Present: President Mike Stahr, Vice-President Dan Curry, Secretary-Treasurer Ethan<br />

Waltermire, Board Members Michael Gill, Aaron Palmer, Aida Galarza, Janine<br />

Maruschak, and Executive Assistant Anita Hall.<br />

I. Call to Order<br />

President Mike Stahr called the meeting to order at 8:04am.<br />

II. Additions to and Approval of the Agenda<br />

The budget discussion was moved to Monday morning at 7:00am.<br />

Aaron Palmer made a motion to approve the agenda, Janine Maruschak seconded,<br />

motion carried.<br />

III. Budget<br />

The board met Monday June 7 at 7:00am to review the 2009-<strong>2010</strong> year to date income<br />

report and the <strong>2010</strong>-2011 proposed budget.<br />

Dan Curry made a motion to accept the income report and proposed budget as<br />

presented, Janine Maruschak seconded, motion carried.<br />

IV. Correspondence<br />

No correspondence was received since the last conference call.<br />

V. Committee Reports<br />

Two committee reports were discussed in detail.<br />

A. The TZ Committee will have a draft of the new Tetrazolium Handbook available by<br />

August. The goal is to publish the handbook in <strong>2010</strong>, and the board will work with<br />

the committee to set a price and publication method this fall.<br />

B. The Cultivar Purity Committee is working on revising their handbook, and is<br />

considering moving the genetic information into a separate handbook.<br />

VI. Old Business<br />

A. Rules Discussion<br />

i. Rules Survey<br />

The board discussed the survey that was sent to all member laboratories regarding use<br />

of the AOSA Rules and specifically 200 seed vs. 400 seed germination tests for<br />

regulatory samples. It was noted that many labs screen regulatory samples using a 200<br />

<strong>2010</strong> AOSA / SCST PROCEEDINGS 7


seed test, but violations are issued only after testing an additional 400 seeds. The<br />

board does not find fault with this approach, but it was emphasized that a 200+200 seed<br />

germ test is statistically not the same as a complete 400 seed germ test. The tolerance<br />

applied when comparing two 200 seed tests (lab) to a 400 seed test (label) are different<br />

than those used for comparing a 400 seed test with a 400 seed test. Stop-sales cost<br />

seed companies’ money, and it is clear that a single 400 seed test should be the basis<br />

for issuing a violation.<br />

The board will attempt to contact labs that did not respond to the survey, and will follow<br />

up with those labs who indicated that they only test 200 seeds. The board noted that it<br />

might be prudent to extend a similar survey to SCST labs, and that it should follow up<br />

with the Statistics Committee regarding the statistical difference between a 200+200 vs.<br />

a 400 seed test.<br />

The survey indicated that some labs are performing service tests (for labeling purposes)<br />

using 200 seed germination tests. The methods are documented on lab reports, and<br />

the respective certification associations support the 200 seed tests. The board<br />

supported the steps labs take to correctly document rule deviations, but were concerned<br />

about the ramifications of those seed lots crossing state lines.<br />

The board feels that the standards of AOSA labs are high, and would like to encourage<br />

member labs to maintain high standards despite the difficult economic times. We<br />

should all remember that our standards and rules are especially relevant during a poor<br />

economy. ASTA is talking to their members about maintaining good stewardship<br />

practices and not allowing standards to slip during the current economic crises, the<br />

board supports this discussion.<br />

ii. Rules Clarification<br />

The board discussed additional ways to clarify the Rules for Testing <strong>Seed</strong>s. Alternative<br />

germination methods and special procedures were discussed. The board wants to<br />

know which methods laboratories are using and why. It was noted that germination<br />

temperatures do not appear in preferential order in the Rules. The board decided that a<br />

survey will be released this summer and will ask members to list the five most confusing<br />

areas of the rules. The germination and purity committees will also be consulted. The<br />

results will be passed to the appropriate committees for review.<br />

B. Long Range Planning<br />

The board discussed the upcoming long range planning meeting. An update will be<br />

given on the consolidation effort. The initial review of the current AOSA and SCST<br />

bylaws and the proposed consolidated bylaws recommends that the organizations first<br />

consolidate the accreditation exams and the committee structure. It was also<br />

recommended that any vote to adopt new bylaws utilize the current bylaws voting<br />

structures of AOSA and SCST.<br />

i. Committees<br />

The board discussed the need to have complete list of committee members. Committee<br />

chairs will be asked to provide a list of the names of the people on their committee to<br />

the executive assistant with their committee report. The board also asked the chair of<br />

the bylaws committee to provide a list of closed committees and open committees so<br />

that members know which they can join. It was stressed that chairs of committees<br />

should endeavor to include anyone who shows an interest in their committee.<br />

ii. AOSA Publication Tracking<br />

Anita Hall provided the board with a draft spreadsheet which lists the most current<br />

AOSA publications, their effective date, their source, and approver. The board asked<br />

that this information be made available at the long range planning meeting and on the<br />

website. It was also suggested that other documents, such as the SCST training<br />

manual and handbook 30, also be added to the list.<br />

The idea of “Best Practices” for lab management was discussed. This would be a<br />

publication which would outline guidelines for the frequency of equipment calibration,<br />

record keeping, etc.. The board noted that this information might be appropriate for the<br />

Purity and Germination handbooks.<br />

Ideas for bylaw changes at the 2011 meeting were discussed. The chair of the bylaws<br />

committee was asked to prepare changes dealing with the procedures for bylaw<br />

modification, the definition of an affiliate member, and the possibility for an SCST<br />

member to co-chair the Rules committee. The bylaw committee was also instructed to<br />

draft bylaw changes which would create joint AOSA and SCST committees to further<br />

streamline the workload of each organization’s members. These changes will be<br />

available for the membership to consider by 2011.<br />

The Board took a break from 10:00 am to 10:30 am.<br />

After returning from their break the board discussed new business.<br />

VII. New Business<br />

A. Exam Consolidation<br />

The board discussed at length the latest proposal for consolidating the AOSA and<br />

SCST exams. The board recognizes and commends the individuals who have worked<br />

to make a single accreditation exam possible, and believes that the proposed analyst<br />

accreditation scheme raises the bar for both AOSA and SCST. The board also<br />

discussed the possibility of purchasing the seedling photos currently used in the virtual<br />

germination practical exam from the Pennsylvania Department of Agriculture. The<br />

possibility of collaborating with SCST to pay a university or other laboratory to take<br />

photographs was also discussed.<br />

The board recessed for lunch at 12:40 pm. They reconvened at 2:00 pm.<br />

B. <strong>Seed</strong>ling Evaluation Handbook<br />

<strong>2010</strong> AOSA / SCST PROCEEDINGS 9


The proposal for a revised Rules for Testing <strong>Seed</strong>s Vol. 4 (<strong>Seed</strong>ling Evaluation) was<br />

considered by the board. The proposal was drafted by Riad Baalbaki, Sabry Elias, and<br />

Miller McDonald. Because this is such a large undertaking the board had several<br />

concerns.<br />

i. The voting process. Should the entire revised handbook be voted in at<br />

once or in parts?<br />

ii. Review of the information and photos added to the Vol. 4 should be a<br />

transparent process; all members would be asked to participate in the<br />

review process.<br />

iii. There was concern that the current seedling illustrations will be<br />

replaced with photographs, it was clarified that this is not the intent of<br />

the authors. Photos will supplement the current illustrations.<br />

iv. The board would like to express enthusiastic support for the project,<br />

and would like to thank Riad Baalbaki, Sabry Elias, and Miller<br />

McDonald for taking on this project.<br />

C. OECD <strong>Seed</strong> Schemes Document: A Synthesis of International<br />

Regulatory Aspects that Affect the <strong>Seed</strong> Trade.<br />

The board reviewed the report from Vice President Curry regarding OECD meeting in<br />

New Zealand. We made several recommended changes to the document to better<br />

represent AOSA and SCST and the role we play in the international seed trade. The<br />

document was then passed to the SCST board for review.<br />

D. <strong>2010</strong> Rule Proposals<br />

The board then began their discussion of the <strong>2010</strong> rule proposals. Concern over the<br />

Blue Grama proposal was expressed, especially in relation to the removal of the<br />

blowing point as the primary separation method. The board members agreed that the<br />

possibility for lively discussion was high at the open rules meeting.<br />

The board expressed concern over the need to re-issue the Rules CD because of a<br />

typo last year.<br />

Dan Curry made a motion to approve $1000 dollars for the professional review of Rules<br />

and other handbooks prior to their publication. Janine Maruschak seconded. The<br />

motion carried.<br />

E. Honorary Member Application<br />

Joe Garvey was nominated as an AOSA honorary member.<br />

Aaron Palmer made a motion to approve and Mike Gil seconded. The motion carried.<br />

At 4:58 pm Aaron Palmer made a motion to adjourn, Dan Curry seconded and the<br />

motion carried.<br />

Alvarez, Terry Dunfield, Pat Jennings, Mike Stahr, Jean Tolliver, and Executive Director<br />

Anita Hall. Incoming Directors-at-Large Randy Judd and Heidi Larson were also present<br />

as observers.<br />

I. Call to order<br />

The meeting was called to order by Doug Miller at 8:02 am CDT.<br />

II. Additions to and adoption of agenda<br />

Terry Dunfield made a motion to accept the agenda as written, Pat Jennings seconded,<br />

motion passed.<br />

III. Executive Board Reports<br />

A. Executive Director Anita Hall- Tabled, approved during secondary board<br />

meeting on June 10.<br />

B. Board Member Reports<br />

Executive board members provided an update on their activities since the April 22, <strong>2010</strong><br />

conference call. Annual activity reports for all board members are included in the<br />

