I. Introduction<br />

The <strong>BOTA</strong> <strong>Foundation</strong> leadership and staff are pleased to provide you with the first annual report of our<br />

achievements and accomplishment in <strong>2010</strong>, a pivotal year in the <strong>Foundation</strong>’s efforts to assist vulnerable children<br />

suffering from poverty in Kazakhstan.<br />

Approximately 15%, or 625,900 children, aged 0 to 18 in Kazakhstan suffer from poverty. These children and<br />

families, disproportionally rural, often lack the opportunity to access the health, education and social services<br />

necessary for their positive growth and development. Kazakhstan requires long-term solutions to many of the<br />

challenges facing vulnerable children<br />

Maternal mortality in Kazakhstan remains disproportionally high compared with other middle-income countries<br />

at a dangerous 23.3 per 1,000 live births. Approximately 45% of children in Kazakhstan lack access to<br />

early childhood development opportunities, hindering their ability to successfully succeed in school. With<br />

over 79,000 children and youth in institutionalized care, and one of the highest teenage suicide rates in the<br />

former Soviet Union, young people require additional interventions and support systems to thrive into adulthood<br />

and realize a prosperous future. Over 150,000 disabled children and their families in Kazakhstan struggle<br />

daily to access key social, medical and education services for integration into society.<br />

Through its three programs, the <strong>BOTA</strong> <strong>Foundation</strong> has begun to provide high-impact sustainable assistance to<br />

impoverished and vulnerable children and their families. The programs target the following key sectors, all of<br />

which are crucial to ensuring that each child has a right to a healthy, safe and prosperous future:<br />

1. Maternal and Child Health, facilitating access of mothers from impoverished backgrounds and their<br />

children to available healthcare facilities<br />

2: Early Childhood Development, promoting access to state operated early childhood services and<br />

creating new centers and programs through NGOs<br />

3: Child and Youth Protection, promoting alternatives to institutionalization and access to services and<br />

social integration for disabled children and youth<br />

4: Livelihood Development, assisting poor youth develop skills to improve the economic and social<br />

development of themselves, families, and communities<br />

Over the course of <strong>2010</strong>, the <strong>BOTA</strong> <strong>Foundation</strong> has made significant investment in each of these strategic areas<br />

and will continue to improve services to its beneficiaries and partners in the future. We look forward to<br />

continuing this important work on behalf of impoverished and vulnerable children and youth in Kazakhstan.<br />

II. <strong>BOTA</strong> <strong>Foundation</strong> –<br />

Major Accomplishments of <strong>2010</strong><br />

Maternal and Child Health<br />

In <strong>2010</strong>, the <strong>BOTA</strong> <strong>Foundation</strong> provided over 3,200 impoverished, pregnant and lactating women<br />

with the financial means to access the medical support necessary to promote healthy pregnancies<br />

and live births. Mothers received over 60,169,200 KZT ($409,314 USD) in monthly stipends, as poverty<br />

alleviation assistance, to purchase nutritious food and medications. More than 300 communitybased<br />

volunteers provided over 120 trainings on maternal and child nutrition to pregnant and lactating<br />

women to ensure that they have the knowledge, skills and confidence to create a healthy future<br />

for themselves and their children.<br />

Early Childhood Development<br />

Over the course of the year, the <strong>BOTA</strong> <strong>Foundation</strong> has provided more than 5,000 impoverished children,<br />

aged 4 to 6, with access to critical early childhood development services which will promote<br />

socialization and academic success in primary school. <strong>BOTA</strong> grants supported the development of 12<br />

alternative models of providing early childhood development services through NGOs, where govern-<br />

ment pre-school services were unavailable. <strong>BOTA</strong>’s CCT program provided 66,241,800 KZT ($450,624<br />

USD) to families that enrolled their children in ECD services to assist parents with the costs of attendance<br />

and supplementary educational materials.<br />

Child Protection<br />

The <strong>BOTA</strong> <strong>Foundation</strong> supported families to create and maintain healthy home environments for<br />

over 3,000 children with disabilities. These families received over 19,591,200 KZT ($133,273 USD) in<br />

poverty alleviation support. <strong>BOTA</strong> grants totaling 189,453,836 KZT ($1,297,508 USD) supported 22<br />

community-based projects providing at-risk youth with abandonment prevention, foster-care and<br />

behavioral change intervention in order to increase their chances to live safe and productive adult<br />

lives.<br />

Positive Youth Development and Livelihoods<br />

From 2009 to <strong>2010</strong>, the <strong>Foundation</strong> provided four-year higher education scholarships to 312 young<br />

