HUMAN RESOURCES<br />

The work of the Human Resources Department at the ISS is<br />

guided by the strategic goals as identified by the <strong>Institute</strong>’s<br />

Strategic Plan. Overall, HR services at the ISS seek to attract<br />

and retain the high-quality staff that is required to deliver on<br />

the stated outcomes of the ISS and its <strong>programmes</strong>. There<strong>for</strong>e<br />

HR at ISS is a full-function, integrated service which includes<br />

recruitment, payroll administration, employee relations,<br />

organisational development staff development, equity and<br />

diversity and work<strong>for</strong>ce planning, among other functions.<br />

The period under review presented a range of substantial<br />

challenges from a human resources perspective. As in 2010,<br />

the recruitment of high-quality staff in all ISS offices continued<br />

to be challenging. The year also saw the ISS having to manage<br />

the aftermath of staff retrenchments in the Nairobi Office.<br />

A key achievement of the department was the implementation<br />

of the ISS Group Medical Scheme with effect from 1 July 2011.<br />

Other key issues addressed during 2011 included: the<br />

development of a new HR strategic plan to support the<br />

ISS’ strategic planning <strong>for</strong> the period 2012–2015; continued<br />

recruitment; staff development and training; and providing<br />

a supportive work environment. The HR department also<br />

undertook activities to ensure continued attention to issues of<br />

ethical conduct at the ISS, and has promoted ongoing dialogue<br />

between staff and management on the development of human<br />

resources policies and initiatives.<br />

The HR department also facilitated the appointment of three<br />

of the five division heads in positions established by the new<br />

ISS strategy.<br />

During 2011, the ISS continued to contribute to building<br />

the analytical skills of young Africans through its internship<br />

programme. This programme offered three- to six-month<br />

internships in all ISS <strong>programmes</strong>.<br />

In 2012, the department will focus on the implementation<br />

of the HR strategy. This will include ef<strong>for</strong>ts to promote the<br />

ISS as the employer of choice and ensuring that the ISS<br />

attracts and retains the HR capacity that is able to drive<br />

its new strategy <strong>for</strong>ward.<br />