SCST Annual Business Meeting Minutes.<br />

VI. Committee Reports<br />

A. The Tetrazolium Committee will have a draft of the new handbook available<br />

for review in August by the Handbook Committee. The goal is to publish the<br />

handbook in late <strong>2010</strong>.<br />

B. The Cultivar Purity Committee is working on revising their handbook, and will<br />

consider moving the genetic testing information into a separate handbook<br />

during the committee meeting.<br />

C. The Ethics Committee will present information on the report of analysis and<br />

discuss combining information from two labs on a report of analysis.<br />

D. The Teaching and Training Committee is planning a workshop in 2011 and<br />

has developed a resource guide to aid RST/CVT/CPT exam candidates.<br />

E. Genetic Technology Committee hosted a Superworkshop in February and<br />

organized a workshop at the annual meeting.<br />

V. Correspondence<br />

None received since last conference call on 4-22-<strong>2010</strong>.<br />

The board discussed the need to continue communicating with the supplier as they<br />

develop a new formula for the blue blotters. Several labs have tested the blotters, with<br />

varying results; this information has been shared with the company.<br />

B. Website template<br />

Anita Hall previewed the design for the new SCST website. Board members suggested<br />

adding an ‘about’ area to the website for browsers unfamiliar with SCST. The new<br />

website will include a shopping cart for online purchases, dues payments, and<br />

registrations, a searchable membership database, calendar, and improved<br />

announcements newsfeed. Once the basic design layout is finalized the information<br />

from the current website will be transferred. Individual committee chairs will be able to<br />

access their webpages and edit them using a layout similar to a word document. This<br />

will help the website to remain up to date and relevant.<br />

C. Rules Discussion<br />

i. AOSA Rules Survey<br />

The board discussed the AOSA survey from 2009 that focused on the<br />

use of the AOSA Rules and 200 vs. 400 seed germination tests for<br />

regulatory tests. It is understood that some labs use a 200 seed test to<br />

screen samples and then follow up with a 200 or 400 seed test before<br />

a stop sale or violation is issued. It was agreed that a true 400 seed<br />

test should be the basis for any violations. It is very important to note<br />

that a 200 seed test followed by another 200 seed test is not<br />

statistically the same as one 400 seed test. In these cases the<br />

tolerances for 200 seed tests should be applied, not the tolerances<br />

used for comparing two 400 seed tests. The board will work with<br />

AOSA to educate regulatory officials and members about this issue.<br />

The AOSA board also suggested that a similar survey on use of the<br />

AOSA Rules be sent to SCST members, the SCST board agreed this<br />

could provide interesting information and a survey should be pursued<br />

in the coming year.<br />

Rules Clarification, Alternate Methods<br />

The AOSA Rules include multiple test methods and alternate test<br />

methods for some species. The board discussed whether the multiple<br />

and alternate methods of testing may cause variation in test results,<br />

particularly if industry labs use one method and regulatory labs use<br />

another method. The SCST board agreed to develop joint survey with<br />

AOSA to determine which areas of the rules are most confusing for<br />

members. The information from the survey can be used for the free<br />

rules clarification workshop planned for the 2011 Annual Meeting.<br />

D. Long Range Planning Agenda<br />

i. AOSA/SCST Consolidation update<br />

Members will be informed that a preliminary review of the draft<br />

consolidated bylaws and the current AOSA and SCST bylaws led to a<br />

ecommendation that the organizations first focus on consolidating<br />

analyst accreditation exams and committee structure. It was also<br />

recommended that when it is time to vote on the consolidated bylaws<br />

the voting process in the current AOSA and SCST bylaws should be<br />

utilized.<br />

Exam Consolidation<br />

A working group of AOSA and SCST exam committee members have<br />

developed a draft plan for a consolidated exam. The consolidated<br />

exam takes the strengths of both exams and creates a single<br />

accreditation standard for seed analysts in the US. Brent Reschly and<br />

Mike Gil will present the draft proposal. It will take several years to<br />

collect the materials needed to conduct a uniform, professional exam<br />

in regional locations. The board held a detailed and lengthy discussion<br />

on the proposal and agreed that the plans for a consolidated exam<br />

incorporate the best components of the current exams and will<br />

increase uniformity in analyst accreditation.<br />

Committee Discussion<br />

The presentation will focus on the current committees and their<br />

purpose. The process for joining a committee will be explained and<br />

committees will be encouraged to maintain complete records of current<br />

committee members and to record meeting minutes to aid future<br />

committee chairs.<br />

AOSA Rules Voting<br />

In order to streamline the Rules voting process the AOSA Board has<br />

proposed that AOSA members vote on the Rule proposals by paper<br />

ballot during the joint voting session this year. The process will be<br />

reviewed and discussed during the joint Long Range Planning<br />

Meeting.<br />

v. Publication Tracking<br />

A spreadsheet containing the current AOSA and SCST publications,<br />

the dates of publication, and the available format will be reviewed. The<br />

purpose of this database is to provide an easy, comprehensive<br />

resource for analysts and labs to ensure that they have the most up to<br />

date publications in their laboratories. The information will be<br />

published on the AOSA and SCST website and in the <strong>Seed</strong><br />

<strong>Technologists</strong> Newsletter.<br />

VII. New Business<br />

A. <strong>Seed</strong>ling Evaluation Handbook<br />

The proposal drafted by Riad Baalbaki, Sabry Elias, and Miller McDonald for revising<br />

the Rules for Testing <strong>Seed</strong>s Vol. 4 (<strong>Seed</strong>ling Evaluation) was reviewed by the board.<br />

The proposal represents major changes to Vol. 4 and the following issues were raised:<br />

i. The seedling illustrations should remain in the publication.<br />

Photographs can supplement the illustrations.<br />

ii. The process for revisions should be transparent and open, all voting<br />

members should be allowed to participate in the process.<br />

iii. Voting on changes will be difficult and the process needs to be<br />

clarified. Will it be in sections or on the document as a whole?<br />

iv. The photographs and additional information belong in a <strong>Seed</strong>ling<br />

Evaluation Handbook, as a supplemental resource, rather than in the<br />

Rules. This would give analysts the chance to become familiar with<br />

the resource before it became an official part of the Rules.<br />

The AOSA and SCST presidents planned to meet with the authors to discuss the<br />

concerns raised by members of both boards.<br />

B. OECD <strong>Seed</strong> Schemes Document: A Synthesis of International<br />

Regulatory Aspects that Affect the <strong>Seed</strong> Trade.<br />

The board reviewed a report from AOSA Vice President Curry from the spring OECD<br />

meeting in New Zealand. The report included a draft document that discussed seed<br />

testing and mentioned AOSA and SCST. The board recommended several changes to<br />

the document to clarify the descriptions of AOSA and SCST, and the role we play in the<br />

global seed trade. The changes suggested by AOSA and SCST will be submitted to<br />

OECD for consideration.<br />

C. <strong>2010</strong> AOSA Rule Proposals<br />

The proposals were discussed in detail, several proposals should generate debate and<br />

the board anticipates a vigorous discussion at the open rules committee meeting.<br />

The meeting was called to order at 9:07am CDT by AOSA President Mike Stahr and<br />

SCST President Doug Miller.<br />

I. 2011 Annual Meeting Presentation- Susan Reed, VA DOA<br />

The 2011 Annual Meeting, hosted by the Virginia Department of Agriculture &<br />

Consumer Services, will be held in Williamsburg, VA, June 7-10 th , with two days of<br />

workshops and exams preceding the meeting. Susan Reed, VA State Laboratory<br />

Manager, provided a preview of the meeting location, Williamsburg Woodlands Hotel &<br />

Suites. The convention site has ample facilities for meetings and exhibit areas, and is<br />

conveniently located near the entrance to the Colonial Williamsburg’s visitor center and<br />

sights.<br />

II. Consolidation Update- Doug Miller, SCST President<br />

SCST President Doug Miller provided an update on the consolidation effort. Initial<br />

review of the draft consolidation bylaws, , led to the recommendation that AOSA and<br />

SCST first consolidate analyst accreditation exams and committee structures. It was<br />

also recommended that the voting structures outlined in the current bylaws be utilized to<br />

adopt any new bylaws. The appropriate committees have been asked to work on these<br />

tasks; once they are completed a vote on consolidation in 2012 is possible.<br />

III. Exam Consolidation- Brent Reschly, SCST Vice-President<br />

The exam consolidation working group was formed in 2006; participants are members<br />

of the AOSA certification of analysts and SCST exam committee. The goal of the<br />

working group is to develop a uniform exam for analyst accreditation in the US.<br />

The group documented the exam process of both associations and developed a<br />

proposal for leveraging the best of both exams. The proposal is still being finalized;<br />

when it is completed a detailed example of the process will be published in the <strong>Seed</strong><br />

Technologist Newsletter. The goal is to present a final proposal at the 2011<br />

AOSA/SCST Annual Meeting. The first combined exam could be executed at the 2012<br />

meeting.<br />

Brent Reschly presented key components of the draft examination process:<br />

• Offer exams in different regions, as needed, annually. Only approved labs can<br />

host exam, must sign confidentiality and material transfer agreements.<br />

• One day allotted for each exam.<br />

• Purity exam content: Purity written exam, seed Identification, mix and divide a<br />

sample, object classification, sample separation.<br />

• Germination: germination written, germination practical.<br />

Questions:<br />

• Does it put extra pressure on those taking the RST exam (both germination and<br />

purity) to take a two day exam?<br />

Response: With a two day test more time is given for each section so there is<br />

less stress on the examinee.<br />

• Can you still take the sections separately, at different times and combine them to<br />

become an RST?<br />

Response: Yes.<br />

• What is the object classification part of the exam?<br />

Response: Candidates are given images of 25 ‘objects’ found in a purity of a<br />

specified crop and asked to classify them as pure, inert, weed, or crop seed. The<br />

necessary references from Volume 3 Uniform Classification of Crop & Weed<br />

<strong>Seed</strong>s are provided to the examinee.<br />

• Will exams still be held regionally, as they currently are for AOSA?<br />

Response: Yes, the exam will be available in the different regions on an annual<br />

basis, as needed, analyst do not have to take the exam in their region.<br />

• Can any lab host the exam?<br />

Response: There will be an application process, labs will have to prove they have<br />

the necessary equipment, sign a confidentiality agreement, and agree to keep all<br />

materials secure.<br />

• What is the process for retaking the exam?<br />

Response: Analysts must wait 6 months and complete 5 continuing education<br />

points before retaking the exam.<br />

IV. AOSA/SCST Committees- Ethan Waltermire, AOSA Secretary-Treasurer,<br />

Ethan was asked to put together a presentation listing the current AOSA and SCST<br />

committees and explain which ones are open for membership and which ones are by<br />

appointment only. The presentation explained the difference between the committee<br />

types and encouraged members to participate.<br />

pick up their voting cards. AOSA and SCST members were reminded of the need to<br />

attend the open Rules Committee meeting, scheduled for the afternoon.<br />

V. AOSA Publication Tracking<br />

Anita Hall presented a table developed by the Handbook Committee to track AOSA and<br />

