In 2003, in a speech he made during a<br />

parliamentary session, Member <strong>of</strong> Parliament<br />

K Shanmugam suggested a helping hand<br />

to assist the Malay <strong>community</strong> to produce<br />

more icons <strong>of</strong> success. Six years later and now<br />

Singapore’s Law Minister, Mr Shanmugam sticks<br />

to his proposal for diversity even as he reaffirms<br />

meritocracy as a core principle. We reproduce<br />

excerpts <strong>of</strong> his parliamentary speech in 2003<br />

and a newspaper report in 2009 when he spoke<br />

on the issue.<br />

I am suggesting that the<br />

principle <strong>of</strong> meritocracy can<br />

be leavened, with<br />

some steps which assist<br />

the Malay <strong>community</strong> to<br />

have its stars.<br />

some who are also from the<br />

Malay <strong>community</strong>.<br />
