FOR THE MEMBERS OF THE RESTORATION ADVISORY BOARD (RAB) FOR THE
INSTALLATION RESTORATION PROGRAM AT NAVAL AIR STATION JOINT RESERVE BASE
(NASJRB) WILLOW GROVE, PENNSYLVANIA
Enclosed is the Navy's Draft Remedial Decision Document to conduct free
product recovery at the Navy's Fuel Farm, also known as IR Site 10, located
at NASJRB Willow Grove, PA. Please review this document, as well as the
Navy's recommendation as to the preferred alternative shown in Chapter 6,
and forward any comments that you may have, in writing to myself, no later
than June 13, 1997. *
Your comments will be reviewed and included, as appropriate, into a Final
Decision Document. A copy of the Draft Decision Document has also been
sent to the Pennsylvania Department of Environmental Protection's Spill
Response Section for their review and concurrence.
This document has been prepared in order to evaluate different remedial
alternatives that are available to address Light Non-Aqueous Phase Liquid
(LNAPL) hydrocarbons which underlie Site 10 and to submit a recommendation
as to the Navy's preferred alternative. The contents of this document were
based on the results of the Navy's recently completed pilot study and have
been summarized in Chapter 4 of the Draft Decision Document.
The Final Pilot Study Report, dated November 1996, was not submitted to the
Willow Grove RAB, however, the results of the study were presented at the
January 15, 1997 RAB meeting. A copy of the final report can be found in
the Navy's Information Repository located at the Horsham Municipal
Building.
