PRESIDENT’S MESSAGE<br />

Dear IPHC Members,<br />

I would like to take this opportunity to thank all of the <strong>2005</strong> IPHC Board members, National Directors and,<br />

in particular, Doug Sparks for his many years of serving the <strong>Club</strong>.<br />

Please know that your comments and suggestions are important and welcome. Feel free to contact your<br />

Director or anyone on the Board.<br />

The 2006 IPBF Stallion Auction will be held starting at noon on Saturday, January 28th, at the Marriott Hotel<br />

in West Des Moines. Following the auction will be a social hour followed by the banquet and awards. Rooms<br />

are available at the Marriott if you want to make a weekend of it.<br />

I want to thank the 2006 Board members for stepping up to fill office positions. I am looking forward to<br />

working with this Board and representing the IPHC as President.<br />

31ST ANNUAL IOWA BREEDERS STALLION SERVICE AUCTION<br />

The 31st Annual <strong>Iowa</strong> Breeders Stallion Service Auction will be held on Saturday, January 28, 2006 at the<br />

West Des Moines Marriott beginning at 12:00 noon.<br />

This year’s auction will once again offer a wide selection of <strong>Paint</strong> and Quarter <strong>Horse</strong>s from across the United<br />

States. From halter to pleasure, hunt seat to all around, proven to non proven, the auction promises a stallion<br />

breeding service to fit everyone’s needs and interests. Many of the services offered are new to this year’s auction.<br />

The catalogs for the auction will be mailed out in later December. Be sure to read your catalog carefully. If<br />

you are a stallion service donor, please check all of the information concerning your stallion and notify the committee<br />

if we need to make a correction. Every effort was made to provide everyone with the most accurate information<br />

as possible, but it is still highly recommended that you research your potential purchases. The committee<br />

has done their best to obtain phone numbers, addresses, e-mail addresses, and web site addresses from which<br />

you may obtain information.<br />

We are looking forward to another successful auction and hope everyone will plan to attend the <strong>Iowa</strong> <strong>Paint</strong><br />

Annual Awards Banquet following the auction. Promises to be a fun weekend get a way for everyone.<br />

The IPHC President will appoint the Open Futurity Committee, but it must be approved by the current IPHC Board of Directors.<br />

Premiums will be paid to 4 places for the first 10 entries shown plus 1 additional place for every 3 entries shown over 10.<br />

Premiums will be awarded at the IPHC Annual Fall Meeting and Awards Banquet.<br />

Age splits for weanlings will be made day of show. In the case of a mid-point falling on a date which is more than one foal’s birth date,<br />

all foals born on that date will go into the same class as to put as near equal numbers as possible into each class. In the case of an odd number,<br />

the early class will be larger. Any foals already gelded will go into their corresponding stallion class.<br />

Each futurity entry will be charged an office fee the day of the show. It is the responsibility of the owner or exhibitor to present registration<br />

papers and to verify entry form for correctness, the exhibitor, sign the form and pay the office fee and any other monies owed for that<br />

entry. It is also the responsibility of the owner and exhibitor to verify current IPHC Membership.<br />

All entries are subject to drug testing under current APHA rules. A positive drug test for any prohibited substance will disqualify the entry<br />

and any earned premiums will be forfeited. All positive drug tests will be forwarded to the APHA for further APHA disciplinary action as<br />

the APHA determines to be necessary.<br />

1. Refunds will be awarded to owners of stillborn or lethal white foals upon written notification to the futurity secretary on or before July<br />

15 of year foaled. Veterinarian statement must be included. Office charge will be retained.<br />

2. No substitutions can be made for any entries.<br />

3. Withdrawals or disqualification’s forfeit all fees paid.<br />

4. Transferred horses must be reported by sending a copy of transfer papers to the futurity secretary.<br />

5. Copies of Registration papers must accompany all yearling entries.<br />

6. Registration papers or copy thereof must be presented the day of the show to verify entry.<br />

7. IPHC Membership is required of all owners and exhibitors before entry is shown.<br />

8. Make checks payable to <strong>Iowa</strong> <strong>Paint</strong> <strong>Horse</strong> <strong>Club</strong> or IPHC.<br />

