Foreword<br />

A decade has passed s<strong>in</strong>ce world leaders adopted the Millennium Declaration at the<br />

General Assembly of the <strong>United</strong> <strong>Nations</strong>. Recogniz<strong>in</strong>g the urgent need to reduce poverty<br />

and address development challenges for long-last<strong>in</strong>g peace and security, time-bound<br />

development goals – co<strong>in</strong>ed as the Millennium Development Goals – were established<br />

with specific targets and <strong>in</strong>dicators. At the 10th anniversary of the Millennium Summit,<br />

marked at the High Level Plenary Meet<strong>in</strong>g on the MDGs <strong>in</strong> September 2010, world<br />

leaders and other stakeholders will be seek<strong>in</strong>g concrete evidence of programmes and<br />

policies that have worked well and can be considered for adaptation and scal<strong>in</strong>g up. The<br />

High Level Plenary Meet<strong>in</strong>g will provide a unique opportunity to mobilize political will,<br />

re-energize the global MDG effort and agree on effective measures to accelerate and<br />

susta<strong>in</strong> progress.<br />

Much has been achieved dur<strong>in</strong>g the past decade. In order to take stock of some of the<br />

country level evidence and experience, I am pleased to present the MDG Good Practices<br />

publication developed by the <strong>United</strong> <strong>Nations</strong> Development Group (UNDG). Good<br />

practices covered <strong>in</strong> this publication have sought to address specific constra<strong>in</strong>ts and<br />

challenges <strong>in</strong> achiev<strong>in</strong>g the Goals, <strong>in</strong> each country’s context. The publication provides<br />

evidence on different approaches to achiev<strong>in</strong>g the various MDGs and the importance of<br />

recogniz<strong>in</strong>g the synergies between these and the Internationally Agreed Development<br />

Goals. Some case studies may be familiar while others may serve as technical references<br />

for development practitioners. They demonstrate that, even under resource-constra<strong>in</strong>ed<br />

circumstances, there are <strong>in</strong>novative ways of overcom<strong>in</strong>g obstacles to accelerate progress.<br />

It is our hope that this collection can serve as a practical tool for governments, nongovernmental<br />

organizations, research <strong>in</strong>stitutes, the private sector and the UNDG<br />

agencies – and that it will contribute to evidence-based discussions <strong>in</strong> preparation for<br />

the High Level Plenary Meet<strong>in</strong>g and <strong>in</strong> our collective efforts beyond.<br />