Kazakhstanis from households with incomes 20% lower than the subsistence minimum on average.<br />

The program is intended to promote youth as a community asset to be nurtured and educated, and<br />

to encourage the employment of impoverished rural and urban youth. The <strong>BOTA</strong> <strong>Foundation</strong>’s 52<br />

positive youth development grants provided training and educational opportunities to over 7,000<br />

young people up to age 24. These opportunities are intended to equip youth with the skills, knowledge<br />

and positive attitudes to promote their entry into society as productive adults.<br />

III. <strong>BOTA</strong> and Maternal and Child Health<br />

Anemia and maternal nutrition are critical factors to maternal and child health. Pregnant women<br />

suffering from anemia and poor nutrition also suffer from debilitating fatigue, face increased risks of<br />

birth-related injury or death, and do not provide their fetuses and infants with the adequate nutrients<br />

for healthy development. Infants born to anemic mothers face delayed development and longterm<br />

nutritional deficits that affect every aspect of their lives.<br />

Official reports from the government of the Republic of Kazakhstan recognize that poor nutrition and<br />

bleeding contribute to the majority of maternal mortality in the country. With an estimated 45% prevalence<br />

among poor women, maternal anemia has long been the leading contributor to maternal mortality.<br />

Over the course of <strong>2010</strong>, the <strong>BOTA</strong> <strong>Foundation</strong>’s Conditional Cash Transfer program enrolled 3,295<br />

impoverished, pregnant and lactating women into an innovative anemia reduction program that<br />

provides women over 60,169,200 KZT ($409,314 USD) a month to stimulate their use of governmentprovided<br />

anemia prevention services and participation in maternal and child health nutrition classes.<br />

As the first comprehensive program of its kind, the <strong>BOTA</strong>’s Conditional Cash Transfer program tackles both<br />

the medical and behavioral causes of anemia, directly pursuing the reduction of maternal mortality. Enrolled<br />

women must meet two conditions. They must invest in their own well-being and in the well-being<br />

and development of their children, including making regular visits to local health care facilities for anemia<br />

Meet Gulimira Shokayeva, a beneficiary of the <strong>BOTA</strong> <strong>Foundation</strong>’s Conditional Cash Transfer<br />

program, and her daughter, Fatima. They live in the Yntali village in Akmola oblast.<br />

Just months ago, Gulmira was in despair. “I was completely lost….what can I do to help my<br />

child?” But participation in <strong>BOTA</strong>’s Conditional Cash Transfer program has given Gulmira<br />

the financial resources and skills to better care for Fatime. “What really matters right now<br />

is that my daughter will get special education and trainings!”<br />

and pre-natal care and attending bi-monthly community-based, volunteer-led, trainings on:<br />

-Anemia prevention through correct nutrition<br />

-Weekly nutrition meal planning<br />

-Preparation of iron-high foods<br />

-Impact of childhood anemia<br />

-Behavior change and anemia<br />

Monthly poverty alleviation cash supplements of up to 3,700 KZT ($25) provide mothers and families<br />

with additional financial resources to contribute to their proper nutrition and child welfare.<br />

After up to 15 months participating in the Conditional Cash Transfer (9 months of pregnancy + 6<br />

months recommended breast-feeding), at-risk and impoverished mothers are empowered with the<br />

knowledge and motivation to ensure that their children and families nutritional needs are met.<br />

IV. <strong>BOTA</strong> and Early Childhood Development<br />

Impoverished and vulnerable families face numerous challenges to securing developmental and educational<br />

resources for their children. Over-worked parents, struggling to make a living, lack the time<br />

to dedicate to primary numeracy, literacy and developmental skills. Educational materials as simple<br />

as coloring books and motor skill development toys are often beyond their means. Moreover, parents<br />

who themselves have not benefited from an adequate education might lack inspiration to expect a<br />

brighter future for their children via educational achievement.<br />

Early childhood development programs have long been recognized as a key to improving children’s<br />

long-term performance with particularly positive impact on those from impoverished or marginalized<br />

households. Children benefiting from early childhood development programs enter primary<br />

education with basic numeracy and literacy, the ability to socialize with their peers, self-regulate<br />

their behavior in the classroom and enjoy a respect and enthusiasm for learning.<br />