SCST publications to assist labs in maintaining current versions of all publications. The<br />

master list of publications includes a process for recording revision dates, publication<br />

and distribution information, and can be used as an audit tool. The publication tracking<br />

information will be posted on the AOSA and SCST websites and published in the <strong>Seed</strong><br />

Technologist Newsletter.<br />

Discussion:<br />

It was agreed that this will be a useful tool for labs and analysts to easily check that they<br />

are using the most current versions of AOSA and SCST publications.<br />

VI. AOSA Members Rules Voting Procedure<br />

President Mike Stahr presented a proposal to streamline the process and avoid multiple<br />

recounts by having AOSA member use paper ballots. The AOSA bylaws do not<br />

stipulate that oral voting is required. Currently the vote of each individual state is not<br />

recorded; this would not change under the new system.<br />

Numbered ballots would be assigned to the voting representative of each Official<br />

Laboratory member, the ballots would be validated and counted, and individuals who<br />

wish to know how an AOSA member voted can contact the member and request the<br />

information.<br />

Discussion:<br />

• As an AOSA member I like the idea of having a record of how each member<br />

voted. We are public laboratories and our votes should be made public.<br />

• Will this be implemented this year and has this been adequately communicated<br />

to all the AOSA members? It could be a little premature; we need to make sure<br />

everyone is very aware of change in the process.<br />

• I do not like the idea of posting the results of how each AOSA member voted;<br />

stakeholders can always contact their representatives.<br />

• We (AOSA members) are funded by tax dollars, we need to be transparent.<br />

• State seed labs should be communicating and discussing the information with<br />

their industry and stakeholders.<br />

• According to Robert’s Rules for Order a vote by ballot is for secrecy. We should<br />

be cautious how we proceed with changing the voting procedure.<br />

• There are alternate voting procedures, electronic systems, etc that can be<br />

utilized. Perhaps these should be explored.<br />

It was decided that AOSA would utilize the traditional voting system for the <strong>2010</strong><br />

business meeting and Rules voting session. Options to improve the voting process will<br />

be explored and discussed with members in the future.<br />

VII. Other Items for Discussion<br />

A. <strong>Seed</strong> Count Petition<br />

Mike Stahr explained that AOSA and SCST have been working closely with ASTA and<br />

other industry stakeholders to petition the National Conference on Weights and<br />

Measures (NCWM) to adopt the procedures and tolerances for mechanical seed counts<br />

as established in the AOSA Rules for Testing <strong>Seed</strong>s Section 12.<br />

The concern was raised that if the adoption of the AOSA procedure by NCWM would<br />

mean that Section 12 of the AOSA Rules cannot be amended in the future. This is<br />

inaccurate; changes can be made to the Rules, the NCWM can be made aware of these<br />

changes and they can adopt the amendments if needed. This is very similar to how the<br />

Federal <strong>Seed</strong> Act regulations are updated every few years to incorporate the changes<br />

made to the AOSA Rules.<br />

B. STRF<br />

What is the current status of STRF and when will it become active?<br />

Anita Hall explained that several of the STRF board members had taken new roles and<br />

were not as active in seed testing. The goal of raising $100,000 has been met and it is<br />

time to transition to an active board of directors and research proposal review<br />

<strong>2010</strong> AOSA / SCST PROCEEDINGS 19


committee. Many SCST and AOSA members contributed time and money to STRF and<br />

they feel a strong desire to see the Foundation actively functioning. The SCST board<br />

was asked to contact the STRF board and discuss plans for moving forward.<br />

No further business was brought forward and the meeting was adjourned at 11:27am<br />

Michael Gil presented the Certification Analysts Committee report.<br />

B. Historian/Necrology<br />

Ethan Waltermire presented the Historian and Necrology report. It was reported by<br />

Brent Turnipseed that Cindy Silva, an analyst with the South Dakota State <strong>Seed</strong> Lab for<br />

24 years, passed away September 4, 2009. She became a Certified <strong>Seed</strong> Analyst in<br />

Purity in 1991 and was especially noted for her skill and knowledge of range grasses.<br />

She loved her work and trained hundreds of seed analysts in her career at SDSU. A<br />

moment of silence was held to honor Cindy.<br />

VIII. Old Business<br />

A. Rules Survey<br />

In 2009 a survey regarding use of the AOSA rules when conducting regulatory and<br />

service testing was sent to all AOSA Members. President Mike Stahr has been<br />

following up with laboratories who did not complete the survey to encourage responses.<br />

Of specific concern is the practice of conducting a 200 seed germination to screen<br />

samples, and if a problem is found following up with another 200 seed test.<br />

Discussion:<br />

• It is important that laboratories and regulatory officials understand that averaging<br />

two 200 seeds tests is statistically not the same as a 400 seed test.<br />

• If two 200 seed tests are averaged for the regulatory test then tolerances applied<br />

should be for a 200 seed test, not a 400 seed test.<br />

• The AOSA Board will work with the Rules Committee and Statistics Committee to<br />

explain this issue to members.<br />

B. Consolidation<br />

President Mike Stahr informed members that an initial review by counsel of the draft<br />

consolidation bylaws, and the current AOSA and SCST bylaws, led to a<br />

recommendation that the analyst accreditation exams and committee structure be<br />

consolidated before additional steps towards consolidation are taken. The AOSA<br />

Bylaws committee is working on draft proposals for amendments to the committee<br />

structure and a working group of AOSA and SCST exam experts are developing a<br />

detailed plan for consolidating the accreditation exam. This information will be<br />

published in the <strong>Seed</strong> <strong>Technologists</strong> Newsletter, discussed, and possibly voted on at<br />

the 2011 Annual Meeting.<br />

IX. New Business<br />

A. Exam Consolidation<br />

President Mike Stahr opened the floor for discussion on the proposal to consolidating<br />

the AOSA CSA exams and the SCST RST/CVT/CPT exams.<br />

Discussion:<br />

• There need to be clear requirements and guidelines for laboratories that will host<br />

the exam, in order to maintain the integrity of materials.<br />

• Will the exam process be different? This should be explained.<br />

Response: The exam process will be very similar to the current AOSA exam, and<br />

should improve opportunities for analysts to become accredited.<br />

• There should be more material related to tetrazolium testing on the exam.<br />

Response: the germination exam will include written questions about TZ and the<br />

practical exam will include TZ evaluations.<br />

• This is a good process and will strengthen both exams.<br />

Brent Turnipseed made a motion that the Exam Consolidation Working Group continue<br />

to draft a proposal for consolidating the AOSA and SCST exams, Gil Waibel seconded,<br />

the motion passed.<br />

President Stahr presented Aida Galarza with a certificate of appreciation for three years<br />

of service on the AOSA executive board. Past President Brent Turnipseed was<br />

presented a plaque honoring his service as AOSA President from 2006-2009<br />

Susan Reed and Johnny Zook were each elected to serve a three year term as board<br />

member.<br />

B. President<br />

It is with great honor and great humility that I serve as your president. I continue to<br />

serve as the co-chair for the Immunoassay Working Group. I would like to thank Sandy<br />

Seeman for agreeing to co-chair this group and serve on the genetics board of<br />

examiners. This past year I assisted and presented at the Genetic Technology Super<br />

Workshop. Our Vice President will make a great genetic technologist someday and as<br />

such I have served in his role on the genetic board of examiners so he can remain<br />

<strong>2010</strong> AOSA / SCST PROCEEDINGS 30


eligible to take the exams. I have assisted with exam revisions as well as the updating<br />

of the study guide. Randy Collins was also asked to serve on the Board of Examiners<br />

as an industry representative.<br />

I represented our organizations at the Central Weights and Measures Association<br />

(CWMA) meeting in Springfield Illinois as part of the effort to have NIST recognize<br />

AOSA procedures and tolerances (MAV – Maximum Allowed Variance) for seed sold by<br />

count. I also attended the World <strong>Seed</strong> Conference, ASTA Chicago, ASTA Farm and<br />

Lawn, AASCO and IPSA. Thank you for supporting me and supporting our society. As I<br />

indicated in my newsletter article you are pothole fill but you are loved and I would help<br />

y being a speed bump for any of you.<br />

My standing commitments for the past year included co-chairing the Proficiency Testing<br />

committee, participating on the RST Board of Examiners, International Committee and<br />

Ethics Committee as well as being the resident photographer at our annual meetings. I<br />

also participated on a AOSA/SCST Exam Consolidation Committee conference calls.<br />

As Vice President I had my first experience of conveying results to both RST and RGT<br />

exam candidates. After many years of having been a member of the board of<br />

examiners since its formation, this was a exceptional experience for me.<br />

I greatly appreciate the interaction of the members in this society, the variety of topics<br />

and discussion and their passion for seed testing.<br />

This is my third and final year as a member of the SCST Executive Board. In addition to<br />

frequent SCST Board conference calls, I have been active as a member of the RST<br />

Board of Examiners. This year we have worked hard to come up with a plan to<br />

consolidate the SCST and AOSA exams. In addition, I have served as the SCST editor<br />

of the <strong>Seed</strong> Technologist Newsletter for the past two years. Recently, I was asked to<br />

serve as the SCST co-chair of the AOSA Rules Committee. This is a new position<br />

which will have to be ratified by a change in the AOSA By-laws. This position is an<br />

example of the strengthening ties between our two organizations. Thank you for<br />

granting me the privilege of serving as Director-at-Large. It has been a memorable and<br />

rewarding experience.<br />

2. Terry Dunfield, RST<br />

My main assignment this year was to become more active with the Teaching and<br />

