<strong>Executive</strong> <strong>Director</strong> <strong>of</strong> <strong>Mahoning</strong> <strong>County</strong> <strong>Children</strong> <strong>Services</strong><br />

Location: 222 West Federal Street, 4 th Floor; Youngstown, Ohio 44503<br />

Agency Description:<br />

1. 15 million dollar budget with 120 full-time staff; three levies (1 mill, .85 mill and .5 mill)<br />

with long history <strong>of</strong> voter support.<br />

2. COA accreditation in process.<br />

3. Identified as a “Round 3 Pilot Project” county for Alternative Response.<br />

4. Currently licensed for two group homes, serving children with behavioral and emotional<br />

special needs.<br />

5. “One Church, One Child” participating county.<br />

6. Strong support from community, Family and <strong>Children</strong> First Council partners, Board<br />

members and courts.<br />

7. Cooperative labor relations between management and Communications Workers <strong>of</strong> America<br />

representatives.<br />

8. Collaborates with Homes for Kids, Inc. to provide Multidimensional Treatment Foster Care.<br />

Qualifications: Proven administrative experience as associate or executive director, preferably<br />

at a public child welfare agency. Master’s degree in social work or closely related graduate<br />

degree which <strong>of</strong>fers substantial training in administrative techniques within the social welfare<br />

field. Must relocate to the <strong>Mahoning</strong> Valley, preferably <strong>Mahoning</strong> <strong>County</strong>.<br />

Duties and Responsibilities:<br />

1. In coordination with the administrative team, oversees and monitors all aspects <strong>of</strong> the<br />

agency.<br />

2. Provides orientation and training to Board members, develops agendas and reports for<br />

monthly meetings <strong>of</strong> the Board, recommends policy changes and reviews program<br />

procedures, as needed.<br />

3. Submits to the Board and community an annual report <strong>of</strong> programs, including a financial<br />

summary.<br />

4. Administers work rules and disciplinary actions for employees in accordance with the<br />

personnel practices established by the Board.


5. Interprets the needs <strong>of</strong> the staff to the Board and monitors the salary levels, benefits and work<br />

conditions to remain competitive with other public service employers.<br />

6. Monitors agency spending to comply with Board-approved budget.<br />

7. Keeps Board members informed <strong>of</strong> revenue and expenditures.<br />

8. Acts as the public relations spokesman for the Board, the agency, and child welfare in<br />

general. Maintains positive relations with community partners and county commissioners.<br />

9. Monitors service delivery to assure compliance with state and federal standards for best<br />

practice. Works with administration to maintain continuous quality improvement in all<br />

service areas, and to uphold Council on Accreditation (COA) standards.<br />

10. Leads the agency to provide “mission-driven” services. (“<strong>Mahoning</strong> <strong>County</strong> <strong>Children</strong><br />

children while helping to preserve families.”)<br />

Short-Term Goals:<br />

1. Show creativity and initiative in developing new programs, based on client needs.<br />

2. Develop and maintain a stable senior management team.<br />

3. Provide “succession planning” option for the Board.<br />

4. Evaluate agency’s residential placements.<br />

Compensation:<br />

Competitive salary, to be negotiated.<br />
