<strong>City</strong> <strong>of</strong> <strong>Anoka</strong> <strong>Archery</strong> <strong>Deer</strong> <strong>Hunting</strong> <strong>Program</strong><br />

The <strong>City</strong> <strong>of</strong> <strong>Anoka</strong> is currently allowing archery deer hunting on two publically owned<br />

properties within the <strong>City</strong> <strong>of</strong> <strong>Anoka</strong>: Federal Premium Ammunition Wildlife Conservation<br />

Area on Kings Island (King’s Island) and <strong>Anoka</strong> Nature Preserve (ANP). The program is<br />

designed to provide recreational hunting within the <strong>City</strong> <strong>of</strong> <strong>Anoka</strong> while reducing the<br />

number <strong>of</strong> deer related traffic accidents and keep deer herds at ideal levels, which will<br />

be evaluated in accordance with the <strong>City</strong> <strong>of</strong> <strong>Anoka</strong> Wildlife Management Policy (Police #<br />

2012-05).<br />

<strong>Anoka</strong> Nature Preserve<br />

The <strong>Anoka</strong> Nature Preserve (ANP) is located on the northwest border <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Anoka</strong>, sitting directly east <strong>of</strong> the<br />

Rum River, north <strong>of</strong> County Road 116 (Bunker Lake Blvd) and west <strong>of</strong> County Road 7 (7 th Avenue). The <strong>Anoka</strong> County<br />

library also sits directly adjacent to the ANP. The ANP is 200+ acres protected by the <strong>City</strong> <strong>of</strong> <strong>Anoka</strong> and the <strong>Anoka</strong> County<br />

Soil & Water Conservation district, and consists <strong>of</strong> dense forest, different wildlife, prairie area, wetland backwaters, and<br />

almost a mile <strong>of</strong> Rum River shoreline (a federally-designated ‘Wild and Scenic River’).<br />

Federal Premium Ammunition Wildlife Conservation Area on King’s Island<br />

This Federal Premium Ammunition Wildlife Conservation Area on King’s Island (Kings Island) is located directly south <strong>of</strong><br />

the <strong>Anoka</strong>-Hennepin Technical College on the south side <strong>of</strong> Highway 10 and northeast <strong>of</strong> Mississippi River Community<br />

Park. This 70+ acre parcel is a lowland hardwood swamp flood plain area along the Mississippi River and includes<br />

features such as an ox box creek and a pond created from previous gravel excavation. The area is heavily wooded and<br />

prone to moist soil conditions. The oxbow forms the northwestern and southern boundary <strong>of</strong> the property.<br />

<strong>Hunting</strong> is NOT allowed on any other <strong>City</strong> <strong>of</strong> <strong>Anoka</strong> property than those areas identified above.<br />

**The Application and the signed 2013 <strong>Archery</strong> <strong>Deer</strong> Hunt Rules sheet must be<br />

returned to <strong>Anoka</strong> <strong>City</strong> Hall no later than August 23, 2013 to be considered for<br />

2013 <strong>Archery</strong> <strong>Deer</strong> <strong>Hunting</strong> Schedule<br />

<strong>Hunting</strong> on designated <strong>City</strong> properties will occur during the MN <strong>Deer</strong> Hunt <strong>Archery</strong> Season dates <strong>of</strong> September<br />

14 – December 31, 2013. In an effort to provide hunting access to residents and non-residents within the <strong>City</strong><br />

<strong>of</strong> <strong>Anoka</strong>, the <strong>City</strong> has broken the hunting season into four (4) permit periods, approximately 22-days in length<br />

designated as Periods A, B, C and D. There will be a 5-day “no hunting period” between each permit period<br />

where no hunting in either area will be authorized. The <strong>City</strong> will assign three (3) hunters (2 adult, 1 youth) at<br />

Kings Island and six (6) hunters (5 adult, 1 youth) at the <strong>Anoka</strong> Nature Preserve per permit period. Applicants<br />

must indicate personal preference <strong>of</strong> period and location on the preference sheet (page 4). The rules section<br />

on page two (2) <strong>of</strong> this hunting application packet provides regulations for hunting within the city.<br />