9. IPHC Membership must be on a separate check from entry payment.<br />

10. Non-sufficient funds checks will automatically be re-deposited. Any check returned not paid by the bank two times will immediately<br />

void the entry or entries.<br />

11. All rules not on this form will follow APHA rules.<br />

12. The IPHC Board of Directors reserves the right to interpret, amend and enforce the above rules. Any decision concerning the application<br />

or interpretation of these rules by the IPHC Board of Directors will be final. Any person participating in this futurity, including but<br />

not limited to owners, exhibitors, handlers and consignors, shall indemnify and hold harmless the <strong>Iowa</strong> <strong>Paint</strong> <strong>Horse</strong> <strong>Club</strong>, its officers,<br />

directors and employees from and against all claims, demands, causes of actions and expenses of every kind including attorney fees<br />

arising out of or related to in any manner to the acts of omissions of an owner, exhibitor, handler or consignor, or the actions of any animal<br />

under the care, custody, or control of the owner, exhibitor, handler, or consignor. Every person and legal entity by participation in<br />

this Futurity does thereby agree: (1) If unsuccessful in an attempt to overturn <strong>Iowa</strong> <strong>Paint</strong> <strong>Horse</strong> <strong>Club</strong> decisions, actions, rules or regulations,<br />

to reimburse the <strong>Iowa</strong> <strong>Paint</strong> <strong>Horse</strong> <strong>Club</strong> for its reasonable attorney fees, court costs and other reasonable expenses incurred in<br />

defense of such suit; and (2) That no action will be commenced, whether in law or equity against the <strong>Iowa</strong> Pain <strong>Horse</strong> <strong>Club</strong> in any court<br />

other than the <strong>Iowa</strong> District Court for Polk County, <strong>Iowa</strong>.<br />

The IPHC President will appoint the Open Futurity Committee, but it must be approved by the current IPHC Board of Directors.<br />

Premiums will be paid to 4 places for the first 10 entries shown plus 1 additional place for every 3 entries shown over 10.<br />

“Day Money” of 15% of the purse will be paid to five places per judge. Premiums will be awarded at the IPHC Annual Fall Meeting and<br />

Awards Banquet.<br />

Each futurity entry will be charged an office fee the day of the show. It is the responsibility of the owner or exhibitor to present registration<br />

papers and to verify entry form for correctness, the exhibitor, sign the form and pay the office fee and any other monies owed for that<br />

entry. It is also the responsibility of the owner and exhibitor to verify current IPHC Membership.<br />

Entries must be shown by the same exhibitor in all goes entered. An entry is not required to show in all goes.<br />

Current APHA Rules for Western Pleasure and Longe Line will apply.<br />

All entries are subject to drug testing under current APHA rules. A positive drug test for any prohibited substance will disqualify the entry<br />

and any earned premiums will be forfeited. All positive drug tests will be forwarded to the APHA for further APHA disciplinary action as<br />

the APHA determines to be necessary.<br />

1. Non-Pro entries must meet current APHA rules of ownership.<br />

2. APHA Amateur of Youth card copy must accompany entry.<br />

3. Copies of Registration papers copy must accompany all entries and also be presented the day of show to verify entry.<br />

4. Transferred horses must be reported by sending a copy of the transfer papers to the futurity secretary.<br />

5. No substitutions can be made for any entries.<br />

6. Withdrawals or disqualifications forfeit all fees paid.<br />

7. IPHC Membership is required of all owners and exhibitors before entry is shown.<br />

8. Make checks payable to <strong>Iowa</strong> <strong>Paint</strong> <strong>Horse</strong> <strong>Club</strong> or IPHC.<br />

