INTRODUCTION<br />

The Lima-Allen County Regional Planning Commission (LACRPC) is pleased to present its<br />

<strong>2009</strong> <strong>Traffic</strong> <strong>Crash</strong> <strong>Summary</strong> <strong>Report</strong> for <strong>Perry</strong> <strong>Township</strong>. The report reflects motor vehicle crash<br />

data through <strong>2009</strong> presented in various formats. This easy to use statistical compilation is<br />

designed to be used for reference and crash trend analysis purposes. Information about these<br />

crashes is intended to further collaborative efforts between local and state law enforcement<br />

agencies, engineering concerns, and other area stakeholders. This report furthers <strong>Perry</strong><br />

<strong>Township</strong>’s attempt to monitor and assess local roadway and traffic safety conditions. The goal<br />

of this report is to: provide insight into the general state of local roadway safety; to identify high<br />

hazard crash locations and systematic contributing causes of crash incidents; and, to support<br />

high profile safety programs.<br />

1.1 Rationale<br />

There are many reasons for planning organizations to keep a detailed account of motor<br />

vehicle crash records and incident locations. First and foremost, such data is useful in<br />

the planning, prioritizing, monitoring and analysis of transportation improvement<br />

programming. Secondly, such information is useful in helping to provide the means to<br />

efficiently utilize the limited resources locally available for capital improvement projects.<br />

In addition, they are useful in establishing linkages and informational exchanges<br />

between the various governmental and private sector agencies who are influencing and<br />

promoting aspects of transportation planning, transportation engineering and highway<br />

safety.<br />

1.2 Objectives<br />

The specific objectives of this traffic crash summary report are: (1) to assess overall<br />

characteristics of motor vehicle incidents which occur in <strong>Perry</strong> <strong>Township</strong>; (2) to define<br />

high crash locations; (3) to establish programming priorities for improvements at specific<br />

locations; (4) to provide a basis for major improvements that offer effective incident<br />

reduction/prevention; (5) to identify specific time periods for selective law enforcement<br />

surveillance; (6) to identify certain incidents which might be prevented through public<br />

education measures; and, (7) to provide a benchmark for assessing the success or<br />

failure of previous roadway improvements, as well as the community's traffic safety<br />

programming.<br />

1.3 Overview<br />

This report is heavily dependent upon traffic crash data contained in the Integrated<br />

<strong>Traffic</strong> Records System (ITRS), maintained by the Ohio Department of Public Safety<br />

(ODPS). The report reflects data made available as of September 2010.<br />

This report reflects descriptive statistics about traffic crashes of all severities, from those<br />

that result in property damage to those that result in the loss of human life. However,<br />

only state approved traffic incident reports submitted to, and processed by ODPS are<br />

included within the database. Generally, traffic incidents involving damage less than<br />

$150.00 are not required to be reported to the state by local law enforcement agencies<br />

and as such are not considered in this report. <strong>Incident</strong> statistics are presented with<br />

respect to incident occurrence, incident involvement and incident severity. <strong>Incident</strong><br />

occurrence is generally described in terms of the types and numbers of incidents that<br />

occur, incident involvement categorizes incidents by the types of vehicles and drivers<br />

that were involved. Statistics on incident severity are revealed by the number of<br />

deaths/injuries.<br />

The statistical report is simplified through the use of tables, illustrations and maps. In<br />

some cases, data is displayed in both tabular and chart formats. Data related to incident<br />

occurrence precedes that information related to incident involvement. <strong>Incident</strong> severity<br />

is interspersed throughout the tables of the report in order to allow the reader easy<br />

reference with respect to degree. High incident intersection locations are defined by<br />

frequency, severity and crash rates using 2007 through <strong>2009</strong> crash records. As alcohol<br />

related incidents are of particular concern, information is disaggregated by alcohol<br />

involvement within the final section of the report. An appendix is attached.<br />

1.4 Methodology<br />

This report utilizes archived crash record data made available from ODPS. The data<br />

reflects a number of variables over a period of years that differ based on the information<br />

gleaned from crash reports that solicited specific information. The report attempts to<br />

summarize such data in order to allow local elected officials, area law enforcement<br />

agencies, roadway maintenance and traffic engineering concerns as well as safety<br />

advocates a single mechanism to better identify and assess crash data. This report was<br />

constructed knowing that the document could be consider unwieldy to some; but, the<br />

information contained within will reflect the data needs of the vast majority of area<br />

stakeholders. That being said, the interests of traffic engineering and traffic safety<br />

experts were considered as the primary driving force behind the document compilation.<br />

