Murmansk signed bilateral agreements covering cultural exchange with the regi<strong>on</strong>al<br />
administrati<strong>on</strong>s in Lapland and Norrbotten.<br />
An acti<strong>on</strong> plan for culture<br />
In 1991, the North Calotte <strong>Co</strong>mmittee decided to develop a plan for cooperati<strong>on</strong> and<br />
the distributi<strong>on</strong> of the work between partners. As a result, in 1992 the North Calotte<br />
Culture <strong>Co</strong>mmittee started to improve a strategy for cultural cooperati<strong>on</strong>. A<br />
c<strong>on</strong>ference was held in Tromsö <strong>on</strong> August 26, 1992, with the aim of drafting an<br />
acti<strong>on</strong> plan. Representatives from Murmansk and Arkhangelsk were invited to take<br />
part in the discussi<strong>on</strong>s.<br />
<strong>The</strong> l<strong>on</strong>g-term objectives of the cultural cooperati<strong>on</strong> were to:<br />
• Strengthen the regi<strong>on</strong>al and northern identity<br />
• Promote the attractiveness of the regi<strong>on</strong><br />
• C<strong>on</strong>tribute to cultural diversity and individual creativity<br />
• Develop new forms of artistic expressi<strong>on</strong>, based <strong>on</strong> cultural traditi<strong>on</strong>s and<br />
heritage<br />
• Develop new networks<br />
• Strengthen administrative skills and knowledge<br />
• Unite cultural forces to secure peace and stability<br />
In February 1993, the North Calotte <strong>Co</strong>mmittee ratified the plan and the first interregi<strong>on</strong>al<br />
cultural projects between all the members were developed.<br />