Only 42% of children, aged 4 to 6, in Kazakhstan have access to early childhood development or preschool<br />

services. Although the Government of Kazakhstan has embarked upon an ambitious plan to<br />

ensure 85% ECD coverage by the year 2015, it is highly unlikely that children in impoverished and<br />

rural communities will be able to access ECD services in the short to medium term compared to their<br />

more affluent neighbors.<br />

During <strong>2010</strong>, <strong>BOTA</strong>’s Conditional Cash Transfer and Social Services Program have addressed both<br />

the individual and systemic challenges facing ECD in Kazakhstan. To support the needs of individual<br />

households and encourage vulnerable families to access ECD services, the Conditional<br />

Cash Transfer program has provided over 66,241,800 KZT ($450,624 USD) in monthly poverty<br />

alleviation payment to families of 3,920 children, aged 4 to 6,that previously lacked access to<br />

ECD services.<br />

Further, the <strong>BOTA</strong> Social Service Program has provided over 27,350,149 KZT ($187 330 USD) to model<br />

non-governmental ECD programs across Kazakhstan that provide 484 vulnerable children and their<br />

families regular access to quality development services. These programs, supporting primary literacy,<br />

numeracy, parental involvement, and socialization, provide rural and impoverished communities<br />

with low-cost, replicable models of ECD services in order to promote full ECD coverage across<br />

Kazakhstan by 2020.<br />

“When the <strong>BOTA</strong> program began in our village, we were able to solve the problem of paying for<br />

the creation of a new kindergarten. We never thought so many things could be accomplished<br />

together. Now there are 23 children attending the kindergarten, and 15 of them receive <strong>BOTA</strong> assistance.<br />

My one-year old daughter, Ayan, will attend the kindergarten next year and she will be<br />

V. <strong>BOTA</strong> and Child and Youth Protection<br />

Impoverished and vulnerable families face numerous challenges to securing developmental and educational<br />

opportunities. Child and youth protection initiatives identify the most at-risk and vulnerable<br />

children and youth in society, including those with disabilities, suffer from abuse and neglect, are<br />

deprived of family-based care and children and youth whose health, education and social welfare are<br />

at risk. Once identified, these children and youth and their families may receive additional support<br />

from their communities through supplementary services that mitigate these risks and ensure the<br />

child a safe and healthy environment in which to thrive. Child and youth protection systems come<br />

in a variety of forms, but are most effective when based upon community needs and supported by<br />

community action, as opposed to state intervention.<br />

In <strong>2010</strong>, the <strong>BOTA</strong> <strong>Foundation</strong> identified two priorities to strengthen child protection in the areas of<br />

services to children with disabilities and services to children in crisis. Through both the Conditional<br />

Cash Transfer and Social Service programs, the <strong>Foundation</strong> has contributed to the protection of individual<br />

children and youth and supported both community initiatives and systematic improvements<br />

in child protection for local communities.<br />

With over 150,000 disabled children in Kazakhstan, the government has struggled to provide families<br />

and disabled children with the individual support to ensure that they receive adequate home-based<br />

care for improved child development opportunities. Over the last year, the <strong>BOTA</strong> <strong>Foundation</strong>’s Conditional<br />

Cash Transfer program has provided the families of 1,176 children with disabilities with mandatory,<br />

bi-monthly community-based training on improved home-based care, including such topics<br />

as: physical therapy, nutrition and disability, risks for abuse and neglect, and inclusion and child de-<br />

velopment. <strong>BOTA</strong>’s community volunteers have initiated numerous self-help groups for parents and<br />

children in rural and impoverished communities to prevent child isolation and support community<br />

inclusion. Monthly cash payments totaling over 19,591,200 KZT ($133,273 USD) have assisted impoverished<br />

families of children with disabilities to reduce their poverty burden and increase investment<br />

in their children’s welfare.<br />

At the community level, <strong>BOTA</strong>’s Social Service Program has provided grants to community-based<br />

initiatives to support disability care, interventions for families in crisis, and the development<br />

of alternative care and support structures for children at risk or suffering from<br />

abuse, neglect or child abandonment including promotion of guardianship and foster<br />

care as an alternative to institutionalization. Over 22 grants totaling 189,435,836<br />

KZT ($1, 297, 506 USD) supported projects aimed at helping over 1,147 at-risk children<br />

and families. <strong>BOTA</strong>’s investment in building the capacity of communities to provide<br />

child and youth protection aims to improve the non-governmental sector’s ability to<br />

diminish the need for government institutional and legal intervention.<br />

The Baiterek Center for Children with Disabilities is a beacon for communities all<br />

over Kazakhstan. Established in 2006 by four self-motivated mothers of disabled<br />

children, the Baiterek Center has become the leading parental support center in<br />