The report uses various engineering terms and formulas to generate individual and<br />

specific rates. Care should be taken not to misinterpret such data or the formulas as<br />

many are related but not interchangeable. Engineering terms are available in the<br />

Appendix as are the various methodological equations. Rates specific to state and<br />

national governmental units were generated based on established ODPS, Federal<br />

Highway Administration (FHWA) and/or National Highway <strong>Traffic</strong> Safety Administration<br />

(NHTSA) data. Local rates were calculated by the Ohio Department of Transportation<br />

(ODOT) and/or the LACRPC.<br />

1.5 Limitations<br />

The source of the data from this report is derived from the OH-1 (Appendix D) crash<br />

reports that are completed by the reporting law enforcement officer that responded to the<br />

crash. Each of the 3,480 crash reports has as many as 147 applicable fields of data for<br />

more than a half of a million opportunities for errors resulting in missing or<br />

inconsistencies with the data. The following report represents the most current data and<br />

information available from ODPS and <strong>Traffic</strong> Safety Analysis Systems & Services Inc.,<br />

(TSASS). TSASS has a sound national reputation in the field of traffic records and has<br />

worked with ODPS to improve the quality of the data; however, there are still a large<br />

number of "not stated" values in occupant ages, person-level injury severity, etc.<br />

Various tables and illustrations are affected and in a few cases it appears there are<br />

discrepancies as they are compared, for example, the sum of all the ages does not<br />

equal the number of people reported in crashes. This results from the portion of people<br />

for which no age is shown. The contents of this report represent the work of the<br />

LACRPC and its consultant, TSASS, Inc. The report does not represent a standard or<br />

policy of ODOT, ODPS, or the NHTSA.<br />

APPENDIX A: Definitions<br />

ADT: Average Daily <strong>Traffic</strong>.<br />

Alcohol Impaired Driver or Pedestrian: A person identified as one who had been drinking at<br />

the time of the crash and the effects of the alcohol could have contributed to the crash.<br />

Alcohol-Related <strong>Crash</strong>: A crash in which a vehicle driver or pedestrian had been drinking and<br />

the effects of the alcohol could have contributed to the crash.<br />

Inclusions: Alcohol Suspected; Alcohol/Drugs Suspected<br />

Animals: Examples: Horse and rider, Dog team drawing a sled, Team of horses drawing a sled,<br />

Burro carrying a load of firewood, Mule towing a boat on a canal, deer, dog, cow, and others.<br />

Automobile: An automobile is a motor vehicle other than a motorcycle or utility vehicle<br />

consisting of a transport device designed for carrying ten or fewer persons.<br />

Bicycle: A pedalcycle (a non-motorized other road vehicle propelled by pedaling) which has two<br />

wheels.<br />

Blood Alcohol Concentration (BAC): The level of alcohol in a person's bloodstream. In Ohio,<br />

the legal limit is .08.<br />

Bus: A bus is a motor vehicle consisting primarily of a transport device designed for carrying<br />

more than ten persons.<br />

CBD: Central Business District.<br />

Child Safety Seat: Safety devices designed to fit in motor vehicles that keep children securely<br />

in place. The seats are required by law for children who weigh either under 40 pounds or who<br />

are less than four years old, or both.<br />

Child Restraints: Devices found in motor vehicles for the protection of vehicle occupants that<br />

keep children in their seats, preventing them from being ejected from the motor vehicle upon<br />

impact. Restraint devices include shoulder belts, lap belts, shoulder/lap belts, and child safety<br />

seats.<br />

Collision Accident: A collision accident is a road vehicle accident other than an overturning<br />

accident in which the first harmful event is a collision of a road vehicle in transport with another<br />

road vehicle, other property or pedestrians.<br />

<strong>Crash</strong>: An occurrence involving a moving motor vehicle that produces bodily injury or property<br />

damage. <strong>Crash</strong>es are generally caused by driver error, a defect in the vehicle or in the road<br />

pavement, or an obstruction on the pavement. It occurs on a road, or after the motor vehicle<br />

runs off the road, but before events are stabilized.<br />

<strong>Crash</strong> Severity: The most severe injury, or in the absence of injury, property damage involved<br />

in the crash.<br />

Damage: Damage is harm to property that reduces the monetary value of that property.<br />

Driver: A driver is an occupant who is in actual physical control of a transport vehicle or, for an<br />

out-of-control vehicle, an occupant who was in control until control was lost; any person of any<br />

age operating a vehicle, including non-motorized vehicles.<br />

Ejection: Ejection code for occupant. Not Ejected, Totally Ejected, Partially Ejected, Not<br />

Applicable, Unknown.<br />

Equivalent Property Damage Only (EPDO): This measure is based upon the cost ratio of fatal<br />

and injury crashes as compared to the Property Damage Only <strong>Crash</strong>.<br />