9. IPHC Membership must be on a separate check from entry payment.<br />

10. Non-sufficient funds checks will be automatically be re-deposited. Any check returned not paid by the bank two times will immediately<br />

void the entry or entries.<br />

11. All rules not on this form will follow APHA rules.<br />

12. The IPHC Board of Directors reserves the right to interpret, amend and enforce the above rules. Any decision concerning the application<br />

or interpretation of these rules by the IPHC Board of Directors will be final. Any person participation in this futurity, including<br />

but not limited to owners, exhibitors, handlers and consignors, shall indemnify and hold harmless the <strong>Iowa</strong> <strong>Paint</strong> <strong>Horse</strong> <strong>Club</strong>, its<br />

officers, directors and employees from and against all claims, demands, causes of action and expenses of every kind including attorney<br />

fees arising out of or related to in any manner to the acts of omissions of an owner, exhibitor, handler or consignor, or the actions<br />

of any animal under the care, custody, or control of the owner, exhibitor, handler, or consignor. Every person and legal entity by participation<br />

in this Futurity does thereby agree: (1) If unsuccessful in an attempt to overturn <strong>Iowa</strong> <strong>Paint</strong> <strong>Horse</strong> <strong>Club</strong> decisions, actions,<br />

rules or regulations, to reimburse the <strong>Iowa</strong> <strong>Paint</strong> <strong>Horse</strong> <strong>Club</strong> for its reasonable attorney fees, court costs and other reasonable expenses<br />

incurred in defense of such suit; (2) That no action will be commenced, whether in law or equity against the <strong>Iowa</strong> <strong>Paint</strong> <strong>Horse</strong> <strong>Club</strong><br />

in any court other than the <strong>Iowa</strong> District Court for Polk County, <strong>Iowa</strong>.<br />

Minutes from November 12th, <strong>2005</strong> board meeting in Ames, IA read. Jerry Truemper moved to approve the<br />

minutes 2nd by Cindy Neihbur MC<br />

No change in treasurer’s report.<br />

Judges for Memorial Day and the State Show were discussed. Still working on final set of judges for<br />

Memorial Day.<br />

Discussion on judges for the rest of shows discussed.<br />

Show dates for the year were discussed and managers for each show were assigned.<br />

Discussion on cost for <strong>Iowa</strong> State fairgrounds, cattle barn and west arena for the state show.<br />

Stall prices for shows were set.<br />

Entry fees for classes at the shows were updated.<br />

Breeder’s Futurity – Laurie Bates:<br />

236 contracts are in with some missing contracts in question.<br />

Laurie voiced concerns of some members wanting something different offered at our Breeder’s futurity<br />

show, like a consolation class for exhibitor/horse that was not a money winner at the futurity.<br />

-Laurie suggested sending the stallion catalog to the following states: IA, MN, WI, MO, NE and IL<br />

Laurie will need volunteers for the auction.<br />

There was discussion on the print given to the club from the APHA. Motion made by Cindy Neihbur to give<br />

print to Doug Sparks 2nd by Lyle Hanson MC<br />

Returning the Hunter Hack classes to the show schedule was discussed. Motion made by Cindy Neihbur to<br />

add the classes at the Cedar Rapids show only 2nd by Kim Kass MC<br />

The showbill for 2006 was rearranged.<br />

Annual Banquet: It was decided to raffle off the remaining award chairs everyone that pays for a meal at<br />

the banquet. There will be appetizer snacks after the stallion auction and before the banquet paid for by the<br />

Breeder’s Futurity<br />

Open Range Buffet meal: Brushes will be given away at the banquet.<br />

Discussion on the website/newsletter: Information should be more current<br />

Winter shows at Kirkwood: Cindy Neihbur moved to include Reichert shows in our 2006 show schedule<br />

and allow the points towards IPHC year end points. 2nd by Terry Borcherding MF<br />

<strong>Horse</strong>man of <strong>Iowa</strong> show: Terry Borcherding moved to keep date for 2006 show season under IPHC’s sanction<br />

and require HII to pay IPHC: $100/judge, Youth back numbers reimbursed and to have results to IPHC within<br />

7 days. This requirement must be visited each year. 2nd by Jeannie Stolee MC<br />

Kim Kass suggested co-sponsoring points with adjoining states. Discussion tabled.<br />
