The Department of Defense faces<br />

diminishing manufacturing<br />

sources, out-of-production parts<br />

for aging platforms, and advancing<br />

technology: How does it stay mission-capable<br />

into the future?<br />

Planners must anticipate upgrades.<br />

As a result, the DoD now<br />

requires contractors to establish<br />

Design-to-Disposal maintenance<br />

support programs for new<br />

weapons systems.<br />

<strong>Lockheed</strong> <strong>Martin</strong> <strong>Advanced</strong> <strong>Technology</strong><br />

Laboratories (ATL) developed and<br />

transitioned its Real-Time Supportability<br />

System (RTSS) to <strong>Lockheed</strong> <strong>Martin</strong><br />

Maritime Systems and Sensors, Eagan<br />

(MS2).<br />

RTSS provides realistic and comprehensive<br />

information-management technology<br />

for all stakeholders, lets them manage<br />

daily support activities, and anticipates<br />

upgrade programs as a comprehensive,<br />

integrated process.<br />

As part of RTSS, ATL developed the<br />

Product Manager Frame (PMF)—a management<br />

tool that provides multiple views<br />

of a product structure, including design,<br />

function, and cost. Using Smart Product<br />

Model technology, the PMF ensures less<br />

duplication and rework, more affordable<br />

designs, configuration management, and a<br />

collaborative, distributed engineering<br />

environment.<br />

A second feature is the Attribute<br />

Wizard, which provides the capability to<br />

automatically generate custom attributes<br />

or descriptions of data sets, such as parts<br />

lists, engineering drawings, and specification<br />

databases. These and other relevant<br />

data sets, including those from legacy<br />

databases, can be automatically integrated<br />

into the RTSS structure and be ready to<br />

use in days.<br />

Other Transition Successes<br />

• Life-Cycle Maintenance. RTSS is a<br />

core component of MS2’s business<br />

strategy for life-cycle maintenance and<br />

is being rolled out to support several<br />

programs, both domestic and international.<br />

• Computing Display. RTSS is being<br />

evaluated for the AN/UYQ-70 computing,<br />

display, and networking equipment<br />

for U.S. Navy applications. RTSS will<br />

help the program identify, monitor, and<br />

accelerate introduction of leading-edge<br />

technologies into the Fleet to meet program<br />

requirements.<br />