Fatal Accident: A fatal accident is any injury accident that results in one or more fatal injuries.<br />

Fatal Injury: A fatal injury is any injury that results in death within 30 days after the crash.<br />

Fatality: A fatality is any death resulting from a fatal injury.<br />

Fatality vs. Fatal <strong>Crash</strong>: A fatality is a death that results from a traffic crash. A fatal crash is a<br />

motor vehicle crash (single or multiple) that results in the death of one or more people. A fatal<br />

crash can cause one or more fatalities.<br />

First Harmful Event: The location of the first harmful event determines the trafficway<br />

classification for the traffic accident. When the first harmful event does not occur on a trafficway<br />

the traffic accident should be attributed to the class of trafficway on which the unstabilized<br />

situation originated. The first harmful event is listed from the sequence of events that produced<br />

the first property damage, injury or death.<br />

Gender: The sex of the motorist/non-motorist. Male, Female, or Unknown.<br />

Had Been Drinking (HBD) Not Impaired: The officer determined that alcohol did not impair the<br />

driver as reported on the <strong>Crash</strong> <strong>Report</strong> (OH-1).<br />

Harmful Event: A harmful event is an occurrence of injury or damage.<br />

Holiday: Refers to the length of the holiday weekend period, including the hours of 6 P.M. to<br />

midnight of the day preceding the holiday.<br />

The accidents that are included within a given holiday period are based upon the day of the<br />

In Error: A term that identifies the person, animal or condition that was the primary cause of a<br />

motor vehicle crash.<br />

In Transport: The term “in transport" denotes the state or condition of a transport vehicle which<br />

is in motion or within the portion of a transport way ordinarily used by similar transport vehicles.<br />

When applied to motor vehicles, “in transport" means in motion or on a roadway.<br />

Incapacitating Injury (Serious Visible): An incapacitating injury is any injury, other than a fatal<br />

injury, which prevents the injured person from walking, driving or normally continuing the<br />

Property: Property is any physical object other than a person.<br />

Property Damage Only (PDO) <strong>Crash</strong>: A traffic crash that results in no injuries or fatalities.<br />

Ohio law requires that all crashes resulting in more than $400 in damage be reported to the<br />

Ohio Department of Public Safety on the OH-1 <strong>Traffic</strong> <strong>Crash</strong> <strong>Report</strong>.<br />

Property Damage Unknown (PDU) <strong>Crash</strong>: A traffic crash representing property damage under<br />

$400 or located on private property.<br />

Private Property Unreportable (PPU) <strong>Crash</strong>: A traffic crash occurring on private property that<br />

cannot be reported.<br />

Railway: A railway is any private way reserved primarily for land vehicles moving persons or<br />

property from one place to another on rails.<br />

Railway Accident: A railway accident is a transport accident that (1) involves a railway train in<br />

transport and (2) is not an aircraft accident, watercraft accident or motor vehicle accident.<br />

Railway Train: A railway train is any motorized railway vehicle.<br />

Railway Vehicle: A railway vehicle is any land vehicle that is (1) designed primarily for, or in<br />

use for, moving persons or property from one place to another on rails and (2) not in use on a<br />

land way other than a railway.<br />

Road Vehicle: A road vehicle is any land vehicle other than a railway vehicle.<br />

Safety Equipment: Safety restraint equipment in use by the occupant at the time of the crash.<br />

Includes motorcycle helmet for cyclists and safety equipment used by a non-motorist.<br />

School Bus: A school bus is a motor vehicle used for the transportation of any school pupil at<br />

or below the 12th-grade level to or from a public or private school or school-related activity. A<br />

motor vehicle is not a school bus while on trips which involve the transportation exclusively of<br />

other passengers or exclusively for other purposes.<br />

Seating Position: The location of the occupant in, or outside of the vehicle prior to the crash.<br />

Sequence of Events: The events in sequence for the unit. As many as four events can be<br />

listed on the <strong>Traffic</strong> <strong>Crash</strong> <strong>Report</strong> including the most harmful event, and the first harmful event in<br />

the order they occurred.<br />

Speed Related <strong>Crash</strong>: A traffic crash in which one or more vehicles were reported as<br />

exceeding the posted speed limit and/or where the reporting officer indicated that excessive<br />

tablespeed for roadway conditions or loss of control was a contributing factor.<br />

<strong>Traffic</strong> Unit: A traffic unit is a road vehicle or a pedestrian.<br />

Trailer: A trailer is a road vehicle designed to be drawn by another road vehicle.<br />

Transport Vehicle: A transport vehicle consists of one or more devices or animals and their<br />

load.<br />

Truck: A truck is a motor vehicle designed primarily for carrying property.<br />