Training Committee. I took Kayln Brix-Davis’ open position as the SCST co chair of the<br />

committee. The committee work on finding pictures in the SCST library that could be<br />

put on the upcoming renewed AOSA/SCST website. Although these pictures are<br />

outdated, they provide identification help to everyone with Internet access rather than<br />

having to go through the SCST Library loan program. This idea blossomed and now<br />

plans are in the works for a modern, up-to-date picture file to help with seed<br />

identification.<br />

As a member of the SCST Board of Examiners and the Teaching and Training<br />

Committee co chair I sat in on discussions regarding consolidating the CSA and RST<br />

examinations into one exam. Great progress has been made in this direction. I hope<br />

that this joint AOSA/SCST effort will soon see a combined exam.<br />

This is an exciting time for our organizations and I am honored to be one of your<br />

Directors at Large.<br />

3. Pat Jennings, RST<br />

As part of my duties as Director at large, I am the US representative to CSAAC<br />

(<strong>Commercial</strong> <strong>Seed</strong> Analysts Association of Canada). I participated in all the CSAAC<br />

Board of Directors conference calls. Unfortunately, I was not able to attend their annual<br />

meeting this year that was held in Saskatoon. The 2011 meeting will be held in<br />

Montreal, Quebec. As a CSAAC Board member I also wrote an article on <strong>Seed</strong> Vigor<br />

for the magazine Germination.<br />

For the SCST Board, I participated in all the conference calls and attended the annual<br />

Board meeting in St. Louis.<br />

I serve on Ethics, Germination and Vigor committees. As part of the Ethics committee I<br />

was asked to do a presentation on reports of analysis and combining reports. This was<br />

presented at the annual meeting. With the germination committee I am working on the<br />

bean part of the proposed new <strong>Seed</strong>ling Evaluation Handbook.<br />

It has been an eventful year and it has been a privilege to work with the SCST and<br />

CSAAC Boards. I look forward to the next year.<br />

In the last year while serving as AOSA President I have attended a number of meetings<br />

along with the SCST President and Executive Director: ASTA Annual Meeting, ASTA<br />

CSS, AASCO Annual Meeting, AOSCA Annual Meeting, IPSA Annual Meeting , World<br />

<strong>Seed</strong> Conference, and a National Council on Weights & Measures Interim Meeting. I<br />

have worked closely with SCST, ASTA and many other organizations to support the<br />

petition to the NCWM to adopt the AOSA procedures for mechanical seed counts.<br />

My SCST activities include co-chairing the Genetic Technology Committee, participating<br />

on the RGT Board of Examiners, organizing the soybean virtual evaluation referee, and<br />

participating in SCST Executive Board conference calls.<br />

5. Jean Tolliver, RST, CGT<br />

This is my third and final year on the SCST Executive Board Director-at-Large for the<br />

Executive Board. I served on the Herbicide Bioassay Committee and I co-chaired the<br />

Referee Committee representing the SCST. The Referee Committee established a<br />

mission statement. There were 9 projects conducted across all regions. Presentations<br />

of these projects were given on June 7 th . New projects were established by region at the<br />

buzz session after the presentations. These projects will be listed on the websites.<br />

I will serve on the Proficiency Committee, and Herbicide Bioassay Working Group. I will<br />

be passing on my responsibilities as SCST Referee Chair. I have thoroughly enjoyed<br />

the opportunities presented from both the Director at Large and the SCST Referee<br />

Chair. I have learned a lot from these two roles and met a lot of great people.<br />

new Historian. The SCST office was not informed of the passing of any SCST<br />

members. Members were asked if they were aware of any deaths. Pat Jennings, RST<br />

shared that Sharon Weber, a long time employee of the Idaho State <strong>Seed</strong> Lab and<br />

<strong>2010</strong> AOSA / SCST PROCEEDINGS 33


active member of the Idaho <strong>Seed</strong> Analysts Association, was killed, along with her<br />

husband in an accident on September 8, 2009. A moment of silence was held in<br />

memory of our friend and colleague.<br />

D. Nominations Committee<br />

Anita Hall presented the Nominations Committee report for the chair, Ron Parmely.<br />

E. Proficiency Testing Committee<br />

Heidi Jo Larson presented the Proficiency Testing Committee report.<br />

VI. Old Business<br />

A. Consolidation Update<br />

President Miller reviewed the information provided to members during the Long Range<br />

Planning Meeting. The appropriate committees are working on consolidating the AOSA<br />

and SCST exam and committee structure, tasks that need to be complete prior to<br />

consolidation. Draft plans will be published in the <strong>Seed</strong> Technologist Newsletter to<br />

keep members informed and involved in the process.<br />

VII. New Business<br />

A. Consolidated Exam<br />

President Miller opened the floor for discussion on the consolidation exam information<br />

discussed during the Long Range Planning Meeting.<br />

Discussion:<br />

• A single exam for analyst accreditation in the US makes sense.<br />

• Offering the exam regionally will make it easier for more analysts to become accredited.<br />

• Safeguards will need to be put in place in order to make sure that exam materials are<br />

protected and the integrity of the exam is maintained.<br />

• The exam will be strengthened by support from both AOSA and SCST.<br />

Brent Turnipseed made a motion that the Exam Consolidation Working Group continue<br />

to draft a proposal for consolidating the AOSA and SCST exams, Sue Alvarez<br />

seconded, the motion passed.<br />

B. Other Items from the Floor<br />

Pat Brownfield asked if the SCST Board will pursue distributing a survey to SCST<br />

members regarding use of the AOSA Rules and 200 versus 400 seed germination tests,<br />

similar to the survey sent to all AOSA members. The members agreed that SCST<br />

should survey members on their use of the AOSA Rules. The SCST Board will develop<br />

a survey similar to the one used by AOSA and distribute it to all members.<br />

Sue Alvarez asked the SCST Board to contact the STRF Board and request a status<br />

with them as STRF becomes an active organization.<br />

Brent Turnipseed thanked the SCST Board and members for supporting the collegiate<br />

students and team coaches.<br />

VIII. Recognition of Board Members & Installation of New Board Members<br />

President Miller presented outgoing directors-at-large Sue Alvarez, RST and Jean<br />

Tolliver , RST, CGT with certificates of appreciation for their three years of service as<br />

Director’s-at-Large.<br />

COMMITTEE REPORTS<br />

GENETIC TECHNOLOGY COMMITTEE<br />

2009-<strong>2010</strong> Activities of the Genetic Technology Committee<br />

The SCST Genetic Technology Committee had a busy year, hosting two workshops and<br />

contributing to updating of study materials for the RGT exam. The first workshop<br />

hosted, the Genetic Super Workshop was actually a series of five one day workshops<br />

focusing on specific topics (Herbicide Bioassay, Immunoassay, Molecular Biology,<br />

Electrophoresis, and PCR). The Molecular Biology workshop consisted of a number of<br />

talks dealing with plant breeding, molecular genetics & biology, and a review of<br />

resources available for studying for the RGT exam. The other workshops in the Super<br />

Workshop week were organized and hosted by the four working groups of the GT<br />

Committee. Although the workshops primarily covered basics of biotech traits and<br />

genetic testing, it was good for beginning and experienced technologists alike.<br />

The Genetic Technology Committee worked with the Genetic Board of Examiners to<br />

review and revise study materials available for the RGT exam. The GT Committee’s<br />

second workshop held just before the start of the AOSA/SCST Annual meeting was<br />

well-attended and consisted of a number of talks on timely topics and time for<br />

discussion on these topics and on genetic testing in general. Topics covered during the<br />

Genetic Technology Workshop were Refuge in A Bag, Labeling Options, Trait<br />

Integration, Smartstax, and Regulated <strong>Seed</strong>: Shipment and Handling. The year’s<br />

activities concluded with the Genetic Technology Committee meeting on June 8 and<br />

follow-up meetings by the working groups. During the GT Committee meeting, the<br />

activities of the Committee and working groups were reviewed and plans were made for<br />

<strong>2010</strong> AOSA / SCST PROCEEDINGS 35


the coming year. It was also a good opportunity for the group to discuss topics common<br />

to all those who conduct trait and AP (LLC) testing.<br />

It was decided to continue having working groups hold their meetings during the<br />

general GT Committee meeting. The agenda for future GT Committee meetings will<br />

designate time for each working group. This will allow for a single two (or three, if<br />

needed) hour meeting to discuss all GT topics, and additionally has value in keeping<br />

everyone informed regarding all areas of genetic testing. Dave Stimpson will lead a<br />

group composed of selected individuals to discuss what will be most appropriate for<br />

proficiency testing. Having proficiency testing use the same samples as practicals,<br />

creating short quizzes and virtual proficiencies, and an expected time schedule for<br />

completion were discussed. It was decided that virtual/quiz proficiencies would suffice<br />

and that RGTs will be expected to complete proficiencies in each area of certification<br />

every three years. Work will continue on this during the coming year.<br />

HANDBOOK COMMITTEE<br />

Handbook Committee Report<br />

The Handbook Committee meeting was held on June 9 at the Hilton, St. Louis. There<br />

were a total of 15 attendees present.<br />

Handbook Committee: Co-chairs: Aida Galarza, Jennifer Pernsteiner. Members: Sharon<br />

Davidson, Mary Voorhees, Alan Galbreth, Miller McDonald, Randy Judd, Michael Gill,<br />

Old business:<br />

The Vigor Handbook was reviewed twice and has now been published.<br />

The TZ Handbook is close to completion and will need to be reviewed this summer.<br />

Handbook 34, "Instructions for Using the Report of <strong>Seed</strong> Analysis" revision was not<br />

worked on this year, and the committee was informed that Pat Jennings is currently<br />

working on instructions for reporting. The committee will look into working with her to<br />

assist with this project.<br />

The Purity Handbook is not completed but Deb Meyer is willing to send portions of the<br />

handbook for review when they are ready.<br />

New Business:<br />

Cindy Finneseth, Rules Committee Chair, had requested last year to have an appendix<br />

added to the Rules listing the Handbooks that are supplemental resources. A rule<br />

proposal will be made to add the Master List of Documents to the Rules as an appendix.<br />