2013 Permit Periods:<br />

NO HUNTING/REST DAYS - the 5 days between hunt periods are "rest days" and no hunting is allowed.<br />

Rest days are: October 7 - 11, November 4 - 8, December 2 - 6<br />

NO HUNTING DAYS:<br />

Sunday October 20 - No <strong>Hunting</strong> at the <strong>Anoka</strong> Nature Preserve due to the Halloween Medallion Hunt<br />

ADDITIONAL INFORMATION:<br />

Construction <strong>of</strong> the Mississippi River Trail on Kings Island could begin as early as September and continuing<br />

through the hunting season. Exact dates for the start <strong>of</strong> construction are to be determined. Schedule<br />

information will be shared as it becomes available.<br />

A Veteran Goose Hunt at the <strong>Anoka</strong> Nature Preserve is being planned for mid-October. Multiple morning<br />

hunts are likely to occur October 10 - 19, 2013. Schedule information will be shared as it becomes available.<br />

Kings Island Channel Restoration work may begin as early as November and continue through the end <strong>of</strong><br />

hunting season depending on water conditions. Schedule information will be shared as it becomes available.<br />

Parking Areas:<br />

King’s Island: Parking is allowed in the small gravel lot on the Southside <strong>of</strong> Highway 10. Parking on and<br />

accessing King’s Island from Rivlyn Ave in Ramsey is discourage. No access is available to Kings Island from<br />

Mississippi River Community Park.<br />

<strong>Anoka</strong> Nature Preserve: Parking is allowed in the cul-de-sac on 6 th Ave N. The parking lot by the wind<br />

turbine/Gray Ghost Soccer Field <strong>of</strong>f 6 th Ave S (on the south side <strong>of</strong> Bunker Lake Blvd) is also available for those<br />

wanting to access the south/eastern areas <strong>of</strong> the ANP via the Rum River Trail. Hunters are not allowed to park<br />

in the <strong>Anoka</strong> High School or <strong>Anoka</strong> County Rum River Library parking lots.<br />

Hunters must prominently display the vehicle tag in the windshield <strong>of</strong> their vehicle while hunting. Tags will be<br />

provided to all selected hunters for their specific hunting period.<br />

Hunter Selection Process:<br />

<strong>City</strong> Staff will process applications received by the August 23, 2013 deadline via lottery described below.<br />

Hunters will be notified by email/phone <strong>of</strong> their selection by August 29, 2013.<br />

The <strong>City</strong> will assign three (3) hunters (2 adult, 1 youth) at Kings Island and six (6) hunters (5 adult, 1 youth) at<br />

the <strong>Anoka</strong> Nature Preserve per permit period. A maximum <strong>of</strong> 36 hunters (8 youth, 28 adults) will be selected<br />

for the 2013 hunt; additionally, alternates will be assigned per hunt period. Applications from <strong>City</strong> <strong>of</strong> <strong>Anoka</strong><br />

residents will be processed first, then non- resident applications. Applications from individuals that hunted in<br />

2012 will be processed with the lowest priority.<br />

MN DNR License # must be provided to the <strong>City</strong> <strong>of</strong> <strong>Anoka</strong> by Sept 4, 2013 if selected for 2013 Hunt. Failure to<br />

provide this information will result in forfeiture <strong>of</strong> selection and an alternate will be selected to hunt in your<br />

place. Permit Packets will not be mailed to individuals that have not provided this information.<br />

2013 <strong>Archery</strong> <strong>Deer</strong> Hunt Rules<br />

____ 1. I agree to follow all MN <strong>Hunting</strong> and Trapping Regulations for the current year, in addition to <strong>City</strong> <strong>of</strong> <strong>Anoka</strong> regulations. All<br />

hunters must obtain MN DNR Bow <strong>Hunting</strong> License and provide the <strong>City</strong> with the license number before obtaining <strong>City</strong> <strong>of</strong><br />

