City of Anoka Archery Deer Hunting Program
The City of Anoka is currently allowing archery deer hunting on two publically owned
properties within the City of Anoka: Federal Premium Ammunition Wildlife Conservation
Area on Kings Island (King’s Island) and Anoka Nature Preserve (ANP). The program is
designed to provide recreational hunting within the City of Anoka while reducing the
number of deer related traffic accidents and keep deer herds at ideal levels, which will
be evaluated in accordance with the City of Anoka Wildlife Management Policy (Police #
2012-05).
Anoka Nature Preserve
The Anoka Nature Preserve (ANP) is located on the northwest border of the City of Anoka, sitting directly east of the
Rum River, north of County Road 116 (Bunker Lake Blvd) and west of County Road 7 (7 th Avenue). The Anoka County
library also sits directly adjacent to the ANP. The ANP is 200+ acres protected by the City of Anoka and the Anoka County
Soil & Water Conservation district, and consists of dense forest, different wildlife, prairie area, wetland backwaters, and
almost a mile of Rum River shoreline (a federally-designated ‘Wild and Scenic River’).
Federal Premium Ammunition Wildlife Conservation Area on King’s Island
This Federal Premium Ammunition Wildlife Conservation Area on King’s Island (Kings Island) is located directly south of
the Anoka-Hennepin Technical College on the south side of Highway 10 and northeast of Mississippi River Community
Park. This 70+ acre parcel is a lowland hardwood swamp flood plain area along the Mississippi River and includes
features such as an ox box creek and a pond created from previous gravel excavation. The area is heavily wooded and
prone to moist soil conditions. The oxbow forms the northwestern and southern boundary of the property.
Hunting is NOT allowed on any other City of Anoka property than those areas identified above.
**The Application and the signed 2013 Archery Deer Hunt Rules sheet must be
returned to Anoka City Hall no later than August 23, 2013 to be considered for
a permit**

2013 Archery Deer Hunting Schedule
Hunting on designated City properties will occur during the MN Deer Hunt Archery Season dates of September
14 – December 31, 2013. In an effort to provide hunting access to residents and non-residents within the City
of Anoka, the City has broken the hunting season into four (4) permit periods, approximately 22-days in length
designated as Periods A, B, C and D. There will be a 5-day “no hunting period” between each permit period
where no hunting in either area will be authorized. The City will assign three (3) hunters (2 adult, 1 youth) at
Kings Island and six (6) hunters (5 adult, 1 youth) at the Anoka Nature Preserve per permit period. Applicants
must indicate personal preference of period and location on the preference sheet (page 4). The rules section
on page two (2) of this hunting application packet provides regulations for hunting within the city.

NO HUNTING/REST DAYS - the 5 days between hunt periods are "rest days" and no hunting is allowed.
Rest days are: October 7 - 11, November 4 - 8, December 2 - 6
NO HUNTING DAYS:
Sunday October 20 - No Hunting at the Anoka Nature Preserve due to the Halloween Medallion Hunt
ADDITIONAL INFORMATION:
Construction of the Mississippi River Trail on Kings Island could begin as early as September and continuing
through the hunting season. Exact dates for the start of construction are to be determined. Schedule
information will be shared as it becomes available.
A Veteran Goose Hunt at the Anoka Nature Preserve is being planned for mid-October. Multiple morning
hunts are likely to occur October 10 - 19, 2013. Schedule information will be shared as it becomes available.
Kings Island Channel Restoration work may begin as early as November and continue through the end of
hunting season depending on water conditions. Schedule information will be shared as it becomes available.

