NOVEMBER 2005 KENNEDY CENTER DISTANCE LEARNING BROADCASTS
The Kennedy Center Distance Learning Performing Arts Series presents “Connections: Science and Music” a program of discussion,
demonstration, and performance featuring members of the National Symphony Orchestra. This program is a rebroadcast and can be
seen on Monday, November 14, 2005, from 11 a.m.-12 p.m. EST via satellite and on the distance learning website. We welcome email
questions to the artists before, during, and after the programs at KCPerfArts@aol.com. The first two programs of the season as well as
the 2004-2005 programs are archived on the website at www.kennedy-center.org/pwtv where background information, resources, and
instructional activities can also be found.
THE KENNEDY CENTER “BETTY CARTER’S JAZZ AHEAD” RESIDENCY PROGRAM
The Kennedy Center Education Department is currently accepting applications for “Betty Carter’s Jazz Ahead,” an intense, week-long
residency program for international jazz musician-composers under the age of 30. During the residency - to be held April 12-22, 2006,
at the Kennedy Center in Washington, DC - participants will refine their composing and performance skills under the tutelage of jazz
mentors, then perform original jazz compositions on the Kennedy Center Millennium Stage. The application deadline is December 16,

PARTNERS IN EDUCATION ANNUAL MEETING 2006 REGISTRATION INFORMATION
Registration information for the 2006 Annual Meeting was mailed to teams that have returned their Partnership Agreement Update,
Annual Report, and the full amount of their annual dues (for Phase II teams). According to Partners in Education Advisory Committee
policy, only teams in good standing can be invited to attend the Annual Meeting, which means that you must have submitted the
documents and dues listed above. If you have any questions about forms needed or your team’s standing, contact Amanda Long.
Don’t miss your opportunity to attend the Annual Meeting.
NOMINATION REVIEW COMMITTEE 2005-06
Roxanne Gilpatrick of CA 2003 has volunteered to serve on the NRC and was invited to join Joan Ashcraft (AZ 96), Marilyn Davidson
(AK 93), Kim Keats (SC92), and Barbara Shepherd as members of this year’s committee. They will administer the Advisory
Committee nominations and elections through September 2006. We look forward to working with these members in the coming
months and appreciate their service.
CALL FOR NOMINATIONS: THE ADVISORY COMMITTEE
The 2005-2006 Nomination Review Committee calls for nominations for the Partners in Education Advisory Committee elections.
Members of the Advisory Committee represent the Partners in Education network and serve a three-year term promoting the best
interests of all Partners in Education participants. Terms begin immediately following the Annual Meeting election, however, the first
Advisory Committee meeting for new members is in the summer immediately following the Annual Meeting at which they were elected.
Representatives serve without stipend but have hotel, airfare, and some meal expenses paid related to their two meetings each year at
the Kennedy Center. The following criteria will be used when considering nominations:
1. All nominees who represent teams must be members in good standing of Phase II in the Kennedy Center Partners in Education
program.
2. Nominees must agree to attend two (2) scheduled meetings at the Kennedy Center per year.
3. Members may not serve consecutive terms on the Advisory Committee, but may be re-elected after rotating off the Committee for
a period of three years.
Although only Phase II team members can serve on the Advisory Committee, all team members may nominate Advisory Committee
representatives. Nominations are due to the Kennedy Center by November 14.

Florida 2001 -- Terrie Ford has replaced Gary Margolis as the Arts Education Specialist at Broward County Cultural Division. She will
represent the Broward Cultural Division in partnership with Broward Center for the Performing Arts and Broward County Public

Louisiana 2005 – Genny Nadler Thomas has resigned as President and CEO of the Arts Council of Greater Baton Rouge. No
replacement has been named.
Minnesota 1999 -- College of St. Benedict and Saint John’s University Fine Arts Programming recently completed a week-long
residency with Sean Curran Company in conjunction with the world premiere of Aria, which was commissioned by the College of Saint
Benedict. The week included eleven residency activities with the company involving 1,050 students of all ages.
Missouri 1995 – The partnership team hosted a two-part professional development workshop for teachers. The workshop, titled
“Supporting Literacy through Kinesthetic Strategies” was co-sponsored with the Missouri Arts Council and Missouri Department of
Elementary and Secondary Education, with presenters from Metro Theater Company.
Missouri 2003 – On November 4-6, Center of Creative Arts (COCA) celebrates the completion of its building addition and renovation
with “Imagine Weekend.” The festivities will include a ribbon cutting at which Mikhail Baryshnikov will officiate, a full day of special
workshops featuring a keynote address by Edward Albee, and a day of free public performances and workshops. The Missouri 2003
team will also officially kick off its entry into Phase II on November 11 with a reception for the University City School District’s new
Superintendent, school board members, and teachers following the performance of Circus Inferno at COCA.
North Dakota 1999 – Nicole Derenne, Executive Director for North Valley Arts Council, has replaced Lori Young as the contact for

