FOR THE MEMBERS OF THE RESTORATION ADVISORY BOARD (RAB) FOR THE<br />

INSTALLATION RESTORATION PROGRAM AT NAVAL AIR STATION JOINT RESERVE BASE<br />

(NASJRB) WILLOW GROVE, PENNSYLVANIA<br />

Enclosed is the Navy's Draft Remedial Decision Document to conduct free<br />

product recovery at the Navy's Fuel Farm, also known as IR Site 10, located<br />

at NASJRB Willow Grove, PA. Please review this document, as well as the<br />

Navy's recommendation as to the preferred alternative shown in Chapter 6,<br />

<strong>and</strong> <strong>for</strong>ward any comments that you may have, in writing to myself, no later<br />

than June 13, 1997. *<br />

Your comments will be reviewed <strong>and</strong> included, as appropriate, into a Final<br />

Decision Document. A copy of the Draft Decision Document has also been<br />

sent to the Pennsylvania Department of Environmental Protection's Spill<br />

Response Section <strong>for</strong> their review <strong>and</strong> concurrence.<br />

This document has been prepared in order to evaluate different <strong>remedial</strong><br />

alternatives that are available to address Light Non-Aqueous Phase Liquid<br />

(LNAPL) hydrocarbons which underlie Site 10 <strong>and</strong> to submit a recommendation<br />

as to the Navy's preferred alternative. The contents of this document were<br />

based on the results of the Navy's recently completed pilot study <strong>and</strong> have<br />

been summarized in Chapter 4 of the Draft Decision Document.<br />

The Final Pilot Study Report, dated November 1996, was not submitted to the<br />

Willow Grove RAB, however, the results of the study were presented at the<br />

January 15, 1997 RAB meeting. A copy of the final report can be found in<br />

the Navy's In<strong>for</strong>mation Repository located at the Horsham Municipal<br />

Building.<br />