Parking Areas:
King’s Island: Parking is allowed in the small gravel lot on the Southside of Highway 10. Parking on and
accessing King’s Island from Rivlyn Ave in Ramsey is discourage. No access is available to Kings Island from
Mississippi River Community Park.
Anoka Nature Preserve: Parking is allowed in the cul-de-sac on 6 th Ave N. The parking lot by the wind
turbine/Gray Ghost Soccer Field off 6 th Ave S (on the south side of Bunker Lake Blvd) is also available for those
wanting to access the south/eastern areas of the ANP via the Rum River Trail. Hunters are not allowed to park
in the Anoka High School or Anoka County Rum River Library parking lots.
Hunters must prominently display the vehicle tag in the windshield of their vehicle while hunting. Tags will be
provided to all selected hunters for their specific hunting period.
Hunter Selection Process:
City Staff will process applications received by the August 23, 2013 deadline via lottery described below.
Hunters will be notified by email/phone of their selection by August 29, 2013.
The City will assign three (3) hunters (2 adult, 1 youth) at Kings Island and six (6) hunters (5 adult, 1 youth) at
the Anoka Nature Preserve per permit period. A maximum of 36 hunters (8 youth, 28 adults) will be selected
for the 2013 hunt; additionally, alternates will be assigned per hunt period. Applications from City of Anoka
residents will be processed first, then non- resident applications. Applications from individuals that hunted in
2012 will be processed with the lowest priority.
MN DNR License # must be provided to the City of Anoka by Sept 4, 2013 if selected for 2013 Hunt. Failure to
provide this information will result in forfeiture of selection and an alternate will be selected to hunt in your
place. Permit Packets will not be mailed to individuals that have not provided this information.

____ 1. I agree to follow all MN Hunting and Trapping Regulations for the current year, in addition to City of Anoka regulations. All
hunters must obtain MN DNR Bow Hunting License and provide the City with the license number before obtaining City of
Anoka hunting permit.
A. Youth age 12 - 14 must be accompanied by an adult mentor and must possess Apprentice Hunter Validation.
____ 2. Only 1 deer may be taken by each assigned hunter. Anoka is part of Metro Area 601. Tags in Area 601 may be used for
does/bucks. Hunters are discouraged from “trophy” hunting. Hunters are to cease hunting when tag is filled and submit
the harvest report. If a portion of the hunting period remains an alternate may be selected to complete the current period.
____ 3. Hunting will only be allowed on the designated areas of King’s Island and in the Anoka Nature Preserve (refer to maps on
pages 6 & 7). Any hunting outside the designated areas of ANP or King’s Island is strictly prohibited.
____ 4. No animals other than deer may be shot.
____ 5. ALL hunting will be done from a stand positioned at least five (5) feet above the ground. Use of a safety harness is
encouraged.
____ 6. The City of Anoka shall not be liable for any personal injury or property damage suffered by the applicant while on City
property or participating in the archery hunt activities. Further, the applicant will fully defend and indemnify the City of
Anoka from any claims, lawsuits, causes of action, or judgments arising or resulting from any activities of the applicant.
7. Hunters will be assigned to a specific property for a specific hunting period. Hunters will only be selected for one permit
period, unless there are not enough applicants to fill all slots.
8. Six (6) hunters will be selected for the Anoka Nature Preserve (5 adult & 1 Youth) per hunt period. Three (3) Hunters will
be selected for Kings Island (2 adult & 1 Youth) per hunt period.
9. Applicants must submit a completed application and signed rules form to be eligible for hunting on City property. Hunters
will be selected by random drawing. Applications from City of Anoka residents that were not selected to hunt in 2012 will
be processed first, then residents who hunted in 2012, followed by non-residents that were not selected in 2012, and
finally non-residents who hunted in 2012.
10. Assigned hunters may access the assigned property beginning the Tuesday immediately prior to their permit start date to
install a portable tree stand. Stand may remain on the property during the permit period; although hunters must remove
the stand on the last day of the permit period. No permanent tree stands are allowed. Stand must be labeled with the
hunter name & telephone number.
11. Assigned hunters will park in designated parking areas only and must prominently display the dashboard tag while
hunting. All vehicles used must be marked with identification tags at all time while hunting.
12. Use of off-road motorized vehicles to remove deer is prohibited. Please plan to use alternative methods to retrieve deer.
13. No shooting lanes may be cut; minimal pruning is allowed.
14. Non-biodegradable items must be removed from the property daily.
15. No party hunting allowed.
16. No fires or overnight camping allowed.
17. Hunters must complete and submit the Harvest Report and provide a photo (attached or email) of the deer within 72
hours of tagging the deer, to Anoka City Hall.
I have read the above rules and agree to abide by them. I understand that the ANP and Kings’ Island will be open to the public
during the hunting season; other recreational users may be on these properties while hunting occurs. Violation of these or any
other applicable rules, regulations, ordinances, or directives of City officials immediately revokes my permission to hunt (if
selected) on City of Anoka property and may result in criminal action.
