adults living at the property are counted, so a 50% <str<strong>on</strong>g>discount</str<strong>on</strong>g> will apply.<br />

3. Who is not counted?<br />

Carers<br />

You will not be counted if you live with, and care for a pers<strong>on</strong> with a<br />

disability who is receiving <strong>on</strong>e of certain allowances or disablement<br />

pensi<strong>on</strong>s. You must be providing care for at least 35 hours a week <strong>on</strong><br />

average. But you will be counted if you are caring for <strong>your</strong> husband, wife or<br />

civil partner (or partner with whom you live with as husband, wife or civil<br />

partner), or <strong>your</strong> child under 18 years old.<br />

People who are severely mentally impaired<br />

People who are severely mentally impaired are not counted. For council tax<br />

purposes, a pers<strong>on</strong> is regarded as severely mentally impaired if he or she<br />

has, for whatever reas<strong>on</strong>, severe impairment of intelligence and social<br />

functi<strong>on</strong>ing which appears <str<strong>on</strong>g>to</str<strong>on</strong>g> be permanent. This will usually include<br />

people with Alzheimer’s Disease or similar illnesses.<br />

In order not <str<strong>on</strong>g>to</str<strong>on</strong>g> be counted, a pers<strong>on</strong> will need a certificate from his or her<br />

doc<str<strong>on</strong>g>to</str<strong>on</strong>g>r <str<strong>on</strong>g>to</str<strong>on</strong>g> say that he or she is severely mentally impaired. The pers<strong>on</strong><br />

must also be entitled <str<strong>on</strong>g>to</str<strong>on</strong>g> <strong>on</strong>e of a number of benefits including certain<br />

incapacity benefits, disability allowances, unemployment allowances or<br />

attendance allowances.<br />

Child Benefit<br />

You will also not be counted if you are at least 18 years old and some<strong>on</strong>e is<br />

receiving child benefit for you, or would be if you were not in local<br />

authority care.<br />