Ohio 2005 – Eric Jensen and Kimberli Boyd presented “Arts with the Brain in Mind” for Dayton area teachers on Friday, October 14,
2005. There were 145 teachers and artists in attendance. The team has also been awarded a Miriam Rosenthal grant of $30,000 to
support our work with teacher and artist training in the 2005-2006 school year.
We are sorry to report that Tennessee 1995 and Kentucky 1999 (Lexington) are no longer members of the Partners in Education
program.
KENNEDY CENTER ALLIANCE FOR ARTS EDUCATION NETWORK (KCAAEN) INFORMATION
ANNUAL MEETING 2006 REGISTRATION INFORMATION
The KCAAEN Annual Meeting will begin on Monday, January 30 th for First Time attendees and Network Leadership Committee
representatives. The meeting will begin on Tuesday morning, January 31 st for all State Alliance representatives and conclude
Thursday afternoon, February 2 nd . The agenda will include sessions on strategic planning, fund development, board development,
marketing, media, awards programs, publications and technology. There will be opportunities to hear arts and education speakers as
well as network with Partners in Education teams and IMAGINATION CELEBRATION national site representatives. Registration
materials were sent to primary and secondary State Alliance representatives. The deadline for registration is December 2. If you are
interested in attending and have not received registration materials, please contact Leigh Thompson at 202/416-8817.
ANNOUNCEMENT OF NOMINATION REVIEW COMMITTEE 2005-2006
We are pleased to announce Lynne DeBeer (RI), Carol Fineberg (NY), and Richard Murphy (IL) will join Former NLC members, Jacky
Alling (AZ), Donna Collins (OH), Karen Erickson (IL), Althea Jerome (MS), Kathy Tosolini (MA) and Barbara Shepherd on the 2005-
2006 Nomination Review Committee. They will administer the Network Leadership Committee nominations and elections through
September 2006. We look forward to working with them in the coming months.
CALL FOR NETWORK LEADERSHIP COMMITTEE NOMINATIONS
The 2005-2006 Nomination Review Committee calls for nominations for the Network Leadership Committee elections. Nominations
will also be solicited through a letter to the two primary contacts for each State Alliance. Self-nominations are appropriate and
welcome. Nominations other than self must have the approval of the nominee prior to submission. A letter from the nominee
addressing his or her willingness to serve should accompany the nomination. The Nomination Review Committee will accept
nominations until Monday, November 14, 2005.
Once nominations are received, the Nomination Review Committee will review the nominations and narrow the slate to seven State
Alliance representatives (comprised of four returning Network Leadership Committee members and three new nominees). The slate
will be presented to the full Kennedy Center Alliance for Arts Education Network at the Annual Meeting in January/February for
approval. The length of service for the Network Leadership Committee is one term of three years.

