THE <strong>CBI</strong> ACADEMY<br />
The <strong>CBI</strong> felt the need <strong>of</strong> an Academy <strong>of</strong> its<br />
own right from the day one after its<br />
inception, but for some reason or other, it had<br />
to wait for over 30 years to have one. During<br />
these three decades, it got its personnel<br />
trained at various Police Training Schools<br />
th<br />
and Academies. On 10 January, 1996,<br />
fortunately, its wish was fulfilled. The <strong>CBI</strong><br />
had its own Academy.<br />
Located in the midst <strong>of</strong> a sprawling<br />
green campus, surrounded with bottle palm<br />
trees, rose garden, it greets visitors on entry<br />
with freshness and serenity. The <strong>CBI</strong> Academy<br />
is located at Ghaziabad (U.P.). Spread across<br />
over 26 acres, in a beautiful setting that is both<br />
inspiring and invigorating, it is ideally situated<br />
– in the city and away from its din and<br />
demerits. A Senior Officer <strong>of</strong> the rank <strong>of</strong> DIG <strong>of</strong><br />
Police looks after it. The Academy has its own<br />
teaching faculty, but for specialized<br />
teaching/training, experts are called from<br />
among the Field Officers <strong>of</strong> the <strong>CBI</strong> and<br />
Departments <strong>of</strong> the Governments and Public<br />
Sector Undertakings. The Academy has most<br />
modern, spacious buildings, housing its<br />
Administrative Block, Academic Block,<br />
Hostels and Residential Blocks.<br />
The Academy, now caters to the training<br />
needs <strong>of</strong> its <strong>of</strong>ficers and other ranks. It<br />
conducts orientation courses regularly for its<br />
<strong>of</strong>ficers. It has, over the years, developed as the<br />
Centre <strong>of</strong> Excellence for training <strong>of</strong> not only<br />
police <strong>of</strong>ficers from <strong>CBI</strong>, CPOs and States, but<br />
for a large number <strong>of</strong> police <strong>of</strong>ficers from<br />
abroad. It also caters to the needs <strong>of</strong> Chief<br />
Vigilance Officers and Vigilance Officers <strong>of</strong> the<br />
Public Sector Undertakings and the<br />
Nationalized Banks <strong>of</strong> India and imparts<br />
training to <strong>of</strong>ficers <strong>of</strong> all ranks from the various<br />
States <strong>of</strong> India.<br />

For the trainees, the morning starts at dawn with the<br />
sounds <strong>of</strong> whistle <strong>of</strong> ustads amidst the chirping <strong>of</strong> birds,<br />
and the gentle breeze across the Campus. However, this is<br />
followed by the grilling hours on the grounds, doing<br />
jogging and parade, followed by understanding the Laws<br />
<strong>of</strong> the Land and the nitty-gritty <strong>of</strong> the investigation in the<br />
classrooms. From lecture theatres to computer rooms to<br />
simulation exercises, their nine months pass in learning<br />
the tricks <strong>of</strong> the trades, so that they do not commit any<br />
miscarriage <strong>of</strong> justice in the decades <strong>of</strong> their services to the<br />
nation as Investigator <strong>of</strong> <strong>CBI</strong>. They eagerly wait for the<br />
evening, so that they can avail the various games facilities<br />
available in the Campus. Wednesday evening is special,<br />
as they are treated with a movie in the auditorium,<br />
which is fitted with soothing acoustics and comfortable<br />
seats.<br />

Equipped with a beautiful Seminar Hall,<br />
four Conference Rooms and a huge Auditorium,<br />
state-<strong>of</strong>-the-art Computer Centre and a modern,<br />
newly-constructed Hi-Tech Cyber Crime<br />
Laboratory, it received the ISO <strong>90</strong>01:2008<br />
Certification in the year 2010.<br />
In many ways, the <strong>CBI</strong> Academy is a most<br />
modern institution <strong>of</strong> Police training in investigation<br />
and allied activities. It has a rich library and a first-rate<br />
computer laboratory. It has prepared very useful and<br />
latest training material, including training films and<br />
computer-based training packages for courses<br />
relevant to the functioning <strong>of</strong> <strong>CBI</strong> and other<br />
investigating and vigilance outfits.<br />

In order to build up a permanent cadre <strong>of</strong> Executive staff in the <strong>CBI</strong>, a programme for direct recruitment was prepared.<br />
During 1963, 10 Dy. Superintendents <strong>of</strong> Police and 19 Sub-Inspectors were directly recruited. Since the Academy came in<br />
1996, the ceremony <strong>of</strong> Passing Out Parade <strong>of</strong> Sub-Inspectors or the Investiture Ceremony has been a grand ceremony, which<br />
takes place in Academy campus every year. The Sub-Inspector Cadets take the oath to serve the country and the organization<br />
with honesty, dedication and integrity and become a part <strong>of</strong> the illustrious <strong>CBI</strong> family.<br />

NATIONAL POLICE MUSEUM<br />
This Museum was set up at the <strong>CBI</strong> Headquarters,<br />
New Delhi, soon after the <strong>CBI</strong> came into being in<br />
1963. In November 2003, it was shifted to the <strong>CBI</strong><br />
Academy Ghaziabad, where it is located in a safe<br />
and secure building in a beautiful environ,<br />
surrounded by lush green gardens and grassy lawns.<br />

Not many people outside <strong>CBI</strong> premises,<br />
however, know about this Museum <strong>of</strong><br />
national importance. It has some 1,500<br />
very valuable rare exhibits, like the<br />
original FIRs <strong>of</strong> some cases <strong>of</strong> historical<br />
i m p o r t a n c e , r a r e p h o t o g r a p h s ,<br />
sculptures, statues, paintings (seized),<br />
counterfeit currency, forged documents,<br />
arms, medals, national and international<br />
police emblems, medals, dresses and so<br />
forth (see <strong>Chapt</strong>er 6). Because <strong>of</strong> fast<br />
additions <strong>of</strong> exhibits and material, the<br />
present building is proving smaller. A<br />
separate and a bigger building is,<br />
therefore, coming soon.<br />
<strong>CBI</strong> Museum
Old weapons, including Stick guns, Japanese Rifle and<br />
various types <strong>of</strong> Pistols at National Police Museum.<br />
Microscope <strong>of</strong> the past century used in the document<br />
examination work in the Handwriting <strong>Bureau</strong> <strong>of</strong><br />
Orissa State C.I.D., till substituted with sophisticated<br />
stereoscopic microscope. it got three magnification <strong>of</strong><br />
30X, 40X, 50X and a sliding focus device to illuminate<br />
the object, a mirror is fixed at bottom. Presently it’s at<br />
the Museum.

Photocopies <strong>of</strong> forged recommendation letters addressed to “Dear Shri Birlaji”, forging admission in Birla Institute <strong>of</strong> Technology, Mesra, Ranchi, which were produced in<br />
the Parliament, with forged signatures <strong>of</strong> the then Prime Minister Mrs. Indira Gandhi and the then Home Minister Gyani Zail Singh. <strong>CBI</strong>, after investigation, proved the<br />
forgery in the matter.<br />
