<br />
