The Program Executive Office Simulation, Training, and Instrumentation (<strong>PEO</strong> <strong>STRI</strong>),<br />
Project Support Group, Financial Directorate is recruiting for the position of Operations<br />
Research Analyst (Supv), <strong>YD</strong>-<strong>1515</strong>-<strong>03</strong> (Associate Chief Financial Manager-Cost). The<br />
position is located in Orlando, Florida.<br />
Duty Description:<br />
The Associate Chief Financial Manager-Cost (ACFM-Cost) serves as the advisor to the<br />
Chief Financial Manager (CFM) as the organization’s expert on all cost matters. The<br />
position reports to the CFM and manages a civilian and contractor workforce for the<br />
execution of cost analysis, cost estimating, earned value, and source selection for <strong>PEO</strong><br />
<strong>STRI</strong> programs and contracts. The manager is responsible for the quantity and quality of<br />
the work of Cost Analyst personnel assigned to the organization.<br />
The ACFM-Cost is responsible for the coordination and direction of all cost activities and<br />
is the senior cost analyst responsible for developing and applying operations<br />
research/statistical/mathematical methodologies and techniques to the problem of cost<br />
estimating/cost analysis for the program of activities associated with the research,<br />
development, production, and deployment of training systems managed by <strong>PEO</strong> <strong>STRI</strong>.<br />
The incumbent will prepare guidance IAW applicable <strong>Army</strong> cost regulations and<br />
coordinate <strong>PEO</strong> <strong>STRI</strong>’s policy memorandums and their implementation as related to<br />
economic/cost analysis. In addition, the ACFM-Cost assists in <strong>PEO</strong> organizational<br />
validation reviews for the Office of Deputy Assistant Secretary of the <strong>Army</strong> for Cost &<br />
Economics (ODASA-CE) <strong>Army</strong> Cost Position.<br />
The ACFM-Cost leads and directs a variety of studies to develop, review, validate,<br />
maintain, present and defend <strong>PEO</strong> <strong>STRI</strong>’s position on varying aspects of Earned Value<br />
Management System (EVMS) for programs and to support the EVMS management<br />
philosophy. Evaluates EVMS and scheduling techniques for appropriateness for<br />
measuring contractors’ schedule and critical path performance.<br />
Ensures that cost personnel have appropriate knowledge, skills, abilities, certifications,<br />
and are performing to the satisfaction of the <strong>PEO</strong> <strong>STRI</strong> Project Director and/or other<br />
manager. Adjusts cost analyst workforce for future needs. Forecasts cost resource<br />
requirements (numbers and skills).
Additional Information:<br />
The pay range for a YA-<strong>03</strong> position in Orlando in 2008 is $77,018-$130,211 plus a local<br />
market supplement (LMS) of 13.18%.<br />
PCS is not being paid.<br />

This position requires a Secret clearance. Applicants must be eligible for a Secret<br />
clearance and do not have to possess a clearance at this level to apply.<br />
This is a Critical Acquisition Position. DAWIA Certification Level III is required.<br />
Selectee must be a member of the <strong>Army</strong> Acquisition Corps (AAC) before being<br />
appointed to the position. Applicants do not have to be a member of the AAC in order to<br />
