“Build<strong>in</strong>g a Lean Approach <strong>for</strong> Operations <strong>in</strong> the M<strong>in</strong>istry of Community <strong>and</strong> Social<br />

Services”<br />

S<strong>and</strong>y Henderson will discuss the implementation of Lean Six Sigma as part of the MCSS’<br />

Operations Division overall accountability framework <strong>and</strong> as a key tool <strong>in</strong> the divisions'<br />

change management strategy; focus<strong>in</strong>g on how the M<strong>in</strong>istry is strengthen<strong>in</strong>g the culture<br />

through Lean leadership, embedd<strong>in</strong>g the process <strong>in</strong>to the strategic plann<strong>in</strong>g cycle, <strong>and</strong><br />

execut<strong>in</strong>g Lean projects. She will also discuss the m<strong>in</strong>istry’s success <strong>in</strong> us<strong>in</strong>g the Lean<br />

approach to improve a Claims Process through a partnership with MOHLTC <strong>and</strong> OSS.<br />

Improv<strong>in</strong>g efficiency <strong>and</strong> effectiveness with limited resources <strong>and</strong> capacity is much talked<br />

about. While improv<strong>in</strong>g bus<strong>in</strong>ess processes, Negotiations <strong>and</strong> <strong>Accountability</strong> <strong>Management</strong>


Division has focused on chang<strong>in</strong>g a culture <strong>for</strong> cont<strong>in</strong>uous improvement <strong>and</strong> manag<strong>in</strong>g the<br />

change. Cathy will discuss three critical areas: leadership support <strong>and</strong> <strong>in</strong>volvement,<br />

illustrat<strong>in</strong>g accountability through data <strong>and</strong> <strong>in</strong>volv<strong>in</strong>g staff to develop, implement <strong>and</strong><br />

susta<strong>in</strong> the improvements.<br />

“Build<strong>in</strong>g a Cont<strong>in</strong>uous Improvement Program”<br />

Cather<strong>in</strong>e will provide an overview of Supply Cha<strong>in</strong> <strong>Management</strong> Division’s journey<br />

towards build<strong>in</strong>g a Cont<strong>in</strong>uous Improvement Program, the six dimensions of an effective CI<br />

program, approaches to improvement, progress to date <strong>and</strong> lessons learned. Discussions<br />

will also focus on the critical role per<strong>for</strong>mance measures play <strong>in</strong> identify<strong>in</strong>g opportunities<br />

<strong>and</strong> deliver<strong>in</strong>g results.<br />

1:00 p.m. Professor Greg Richards, Professor of Per<strong>for</strong>mance <strong>Management</strong>, Telfer School of<br />

<strong>Management</strong>, University of Ottawa<br />

“Update on current research <strong>in</strong>itiatives”<br />

Professor Richards is conduct<strong>in</strong>g research with Ontario <strong>and</strong> the Federal Governments <strong>in</strong>to<br />

best practices related to the use of per<strong>for</strong>mance <strong>in</strong><strong>for</strong>mation systems <strong>and</strong> processes. He<br />

will provide some comments on the use of Lean <strong>in</strong> different public sector organizations.<br />