REMINDER NSBA NOMINATIONS DUE DECEMBER 2
The deadline for submitting nominations for this year’s award is Friday, December 2, 2005 (postmarked deadline). This award is
designed to recognize school districts for excellent arts education programs. Please note that each State Alliance for Arts Education is
eligible to nominate one school district for consideration for this national award. Please contact Leigh with any questions.
OCTOBER NETWORK LEADERSHIP COMMITTEE MEETING
The Network Leadership Committee met at the Kennedy Center October 20-23. They participated in strategic planning sessions for
the KCAAEN led by Althea Jerome. The NLC also discussed the goals, agenda and sessions for the January/February KCAAEN
Annual Meeting. The NLC representatives shared updates from their regions and aided in planning upcoming professional
development conference calls. The Network Leadership Committee’s next meeting will be in April 2006.
KCAAEN GRANT NOTIFICATION
State Alliances that did not receive Kennedy Center funding last year have been notified regarding funding for 2006. However,
Alliances that did receive Kennedy Center funding in fiscal year 2005 must complete a final report before notification for 2006 funding
can be sent. Final reports must be completed no later than November 30, 2005. A full list of grantees will be released in December
2006. Questions regarding reports or the grant process should be directed to Leigh.
NEWS FROM STATE ALLIANCES
Arizona –The Arizona Alliance for Arts Education and Arizona School Administrators’ Association will present the 2005 Administrator
Award for Outstanding Support in Arts Education to Richard McCormick, Principal at Desert Shadows in the Paradise Valley Unified
School District and the Superintendent Award for Outstanding Support in Arts Education to Paul McDonald of Bisbee Unified School
District. Their leadership in arts education was recognized at the Arizona School Administrators’ Conference on September 26 and at
the Superintendents’ Conference on October 17 in Prescott.
The Arizona Alliance for Arts Education held an annual recognition reception on Thursday, October 20, 2005. AAAE recognized Edna
Gilbert (former Partners in Education team member) who has supported arts education in Arizona for over thirty years as well as
individual and corporate sponsors. In honor of Edna (who has a penchant for wearing purple hats), guests donned hats and
acknowledged her exceptional service to arts education in Arizona.
California -- By Elizabeth Lindsley, Ed.D. from CAAE Newsletter
California Alliance for Arts Education and Laurie Schell have been honored with a 2005 ToP Champion Award from the Institute of
Cultural Affairs. The award recognizes individuals and organizations for excellence in facilitative leadership and for embodying the
spirit and use of participatory methods in their organizational life. CAAE shares this honor with only 15 other organizations from across
the United States, including an international conservation organization, health services agencies, a consultant to Travelocity, school
districts, social service agencies, and even an Indian reservation.
Arizona and California – At the National Grantmakers in the Arts conference in Pasadena California in October, Laurie Schell,
Executive Director of the California Alliance for Arts Education and Jacky Alling, program officer for the Arizona Community
Foundation and former KCAAEN NLC member, presented a theme session on arts education. The session was entitled: Arts
Education Policy: Catalytic Tools for Community Involvement.
Kentucky – KAAE is partnering with the Kentucky Theatre Association for their annual joint professional development day on
Saturday, November 12, 2005, as a part of the KTA conference. The focus of this professional development is drama and dance. The
Kentucky Department of Education Arts and Humanities will present information about the revised core content in these two areas,
which will begin to be assessed in the 06-07 academic year.
KAAE has been contracted by the Kentucky Arts Council to plan and implement a one-day forum, December 9, 2005, to present to arts
education decision makers the findings of the baseline survey of Arts Education in Kentucky that was conducted this summer under
the leadership of Louisville-based Collaborative for Teaching and Learning. Other partners in the survey and forum include the
Kentucky Department of Education, the Kentucky Center, Arts Kentucky, Kentucky Educational Television, and the Jefferson County
Public Schools. The survey findings will be presented within the framework of KDE’s five current initiatives.
Nebraska – Nicole Palof, Administrative Director, Nebraskans for the Arts, Nebraska Alliance for Arts Education, has a new email

South Carolina – The Cultural Council of South Carolina hosted one of the Americans for the Arts “Creative Conversations” on
October 19 in Columbia. The “conversation” included discussion about developing artistic leadership, audience development,
technical assistance needs, and how cultural institutions can assist in the development of the independent artist.

REPORT OF ARTS EDUCATION PARTNERSHIP FORUM: ARTS EDUCATION AND THE CREATIVE ECONOMY

The Arts Education Partnership held a national forum on the theme of Arts Education and The Creative Economy Saturday and
Sunday, October 1-2, 2005 in Charleston, SC at the College of Charleston. Representatives from 32 states, and the District of
Columbia, were in attendance. On Saturday, Charleston Mayor, Joseph Riley gave a lively presentation detailing the history of
Charleston’s vibrant architecture and cultural community. On Sunday, the day began with a presentation by Arkansas Governor, Mike
Huckabee, who is currently serving as the chairman of the Education Commission of the States (ECS). Under his leadership at ECS,
Governor Huckabee has launched a national arts education initiative that stems from his lifelong pursuit of music. He outlined what he
views are “essentials for education” which are also the skills and traits that business leaders are looking for in future employees. All of
these traits are inherent to participation in the arts. In addition to the presentations, participants attended several breakout sessions
centering on the theme of Arts Education and the Creative Economy. On Saturday evening, attendees and their guests were invited to
a special 10 th Anniversary celebration at the City Gallery in Charleston. Several KCAAEN and Partners in Education members,
Barbara Shepherd and Amy Duma were in attendance.

