<strong>Private</strong> <strong>Sector</strong> <strong>Partnership</strong> <strong>Project</strong> - <strong>Zimbabwe</strong><br />

The <strong>Private</strong> <strong>Sector</strong> <strong>Partnership</strong> <strong>Project</strong> is a five-year task order under the <strong>Private</strong> <strong>Sector</strong><br />

<strong>Partnership</strong>s (PSP) Indefinite Quantity Contract, funded by the U.S. Agency for International<br />

Development, and is designed to reduce the risk of sexual transmission of the HIV virus by<br />

promoting behavior change through improved<br />

knowledge and increased access to HIV-related<br />

products and services. While focusing on specific<br />

technical areas in support of the national strategic<br />

framework developed by the Ministry of Health and<br />

Child Welfare (MOHCW), the <strong>Partnership</strong> <strong>Project</strong><br />

seeks to maximize the use of private not-for-profit and<br />

for-profit partners in the implementation of project<br />

activities. The project promotes <strong>Zimbabwe</strong>an<br />

ownership of the HIV crisis and its solutions while<br />

developing the capacity of local organizations to<br />

continue and expand this work in the future.<br />

As a key component of the project, the <strong>Partnership</strong><br />

Fund has been established as a grant mechanism that<br />

allows for the development of strong, cost-effective<br />

partnerships with local <strong>Zimbabwe</strong>an organizations as<br />

important partners and implementers of <strong>Partnership</strong><br />

<strong>Project</strong> activities. Through the <strong>Partnership</strong> Fund, the<br />

project works directly with numerous local<br />

organizations from <strong>Zimbabwe</strong>an not-for-profit and for-profit sectors and ensures that they play a<br />

major role in the implementation of planned activities and achievement of programmatic results.<br />

Principal Activities<br />

The project focuses on two major priority areas:<br />

• Improve the breadth and depth of <strong>Zimbabwe</strong>ans’ knowledge about HIV/AIDS and support of<br />

related actions and activities to promote behaviors that prevent its spread and mitigate its impact<br />

• Provide support to dramatically scale-up HIV testing and counseling in order to increase the<br />

number of <strong>Zimbabwe</strong>ans who know their HIV status and enable them to take appropriate actions,<br />

ranging from personal risk reduction to prevention of mother-to-child transmission (PMTCT)<br />

and antiretroviral therapy (ART)<br />

Progress to Date<br />

To support these priority areas, the <strong>Abt</strong> <strong>Associates</strong> team is developing and implementing a broad-based<br />

communications portfolio focusing on behavior change messages, and the marketing of specific HIV/<br />

AIDS products and services. The team is also providing support for the MOHCW’s transition to a<br />

provider-initiated approach in HIV testing and counseling services, and to identify individuals eligible<br />

to receive a comprehensive HIV and AIDS package of prevention, care, and treatment services. In<br />

addition, the project supports the continued development of post-test HIV service delivery, and provides<br />

technical assistance in the design and implementation of strategies for strengthening the provision of<br />

family planning services within PMTCT programs.