Truck/Bus: The Truck/Bus section of the OH-1 <strong>Crash</strong> <strong>Report</strong> must be filled out if the crash<br />

INVOLVED one or more of the following:<br />

A truck (motor vehicle) with a GVWR more than 10,000 pounds; OR<br />

A truck (motor vehicle) with a hazardous materials placard; OR<br />

A bus designed for at least 8 persons, including driver.<br />

AND the crash RESULTED in one or more of the following:<br />

A fatality; OR<br />

An injury requiring transportation for immediate medical treatment; OR<br />

At least one vehicle was towed due to disabling damage or required intervening<br />

assistance before proceeding under its own power.<br />

Truck Driver: A driver who is operating a truck (Single Unit Truck; 2 Axles, 6 Tires, Single Unit<br />

Truck; 3 Or More Axles, Truck/Trailer, Truck Tractor (Bobtail), Tractor/Semi-Trailer,<br />

Tractor/Double - Short, Tractor/Double - Long, Fifth Wheel Or Converter Dolly, Tractor/Triples).<br />

Unit: Includes motorists and non-motorists.<br />

Unit Error: The motorist / non-motorist which had the most causative bearing on the crash.<br />

Utility Vehicle: An utility vehicle is a motor vehicle other than a motorcycle or bus consisting<br />

primarily of a transport device designed for carrying ten or fewer persons, and generally<br />

considered a multi-purpose vehicle that is designed to have offroad capabilities. These vehicles<br />

are generally four-wheel-drive (4 x 4) and have increased ground clearance.<br />

Van: A van is a motor vehicle consisting primarily of a transport device which has a gross<br />

vehicle weight rating of 10,000 pounds or less and is basically a “box on wheels” that is<br />

identifiable by its enclosed passenger and/or cargo area, step-up floor, and relatively short (or<br />

nonexistent) hood.<br />

Weather Conditions: Weather conditions at the time of the crash. Clear, Cloudy, Fog, Smog,<br />

Smoke, Rain, Sleet, Hail (Freezing Rain Drizzle), Snow, Severe Crosswinds, Blowing Sand, Soil<br />

Dirt, Snow, Other, Unknown.<br />

Youthful Driver: A driver is considered a youthful driver if his or her age at the time of the crash<br />

was between 15 and 24, inclusive.<br />

APPENDIX C: Accident Measures<br />

Within the highway safety community, there are a number of commonly used measures of<br />

accident rates, exposure, etc. Some of the more popular ones are listed below.<br />

Average Annual Million Vehicle Miles of Travel - estimated<br />

roadway). Measure of the hazardousness of a piece of roadway<br />

cost of traffic accidents from all over the United States. An<br />

updated cost estimate was published in October 1991 under<br />

FHWA-RD-91-055, representing the most current thoughts relative<br />

to direct, and indirect, costs of traffic accidents.<br />

In this table, the cost of and accident "per incident" represents the<br />

cost per person killed, injured, etc. Due to differences between<br />

Ohio and Federal distributions of fatal, injury, and property<br />

damage accidents, the computed costs will differ, depending upon<br />

the choice of a "per accident" or a "per incident" measure. In most<br />

cases the "per accident" statistics are used.<br />

EPDO<br />

Equivalent Property Damage Only - This measure is based<br />

upon the cost ratio of fatal and injury crashes as compared to<br />

Property Damage Only crash. ODOT calculates the ratios that<br />

they use each year. The current ratios for <strong>2009</strong> are:<br />

1.0 for each PDO <strong>Crash</strong><br />

7.31 for each Injury <strong>Crash</strong><br />

122.75 for each Fatal <strong>Crash</strong><br />

The proper identification of hazardous intersections may be accomplished through a variety of<br />

methods. Such methods range in their complexity and data requirements. Of the approximately<br />

half dozen or so methods currently employed, this report utilizes the following three<br />

methodologies based on their general acceptance and availability of data.<br />

Frequency Method<br />

The Frequency Method is used to identify and rank locations based upon the total number of<br />

accidents, which have occurred during the study period (2007-<strong>2009</strong>). Data reflects all<br />

accidents made available by the Ohio Department of Public Safety. Intersections with ten or<br />

more accidents over the three-year study period and a crash rate greater than 1.0 per MEV.<br />

Table 2 ranks these locations in descending order.<br />

Accident Rate Method<br />

The Accident Rate Method combines the accident frequency with the average daily traffic<br />

entering the intersection and is expressed as "accidents per million of vehicles entering the<br />

intersection" (MEV). The following formula is used to calculate the rate per MEV:<br />