<strong>Anoka</strong> hunting permit.<br />

A. Youth age 12 - 14 must be accompanied by an adult mentor and must possess Apprentice Hunter Validation.<br />

____ 2. Only 1 deer may be taken by each assigned hunter. <strong>Anoka</strong> is part <strong>of</strong> Metro Area 601. Tags in Area 601 may be used for<br />

does/bucks. Hunters are discouraged from “trophy” hunting. Hunters are to cease hunting when tag is filled and submit<br />

the harvest report. If a portion <strong>of</strong> the hunting period remains an alternate may be selected to complete the current period.<br />

____ 3. <strong>Hunting</strong> will only be allowed on the designated areas <strong>of</strong> King’s Island and in the <strong>Anoka</strong> Nature Preserve (refer to maps on<br />

pages 6 & 7). Any hunting outside the designated areas <strong>of</strong> ANP or King’s Island is strictly prohibited.<br />

____ 4. No animals other than deer may be shot.<br />

____ 5. ALL hunting will be done from a stand positioned at least five (5) feet above the ground. Use <strong>of</strong> a safety harness is<br />

encouraged.<br />

____ 6. The <strong>City</strong> <strong>of</strong> <strong>Anoka</strong> shall not be liable for any personal injury or property damage suffered by the applicant while on <strong>City</strong><br />

property or participating in the archery hunt activities. Further, the applicant will fully defend and indemnify the <strong>City</strong> <strong>of</strong><br />

<strong>Anoka</strong> from any claims, lawsuits, causes <strong>of</strong> action, or judgments arising or resulting from any activities <strong>of</strong> the applicant.<br />

7. Hunters will be assigned to a specific property for a specific hunting period. Hunters will only be selected for one permit<br />

period, unless there are not enough applicants to fill all slots.<br />

8. Six (6) hunters will be selected for the <strong>Anoka</strong> Nature Preserve (5 adult & 1 Youth) per hunt period. Three (3) Hunters will<br />

be selected for Kings Island (2 adult & 1 Youth) per hunt period.<br />

9. Applicants must submit a completed application and signed rules form to be eligible for hunting on <strong>City</strong> property. Hunters<br />

will be selected by random drawing. Applications from <strong>City</strong> <strong>of</strong> <strong>Anoka</strong> residents that were not selected to hunt in 2012 will<br />

be processed first, then residents who hunted in 2012, followed by non-residents that were not selected in 2012, and<br />

finally non-residents who hunted in 2012.<br />

10. Assigned hunters may access the assigned property beginning the Tuesday immediately prior to their permit start date to<br />

install a portable tree stand. Stand may remain on the property during the permit period; although hunters must remove<br />

the stand on the last day <strong>of</strong> the permit period. No permanent tree stands are allowed. Stand must be labeled with the<br />

hunter name & telephone number.<br />

11. Assigned hunters will park in designated parking areas only and must prominently display the dashboard tag while<br />

hunting. All vehicles used must be marked with identification tags at all time while hunting.<br />

12. Use <strong>of</strong> <strong>of</strong>f-road motorized vehicles to remove deer is prohibited. Please plan to use alternative methods to retrieve deer.<br />

13. No shooting lanes may be cut; minimal pruning is allowed.<br />

14. Non-biodegradable items must be removed from the property daily.<br />

15. No party hunting allowed.<br />

16. No fires or overnight camping allowed.<br />

17. Hunters must complete and submit the Harvest Report and provide a photo (attached or email) <strong>of</strong> the deer within 72<br />

hours <strong>of</strong> tagging the deer, to <strong>Anoka</strong> <strong>City</strong> Hall.<br />

I have read the above rules and agree to abide by them. I understand that the ANP and Kings’ Island will be open to the public<br />

during the hunting season; other recreational users may be on these properties while hunting occurs. Violation <strong>of</strong> these or any<br />

other applicable rules, regulations, ordinances, or directives <strong>of</strong> <strong>City</strong> <strong>of</strong>ficials immediately revokes my permission to hunt (if<br />

selected) on <strong>City</strong> <strong>of</strong> <strong>Anoka</strong> property and may result in criminal action.<br />
