Western European militarist forces´. In fewer than four months, another agreement<br />

was signed in Prague by and between the two governments to regulate<br />

provision of mutual legal aid regarding the temporary stay of the Soviet troops<br />

in the territory of the CSSR. The agreement also underlay some specific assignments<br />

to involve the bodies of the Federal Ministry of the Interior, i.e. the State<br />

Security units. 16 Primarily, those were measures to ensure external protection<br />

by the Soviet troops in the territory of Czechoslovakia, mainly with respect to<br />

the discovery of intelligence and other criminal activity aimed against the Soviet<br />

army and its facilities, and mutual use of agency and operative resources.<br />

On taking these measures the State Security establishments cooperated with the<br />

new KGB organisational units in Czechoslovakia.<br />

Common assignments of the State Security and the KGB units regarding<br />

´Protection of the Soviet military forces and facilities´ were handled by socalled<br />

plans for joint actions. At the central level in Prague, these issues were<br />

handled by the II nd Directorate of the National Security Force in co-operation<br />

with a Special Department of the KGB based in Milovice. In Slovakia, the performance<br />

of the organisational measures was at the national level affected by<br />

the respective regional directorates of the State Security and the Special Department<br />

of the KGB based in Zvolen, while at the district level, it was the<br />

responsibility of the KGB representatives to put the measures into practice.<br />

To cover the activities conducted at the central levels – the II nd Directorate<br />

of National Security Force – and regional levels since halfway through 1968,<br />

there were established asset files, incl. sub-files, on specific military facilities<br />

of the Soviet army. 17<br />

Some specific units of the State Security – 2 nd and 1 st departments of regional<br />

directorates, and the officers in charge of the issues at the district level<br />