The Cultivar Purity Handbook is currently being revised. Because of some decisions yet<br />

to be made, including organization of the Handbook, this handbook is not yet ready for<br />

review.<br />

Miller McDonald updated the committee on a new project, the <strong>Seed</strong>ling Evaluation<br />

supplement. The supplemental information will not be included as Rules, so there may<br />

be a need for the Handbook committee to review some of the material.<br />

Aida Galarza will be retiring this year. A new AOSA co-chair is needed<br />

INTERNATIONAL COMMITTEE<br />

International Committee activities during the past year included: creating a general letter<br />

that can be used to explain SCST and the US seed testing system, an article for the<br />

OECD Newsletter on the same topic, discussions with USDA APHIS regarding the<br />

integration of the EXCERPT database with the PCIT program, and conducted a major<br />

survey of AOSA and SCST members to understand the international issues the affect<br />

members and to prioritize committee activities in the future. The survey results were<br />

published in the May Newsletter and presented at the open committee meeting.<br />

Working groups to focus on the topics identified in the survey will be established in the<br />

coming year. The committee would like to thank the current committee members and<br />

individuals who volunteered to work on specific issues in the future.<br />

During 2009-<strong>2010</strong>, the <strong>Seed</strong> Technology committee met on a regular basis to manage<br />

the production, marketing and funding of the journal. Significant accomplishments for<br />

the past year and proposed activities for <strong>2010</strong>-2011 are discussed in this report.<br />

Production<br />

Under the direction of Dr. Dennis TeKrony serving as the Editor-in-Chief and Cindy<br />

Finneseth serving as Editor, and with the assistance of 14 Associate Editors, one issue<br />

was published in the fall of 2009 (Vol. 31(2)) and another was sent to press, June of<br />

<strong>2010</strong> (Vol. 32 (1)). Issues contained 9 refereed papers and 5 seed tech notes, 1 invited<br />

review and 17 abstracts from the 2009 annual meeting. There are currently 12<br />

manuscripts in review and an additional 7 that have been received. We anticipate<br />

publishing volume 32(2) in the fall of this year.<br />

The committee approved the purchase of a manuscript tracking service that will allow<br />

editors and reviewers to manage the review of manuscripts in a more efficient manner.<br />

The journal continues to offer authors the opportunity to have an Abstract published in a<br />

language other than English in addition to the Abstract in English.<br />

A database of international and domestic seed research scientists and technologists is<br />

being used to manage our outreach efforts to solicit manuscripts for publication. A<br />

special emphasis will be placed on developing South American contacts during the<br />

coming year.<br />

The committee will continue to evaluate our publishing process, specifically looking at<br />

cost, timeliness, the quality of the product, and electronic access.<br />

Marketing and External Funding<br />

Subscriptions increased over the past year. We anticipate current subscribers will<br />

continue to support the journal and that the number of subscriptions will increase as<br />

marketing efforts continue over the next year.<br />

The upcoming issue, volume 32(1), will be our first issue containing paid advertising and<br />

a list of supporters that made financial contributions to the journal. Committee members<br />

Jack Peters, Denise Thiede, Anita Hall and past committee chair Quentin Schultz<br />

worked together and thanks to their efforts the Journal was able to generate $3800 in<br />

additional revenue. The committee will continue efforts to increase revenues from<br />

advertising and sponsorship over the coming year.<br />

The Journal will begin providing the opportunity to purchase individual manuscripts and<br />

back issues in a pdf format through the AOSA/SCST website later this year. A set of<br />

three CD’s containing all of the issues of <strong>Seed</strong> Technology from the past thirty years or<br />

individual CD’s containing ten year increments will also be available for purchase.<br />

Administration<br />

Committee members for the <strong>2010</strong>-11 year include: Cindy Finneseth (Editor-in-Chief),<br />

Riad Baalbaki (Editor), Victor Vankus, Jack Peters, Dan Curry, Mark Bennett, Denise<br />

another formal member and is working with other supporters to continue outreach and<br />

Sabry Elias, and Fawad Shah for serving as Associate Editors. Their dedication and<br />

hard work is sincerely appreciated and their contributions have helped make the journal<br />

The Lab Standardization and Documentation Committee met Tuesday, June 8 th , <strong>2010</strong><br />

at the annual meeting with 48 people in attendance.<br />

Minutes from last year’s meeting were read by Angie Rutt.<br />

Susan Reed discussed the possibility of having a Quality Management System<br />

workshop at the 2011 annual meeting. This will allow more time to adequately cover<br />

issues and questions all may have in getting a QMS in place at their respective labs.<br />

Susan passed out a survey to address the level of interest in having a workshop plus<br />

the areas and topics suggested for possible breakout sessions.<br />

Surveys are to be returned to Susan Reed.<br />

Mike Lovelace from the USDA gave a presentation on Quality Management Training –<br />

Writing SOP’s. A question and answer session followed the presentation.<br />

There was great input and discussion for the entire group.<br />

Statutory Authority<br />

These amendments to these rules are proposed for adoption by the Commissioner of<br />

the Colorado Department of Agriculture (“CDA”) pursuant to his authority under the<br />

Colorado <strong>Seed</strong> Act (the “Act”), § 35-27-114(1 )(b), C.R.S.<br />

Purpose<br />

The purposes of these proposed rule amendments are as follows;<br />

The purpose of these proposed rules is:<br />

1) To adopt a new Rule 1.2 (j), to define a new term, “tetrazolium test”.<br />

2) To adopt a new Rule, 3.1 requiring that all lots of seed that are being labeled from the<br />

results of a tetrazolium test, in place of a germination test, be required to disclose that<br />

information on the label.<br />

3) To amend existing Rules 7.1 and 7.2 to delete obsolete statements concerning<br />

effective dates for certain noxious weeds.<br />

4) To amend existing Rule 8.1 to add the term “stated as a percentage” to the<br />

introductory header sentence, after the word “Colorado’ and add the word “Kind” above<br />

the first column and the symbol “%“ above the second column.<br />

5) To amend existing Rule 8.1 to add 16 kinds of seed and their germination standards.<br />

6) To adopt a new Rule 8.2 specifying that all vegetable and herb seeds not listed in 8.1<br />

7) To adopt a new Rule 9.3 to require all seed contained within any building or other<br />

structure owned or operated by a seed registrant that is not for sale to be clearly<br />

marked<br />

8) To adopt a new Rule, 11.1 to update the reference materials for methods of<br />

analyzing and testing seed samples to incorporate the most current methods in the<br />

Association of Official <strong>Seed</strong> Analysts Rules for Testing <strong>Seed</strong>s, 2008 edition.<br />

9) To adopt new Rules 11.1(a) and 11.1(b) to specify by rule what kinds of seeds will be<br />

allowed to be analyzed with the results of a tetrazolium test.<br />

10) To adopt a new Rule 11.2 which states that the time that a germination test is valid<br />

is 13 months, unless it is stored in hermetically sealed containers, in which case it shall<br />

be valid for 24 months.<br />

11) To adopt a new Rule 11.3 specifying what kinds of cool season grasses will be<br />

allowed to be labeled as to germination for a period of 16 months instead of the<br />

standard 13 months, as allowed under in §35-27-113(1) (a), C.R.S.<br />

12) To adopt a new Rule 11.4 which establishes the length of time during which a<br />

tetrazolium test is valid for labeling purposes.<br />

13) To amend existing Rule 12 to update the tolerance and methods of determination<br />

used in the enforcement of these rules to incorporate the most current tolerances and<br />

methods in the Association of Official <strong>Seed</strong> Analysts Rules for Testing <strong>Seed</strong>s, 2008<br />

edition.<br />

16) To amend Rule 14 to delete outdated references to Section Chief and Plant and<br />

Insect Section and to replace them with the term “<strong>Seed</strong> Program Coordinator”.<br />

17) To amend existing language in several places to correct typographical errors.<br />

I've attached a brief summary of amendments to our Indiana <strong>Seed</strong> Law for your survey<br />

as requested. We have had some changes that have occurred for both labeling and<br />

other matters that are in my summary.<br />

Summary of Amendments to IC 15-15-1<br />

Indiana <strong>Seed</strong> Law<br />

The following amendments to the Indiana <strong>Seed</strong> Law became effective March 17, <strong>2010</strong>:<br />

Cool Season Turfgrass Labeling;<br />

1. Identifies specific species as “cool season” and include Kentucky bluegrass, red<br />

fescue, chewings fescue, hard fescue, tall fescue, perennial ryegrass, intermediate<br />

ryegrass, annual ryegrass, colonial bentgrass and creeping bentgrass.<br />

2. Extends the germination test period from 9 months to 15 months for cool season<br />

grasses.<br />

3. Require “SELL BY” (mm/yy) statement in addition to the germination test date.<br />

4. Includes as an “Unlawful Act” the practice of using relabeling stickers without having<br />

the calendar month and year of the germination test and the sell-by date and lot<br />

number. Stickers may not be used more than once.<br />

Vegetable <strong>Seed</strong> Labeling (for containers of one pound or less):<br />

1. Require lot number identification.<br />

2. Require calendar month and year the germination test was completed and the<br />

statement “SELL BY” (mm/yy) or;<br />

3. The year for which the seed was packaged for sale as “Packed For yy” and the<br />

statement “SELL BY mm/yy” which shall be for a calendar year, or;<br />

4. The percentage of germination and calendar month the germination test was<br />

completed provided the test was completed within 12 months.<br />

5. A statement to indicate the minimum number of seeds in the container.<br />

Vegetable <strong>Seed</strong> Labeling (for containers greater than one pound):<br />

