Background<br />
• In 1995, Public Law 103-305305 was passed requiring that<br />
for an airport agency to be eligible for federal funding it<br />
must be able to show that it has an effective pavement<br />
maintenance management system in place.<br />
• Section 107, amended d Title 49, Section 47105,<br />
required sponsor assurances on preventative<br />
maintenance for project applications involving airfield<br />
pavements. For any project to replace or reconstruct<br />
pavement, the sponsor must provide assurance to the<br />
<strong>FAA</strong> that they have implemented an effective pavement<br />
maintenance management program.<br />

Background<br />
• The requirement to establish a pavement maintenance<br />
management program applies to any pavement at the<br />
airport which has been constructed, reconstructed, or<br />
repaired, with federal assistance.<br />
• All grants involving pavement rehabilitation or<br />
reconstruction contain a grant assurance that<br />
addresses the pavement maintenance obligation<br />
• By 2004, 84% of state aviation agencies in the United<br />
States use an Airport <strong>Pavement</strong> e Management age e System<br />
(APMS)<br />
