• The Framework for Mobile Governance was notified in The Gazette of India in February 2012<br />

• Mobile Service Delivery Gateway (MSDG) is being developed <strong>by</strong> C-DAC :: device- and technology- agnostic<br />

solutions for all delivery channels, including SMS, Voice/ IVR, Unstructured Supplementary Service Data (USSD),<br />

Mobile Applications Store (m-Appstore), Location-Based Services, and Cell Broadcast<br />

SMS Gateway was launched in July 2011 :: The number 51969 (shortcode) has been opened <strong>by</strong> most telecom service<br />

providers at normal non-premium rates for SMS over mobile phones<br />

m-Appstore was opened in January 2012 and can be accessed from http://www.mgov.gov.in/<br />

• MSDG with all its channels is proposed to be fully operational <strong>by</strong> 31-Dec-2012 :: 125 Depts. proposed to be<br />

integrated with MSDG for deployment and delivery of mobile based services<br />

• MSDG has been enabled for integration with all MMPs<br />

• Ready and Operational Channel (1)<br />

• Short Message Service (SMS) Channel<br />

• Ready and Operational Channel (2)<br />

• m-Appstore Channel<br />

• PUSH SMS (Messages sent <strong>by</strong> Departments to users/<br />

• PULL SMS (Messages sent <strong>by</strong> citizens/ users to<br />

Departments) ::<br />

• 57 unique services have been operationalized for<br />

integrating Departments<br />

• Leading integrators: Nagaland (24), Maharashtra (8),<br />

West Bengal (7), UID (6)<br />

• 33 generic mobile applications (m-apps or apps)<br />

have been developed and hosted on the MSDG<br />

Appstore<br />

• The 33 generic apps largely cover services related<br />

to Social Welfare and Issuance of Certificates (e.g.<br />

Phone Connection, Duplicate Ration Card, Birth<br />

Certificate, Old Age Pension, Marriage Registration,<br />

Domicile Cert, Income Cert, Record of Rights<br />

Application, etc)<br />

• These are ready to be made live once they are<br />

integrated with the relevant databases of the<br />

integrating Departments.<br />

• Currently the apps are available on the Android<br />

platform; work is underway to offer them on the<br />

Java 2 Micro Edition (J2ME) platform, for all round<br />

compatibility with Java enabled mobile phones<br />

(as of 10-Apr-2012)