1. Lot number<br />

2. Percentage of germination and hard seed, if present<br />

3. The calendar month and year the germination test was completed, which shall be no<br />

more than 12 months from the date of the test<br />

Special Use Permit:<br />

Financing the <strong>Seed</strong> Regulatory Program in Indiana:<br />

1. Provides the seed commissioner the authority to adopt rules to establish fees<br />

necessary for the administration of the Act, including costs of inspections, analysis and<br />

publications.<br />

2. Provides the seed commissioner the authority to adopt rules to establish penalties for<br />

failure to submit reports and pay fees required by the Act.<br />

81-2,147.12. Preemption of local law.<br />

The Nebraska <strong>Seed</strong> Law and any rules and regulations adopted and promulgated<br />

there under shall supersede and preempt any ordinance, rule, regulation, or resolution<br />

enacted by any political subdivision of the state regarding the regulation of seeds. No<br />

political subdivision shall prohibit or in any other manner regulate any matter relating to<br />

the registration, labeling, or sale of seeds based upon the type, nature, or genetic<br />

makeup of such seeds. No political subdivision shall prohibit or in any other manner<br />

regulate any matter relating to the registration, labeling, sale, storage, transportation,<br />

distribution, notification of use, planting, or cultivation of seeds that is in addition to or in<br />

conflict with the Nebraska <strong>Seed</strong> Law and any rules and regulations adopted and<br />

promulgated there under. Nothing in this section shall be construed to preempt or<br />

otherwise limit the authority of any city or county to adopt and enforce zoning<br />

regulations.<br />

Carolina on our seed law changes.<br />

During the 2009 session, the N.C. General Assembly reviewed and approved several<br />

changes to the N.C. <strong>Seed</strong> Law that will directly impact North Carolina's wholesale and<br />

retail seed dealers. In addition to several changes that will bring the law into compliance<br />

with the model law outlined by the Association of American <strong>Seed</strong> Control Officials, the<br />

General Assembly approved fee increases for the state's registered seed dealers.<br />

The purpose of this memorandum is to provide you with an overview of major changes<br />

made to the N.C. <strong>Seed</strong> Law. A full copy of the N.C. <strong>Seed</strong> Law detailing all changes will<br />

c. The percentage germination and calendar month and year that the test<br />

was completed to determine the percentage, provided that the germination<br />

test was completed within 12 months, exclusive of the month and year of<br />

the test.<br />

§106-277.9 Prohibitions<br />

It shall be unlawful for any person:<br />

(1) To transport, to offer for transportation, to sell, distribute, offer for sale or<br />

expose for sale within this State agricultural or vegetable seeds for seeding<br />

purposes:<br />

a. Unless a seed license has been obtained in accordance with the<br />

provisions of this Article.<br />

b. Unless the test to determine the percentage of germination required by<br />

G.S. 106-277.5 through 106-277.7 shall have been completed (i) on<br />

agricultural seed within a nine-month period, exclusive of the calendar<br />

month in which the test was completed, (ii) on cool season lawn seeds<br />

and mixtures of cool season lawn seeds, including, but not limited to,<br />

Kentucky bluegrass, red fescue, chewings fescue, hard fescue. tall<br />

fescue, perennial ryegrass, intermediate ryegrass, annual ryegrass,<br />

colonial bent grass, and creeping bent grass, within a 15-month period,<br />

exclusive of the calendar month in which the test was completed, (iii) on<br />

vegetable seed within a 12-month period, exclusive of the calendar month<br />

in which the test was completed, immediately prior to sale, exposure for<br />

sale, or offering for sale or transportation; provided, the North Carolina<br />

Board of Agriculture may adopt rules to designate a longer period for any<br />

kind of agricultural or vegetable seed which is packaged in such container<br />

materials (hermetically sealed), and under such other conditions<br />

prescribed that will, during such longer period, maintain the viability of said<br />

seed under ordinary conditions of handling.<br />

(2) To transport, offer for transportation, sell, offer for transportation, sell offer for<br />

sale, or expose for sale seeds, shoel grain not for seeding purposes unless<br />

labeled "not for seeding purposes."<br />

would prohibit the sale of any seed that has been "genetically modified" to render its<br />

second generation seeds sterile. The bill passed out of the House Ag Committee 6 - 5,<br />

but has been placed in the General Subcommittee in the Senate Commerce, Labor and<br />

Ag Committee. If it should pass, the bill would become effective July 1. We should know<br />

something by May 1.<br />

Washington had changes to the administrative code (rules) on:<br />

Included Clearfield trait as a certification criteria for wheat.<br />

Clarified the definition of a field for the purposes of seed certification and field<br />

prevent seed formation when they are present in a certified seed field.<br />

established Wisconsin Crop Improvement Association as the official certification agency<br />

Regulatory changes<br />

On June 18, 2009, the Government of Canada implemented regulatory changes to<br />

create a more flexible variety registration system with reduced regulation while<br />

continuing to maintain the integrity of seed certification and environmental, food, and<br />

<strong>2010</strong> AOSA / SCST PROCEEDINGS 45


feed safety. The <strong>Seed</strong>s Regulations now partition the list of crop types requiring<br />

registration of varieties (Schedule III) into three parts with differing requirements for<br />

each part: Part I continues to require pre-registration testing and merit assessment; Part<br />

II requires pre-registration testing; and Part III requires basic registration information<br />

only.<br />

On June 24, 2009, the Government of Canada amended the Weed <strong>Seed</strong>s Order to<br />

reclassify Giant foxtail (Setaria faberi) from a Class 1 Prohibited Noxious weed species<br />

to a Class 2 Primary Noxious weed species. Giant foxtail was previously classified as a<br />

Class 1 Prohibited Noxious weed species but was too widespread to fit the definition of<br />

Class 1.<br />

AOSA/SCST 2009-<strong>2010</strong> Newsletter Committee Report<br />

A summary of the year’s activities includes publication of three Newsletters and one<br />

<strong>Proceedings</strong> in 2009-<strong>2010</strong>. Cindy Finneseth was the AOSA editor and Sue Alvarez the<br />

SCST editor. Cindy and Sue received articles and compiled the issues. Anita Hall<br />

compiled the 2009 <strong>Proceedings</strong>. Additionally, Anita assisted the committee with<br />

Newsletter and <strong>Proceedings</strong> web posting, CD production and distribution. The<br />

Newsletter received a “face-lift” in <strong>2010</strong> and is now compiled using publishing software.<br />

The newsletter committee met on Monday, June 7, <strong>2010</strong> at the annual AOSA/SCST<br />

meeting in St. Louis, MO. Many items of business were addressed at the committee<br />

meeting:<br />

Editorial Staff changes: Sue Alvarez resigned as the SCST Chair. Suggestions for<br />

replacements as well as an editor for the Canada region.<br />

Future tasks were discussed and planned included numerous article ideas, potential<br />

bookshelf review materials and an update on the electronic storage and retrieval of past<br />

issues was provided. A list of missing issues will be generated and distributed.<br />

Responsibilities were determined for covering events for newsletter articles during the<br />

<strong>2010</strong> AOSA/SCST annual meeting.<br />

PROFICIENCY TESTING COMMITTEE<br />

2009-<strong>2010</strong> Proficiency Testing Committee Report<br />

The Committee developed a 3 year plan that included a variety of crop species and<br />

quizzes to complete. In 2009 the committee sent out one sample for analysis:<br />

Zea mays, sweet corn was tested for germination<br />

113 results were returned<br />

• Normal seedling results within 1 STDEV of the mean: 96 out of 113 or 85%<br />

• Normal seedling results within 2 STDEV of the mean: 100 of 113 or 97%<br />

The proposed written PT quizzes for 2009 are going to be combined with one of the<br />

proposed <strong>2010</strong> quizzes into one exercise. In <strong>2010</strong> there will be separate Wheat<br />

samples sent for Purity and Germination. There will be four written exercises.<br />

The committee will meet in July to review the proposed exercise before being sent to<br />

the membership. The proficiency testing committee would like to thank all of the<br />

volunteers and participants that helped with this last year’s activity.<br />

REFEREE COMMITTEE<br />

AOSA/SCST Referee Committee Report<br />

2009/<strong>2010</strong><br />

The Referee Committee established a mission statement which will be posted on the<br />

SCST and AOSA websites. Sabry and Riad volunteered to help with statistical<br />

information to anyone that is working on a project and needs help from setting up the<br />

project to finalizing the project. The Referee Committee held two quarterly conference<br />

calls, September 9 th 2009 and May 11 th <strong>2010</strong>.<br />

Nine referee presentations were given at the Referee Projects meeting in the evening of<br />

Tuesday June 7 th . The group then split out into regions for the buzz session to<br />

determine projects for next year. The 2009/<strong>2010</strong> presentations will be posted to the<br />

<strong>2010</strong> AOSA / SCST PROCEEDINGS 47


websites as well as the <strong>2010</strong>/2011 projects. Past projects are listed on the website<br />

under resources.<br />

I will be resigning as SCST Chair from the referee committee. I have thoroughly enjoyed<br />

all the experiences this position has brought to me. I gained an enormous amount of<br />

knowledge and met a lot of great people.<br />

RESEARCH COMMITTEE<br />

AOSA Research Committee Annual Report - <strong>2010</strong><br />

• During the AOSA/SCST meeting in St. Louis, MO, a shared committee meeting<br />

between Research, Rule, and Referee committee chairs, co-chairs, and<br />

subcommittee chairs and the Presidents of the two associations was held<br />

on Sunday 6/6/<strong>2010</strong> from 7:00-8:00pm. The objective of that meeting was to<br />

discuss the interrelated issues between these committees and make sure they<br />

are operating on the same page in terms of research requirements and study<br />

guidelines needed for rule proposals and other referees or validation studies. The<br />

rule committee has prepared a document that identifies various research<br />

parameters needed for preparing rule proposals, such as: the minimum number<br />

of seed lots; laboratories included in referee to be used as supporting evidence<br />

for a new rule proposal; and the need for valid experimental design and data<br />

analysis for the studies. It was agreed that such document would be updated and<br />

made available to all members as a guideline before starting any study.<br />

• The statistics committee can provide help to the members in designing and<br />

analyzing their experiments.<br />

• The mission of the research committees is to innovate, improve, standardize, and<br />

introduce new seed testing methods based on sound research. The new<br />

innovations should improve testing efficiency, consistency, and precision. In<br />

achieving this goal we have to consider the needs of the seed industry, the seed<br />

testing laboratories, and the seed control officials. In most cases, it is not an easy<br />

task to satisfy all, but this is the kind of challenge that we expect to face and work<br />

around patiently.<br />

<strong>2010</strong> Rules Committee Report<br />

Since the last annual meeting, the 12 changes from the 2008/09 proposal cycle were<br />

incorporated in the AOSA Rules for Testing <strong>Seed</strong>s and appropriate handbooks. Cindy<br />