Western Kazakhstan. With <strong>BOTA</strong> financial support, the Baiterek Center targets the<br />

prevention of institutionalization of children with disabilities by providing community-based<br />

support for parents to ensure that children with disabilities live a positive<br />

and healthy life at home with their families.<br />

VI. <strong>BOTA</strong> and Positive Youth<br />

Youth aged 15 – 24 make up a staggering 27% of the population of Kazakhstan. With approximately<br />

321,268 children living in poverty, youth from poor families suffer most due to a lack of investment in<br />

vocation or higher education opportunity and/or the skills necessary to secure a financial livelihood.<br />

Marginalized and impoverished youth are rarely empowered to participate in the development of<br />

their communities or offered the mechanisms for civic engagement. Their lack of educational opportunity<br />

and life-skills threatens their futures as productive and active members of Kazakhstani society.<br />

As with all of its programs, the <strong>BOTA</strong> <strong>Foundation</strong> has undertaken both individual and communitylevel<br />

interventions to provide direct assistance to impoverished youth and strengthen the capacity<br />

of communities to provide sustainable youth-development services. As the first scholarship program<br />

in Kazakhstan to target impoverished youth, <strong>BOTA</strong>’s Tuition Assistance Program provided three- and<br />

four-year higher education grants to 325 students in 2009 and <strong>2010</strong> affording them a unique opportunity<br />

to break the cycle of chronic, intergenerational poverty. Tuition assistance grants also covered<br />

costs of room and board, travel and educational materials for youth who would otherwise not have<br />

the opportunity to learn and succeed in adulthood. The <strong>BOTA</strong> staff’s individual assistance and support<br />

to TAP scholars, combined with semi-annual trainings on skill development, have demonstrated<br />

a remarkable 90% retention rate for the 2009 cohort. With its unique focus targeting impoverished<br />

students, the TAP program can serve as a model for future governmental and non-governmental tuition<br />

assistance programs across the country.<br />

At the community level, the <strong>BOTA</strong> <strong>Foundation</strong>’s Social Service Program has provided a wide range of<br />

52 grants totaling 151,581,888 KZT ($1,038,232 USD) to support community-based initiatives in youth<br />

vocational education, financial literacy, job search and life skills, and has reached over 7,000 young<br />

people, ages 12 -24, through lectures, educational courses, individual counseling, mentoring, job<br />

placement and service-learning endeavors.<br />

In 2009, the <strong>BOTA</strong> <strong>Foundation</strong> launched the first means-tested higher education assistance program<br />

in Kazakhstan. Targeting youth from impoverished families, the <strong>BOTA</strong> Tuition Assistance<br />

Program has proven a model targeting mechanism to break the cycle of intergenerational poverty<br />

by providing families with a leg up for the next generation.<br />

VII. CCT Statistical Data<br />

Over the course of <strong>2010</strong>, the <strong>BOTA</strong> <strong>Foundation</strong> provided 139,186,500 KZT ($1.3 million USD) in direct cash<br />

transfers to 7,488 impoverished households with a monthly per capita income of less than 13,000 KZT<br />

($92 US) in the Akmola and Kyzylorda pilot oblasts. The graphical information below demonstrates cash<br />

flow and expenditure rates, per oblast, a breakdown of community profiles for the rayons served in each<br />

oblast, and relative CCT coverage based upon the national average of 1.5% of the population eligible for<br />

participation.<br />

VIII. SSP Grantee Information<br />

In <strong>2010</strong>, the <strong>BOTA</strong> <strong>Foundation</strong>’s Social Service Program allocated 390,611,312<br />

KZT ($2,675,420 USD) to support 122 community-based projects serving impoverished<br />

and vulnerable children in Kazakhstan. Applicable service areas for<br />

the <strong>2010</strong> SSP grant competition included:<br />

IX. Tuition Assistance Grant Awards<br />

Over the 2009 -<strong>2010</strong> academic years, the <strong>BOTA</strong> <strong>Foundation</strong> recruited and selected 325 youth from impoverished households<br />

to support in furthering their higher education. With an average household income of 20% below the subsistence<br />

minimum, Tuition Assistance Program scholars are provided annual assistance packages averaging 535,000 KZT (US$ 3,620)<br />

per student for tuition, cost of living, stipends, travel and educational materials.<br />

The <strong>BOTA</strong> <strong>Foundation</strong> prides itself on the energy, enthusiasm and dedication of its 325 TAP scholars and<br />

looks forward to supporting them through their successful academic terms. Names of the TAP recipients<br />

and general demographic data on student cohorts is below.<br />
