INNOVATIVE MEASURES FOR PROTECTION AGAINST CBRN TERRORISM<br />
Project/SA Objectives<br />
The objectives of IMPACT are to lay the foundations for<br />
an integrated European CBRN counter terrorism<br />
research and acquisition programme and to validate,<br />
assess and demonstrate innovative technological<br />
capabilities, operational concepts and procedures to<br />
assist in developing preventive and suppressive crisis<br />
management.<br />
Current European capabilities to detect and respond to<br />
the types of CBRN threats are very modest.<br />
Responsibility in Europe for initially responding to<br />
terrorist incidents is spread among many organisations.<br />
The lack of co-ordination is obvious. There is an urgent<br />
need to unify much of the current response capability<br />
while at the same time setting standards and establishing<br />
guidelines for European nations to address<br />
coordination of their response to terrorism. To address<br />
the particular issues surrounding CBRN weapons,<br />
Europe must adopt a broad strategy to address the<br />
best ways to prevent a terrorist event.<br />
Our approach is based on five pillars:<br />

• Preventing an event<br />
• Protecting against an event<br />
• Responding to an event<br />
• Recovering from an event