Finneseth and Debbie Meyer updated the publications and Video Lab, Lexington, KY,<br />

duplicated the CDs, which were made available to the respective memberships and<br />

other purchasers with an effective date of October 1, 2009. Individual stickers were<br />

provided for each of the four volumes of the Rules. Due to errors, a revised CD was<br />

duplicated and distributed to purchasers.<br />

To clarify which documents comprise the Rules, the documents were renamed using a<br />

volume sequence. Two tentative proposals were incorporated in the Rules for<br />

2009/<strong>2010</strong>. This information will be removed from the Rules for the <strong>2010</strong> issue.<br />

20 proposals were submitted to the committee for review during the 2009/<strong>2010</strong> proposal<br />

cycle. The review committee consisted of:<br />

Comments were also solicited from various committee chairs.<br />

Following committee review, 15 proposals and two review proposals were published in<br />

the <strong>2010</strong> February newsletter to be brought forward for a vote. One proposal was<br />

withdrawn in advance of the annual meeting.<br />

Proposals published in the Newsletter were discussed and amended where necessary<br />

at the open rules session at the annual meeting and were voted on during the joint<br />

AOSA/SCST voting session. Voting results and proposal disposition will be made<br />

available online once the results from both organizations have been tabulated. Results<br />

will also appear in the <strong>Proceedings</strong> published in September, <strong>2010</strong>.<br />

Following adoption at the annual meeting, the respective publications will be updated<br />

and distributed with an effective date of October 1, <strong>2010</strong>.<br />

Committee members will continue to address questions, identify areas of the Rules<br />

needing clarification and address any errors that may be noted in the Rules Vols. 1-4. A<br />

new method of voting on Rules proposals was discussed and changes may be<br />

implemented in the future.<br />

Changes to the committee included the resignation of Cindy Finneseth as the Rules<br />

Chair and the term of Nancy Ashby, WA Dept. of Agriculture expired in <strong>2010</strong>.<br />

It has been my pleasure to serve as your Rules Chair for the past four Rules cycles.<br />

Maintaining a dynamic, relevant and scientifically-based set of Rules for Testing <strong>Seed</strong>s<br />

is an absolute necessity for accurate and consistent seed analysis. Please continue to<br />

identify areas of the Rules that could benefit from improvement and make Rules<br />

Change Proposals - I can guarantee some will be successful and some not, but we will<br />

all certainly benefit from the discussion. These are your Rules and thank you for<br />

allowing me to be the steward for a short period in our respective associations’ long<br />

histories.<br />

TEACHING AND TRAINING COMMITTEE<br />

The teaching and Training Committee held two telephone conference meetings this<br />

year. Also, members helped provide input during meetings held concerning efforts to<br />

<strong>2010</strong> AOSA / SCST PROCEEDINGS 51


combine the SCST and AOSA test which is progressing well as was reported on earlier<br />

in this meeting.<br />

The committee also worked on finding pictures in the SCST library that could be put on<br />

the upcoming renewed AOSA/SCST website. Although these pictures are outdated,<br />

they provide identification help to everyone with Internet access rather than having to go<br />

through the SCST Library loan program. This idea blossomed and now plans are in the<br />

works for a modern, up-to-date picture file to help with seed identification.<br />

From popular demand we plan on putting on a workshop in Virginia next year. We hope<br />

to combine the Teaching and Training Committee topics with the Lab Standards<br />

Committee topics to make a great workshop.<br />

The Teaching and Training committee is related to many other committees purposes<br />

and we hope to nurture and further those combined goals.<br />

CONSERVATION AND RECLAMATION SPECIES COMMITTEE<br />

Conservation and Reclamation Committee Species Report<br />

June 8, <strong>2010</strong><br />

Heidi Larson presented a progress report on Native Species Testing protocols. Last<br />

year, she circulated a survey to labs that routinely test native species that are not in the<br />

Rules. Labs were asked to supply information such as, purity/noxious weights, number<br />

of seeds per gram, PSU number used, and germination and TZ testing protocols. She<br />

then developed a spread sheet with the above information for 19 of the most frequently<br />

tested species reported by participating labs. Though there were minor differences, the<br />

majority of the testing protocols submitted by participants were very similar. The<br />

committee agreed that developing a form which could later be incorporated into a<br />

handbook would be a valuable resource for folks who test native species that are<br />

currently not in the Rules. Heidi agreed to develop a form and circulate it to all<br />

participating labs for comment. Denny Hall suggested that additional species with<br />

testing protocols could also be added before the next meeting.<br />

Michael Aberle with Ransom <strong>Seed</strong> Lab gave a power-point presentation entitled, “A<br />

Purity Study of Eriogonum Species”. Michael highlighted the difficulties in conducting<br />

purities on a seed that is partially enclosed by a perianth. It was agreed that a referee<br />

<strong>2010</strong> AOSA / SCST PROCEEDINGS 52


e conducted to determine a suitable PSU for this species for possible inclusion into the<br />

Rules.<br />

There was a brief discussion on Rule Proposal 15 – Refinement of blue grama blowing<br />

point procedures. Gil Waibel explained the reasoning behind the proposal and that there<br />

was broad support from the seed industry for passage.<br />

CULTIVAR PURITY COMMITTEE<br />

<strong>2010</strong> Cultivar Purity Subcommittee Meeting Minutes<br />

Co-Chairs – Jeff Prischmann and Randy Judd<br />

Tuesday, June 8, <strong>2010</strong>, 10:15 – 11:15<br />

The meeting was called to order by Co-chair Jeff Prischmann at 10:16am. The meeting<br />

attendance sign in sheet was circulated. The agenda was approved with no changes.<br />

During old business the status of the revisions to the cultivar purity handbook were<br />

discussed including the reasons it was going to take longer to update then originally<br />

planned. . The committee recommended keeping the CPH together as one handbook<br />

and not separating out the trait testing section as a separate handbook. The genetic<br />

technology committee will be asked to help with the updating of the trait testing section<br />

of the CPH.<br />

During new business, Reed Barker gave a presentation on the allelic discrimination of<br />

ryegrass as a potential inclusion in the CPH. There was much discussion and the<br />

consensus of the cultivar purity committee was to include the allelic discrimination of<br />

ryegrass in the CPH as a new section as presented by Reed Barker. Next, the<br />

subcommittee discussed the need to adopt consistent procedures for adding a new test<br />

or amending current tests in the CPH. Following that discussion, the subcommittee<br />

made the following recommendation: The cultivar purity subcommittee recommends<br />

that the AOSA and SCST board of directors develop procedures for adding new tests<br />

and amending current methods in all handbooks, so that a uniform procedure is<br />

developed for all handbooks. The meeting was adjourned at 11:10 am. 26 members<br />

were in attendance.<br />

Actions Items<br />

1. The Cultivar Purity handbook (CPH) is in the process of being updated. The<br />

committee recommended keeping the CPH together as one handbook and not<br />

separating out the trait testing section as a separate handbook. The genetic<br />

technology committee will be asked to help with the updating of the trait testing<br />

section of the CPH.<br />

2. The consensus of the cultivar purity committee was to include the allelic<br />

discrimination of ryegrass in the CPH as a new section as presented by Reed<br />

Barker.<br />

3. The cultivar purity committee recommends that the AOSA and SCST board of<br />

GERMINATION AND DORMANCY COMMITTEE<br />

Report of The Germination and Dormancy Subcommittee<br />

The Germination and Dormancy Subcommittee met on June 8, <strong>2010</strong>. The following<br />

issues were covered:<br />

• Three additional species to the ‘Germination recommendations of species<br />

without AOSA testing procedures in the Rules’ were approved. The species are<br />

Paspalum vaginatum, Atriplex nummularia and Lepidium rotundum.<br />

• Section 6.7b of the rules (Calculation of percentage germination when more than<br />

one test is made) was extensively discussed. The Subcommittee agreed that the<br />

wording and presentation of this section should be changed and clarified. A<br />

Rules Change Proposal to that effect will be formulated by the Chair and<br />

submitted to the membership for approval.<br />

• The proposed new edition of the <strong>Seed</strong>ling Evaluation Handbook, to be edited by<br />

S. Elias, M. McDonald and R. Baalbaki, was discussed. The plan of work,<br />

expected analyst participation, proposed new and updated content, development<br />

of seedling evaluation CDs, and schedule of tasks was presented to the<br />

Subcommittee. The participatory nature of this project was emphasized.<br />

PURITY COMMITTEE<br />

<strong>2010</strong> Purity Committee Report<br />

Deborah Meyer, Committee Chair<br />

The committee prepared several rule change proposals related to purity analysis.<br />

These include five proposals to reassign four species to more appropriate pure seed<br />

unit (PSU) definitions and two proposals to modify existing PSU definitions to better<br />

reflect the actual seed unit used in planting practices. A proposal was submitted to<br />

address how to apply the multiple floret factors to mixtures of indistinguishable species<br />

for which the multiple floret procedure applies. Also submitted was a proposal to clarify<br />

how to prepare samples containing large quantities of extraneous inert material prior to<br />

applying the Uniform Blowing Procedure. The proposals were posted on the AOSA and<br />

SCST websites. All of these proposed changes were adopted at the annual meeting.<br />

The committee also prepared a proposal to move the instructions for manual seed<br />

counts out of Appendix 2 into the main body of the Rules and add further instructions for<br />

<strong>2010</strong> AOSA / SCST PROCEEDINGS 54


the procedure. This proposal was withdrawn at the request of the AOSA President<br />

because of on going negotiations with the NIST regarding their acceptance of the AOSA<br />

Mechanical <strong>Seed</strong> Count Procedure. As a result of discussions with the Rules<br />

Committee it was decided to re-submit this proposal during the 2011 Rules cycle, but to<br />

create a new section in the Rules to address manual seed counts.<br />

Other items discussed at the annual Purity Committee meeting included the withdrawal<br />

of the tall fescue uniform blowing point proposal, the proposed modification of the blue<br />

grama uniform blowing point procedure (proposal adopted), and progress on the Purity<br />