KATRINA RELIEF APPROPRIATIONS AND THE ARTS
From Americans for the Arts Monthly Wire
Congress has passed two very large emergency relief packages totaling $62 billion, most of which has gone to FEMA. Museums,
nonprofit arts organizations that are located in historic buildings, and government agencies may be able to qualify for FEMA
assistance. Congress is now working on a third "supplemental" package, which will have a broader range. Negotiations are currently

under way to allocate up to $20 million of relief funding through the National Endowment for the Arts for grants. These supplemental
bills are all for FY 2006 funding. Another possibility is that additional arts funding would be wrapped into a fourth package or, more
remotely, could be included in appropriations for FY 2007. Notwithstanding the possibility of these new funds, arts organizations
currently can immediately pursue low-interest Physical Disaster Business Loans from the Small Business Administration (SBA), which
cover property losses that are not insured or are underinsured. Please see SBA's FAQ site,

HOUSE CONSERVATIVES PROPOSE COMPLETE ELIMINATION OF DOZENS OF FEDERAL PROGRAMS TO
OFFSET KATRINA

Last month, the Republican Study Committee (RSC) issued a proposal calling for the elimination of funding for the NEA and NEH
(page 16) and for the Corporation for Public Broadcasting (page 14). In addition to the RSC proposal, Chairman of the House
Education & the Workforce Committee John Boehner has offered a bill that would terminate the authorization for the Department of
Education's Arts in Education program to pay for hurricane recovery efforts. Boehner's Setting Priorities in Spending Act (HR 4018)
would eliminate authorization for 14 Federal programs, including the Arts in Education program. Through our E-Advocacy website,
Americans for the Arts advocates have sent more than 7,200 messages during the last month to their Members of Congress
supporting arts in education. We will continue to monitor these developments closely. For more information on this issue, please

Teaching. Begun in 2004, this national recognition effort is part of the U.S. Department of Education’s Teacher-to-Teacher Initiative,
which includes workshops for teachers, teacher and principal roundtables, regular e-mail updates, and free online professional
development. American Star teachers, according to Secretary of Education Margaret Spellings, are “representative of the country’s
many exemplary educators who are using innovative strategies to close the achievement gap and change the course of students’
lives.”
In the states of Idaho, New Hampshire, and Washington, the 2005 American Stars of Teaching are arts educators. Peggy Fiske is the
visual art specialist at Kendrick Junior-Senior High School in Kendrick, Idaho, where she has enriched the students’ arts learning with
after-school and summer arts programs as well as having developed arts projects in her community for local children and youth. In
New Hampshire, Phillip Martin has taught music for 30 years, currently instructs the school band, chorus, and guitar classes at
Campbell High School, a new competency-based school in Litchfield. Terri Placentia teaches visual arts at the Tacoma School of the
Arts, where she also serves as the art department chairwoman. Among the hallmarks of her approach to teaching art are the
curricular connections Ms. Placentia makes to other academic subjects and her collaboration with colleagues in the school’s math and
science departments.
ARTSCAN: ARTS IN EDUCATION STATE POLICY DATABASE

As the 2004-2006 Chairman of the Education Commission of the States (ECS), Arkansas Governor Mike Huckabee has chosen to
make arts in education the focus of his “Chairman’s Initiative.” The goal of the ECS initiative is to ensure every child at every level of
schooling has the opportunity to learn about, enjoy and participate in the arts. To support this goal, ECS is developing an online,
searchable database – called “ArtScan” – that contains brief summaries of state policies related to arts education from all 50 states

READERS WANTED FOR THE VSA ARTS WRITING PROJECT

VSA arts is seeking creative writers and writing professionals to read and evaluate approximately 30 short pieces of fiction and poetry
written by students from around the world. The evaluation process will consist of selecting the ten or fewer best quality pieces out of
the 30, according to a set of guidelines. The readers will receive the writing by Friday, December 23, 2005. The list of the top ten
pieces needs to be submitted to VSA arts via email by Tuesday, January 3, 2006. VSA arts will offer a $75 honorarium for reading.
The VSA arts Writing Project is a call for flash fiction and poetry submitted by students ages 11-18 living with disability (students with
disabilities and students who have connections to people with disabilities). The writing must relate to the theme, “Another Point of

View,” and the selected pieces will become part of the online literary journal on the VSA arts website at

GROWTH IN FUNDING FOR ARTS EDUCATION SURPASSES ARTS GIVING OVERALL

Charitable giving for arts education grew faster than arts giving overall between 1999 and 2003, a report released jointly by the
Foundation Center and Grantmakers in the Arts finds. Funded by the New York City-based Wallace Foundation, "Foundation Funding
for Arts Education: An Overview of Recent Trends" found that programs serving children and youth received more than 40 percent of
the $208.8 million given in 2003 for arts education by the largest U.S. foundations. Funding for arts education targets all age groups
and a range of purposes, including incorporating the arts into school curriculum, expanding arts education facilities, supporting the
education of emerging artists, and advancing programs that foster a life-long appreciation of the arts. A copy of the complete report is
