current definitions of
strategic issues. Individual HH
procedures are sufficiently well Safeguarding Adults Panel
developed to enable effective
responses to individuals or HH revising Vulnerability 2. Update and ratify HH Susan
families subject to significant Strategy.
Vulnerable Strategy, (inc TSA Miller/
community pressures. This
requirements & link to Sadhna
review should include the
Customer Alert Policy) & Mann
identification of risk factors and
identify vulnerable households
an exercise to assess the
current size of the problem.
Progress Update
as of 14 th Jan 2011
Completed - SS identified as first
point of call. LBH Safeguarding
Adults team have confirmed that
they have reviewed their policy in
light of Pilkington review.
HH has now ratified a “Children,
Young People & Vulnerable
Adults Protection Policy”
(CYP&VAPP) Vulnerable
households being identified via T
Brown process (over 1000 thus
far) and some are logged on
OHMS and CRM already.
Definitions also need to be
updated.
& legal definition of a disabled
person
Neghet
Completed - defined terms
included in the CYP&VAPP.
Current Neighbourhood
Narinder
Padwal
Included in the Hate Crime
training and to be included in the
new ASB Policy.
HH currently assessing
extent of the problem.
6. Need to collate stats via
identifying vulnerable adults
through the T Brown contract,
disability harassment cases &
incidents reported to ASB &
Narinder/
Sadhna
Some stats are collected e.g. two
cases of disability hate crime
reported to HH between 1.4.10-
31.8.10. LBH assess that over 90
people with learning disabilities

2. The Multi Agency Policy and
Procedures and the associated
training on safeguarding adults
should incorporate attention to
anti-social behaviour and its
impact on communities and
individuals.
HH staff to be trained on
Safeguarding Adults issues
Tenancy Team
7. Contact Safeguarding
Adults team (John Calvert) to
arrange training of relevant
staff.
NP/NK
Narinder
Neghet
reside in social housing in the
borough. The Community
Learning Disability Team (CLDT)
do however, have names &
addresses of Hounslow residents
who have a Learning Disability.
- Article to appear in HHN to
increase awareness & reports by
disabled residents of ASB &
disability hate crime.
- Draft ASB Hate Crime Leaflet
Met with Training Manager who
advised HH is developing
Safeguarding Adults Training
tailored to HH via a Consultant in
the new year.
- NK to check with Ian McGee
that the CYP&VAPP is covered in
the programme?
3. Those responsible for
referring concerns on
safeguarding to social care
should ensure that such
referrals make it explicit that it
is a safeguarding concern that
prompts the referral.
4. Agencies responsible for
assessment should ensure
that it is informed by holistic
Contact details not well
known to staff on how &
where to make a referral of a
vulnerable case which raises
concern
Holistic view to be taken
8. Hate crime training
scheduled for autumn & new
year to include a specific
session on disability hate
crime
9. The referral form to HCS
and email address to be
publicised to staff via In Brief.
Referral form to be uploaded
onto HH intranet
Ensure form states clearly this
is a Safeguarding Adults
referral
10. Undertake training &
identify risk factors as well as
update Vulnerability Strategy
Narinder
Sadhna
Sadhna
Susan/
Narinder/
Sadhna
Ongoing - Disability Hate crime is
included in the ASB training
programme which began in Dec
2010, 2 sessions planned for Feb
2011
- Sadhna to inform staff via In
Brief that email addresses for
referring safeguarding cases are:
adultprotection
@hounslow.gov.uk or
adultsocialcare@hounslow.gov.uk
Referral to CLDT via x3529.
Referral form to be uploaded.
- Sadhna to ensure.
Being carried out. CYP&VAPP
produced, also currently drafting a
Child Protection Policy & a

ways of viewing people and
their social context, as well as
by the need to assess eligibility
for services.
5. Councils with anti social
behaviour responsibilities
should consider the benefits to
communities that might arise
from setting up partnership
arrangements. Within this,
added benefits for
communities and agencies
would arise from the
development of consistent
approaches across councils
HH to actively actively work
in partnership to address
ASB, inc ASBAGS, referrals
to specialist voluntary
organisations, police, LBH
etc.
However HH to benchmark
with other boroughs and
needs to ascertain what
procedures are in place
when a vulnerable adult/s
moves to another borough
11. Continue partnership
working & inform staff via
training the range of partners
they can refer to for support in
ASB cases e.g. HREC, HCS,
EWO’s, CMHT, CSU etc
12. Check with Safeguarding
Adults Group at LBH the
procedures in place for
vulnerable adults moving to
another borough & if
benchmarking occurs
Narinder
Sadhna
Vulnerable Adults Procedure.
Completed - Narinder has
compiled a referral sheet, given to
all attendees of the Hate Crime
training course.
LBH Safeguarding Adults team
have informed no specific
protocol in place re sharing
information between boroughs,
but duty to report concern
remains. The team are also in the
process of setting up a system for
Peer reviews between itself and
another local authority.
NB - Within HH, annual residents’
survey (Kwest 2009) findings
show support provided to
vulnerable tenants achieves a
45% satisfaction rating, although
many tenants answered neither.
However HH still achieves 4th
decile in London.

Additional Issues identified regarding Supporting Cust mers with Learning Disabilities:
1. Include salient points from the government guidance “A Strategy to Improve the lives of Parents with Learning Disabilities &
Difficulties – the Good Practice guidance & Beyond” in HH’s Vulnerab ity Strategy – Sadhna
2. Raise awareness of fact that HH can produce letters and documents/leaflets in alternative formats – via article in HHNews, In
Brief (circulate Staff guide again) – Neghet (Completed)
3. Consider the Comms team producing an easy read “master sheet” displaying all 13 HH core documents – Neghet (Ongoing)
Meeting with Speak Out Hounslow re easy read arranged for 10.2.11.
4. Look into the feasibility of running the Parentchannel.tv on our display screens in receptions & website (www.parentchannel.tv)
inc cost, content etc – Vicky
5. HH to ask the “Learning Disabilities Housing Doing Group” to identify any gaps & where HH can improve services for LD
customers – Sadhna
(Completed – Group identified lack of easy read documents from HH e.g. tenancy agreements)
6. Produce a Contact sheet of referral agencies for relevant front line staff to support LD customers – Sadhna
7. Request SS to inform HH, with residents consent, the number of identified customers who have a LD (inc names & addresses)
and reside in council tenancies – Sadhna
8. Progress the joint CLDT & HH action plan - Khalid