Testing Handbook. The development of the handbook is well underway, but upon<br />

review of the PSU definitions it was discovered some species have been assigned to<br />

incorrect groups. Proposals will be prepared for the 2011 Rules cycle to correct these<br />

errors. I invite all AOSA and SCST members that have questions or examples of things<br />

encountered while conducting purity analyses to please send them to me, as soon as<br />

possible, so they can be incorporated into the handbook. Publication of the handbook is<br />

projected for the summer of 2011.<br />

RULES ISSUES AND REVIEW COMMITTEE<br />

<strong>2010</strong> Rules Issues and Review Committee Report<br />

The committee focused on the issue of how best to test the purity and germination of<br />

encrusted grass seed. At the 2009 annual meeting this problem was discussed and as<br />

a result a tentative rule was submitted to the AOSA Executive Board for approval.<br />

Based on the tentative rule a referee study was conducted this year to determine if the<br />

methods described in the tentative rule would produce uniform results among<br />

laboratories. Results of the study showed uniformity was possible. During the annual<br />

committee meeting there was extensive discussion regarding the proposed method and<br />

how it differed from the method in the Federal <strong>Seed</strong> Act. At issue was whether the seed<br />

used for the germination test should have the coating material removed or not. Under<br />

the FSA the coating material is removed for the purity analysis of grass mixtures, but<br />

the seed for planting must have the coating material intact. In the AOSA method the<br />

coating material on all grass seed, single component and mixtures, is removed for the<br />

purity analysis and the washed seed is then used for the germination test. As a result of<br />

the discussion and because the method was adopted, the Rules Committee will contact<br />

USDA regarding the possibility of changing the method prescribed in the FSA.<br />

Also discussed was the proposal for allelic discrimination of ryegrass. Much of the<br />

discussion centered around the need for expanding testing procedures to meet the<br />

needs of the seed industry and regulatory agencies.<br />

Since the original goal of the committee to review the body of the rules and provide<br />

recommendations for improvement has been completed, it is the recommendation of the<br />

Chair that the committee be disband and that future rule questions be submitted to the<br />

Rules Committee or referred to the appropriate research committee.<br />

SEED MOISTURE COMMITTEE<br />

AOSA <strong>Seed</strong> Moisture Subcommittee Annual Report – <strong>2010</strong><br />

During the AOSA/SCST meeting in St. Louis, MO, the seed moisture subcommittee<br />

discussed the following subjects:<br />

• Adding procedure for determining seed moisture content for tomatoes (data not<br />

published).<br />

• Members from the Associations were invited to work on adding parameters for<br />

determining seed moisture content of new crops that are not currently in Table 5<br />

of the <strong>Seed</strong> Moisture Determination Handbook (SMDH). For help contact the<br />

Chair of the committee or Dr. R. Baalbaki at CDFA.<br />

• The seed moisture committee will work on adding a “calibration procedure” for<br />

grinders in the SMDH.<br />

• The committee discussed adding more illustrations to the <strong>Seed</strong> Moisture<br />

Determination Handbook.<br />

• The committee also discussed the use of different container sizes for 5 and 10<br />

gram-samples.<br />

STATISTICS COMMITTEE<br />

AOSA Statistics Subcommittee Annual Report - <strong>2010</strong><br />

• During the AOSA/SCST meeting in St. Louis, MO, the statistics subcommittee<br />

hosted a hands-on workshop on the use of <strong>Seed</strong>calc program to design seed<br />

testing plans for purity/impurity characteristics, including testing for adventitious<br />

presence levels of biotech traits in conventional seed lots. The workshop was<br />

taught by Dr. Kirk Remund and Dr. Tim Perez, senior statisticians at Monsanto,<br />

St. Louis, MO. Twenty members from the Associations attended the event. The<br />

Statistics committee thanks Kirk and Tim for an excellent, informative event.<br />

• A limited number of members attended the committee meeting and discussed the<br />

need to develop tolerance tables for vigor tests. The chair invited volunteers to<br />

collect data for various crops of each test. For more information contact the<br />

Chair.<br />

• The committee also discussed the need for developing a statistics handbook for<br />

seed research.<br />

• The committee continued to provide help assistance to the members of the<br />

Associations in statistical design and data analysis for their research projects.<br />

The chair of the committee and Dr. R. Baalbaki can be contacted for any<br />

statistical help that may be needed in research projects or rule proposals. Dr. Tim<br />

Perez of Monsanto can be consulted in the use of <strong>Seed</strong>calc.<br />

TETRAZOLIUM COMMITTEE<br />

2009-<strong>2010</strong> AOSA/SCST Tetrazolium Committee Meeting report<br />

The Tetrazolium subcommittee’s entire focus this past year has been on the <strong>2010</strong><br />

edition of the AOSA/SCST Tetrazolium Testing Handbook. The handbook revision has<br />

been in progress for at least the last two years. The book consists of five sections:<br />

Principles, Procedures, Glossary, Bibliography, and Indices. The Principles section has<br />

been revised and sent out for review. All the drawings in the principles section have<br />

been replaced with photos. Procedure pages have been sent to panels of reviewers all<br />

along so that the burden of reviewing the book could be spread out over time. At this<br />

time, all the method pages have been reformatted and reviewed. The 2000 edition<br />

covered 97 families with 106 procedure pages and there were no photos. The <strong>2010</strong><br />

edition covers 109 families with 130 procedure pages. Photos are now included on<br />

nearly every page. There were two indices (genus and family indices) in the 2000<br />

edition. The <strong>2010</strong> edition will have an additional common name index. About 150<br />

citations have been added to the bibliography. It will be sorted two ways: by author and<br />

by subject. The book without the bibliography is about 340 pages. Each procedure<br />

“page” is actually two pages. We expect that the revised bibliography section will add<br />

another 100 pages. To assure a <strong>2010</strong> publication date, our working deadline is August<br />

2. After that, the handbook committee will have 6 weeks to review the handbook and<br />

then it will be given to the boards for final approval. Many people have worked hard on<br />

the <strong>2010</strong> edition. I’m so grateful to them all.<br />

The Tetrazolium Committee met at 1pm on June 9, <strong>2010</strong>. We discussed the following<br />

topics: handbook schedule and deadlines, handbook features, the mucilage reduction<br />

reagent aluminum potassium sulfate, leftover old handbooks. In the coming year the<br />

committee will conduct a Sporobolus heterostylis referee to explore the issue of viable<br />

green embryos. The committee ended the meeting with a discussion about the<br />

relationship of the TZ handbook to the Rules. A wide range of opinions was expressed.<br />

All agreed that the primary focus of the committee should be to improve education and<br />

standardization of the evaluation of tetrazolium tests.<br />

<strong>2010</strong> Committee Report<br />

Mission: Develop seed testing methods for tree and shrub species based on scientific<br />

methods and to effectively communicate this information to seed testing laboratories,<br />

research programs and the seed industry.<br />

2009-10 Accomplishments and <strong>2010</strong>-11 Proposed Activities<br />

Issues discussed and projects from the past year and plans for the upcoming year<br />

included:<br />

1. Report on the status of the ISTA Forest Tree and Shrub committee. That<br />

committee intends to publish a Tree and Shrub seed Handbook in the near<br />

future.<br />

2. This committee along with the ISTA committee and International Union of Forest<br />

Research Organization and seed group are working together to develop a<br />

website to post information related to tree and shrub seed research and testing.<br />

3. Continued study of the germination pretreatments listed in the ISTA rules for<br />

Juniperus virginiana and Taxodium distichum. The committee will continue this<br />

work over the next year as able.<br />

4. The committee worked with the TZ committee to review sections of the new TZ<br />

Handbook pertaining to tree and shrub seed.<br />

5. Assisted the Purity committee with review of the existing PSU’s for tree and<br />

shrub seed and recommended changes as necessary.<br />

Future direction of the Tree and Shrub Committee:<br />

Survey to determine the number of laboratories testing tree and shrub species, the<br />

number of tests of tree and shrub seed samples, the species tested, and if there are any<br />

issues related to tree and shrub seed testing that the committee should be aware of.<br />

The survey will also ask laboratories to provide information on the labeling requirements<br />

of tree and shrub seed in their states as able in order to provide this information to the<br />

industry. The survey will also provide some additional information concerning the idea<br />

of merging the Tree and Shrub committee with the Conservation and Reclamation<br />

committee and ask respondents to provide an opinion.<br />

Based on discussion during the committee meeting and pending the results of the<br />

survey, the committee will likely explore the procedural and operational aspects of<br />

merging the Tree and Shrub group with the Conservation and Reclamation committee.<br />

commented that they liked the new handbook<br />

EC moisture on peas was noted that it was important to watch the moisture on peas.<br />

EC on garden beans was also discussed.<br />

SCST Ethics Committee Report <strong>2010</strong><br />

At the Ethics open committee meeting Pat Jennings presented a refresher course on<br />

the requirements and basic formats for a report of seed analysis.<br />

It had been suggested that this subject may be helpful to new and experienced<br />

members get a better understanding of report of analysis requirements. Pat did an<br />

excellent job explaining all the necessary items that need to be on a report of analysis,<br />

but that the report format can be unique to the individual or company. Guidelines for a<br />

Report of <strong>Seed</strong> Analysis are listed in the AOSA Rules. The Ethics Committee<br />

‘PRACTICAL ISSUES CONCERNING REGISTERED SEED TECHNOLOGIST FOR<br />

ROUTINE SEED TESTING’ also highlights the requirements for the Canadian and ISTA<br />

reports of analysis.<br />

A short discussion was held on items from last year’s meeting - merging of seed<br />

analysis certificates into one certificate from different submitted samples from the same<br />

seed lot and the reporting non-standardized testing methods. The question on whether<br />

merging seed analysis reports and reporting non-standardized testing methods should be<br />

proposed as Rules changes was discussed, but it was decided to leave them as<br />

suggested guidelines in the Ethics committee guideline document.<br />

For future reference the committee will post the Pat Jennings’s presentation on Report of<br />

<strong>Seed</strong> Analysis and the current version of the ‘PRACTICAL ISSUES CONCERNING<br />

The <strong>2010</strong> RGT, CGT examination was held June 6, <strong>2010</strong> at the Hilton Hotel in St Louis,<br />

passed at least one portion (molecular genetics, herbicide bioassay, electrophoresis,<br />
